>> i'm pat lawson. that woman had been walking this morning on busy south dakota avenue when she was hit. let's get to pam collins who have been talking to people at the scene. >> well, pat, she is lucky to be alive. she's a small young woman. this morning she was run over by a big dump truck. it happened here on south dakota avenue. she was walking. was she in the crosswalk here on 33rd street or was she on south dakota avenue at the point of impact. police are trying to figure that out. now, a portion of this incident caught on camera at this gas station. looking at this security camera video, you can see the woman walking down the sidewalk on south dakota avenue towards 33rd

street. she goes out of view, so it's unclear to exactly where she was when she was struck by that dump truck. the truck makes a turn from 33rd street on to south dakota avenue. you can see someone waving their hands in front of the truck to get the driver to stop. people at the gas station then moved to give first aid to the woman. firefighters and paramedics arrive on the scene. they have a lot of life saving work to do, stopping the bleeding and preparing the victim for the trip to the hospital. the truck belongs to fort meyer construction, they do a lot of the road work in our city. police say the driver stayed on the scene and he's cooperating with the investigation. the victim, she's in the hospital. she's alive. they say

>> first on 4:00, now, a new push to get rid of jail time. >> a dc council member is set to introduce the legislation this week. they broke the story earlier today. scott mcfarlane is a look at what we know. >> this new legislation will be formerly introduced at some point today or tomorrow. it comes as citations continue to increase on the metro system. this bill would make it a simple infraction, which means jail time and eliminates but also be lower from the current $300 in dc to $100. white is going to be formerly introducing the measure and current law makes the district most vulnerable. >> it's using tax dollars to subsidize a lot of money. we feel like the amount of offenses like should not be

so that's what we're trying to do, i've seen the young man who was locked up with his baby a few weeks ago. it's going to take it. >> this bill comes as metro tries to crack down. recent news 4 i-team investigation shows a big spike in citation and arrest for bus fair, 2015 to 2016 and metro added new patrol to deter people from not paying. metro has not yet refused but says it has an obligation to make sure every rider pays his or her fair. back to you. >> it's a developing story here that impacts the federal government as well as dc, maryland and virginia. get us new reaction and do not move the fbi's headquarters. it all came down to money. there's a problem and came up with $880 million short this year. but that also means a big waste of time and tax dollars in both maryland and virginia and

headquarters. reaction coming in now from every level of government. the chair and board of supervisors called the decision disappointing. spokesperson for maryland governor calls it adding this, we share the deep frustration of everyone impacting by the short sided decision. now, it was prince georges county in maryland that was suppose to be a filing for the fbi headquarters. tracee wilkins is live now with one of the sites that was being considered. tracee. >> reporter: a lot of disappointment. there were three final sites. one in springfield, one of them here at the landover mall site, take a look here and see what's now. it's been years since this place has been occupied for people who live in this county and area, the idea is very possibility of an fbi headquarters moving here gave them some relief and hope. no

additional money, but also gets this space filled. another site that was considered, green belt metro. there are talks of that being another site that the fbi would like to relocate to and plan was to move and build just steps away from the metro center. so since prince georges county was very good, two locations considered finalist in this run for the new fbi headquarters. with news that that would not be happening. that's the u.s. government has decided there was not enough money for them to move forward this project. the rug has been pulled from under the people that live here as we talk to citizens about this. we could not find one person who was not only informed about it but felt it impacted the community dearly. >> disappointed for economic reasons and the fact that i'm sure that a lot of fbi employees and it willut

you know, last week officer got the call that someone had been stabbed at the convenient store. the officer, no paramedics, he sees one group of people trying to help the victim and about 20 yards away, a few others struggling to hold down the man who just stabbed him. >> he's holding on to a box cutter and it looks like it might have some blood on it or something holding it close to his chest. put them in handcuffs and started to drag him into my car and try to get him secure, at which point, we've got some point bleeding out. the people that were out here did a great job because i looked over there and i said, hey, stand on it. keep him here. and i ran over to the other guy. i could tell that he was extremely pail and shocked and probably lost a lot of blood. >> that deep cut had severed his brachial artery. but the officer had thought to

