home behind me are elderly. police just literally just got the search warrant approximately two minutes ago. they are now inside the home. you can see a detective at the front. they are taking photographs and collecting evidence inside this home. police say around 2:41 that is when they received a call and they went inside, found the bodies, went out and then waited until they got the search warrant. it's important to point out that there is no threat to the community. police say that this incident is isolated to this home, again, elderly couple and they are investigating. they're trying to figure out what happened. live in arlington, shomari stone, news 4. ♪ ♪ tonight some of the most powerful people in our country will honor jim vance. dc delegate eleanor rose will speak on the house floor to honor vance. she told news

barrel. that restaurant, breakfast all day long. i'll get to that in a bit. vance told us he didn't see a lot of affection or hugs, about ten years ago, my family and i took our mom to eat at the cracker barrel. the hostess said oh the big jim from tv is here, too. he would go there on his way back from fishing camp. as we're ledding into that packed dining room. i spotted vance eating clear across the other side. he didn't miss a beat. he stood up, walked right into the middle of that room, reached out his arms big and wide and yelled, mama. and gave my mom the biggest hug and left the biggest smile on her face. she would share that story the rest of her life and jim vance could do no wrong. ton way back in the car, we noticed, she was chuckling and wondering if anybody in that

that very heavy rain fall. also moving towards the logan circle area, the dupont circle area, as well. then we look up towards mcclain and we're seeing some very heavy rain fall. thunderstorm activity there. i want to show you the wider picture right now. what we're tracking, it's pretty much only impressive activity in our area, further back to the west and showers over the mountains that can bring another isolated thunderstorm later today. as far as storm impacts tonight, this is highly isolated, unfortunately right now. it's in a highly populated area. heavy rain fall followed by high winds are going to be the concerns. not talking about the threat for tornados this evening. 88 degrees right now as they head into the evening hours at 9:00 will be around 84. another pop up thunderstorm or two still to contend with this everyo evening. tomorrow, it is dry and beautiful from start to finish, 85 degrees for high tomorrow. mostly to partly sunny

it wasn't until police were on the scene investigating that the woman realized she left the little boy behind. it's likely any parents' worst nightmare. >> i think that that is absolutely ludicrous. >> getting a call that your child was left by a day care worker in the middle of the busy mall food court for nearly an hour. >> mall security found two-year-old boy that had been left in the stroller. he was actually asleep at the time. >> prince william county police department says, officers quickly responded. their investigation led them to crystal lundy the dare care director. >> we determined that she was one in charge of the program and in charge of the kids at that time and she was premare caregiver. >> thank goodness somebody else saw it. i saw the kid and was like, oh my god. >> thank goodness police say the child was okay. >> leaving him in the mall. i mean, kidnap, that's the first thing i think of, is somebody walking off with your kid. >>

is facing a felony child neglect charge. back to you. >> yeah. megan, thank you. we've got an important ruling tonight in the case of a man accused of driving over a baby stroller last summer and killing the child inside, jurors will not be taken to the scene of that accident. prosecutors wanted them taken to the intersection on river side parkway where five month old tristan shults was killed. john miller the fourth faces several charges, including manslaughter. he's accused of driving through the crosswalk through where the baby's mother was pushing tristan in a stroller. the judge is allowing the child's mother to be in the courtroom throughout the child which was set to begin in october. normally witnesses are not allowed to be in the court until their testimony is complete. ♪ >> vance had a skill, a gift that always on me. he could stair into that camera and tell you s

stumble. he almost dared you to look away. it was a raw power that few of us on this side of the camera possessed. he was masterful. but watching him in life was even more compelling. i always wanted to be him for just a day and see what his life was like on the inside. vance was like in shadows it was always fascinating to deal with his internal weather system. he had a big life and being around him made our lives big. he changed the energy of a room just by entering it, even though it was just the two of us in my living room and not because he was an icon or a celebrity, never. he just arrived with a joyful curiosity, fwlglad to be there. he would seek you out because he wanted to know what was going on in your head, these days. he was the friend that sees you, sees the nuances in you. he wanted to know what it was like being you and that observation of all things

friend you could ever have. the one you go to check your own calibrations about work and romance and the crap that can wear us down. he always had an answer or he had a story that told you there were no answers. and he always called me a reader, and said, reader, i'm going to ride my bike down your way, you home. i remember visiting me at the river and drove off the road to pull over. she leaps out and runs up to meet jim vance. he made her feel like an old friend. she was so delirious and flustered, she ended up walking home and left the car running in front of my house. it was like, lynn, your car, she came back. and i looked and said look at what you're doing to my neighborhood, the vance effect. 12 years ago he gave me a johnny hartman

