has caused so many problems over the last 24 hours. it looks like things are trying to improve. sheena parveen, can we expect any more rain today? it's so humid out there too. >> it is very humid outside. the air feels extra thick today because of all the mugginess and the warm temperatures but yeah, actually, we can expect more rain today, but we will see some nice changes for the weekend. it's 81 degrees right now in the district. we do have mostly cloudy skies, a bit of a breathe from the northwest but as we go through this evening, if you have the friday night plans, keep in mind that there is going to be another round of rain in the forecast. now, it's going to stay just about partly to mostly cloudy through most of the day. we have spotty showers in parts of charles county, some of these kind of dying out, maybe a few sprinkles near clinton. we have a very weak line of rain right leaving pittsburgh and entering parts of west virginia. we'll be watching that very closely but it's not until later this evening when you'll need your umbrella again so if you're out for happy hour or

will be very warm and humid and the showers will return. nice changes for the weekend coming up. in just a couple of hours, the man who was responsible for days of panic and confusion in prince george's and montgomery counties is due in court as part of a plea daily. we expect him to be sentenced to life in prison without the possibility of parole. last month, he pleaded guilty to shooting and killing his estranged wife and two strangers last year. the news happened over two days. news4's darcy spencer is inside the courtroom. follow her for updates. ♪ new video from a vigil held outside a jail where a virginia man was executed. the execution last night is sparking controversy. william morva was pronounced dead at 9:15.

after killing a hospital security guard and a sheriff's deputy during an escape in 2006. mental health advocates tried to spare his life. this was also the first execution under a new leadal injection procedure critics say it is intended to keep any missteps out of public view. within the last hour, president trump took part in a high-stakes one-on-one meeting with russian president vladimir putin. the two leaders are meeting at the g20 summit in hamburg, germany. as nbc's jay gray shows us, the ground breaking meeting comes as police try to control thousands of protesters. >> reporter: ongoing protests strain the opening of the g20 in hamburg this morning, including this sit-in, demonstrators trying to block access to the summit. police using water cannons to forcibly remove the groups. still, pockets of resistance continue to flare up across the city. crowds spilling intooa

and at times turning destructive, lighting fires, the flames swallowing cars and barricades, protesters also slashed the tires of a vehicle belonging to the canadian delegation. others shattered windows at the mongolian consulate. as the unrest continued to unfold, president trump and russian president vladimir putin met for the first time, shaking hands before the session's family photo. then a few hours later -- >> president putin and i have been discussing various things, and i think it's going very well. we've had some very, very good talks. >> reporter: sitting down for their highly anticipated face-to-face meeting. sna lot is riding on this. a lot of expectations. and these are two very big personalities that will be meeting with very big issues on the table. >> reporter: some back home demanding that those issues include russian hacking of the 2016 presidential election. >> let's make no mistake. putin knows what he did in our election. for trump to not bring it up, that's a sign of weakness.

meeting where both leaders are surely trying to flex some political muscles. jay gray, nbc news, hamburg, germany. a new victory when it comes to the trump administration's travel ban, a federal judge in hawaii ruled grandparents and other extended relatives of people in the u.s. are not exempt from the ban. the judge said that he would wait for a supreme court ruling on the case. so, for now, the government can block people from six majority muslim countries, even if they are the grandparents or grandchildren of people in this country. turning now to repealing and replacing the affordable care act, senate majority leader mitch mcconnell may not be as confident in the senate's version of the health care bill as he let on. at a town hall meeting in kentucky, mcconnell said it's possible a vote to pass a new health care bill could fall short. >> i'm in the position of the guy with the rubik's cube trying to twist the dial to get to at

conference who can agree to a version of repealing and replacing it. >> the existing bill would fail if just three republicans vote no. since all democrats oppose it. mcconnell was forced to cancel a planned vote on the bill last week after several republicans said they'd vote no. congressman steve scalise remains in serious condition after surgery to deal with an infection. med star washington hospital center says that scalise tolerated the procedure well. scalise was readmitted to the intensive care unit wednesday night. the house's third-ranking republican had been rofring from a shooting at the congressional baseball practice in alexandria last month where several others were also injured. scalise suffered the worst of the injuries. police are searching for a former uber driver accused of a sexual offense, ergun gunes was working for the ride sharing company when police say the incident occurred last monday night. this happened near queens chapel road i

