we will start with hallie jackson. good morning. >> reporter: good morning. what a dramatic morning this is turning out to be with john mccain making that surprise return to washington just days after getting diagnosed with brain cancer. republican leadership knowing every vote is critical on healthcare had hoped he would make it back in time for today's procedural vote that kicks off debate in the first place on a bill. this is something the senator seems supportive of last week. but even if the gop clears this hurdle, there are plenty more ahead, with questions on what the senate bill will even look like and what's shaping up to be another healthcare cliffhanger. one of the senate's fiercest fighters back on battle. john mccain returning to capitol hill today to help republicans clear a critical healthcare hurdle. the senator recovering from surgery, recently diagnosed with brain cancer. until now recuperating at home. in arizona taking a hike. in washington, a

president trump smoked -- and you know what this is -- president trump spoke before a small crowd of boy scouts today. fake media. fake news. >> the president going after his predecessor. >> by the way, just a question, did president obama ever come to a jamboree? >> reporter: the backlash building fast. on twitter, quote, politics do not belong in the jamboree. citizenship does. the scouts even releasing a statement saying, in part, the boy scouts of america is wholly nonpartisan and does not promote any one position, product, service, political candidate or philosophy. the invitation for the sitting u.s. president to visit the national jamboree is a long standing tradition and is no way an endorsement of any political party or specific policies. back here on the hill it is all about healthcare with the president this morning calling john mccain an american hero and brave for returning

we may hear more from the president about this public push on healthcare today when he holds a joint news conference in the rose garden with the lebanese prime minister. no shortage of questions for him in what's another busy day in d.c. >> it sounds from what you just said like the president feels mccain is a yes vote on healthcare. do republicans have the vote this time? >> reporter: if i had a crystal ball i would be able to answer that for you but i don't each think republican leadership knows for me if they will be able to get this thing across the finish line. the vote today that is expected is ll just the procedural step to even start debate in the first place. that is what republican leaders think john mccain will support but it's not clear fell support whatever the healthcare bill is down the road, either repeal now and delay a replacement, repeal and replace now at the same time or perhaps a third option. that's why today is going to be really critical. watch for these gop leaders to go after some

team acquitted himself pretty well. he had the impressive backdrop of the white house. his defense, though, was notwithstanding all the professional look and feel of the testimony. i was a rookie. i was a novice. i was overwhelmed. there's more questions to ask him, for example, about his role in the comey firing. about his role in the warning from the justice department, that the russians could blackmail the national security adviser. there's plenty for investigators to look at going forward. >> jeremy bash, thank you so much. thanks, guys. more to get to this morning, including newly released video that shows the shooting of telespecial forces soldiers at a military base in jordan. on monday, the jordanian government released security camera footage of this incident. the three green berets were shot by a jordanian soldier as their convoy waited at the base gate. the defendant said he opened fire because he feared the base coming under awac.

hands in an attempt to surrender. a jordanian military court sentenced the shooter to prison with hard labor. there's more developments in the disturbing case human smuggling in texas. gabe gutierrez is in san antonio with more. good morning. >> reporter: carson good morning. at least 20 of the undocumented immigrants are hospitalized. several have spoken to investigators and described a terrifying ordeal. authorities say nearly 100 people were crammed inside that tractor-trailer, in pitch black this morning trucker james bradley jr. is in federal custody as new details emerge about horrifying allegations of human smuggling. now ten undocumented immigrants have died after san antonio police found 39 of them, including teenagers, trapped in this

>> makes me angry that, you know, people could be so cold. >> reporter: new court documents reveal bradley told investigators he was driving the truck from iowa to brownsville, texas, but it stopped in laredo to get it washed and detailed. he said his boss sold the trailer and asked him to deliver it to its new owner. he also claimed he was unaware of the contents until he stopped at this walmart parking lot to use the restroom. when he opened the back door he said he was knocked to the ground by some of the people who fled. authorities interviewed some of the survivors who said they started taking turns breathing from the only ventilation hole. they told investigators they paid smugglers and other linked to a drug cartel to help them cross to the u.s. this survivor told the associated press people were crying and begging for water. this police body camera video from a similar incident in texas in 2015 shows the stiefling conditions. dozens of undocumen

rescued just in time. a 13-year-old boy among the survivors. >> 147 degrees. >> border patrol agents showing us how quickly these smuggling operations can turn deadly. >> just about ten minutes ago we went and checked the temperature in this trailer which had been shut for about two hours. it went interest 105 degrees to up over 130 in a matter of 30 minutes or so. count of transporting undocumented immigrants, resulting in ten deaths. if convicted, he faces up to life in prison. even the death penalty. he's due back in court later this week. carson? savannah? >> a horrible story in san antonio, texas. gabe, thanks so much. as we mentioned at the top of the show, the vatican's historic fountains are going dry. the holy sea says it is shutting off 100 of its fountains because of italy's drought. this past spring was the third-driest in 60 year. more than

severe weather today up through the plains and on into the midwest as another system pushes in, it's going -- we right now have an enhanced risk of strong storms, 5 million folks at risk, possible tornadoes in minnesota later today. we move into tomorrow it shifts to green bay, madison, chicago, indianapolis. 24 million people at risk. we can't rule out some tornadoes. by thursday it moves into the northeast and the mid ohio river valley from louisville, charleston, washington, atlanta, new york city as well. 56 million folks at risk, the storms will continue into the night. mostly wind, damage, but there could be some hail damage as well. we're going to get to your local forecast coming up in the next 30 seconds.

attorney general this morning. the president tweeting that jeff sessions has taken a, quote, very weak position on hillary clinton crimes and intel leakers. last week president trump blasted the attorney general over his decision to recuse himself from the russian investigation and he called the attorney general beleaguered in a tweet on monday. there is a new hoverboard recall to tell you about. irover is recalling 2500 of them. these were sold at t.j. maxx and marshals storgs from december 2015 to december of last year. also this morning we are hearing from the parents of a five-year-old boy who died while attending a day camp in georgia. they have a very important message for all families. nbc's katie beck has this story. katie, good morning to you. >> reporter: good morning, savannah. the cricket summer day camp is shut down following the tragic

hash. his heartbroken parents and investigators are trying to figure out what went so terribly wrong. >> this morning a mother in agony, grieving the loss of her five-year-old son, benjamin. the little boy sent for a day of fun at camp, but never coming back. >> i miss him. i'm angry. and i want him back. >> reporter: benjamin and a dozen other five-year-old campers were taken to a waterfall at the nature center for a picnic lunch. according to the camp the children, supervised by four counselors, were allowed to splash around in a shallow creek. a camp spokesman says when it was time to head back the counselors noticed benjamin was missing, following a frantic search he was found face down in the water. >> it's not right. >> his parents say benjamin didn't know how to swim, but the camp schedule only listed water

water fights, so didn't think it would be a problem. >> we never had a conversation about swimming. that's not on their itinerary that they sent to us. i would never have agreed for him to do anything like that. >> monday the camp was shut down after the state of georgia determined it did not follow proper licensing procedures. the family's lawyer says they are now planning to file a lawsuit. >> you're going to pay for this one. >> the camp issued a statement writing in part they're heartbroken and distraught over this tragedy. adding thousands of children have attended the camps over the years without incident, except for minor scrapes, bumps and bruises. the family's attorney says parents need to be cautious. >> any parents out there can pay the price if you don't know what's going on with the summer camp. >> reporter: but how do you know? the american camp association suggests parents should ask about the camp's accreditation. the ratio of counselors to campers. counselor training. and check with the