>> it is. you know, we can see some isolated stuff throughout the remainder of the evening. for the most part this is the storm we've been watching as amelia said, it expired at 5:45. we're seeing gusty winds, that cluster of storms right there. >> a lot of heavy rain fall. it's having highly populated areas and having a big impact. this is starting to move, now, i think more than 20 miles an hour. it's starting to move more towards the northeast. we want to give you updated impact times moving in within about five minutes. moving in towards the carrollton area right around 6:05 and atlanta area just after 6:00 in the evening. again, no severe weather alerts out right now, but still tracking this pretty impressive thunderstorm. the main concern just very heavy rain fall that's reducing visibility as folks are traveling home from work. whenever you see rain, it is a miserable drive home for some of us, unfortunately, take a look at how

we know why the bright color, the yellow the orangest, over parts of kensington, out towards tacoma parts, parts of northeast and northwest here in the district moving off. and then we take a look at the bigger picture, what's happening on back to our west. you can see not a lot of activity as these showers move over the mountain and they're really drying out. again, maybe an isolated storm or two, for most of us it's dry, threat for severe weather tonight is pretty low. we're not talking about the tornado, but just as you see this time of year, when it's hot and humid, and storm that do develop could have strong gusty winds and that's why that thunderstorm was issued by the national weather service for the potential damaging wind. we talk about temperatures in the 80s and 90s right now. we start off tomorrow with 72 degrees, plenty of sunshine. pretty low humidity throughout the day. en

outdoors. 4:00 in the afternoon, not so hot. 85 degrees tuesday evening, gorgeous, 81 degrees. as long as the mosquitos don't kill you, it's dinner afterwards kind of weather for your tuesday evening and perfect day, wednesday at 12:00, thursday maybe an isolated thunderstorm around during the afternoon hours. but, again, tomorrow and wednesday looking great. take a look, ten day forecast. maybe late day thunderstorm on thursday, better chance for some scattered thunderstorms on friday. and then, guys, a gorgeous weekend, low humidity, temperatures in the mid-80s, wendy, both saturday and sunday. >> thank you, amelia. this is something that might dry your tears, that tough road closure on beach drive in northwest dc is almost finished. the stretch has been closed since last september. by the end of next month, you should be able to drive. transportation up close look at the progress. >> one

>> reporter: one month to go before the first stretch of beach drive reopens to traffic. >> yeah, i live right down the street. i've been watching pretty much every step of the way. >> you have no idea when it's going to reopen? >> no. >> the road does have a serious upgrade, taken down to the base and rebuilt. the trail next to the road widened. and water drainage is a huge issue here as well on both the road and the trip. >> one thing you may not see while you're driving or biking is this new experimental pavement on the trail. but the water drains right through it. so fewer puddles on your bike or run. >> there's more, the tunnel in this section of the project improved. about 300 chipped and missing tiles replaced and pedestrian walkway expanded. the pedestrian walkways went from about three feet on one side like it is here to five feet over on

dc is the leader in the nation when it comes to solar power. showed off a program that's not only providing solar panels to low-income residents for free. it creates jobs for young people. news 4 mark sea graves tells us

about it. >> he was in the trinidad neighborhood at the home of amy who has lived in the home for the 32 years. she's living on a fixed income. not long ago, she was at a community meeting. >> who heard an interesting presentation about solar and about saving money and saving the planet and letting young people get to work and she said, sign me up. >> the kelvin signed up for solar works dc, which provides free solar panels and installation to low-income families with the help of nonprofit called grid. which also provides solar job training, dc, maryland, and virginia and delaware. they're looking forward to saving money on electric bills. she says there's another part of the program which is even more important. the people who installed her panels are young dc teens learning career skills in the summer point of pr