hyattsville. his car is a dark-colored 2015 toyota rav-4 with virginia plates. police are looking for him. they may not know their names or faces but last night, neighbors in charles prayed together for the ten boys who were reportedly abused by a teacher's aide. >> allow to be service, lord, to those young children, lord, whoever they may be, lord, and to their families. >> local ministers and the women of action in charles county held a prayer service last night outside benjamin stoddert middle school in waldorf. the sheriff's department says it was inside that school that carlos bell recorded himself sexually assaulting male students. some of the abuse also happened at his house. bell is also hiv positive. people gathered last night and said everything about this case is just heartbreaking. >> and we want the families to know that we're here. we're all

as you know, when women get together, we change things. >> we're working to learn when bell will make his first court appearance and the possibility of more charges being filed. meanwhile, the school system will also provide free hiv testing for anyone who may have been exposed to the virus by carlos bell. this case in charles county has striking similarities to one in prince george's county. former aide deyante car away is charged with abusing students. now he's asking the judge to drop those charges because he believes his rights were violated. in a letter to the judge, caraway says he hasn't been treated fairly since he didn't get a court date within 180 days of charges being filed. he also told the judge he hadn't seen or heard from his attorney in over a year. the judge wrote back saying they can discuss the matter at his next hearing, which is set for

lifetime. >> u.s. army staff sergeant christopher walker was hit by an i. i.e. d. in afghanistan back in 2012. hey, megan. >> reporter: well, it certainly is a special homecoming. he has come to his brand-new home that you see behind me here, a home that was donated to him and was specially designed with his special physical injuries in mind here. now, army staff sergeant christopher walker was severely injured when he was hit by that i.e. d. in afghanistan. he lost both of his arms and a leg. his facial bones were shattered. it's been a long and difficult recovery but today he starts a new chapter in his life and here, you can see he's arriving here, just a little while ago, at his new home. sergeant walker is now the proud owner of a high-tech home specially designed around his physical needs. it's right here in alexandria, and he couldn't be more thrilled. it's all been made possible by the garry

their very first night in the home tonight. they're not going to wait at all. they're going to move right in. back to you guys. >> how special. and the house is awesome. that you know, megan. a maryland family is having a funeral today to honor the life of a fallen navy sailor. specialist first class xavier alec martin is one of seven sailors killed last month. the u.s. navy destroyer he was on crashed with a container ship off the coast of japan. martin is from just outside of baltimore. he will be buried at arlington national cemetery next month. in pennsylvania, family and friends will say their final good-byes to bianca roverson. the recent high school grad was shot to death during a road rage confrontation last week. police have charged david desper. they say he shot the 18-year-old in the head as the two tried to merge into the same lan

the murder of four of her children and their father smiled and posed for cameras this morning in court. a fifth child was also stabbed but survived. all of the children were under the age of ten. isabel martinez is facing five counts of murder. she told the judge this morning that she didn't want a lawyer and then proceeded to wag her finger at the judge, after which he strongly rebuked her in the courtroom. today marks a year since the deadly police shooting in dallas where five officers were killed in that shooting by a sniper who ambushed police. the ambush played out late at night on social media live streams and on tv. dallas's mayor said that it was not just a pivotal time for the city but it was a pivotal time for the nation. mayor mike rawlings sat down with our sister station in dallas to reflect on how that shooting forever changed his city. >> what it has done is called upon all of us to think before we talk, to

versus escalate, and put together programs that we, as a city, come together. >> a memorial was unveiled yesterday and a second memorial will open next year. for so many opioid addicts in this country, the addiction began with a prescription from a doctor. doctors say one of the most important ways to slow the epidemic is to cut down on prescriptions. nbc's stephanie reports an a cdc report that says progress is being made but it may not be enough. >> reporter: in the war against opioid abuse, a key defense is making sure some patients don't get prescriptions in the first place. in a report, the cdc says the number of opioid prescriptions in the u.s. dropped nearly 20% between 2010 and 2015. but the levels are still way too high. >> enough for every american to be on opioid medications round the clock for three weeks. that's just too much. >> repr:

county-by-county study, the most prescriptions were written in low-income white communities with high unemployment but there are examples of successful efforts to cut down on opioids. >> things like a broken leg or things like a kidney stone don't always require opioids. there are things we can do that are just as effective. >> reporter: the emergency department at this medical center in new york city started a program five years ago to replace the dangerous opioids with non-opioid alternatives. >> there may be people that think, oh, an alternative, that's not going to work for me. >> there are people who are resistant to this. it takes sitting to them and explaining to them the risk of the medication and the advantages of the alternative medication. >> reporter: the cdc guidelines say that opioids should never be taken for long-term conditions like arthritis and back pain and should be used cautiously for acute pain from things like surgery or late-stage cancer. there are signs the medical community is listening. but undoing the damage has only just

stephanie gosk, nbc news new york. new this morning, two americans are hurt from being gored at the running of the bulls. a spaniard is also battling injuries from the incident at this year's festival in pamplona, spain. one is 35 years old. the other is 29 years old which wou would. but their injuries are not considered serious. this is the first running of the bulls of this year's festival that runs nine days. good luck. why do it? i don't know. a major battle taking place right now. firefighters trying to prevent this four-alarm fire from spreading. another fear, a dangerous collapse. we're going to bring you the very latest. and new video and information on this new summer exhibit at the national blding museuium

take a look at this. flames raging out of control. fire destroyed a building in oakland. the construction crane in the middle was spinning because of the intense heat. firefighters are aggressively fighting it, which sent embers shooting on to a neighboring house. at least one other home caught fire here. no word yet on if anybody was hurt. also in the west coast, 37 wild fires are burning in 11 states, and colorado, hundreds are preparing to leave their homes that are directly in that fire's path. in los angeles, a

fires sparked from illegal fireworks on the fourth of july and all of this comes as the west coast faces a dangerous heat wave, 18 million people under advisories and forecasters are predicting record high temperatures over the weekend. the ship is on and that's swanson up the middle and the braves beat the nats. >> this friday morning was not good to the nats. they lost to the braves and they lost a key player, michael a. taylor suffered an oblique strain and will be on the disabled list. the game didn't end until 1:30 this morning. the team is being criticized for the delay, fans saying it didn't even rain during the delay and they still had to wait it out. now here's the thing too. now there's a possibility of quite possibly another rain delay tonight? >> yes. yes. we do have more rain in the forecast tonight. you know, people going and hearing the fact that w

back now at 11:30, a scary situation unfolded in the air on a delta flight. here's a photo from the scene thursday night, shortly after taking off from seattle, someone sitting in first class apparently assaulted a flight attendant. two people ended up getting hurt here. the beijing-bound plane was forced to turn around. nbc's miguel amaguer has the details on how it all unfolded. >> reporter: tense moments thursday after an unruly first class passenger forced a delta airlines flight headed to beijing to return to seattle

officials say roughly 45 minutes after takeoff, a man aboard delta flight 129 assaulted a flight attendant. several passengers then helped restrain the alleged attacker until the plane landed back in seattle. sources tell nbc news, plastic handcuffs or a device like zip ties were used to restrain the passenger. with the incident creating frustration and rattling nerves as passengers waited to board another flight. the airport released a statement overnight, reading, in part, two were treated and transported to the hospital with non-life-threatening injuries. the subject was taken into custody by police. the seattle fbi says the 23-year-old man is from florida and was removed from the aircraft shortly after 7:00 p.m. local time. law enforcement officials say the incident is not considered to be a national security threat. >>

there. now the fbi is investigating and we are expecting to get more details about the incident in the charges when the charges are announced at that passenger's initial appearance in federal court. we are in the middle of the busy summer travel season and if you have flown lately, then you know that it can take you a minute to get through security. news4's justin finch is live at washington dulles international with the top travel tips the tsa says can actually move you through that line faster. justin? >> reporter: hey there, good morning. today the agency walked us through a few things that cannot go into your carryon bag because even seasoned flyers, they say, can make some hasty calls in a rush to make those flights that can tie them up at those tsa checkpoints. let's take you to those demonstrations. tsa agents giving us some simple tips to keep in mind as you pack your bags here. if it spills, sprays, spreads or pours, it will likely go into your checked bag. and