of his cruiser. he unwrapped the tourniquet got it high up and remembered what he was taught in his recertification training class. >> the guy said, you know, you know when you're doing it right when they complain about the tourniquet more than the wound they sustained. i do remember there sitting there saying, we know when this hurts, that's kind of when i know i'm good. >> yeah, good enough to stop the bleeding. paramedics did rush him to the hospital. doctors say, that tourniquet is what saved his life. the great thing is, all those officers in fairfax county now have that trauma kit with them that they can grab any time they need it. >> lifesaver. >> yes. >> tell me when it hurts. >> i like that. great story. >> thank you, chris. >> all right. thank you. so was today just a warm up, so to speak. >> a little teaser of things to come. we saw clouds throughout much of the day, we may have walked out,

but once the storm came out, temperatures have shot up way up there, outside right now the haze also starting to come back, but you see there, a lot of sunshi sunshine. current temperatures sitting at 91 degrees. so we've had that breeze over the last couple of days. as far as the temperatures go, they've all come up now, very close to 90 and above 90. i think we'll go up another couple of degrees. maybe a high today around 93 is where i think it will be. that's 94 fredericksburg. but the current heat index, 99 degrees. it is a hot one, humid day. it's even more during the day tomorrow and especially into thursday. watching something else, too, some thunderstorm action, here is dc, leesburg, frederick, we're dry now. notice these storms, we'll see them move right and over towards the haguers town martinsburg area, around winchester zoom

berkeley county. you can see that storm right now over towards shepherd's town. heads up if you're in the area. down towards gains borrow, you'll continue to watch these storms move in. all part of the system to the north and west. this is a little bit of a boundary that's making its way to the north and east. we'll see a couple of showers and storms, mostly in the northern zones, the rest of us will remain on the dry side. this is all part of numerous, one, two, three, we'll call the systems that's why we had the cloud cover out there earlier today. tomorrow, hay should be part to the north we see more sunshine, that's not that sunshine, i think we get a little bit temperatures tomorrow, we'll notice by 3:00 a.m. we've got cloud cover over night. but tomorrow afternoon we break out into the sun and take a look at the numbers. 95 tomorrow, hot and humid. but it's not just the heat. it's the humidity. you add those two together, you get the heat

it will feel like tomorrow afternoon. this is noon tomorrow. 98 bc. how about in the afternoon, 102 bc, that's on your wednesday, thursday even hotter, high temperatures look at this, thursday morning, 8:00 a.m., could have a heat index of 8:00 a.m. at 91 degrees that tells you it's going to be warm, 104 by noon on thursday. and 106 dc. this is the day we're kaurling it a weather alert day, it will be that weather alert day because of the heat going for actual high temperature now of 100 degrees on thursday, 95 tomorrow. but 100 on thursday. 93 on friday. it was a good chance of scattered thunderstorms on friday. some of those could be on the storm side and heading into the weekend, a little bit less humid, rather hot. that's actually average, average high this time of year, 89 degrees. >> the only thing hotter than that, some of the deals available on amazon right now. >> there you go. >> there you go. >> a few hours left

here is a look at the problem, some residents are complaining about these ladies went shopping a at the costco, they brought their shopping cart on the street, they're unloading it to get back on to the bus, you can see what happened here, the cart lined up on the sidewalk here and now some residents who live in the pentagon city area around the costco are trying to get the retailers to do something about these run away carts. >> i think it's a little tacky, you know, i don't mind people taking the car, you know, it will help getting back and fourth to the apartment. some point it will be nice to get them back and hanging out in the apartment area complex. >> the costco employees make rounds through the area and pick up the carts they can find, but residents say, a lot of them are left behind f

for that region. this is really just a conglomeration of storms here, numerous storms, this one, pretty strong too. we'll zoom on in, this is the storm right now moving into clark kournty as we speak. another strong storm moving in towards fret rick county, this one, too, could have some locally strong wind associated with it and watching another one back towards west virginia. all of these moving across the region. if you draw a line from leesburg to the north, i think that's the best chance of seeing these storms as you move on towards the rest of the evening, not too concerned about storms there. we may see a couple coming into metro dc area, maybe montgomery. i'm tracking this boundary here. you can see it right in there. that boundary is actually moving this way. as it moves up to the north, it will start to take these storms with it, something we'll continue to watch as we move through the rest of the night tonight. it's hot. there's the hazy, hot and humid.
