this creepy investigation that you'll only see on 4. david. >> reporter: wendy and leon, you hear that word creepy and you'll understand when you hear the details of this report. i can tell you right now there is a warrant out for his arrest. he actually lived and worked in that building behind me. yellow one, that's the apartment complex. it's really nice apartment complex, modern and clean. however, on july 12th, that's when a young woman who lived here called police after she found something in her bathroom. she says it was a small hidden camera, looked like one of those usb power adapters. >> so she contacted a maintenance guy again and he said, that's some of my monitoring equipment, please leave it there. turns out we think it's a

sensor activated hidden camera. >> reporter: beyond that, police believe there may be more victims. they want to know folks who live in this apartment complex if they saw anything like that device looks like that power adapter. as far as he's concerned, police don't know where he lives. he use to live here, they can't find him. i did reach out to the folks that manage this complex, i went into the front desk and left my number. as soon as we hear an update from them, we'll pass that along. send it back to you, wendy and leon. >> all right, thank you, david. speaking of cameras, we have another cam related here. cameras were recording as crowd cheered, woman found a car accident, check this out. secure the car to keep it in place and they were able to rescue the driver and get her out of the car. as you saw there, she did make it out and walked away with her cane and she actually apologized to them. they checked her out to make sure she was okay. >> well, developing now, assessing the damage on the eastern shore, these are live pictures from chopper 4. you can see how extensive the debris field is. >> strong tornado touched down yesterday. news 4 derrick ward is back there as people continue to pick up the pieces. >> the day after and the devastation is still efvident. the ef-2 tornado hitting hard a block or two inland. with the clean up effort already underway, this community is starting to recover. it's going to be hard for these folks, some of this damage is just beyond repair. this is the one that was lifted off the foundation and dropped back

with her inside. just across the street, another resident considers her own misfortune. that may have saved her from worse damage. >> the roof was coming off and the tree fell on top of that. >> reporter: still her truck smashed and there's a hole in the roof. but she and others escaped. >> i've been able to go out and talk to some of the residents. everybody is very happy and blessed that there were no fatalities. >> kind of looped in because they were coming there. >> state and local officials railroad out touring and assessing the damage today. they're considering it possible tax relief for those hit hardest. in stevensville, news 4. dc man goes to court next week accused of triggering a major score at joint base. federal agents say he called this a bomb threat at the base's bowling ally. they said explosives would be detonated if it was not

evacuated within minutes. scar mcfarlane says it was conducted february 1st. emergency drills for training for suspicious packages and bombs. brown is charged with a felony and he'll appear in dc court next friday. request from comments from the base and brown's lawyer were not immediately returned to us. brown has pleaded not guilty and right now he's sitting in the dc jail. >> new at 4:00 disturbing find at a home in northern virginia, people heard footsteps in the attic, learned a stranger was living up there. this happened last week at a home in the 22nd street in arlington just a few blocks south of pentagon city. chris gordon is there with details on how the surprise house guest got inside, chris. >> reporter: well, he broke in through a sliding glass door that was open. just imagine how scarey this would be if it happened at your home, someone breaking

camping in the attic. well, that's exactly what happened to the two women who leaves part of this house on 22nd street in arlington. -- who leased part of this house on 22nd street in arlington. i spoke to one of the woman just an hour ago. the tenant who lives here was surprised hearing noises right above her head in the over night darkness friday morning. she doesn't want to be identified but told us what happened. >> i heard footsteps above me and i checked in with my landlord because sometimes people -- he's used the storage above in the past. >> the tenant called her landlord, who alerted arlington county police. they searched the attic and located a homeless man, 60-year-old anthony jones. he's being charged with unlawful entry. >> reporter: did you find any kind of evidence that he had been there for any length of time. >> officers did find personal belongs. he had personal backpack and bedding. >> reporter: theen

and the most recent crash happened along a busy road in the district earlier this month. today's hearing centered around a crash from two years ago. news 4 pat collins has been closely following this. he joins us live at dc superior court. pat. >> reporter: wendy, no more dump truck driving for ismael alvarez. well, at least for the time being. mr. alvarez, can you explain to

me why you left the scene of the accident? 62-year-old ismael alvarez, charged with hit-and-run after his fort myer dump truck struck a student in the crosswalk on florida avenue and then police say the truck kept on going. >> reporter: can you explain to me why you left the scene of the accident in the dump truck? it happened in november 2015. the victim, 22-year-old ethan zimmerman. he suffered brain injuries, broken bones, went through numerous surgeries and is still on the mend. now while awaiting trial on the hit-and-run charges, alvarez got involved in another serious pedestrian accident. two weeks ago he was behind the wheel of another fort myer dump truck on south dakota avenue when it ran over 23-year-old bianca

but her family said she's gone through three surgeries and is still unable to walk. there's a lot of medical work yet to be done. police say alvarez stayed on the scene of that accident, which is still under investigation. at a hearing today in court, a judge ordered alvarez not to drive a commercial vehicle at least until another court hearing about a month from now. welcome news to allison zimmerman, the mother of one of the victims and her attorney sal. >> this is real people with real with real needs and two people's lives have been changed because of the actions and we're very grateful that, for a month, there will be no commercial license for mr. alvarez. >> and hopefully longer than that. >> reporter: this tonight from fort myer construction, they say

in the morning. it's refreshing once again, especially for late july. temperatures around 70, going out on the lunch break to do a quick walk around the block, low humidity, or if you're trying to exercise after work, the sun set time at 8:25. you want to get that done earlier, unless you have a head lamp. 75 degrees tomorrow, still really nice whenever you're planning on getting outdoors. low impact, as far as the weather is concerned. windows down kind of weather, just like what wendy was saying, have your lunch outdoors. barbecues tomorrow evening, we have another one tomorrow night, this is perfect baseball weather. it's not too hot, as the sun goes down, it's really comfortable. take a look now at your humidity level levels. tomorrow the humidity really low. tomorrow the humidity will be a little bit higher, i don't think you'll notice that. however, take a look at your thursday and friday, does start to feel a little bit muggy, we don't get

there has been an out pouring of support and condolences the last three days in memory of our dear colleague, jim vance. and not just from the people who worked with him but from so many of you watching from home as well. >> the example that vance set and the encouragement that he gave so many in our community, particularly, young black men. >> puts you at a loss of word. >> linden lance is heart broken over the death of jim vance. >> when i got the word about it, it was like a punch in the gut p. for a person that i've never personally met, it was like losing a family member. >> he dj'd at the redskins pregame for the last five years. he first saw him on news 4 when he was 10 years old. >> he was -- he had a

presence. as a young kid and looking at that, you didn't see that on tv often. and i just remember looking at him and hearing him talk and his command of a language and it just gave me some, i realize, i can be like that. >> vance was one of the first african-american news anchor in a major tv market. he also gave back to the community, volunteering with organizations, including the 100 black men of prince georges county, a group that mentors black youth. >> jim, as you know, was a phenomenon human being. not only was he a great newscaster, he was a person that when he said something, the youth listened. he had a way with words and humor. the youth connected with jim vance, his legacy, how long he's been here, an amazing icon. he's definitely going to be missed. >> i first started watching jim vance when i was in high school. he was one of the journalists who inspired me to become a reporter. he had such a positive
