>> we will begin with new details of a shooting that started as a case of road rage. >> we are learning how police managed to track down the suspected shooter. this all unfolded at the height of the morning commute shutting down a busy commuter road for hours. witnesses say they heard shouting before shouts rang out. a woman shot is recovering tonight. our northern virginia bureau chief julie carey has been at the scene all day. she joins us with the latest. >> reporter: we learned the man accused of killing the trigger turned himself into maryland state police in fredrick this afternoon. his name is ernest stickell. this wild road rage encounter started up on the beltway and came to a head here in the left-hand turn lanes. that is when a witness tells me the victim and her passenger got out

stickell's van shouting and threatening him and police say that is when he turned his gun on the victim. >> a white male suspect wearing a black polo shirt. >> reporter: it was a 911 call that brought rush hour traffic at this busy intersection to a stop. at the center of it all, the victim's suv, windows shot out, a trail of glass on the road. this is the security camera video of the moments just after the shooting. the suv driver hit in the neck and back does a u-turn loop. it is hard to see here but the suspect in the white van turns right in the other direction fleeing the scene. >> i saw the white transit to the right. >> reporter: this woman who doesn't want her face shown saw it all happen. the two vehicles got her attention as they exited the beltway. >> white van slowed down. she squealed past him and then pulled back over and cut him off in the front and stopped in the

>> reporter: the witness says that is when both suv driver and passenger got out and walked towards the van shouting, making threats, challenging the van driver to get out. >> she was screaming profanity and loud voice. then the gentleman on the passenger side jumped out. they were going towards the white vehicle. next thing i know i heard five or six gunshots and then i was like what in the world was that. and i went there is a shooting going on so i ducked in for a second. >> reporter: she saw the white van drive off. the suv had also already pulled away doing that u turn through the intersection ahead. some other witnesses followed the van. >> there were two other guys they said they chased him down and got his tag number. >> reporter: first to get help to the victim alexandria animal control officers. rescue crews arrived soon after rushing the victim

woman. she is expected to recover from her injuries. her passenger whom i told is her boyfriend was shaken up but was not injured and there was a passer by who got hurt a little bit by flying glass. ernest stickell is behind bars tonight. no word yet on when he will be extradited to virginia to face malicious wounding and other charges. >> julie carey reporting. road rage is a big problem in the u.s. according to aaa almost 80% of drivers nationwide expressed aggression or road rage while driving at least once in the past year. half of those drivers admitted to tailgating somebody on purpose. about a third say they made angry gestures at other drivers and about a quarter say they have tried to block another vehicle from changing lanes. for a look at other roadag

the u.s. house just ordered something to be done about it. the lack of people of color working on the hill last rear and joins us now with an update. >> estimated 15,000 people work for congress. most of them here in d.c. on the hill. a november 2016 investigation found congress kept no formal census of workers about their back grounds and diversity even though congress passed laws requiring other agencies to do so. we surveyed all 29 local members of congress last year for their internal staff recount. only a handful responded. of those people of color made up about 43%. the u.s. house appropriations committee has approved this bill requiring a formal report be made into how to combat unconscious bias in the hiring of hill staffers. you can see literally hand wrote it into a new spending bill. we w

detectives believe he knew the shooter. >> darcy spencer is speaking to the boy's family about his life and talking with police about their efforts to curb this summer spike that we have seen in crime in the area. >> i can tell you that the victim's father is simply in a state of shock. i was able to speak with him earlier today trying to come to terms with the fact that their son was shot and killed in a car and never got the chance to graduate from high school. >> if you commit murder in prince george's we have an 80% closure rate. you stand likelihood that we are going to lock you up. >> reporter: a spokes woman says officers are working 12 hour shifts combatting a spike in killings. >> it looks like a christmas tree in this county at night. >> reporter: so far there have been 14 homicides in july. the latest victim dustin khoury. he was 17