retail establishments, and crimes there so it's causing an excess amount of work for the police department. >> car break-ins are a nationwide problem. this is footage from loudoun county about a week ago. covering prince george's county in the past week, seven people have been shot and killed in that county. we just learned the identities of two of the latest victims. prince george's county police say that phillip michael and kenneth edmonds were part of two groups arguing with one another. it started with words and ended with gunshots in the parking lot of an apartment building an-on atwood street in district heights. it ises the latest in a trend of petty disputes settled with guns. >> walk away from it. it's incomprehensible, i think to many in our community that a dispute between two people leads to someone being killed. >> the chief says there have been 42 homicides in the county so far this year, compared to 48 this time last year. we're getting a look at new

it's largely because it's so easy to do from your phone. turns out mixing boozy browsing and quick-click ordering is an expensive cocktail. the average price tag of these drunk shopping sprees is over $200. according to the finder.com survey. clothing and shoes are the most popular impulse items followed by gambling. but there are some tips to prevent those tipsy purchases. >> the first thing i would suggest is to take any shopping apps off your phone. they can really make shopping easy and fun, but it also leads to trouble if you want to stick to a tight budget. >> reporter: try downloading an app like freedom instead which lets you limit access during certain time frames such as locking all shopping sites after midnight. disabling one-click ordering or deleting stored credit card information can also help. >> you won't have those expenditures that are -- could be even worse than a hangover the next morning. >> reporter: if you do sip and shop, check out the return policy. the walk of shame to the post office might be worth it. liz

violate a law governing model aircraft. since opening the drone database in 2015, the faa may have collected about $4 million in fees. with your cnbc morning business report, i'm morgan brennan. when we talk about pet adoption, many of us picture cute, playful puppies and kittens but there are special needs pets out there. for example, this 2-year-old omni, animal control officers found him last month. very skinny and with a severe eye infection. he's taken all of his challenges in stride, gaining weight while he waits for eyelid are repair surgery and of course he's now waiting for a loving home. here the to talk more about special needs pets is stephanie shane from the humane rescue alliance. thank you so much for being here. who do you have with you? >> this is esmerelda. she's 11 years old and she's been with us almost

will take a shine to her and come adopt. we believe she's deaf. her special need is really she's just an old lady. at 11 years old, she's got some, you know, creaks and probably a little arthritis that needs some pain medication, but she's a delightful companion, really loving and sweet. >> she is very, very sweet. and you mentioned you found her with her leash still on. that's very unusual. >> yeah, it is unusual. the great person who brought her in said she had seen her for about two days, and when she was able to catch her, brought her in to us. and you know, with that leash on, we certainly hope there's a family coming but so far, no one has come to claim her. so, we're looking for a new family for her. >> and now with her being deaf, what type of family would be most, i guess, likely or what you would suggest type of family to adopt her, maybe with children around and things like that, you were saying

>> exactly. >> and as far as general in special needs pets, what types of families would you say. >> it varies so much with the need. for her, we would say a calm home because we do want her to know that you're coming so not coming up behind her. and you know, for all the different kinds of special needs, whether it's a medical or a behavior, what we really try to do is describe that individual, this is specifically what this animal needs. they tend to generally around special needs, take some more time to manage. there may be additional cost to keeping that animal, especially if it's a medical situation. but you know, first and fore -- you don't need to be an expert. you don't need to be an animal expert to have them. you just have to have an understanding of what that need is and what it's going to take to manage it and we always work really hard to help people understand that. we don't want to send someone home with an animal that they're not really ready to handle what that animal needs. >> we want people to know, these are not damaged animals. they have been, you know, in accidents or have some unfortunate incident happen to them.

three-legged dogs running around the dog park. they have no idea that anything bad has happened to them. so, as far as what you guys do for people adopting, i know you said you try to tell them as much as you can. is there anything where they can bring the dog back and maybe say, okay, i need you to help me with this because it's not working very well. >> yeah, especially for behavior. we have a terrific behavior team that offers all kinds of classes, but also for our adopters. specific one-on-one help if they're struggling with a behavior problem. so that we can help them work through that. >> okay. and as far as -- i was asking you earlier, too, do you find that special needs animals are getting abandoned to the shelter? >> we find them as strays and as owner surrenders, and certainly we have pets who come to us that something might happen in their life that their family is unable to deal with. but we don't have sort of a greater number of special needs animals than you would find in the general population. >> okay. >> we've got special needs and we've got easy peasy as well. >> all right. so we have omni up for adoption at the humane rescu