his life was cut short here in laurel tuesday night. he was shot and killed in a car. i spoke to his father via face time. >> never reached adulthood, he never had a chance to live life. i'm not too sure how it is going to go. one day at a time for us. >> reporter: police say khoury was shot during an illegal transaction and that the crime was not random. police say most homicides this month involve criminal activity leading up to the crime. arrests have been made in four of the cases. while officers are working 12 hour shifts they say they can't stop the killings alone. >> we have all heard if you decide to make certain choips in life with illegal activity you can end up in jail or dead. >> reporter: dustin khoury's did said young people need to value life. his son had

his was taken from him. his dad tells me he planned to go to college after graduating from high school. this family now trying to figure out what their next steps will be and they have to plan his funeral. >> thank you. allegations of grade tampering will be front and center at a meeting tomorrow. school ceo is meeting with county delegation for the maryland house of representatives tomorrow at prince george's community college. it's an open meeting but hasn't been widely publicized. it is scheduled before news broke that governor hogan wanted to look at claims of inflating credits and grades. maxwell says claims are not true. most of us will experience some form of back pain. it is one of the leading causes of disability all over the world. for some types of back pain there is an alternative procedure that can be life

a rise in dog flu cases this summer has pet owners taking some precautions. >> whether you have heard about it or not it is actually a big issue, highly contagious and killed pets in other states. the symptoms of dog flu and a new vaccine available to help keep them safe. >> reporter: symptoms start with a wet cough. the flu causes dogs to become lethargic and lose their appetite. a 2-year-old pit bull mix. his vet says it is extremely important for dog owners to make sure their pets get vaccinated

spreading. there are reports that two dogs died from the flu in north carolina just last month. >> it's a rather contagious virus that a lot of dogs are susceptible to and symptoms can be their dogs being sick and they can be fatal if it is severe enough. >> reporter: this vaccine helps prevent two types of canine influenza. dogs can also get the flu from eating or drinking from the same bowl. >> will you check to make sure that she is vaccinated against dog flu. >> i will make sure to ask our vet. >> yeah. she is at the dog park all the time so it is probably important for her to have it around other dogs. >> reporter: vets say two weeks after the initial flu shot dogs will need a booster and then once a year after that. reporting tonight from simpson dog park

we keep hearing from republicans as the affordable care act is failing, it is in a death spiral and is going to die on its own if they don't repeal and replace it. is that true? >> we are trying to do a reality check tonight. we have been talking to the kaiser family foundation. we have a long conversation with the ceo of the cleveland clinic. they all will tell you and i will tell you most nonpartisans will tell you it has done a lot of good. there are problems across the country about a third of the insurance markets have only a single insurer offering coverage. the vast majority of americans are not covered on the affordable care act. if you have corporate or company insurance that is where your insurance comes from. as it relates to how solid the affordable care act kaiser said the markets are not in danger of collapsing and they are turning profitable this year. so what has happened is it has taken a few years

the biggest problem right now, everybody will tell you is unsaernd. is congress going to continue to support the affordable care act and will president trump no longer allow for subsidies to subsidize the affordable care act. they just said they will do it for july. beyond july we don't know. that is why you have insurance companies pulling out. they say when we don't know if you will subsidize us that becomes a risky business proposition. >> that can cause the failure. >> you have a lot of nonpartisans saying republican congress has done everything it can to undermine the act for at least this year and over the last few years and the question is will the trump administration go ahead and decide they are not going to allow for subsidies. >> anything else the administration is going to do? is there anything else if

if it does fail is there anything else the administration can do? >> are there fixes to keep bairk functioning? if that seems to be dead and they will try again and it doesn't seem to work what could they do to tweak it and make it work. most people say sure up subsidies. one of the most unpopular is individual mandate requiring folks to have insurance to spread the cost. work with providers and insurance companies to cut costs is going to be critical and a whole list but their point is this isn't kploetly dead and broken. it does need fix. >> we need bipartisan cooperation. >> that would be nice. bipartisan? washington? >> we'll look for your story coming up on nbc nightly news. you can see more of tom's reporting right after this
