country around the world. senate republicans are trying to hammer out a bill on health care reform. house republicans are trying to pass a spending bill but a battle over transgender troops is threatening to sink the bill. >> president trump surprised everyone by stepping into the fray and issuing a blanket ban on transgender americans in the military. >> this is something that caught so many people completely offguard including lawmakers and many inside the pentagon. today during the white house briefing when questioned the white house couldn't explain exactly how these changes would be implemented. today from the president's twitter account, political threats and new policy. president trump announcing transgender individuals will no longer be allowed to serve in the u.s. military citing tremendous medical costs and disruption. a strong about face from then

>> reporter: sessions is showing no signs of stepping down and his staff says he has no plans to do so. senators are moving through a series of votes related to health care reform, many of them today focussing on the repeal only measure. tomorrow they are expected to focus on the so-called skinny repealism. some families could be impacted by this ban. chris lawrence talks to one woman who is worried about her daughter's medical care as she goes through her transition which is being paid for with military insurance. her story is coming up. we turn to a developing story in fairfax county where a car was left running in the middle of a neighborhood street. >> the driver and passenger doors wide open. inside the lifeless bodies of two young men. david culver is live where police are working to piece together what happened. >> reporter: i just was on the

man along the river walk trail where we find pat collins live with the latest. >> reporter: why did he kill the man? why did he kill the man's dog? i'm going to get to the story in a minute. first let me tell you where we are. we are in river terrace neighborhood. over there the river. up there, the east capitol street bridge and down there, the bike path. it goes on for miles and miles and miles. this morning sources say a suspect shot and killed a man on that trail. sources believe that same suspect then murdered the man's dog, a bizarre double killing on this popular city path. the murder scene, the bike trail as it runs through the river

east capitol street bridge. the time, 8:30 this morning. a man gunned to death here. witnesses report hearing about a half dozen shots. at the scene, sources say, investigators found two dogs. this small dog and a larger dog that sources say had been shot to death. police looking into the possibility that the dogs belonged to the murder victim. one dog shot dead, one dog spared by the killer. how this came about, that's still unknown. on the scene today captain anthony hague, the head of the homicide squad. he had these words of advice. >> if you are on the bike trail anywhere or if you are walking in the wooded area you should

surroundings. that's anyone. i'm not telling the citizens at this point to be alarmed. i do understand that this is a highly frequented bike trail. there is normally a lot of traffic out here. >> reporter: so is this random or a targeted killing? police say at this point they don't know. there is a lookout in the case for a man dressed in black riding a red mountain bike. leon, back to you. >> thank you. we first brought you this story as breaking news earlier this morning on news 4 today. we know a lot more about a deadly wrong way crash on route 50. >> the view makes it easy to see why two people lost their lives here. christ gordon is live with the latest on what investigators uncovered there. >> reporter: we are standing right across from the crash scene which is behind me along route 50. the far lane

lane moving from bay bridge. this is where it happened overnight causing chaos and a very tense scene as medical personnel try to help the victims and emergency vehicles clog the highway blocking traffic on route 50 for hours. maryland state police say they got a 911 call about 2:00 a.m. reporting a wrong way driver. investigators say the hyundai driven by 31-year-old christine parks was headed eastbound in the westbound lanes of 50. her car struck the honda head on driven by 33-year-old hui xu of herndon, virginia. they both died on the scene. >> we have not ruled out alcohol involvement. that continues to be something investigators are looking at. they do not believe speed was a factor. >> reporter: a third car was also involved in the collision. its occupants were treated and released from a local

a previous one way collision on route 50 that killed two drivers and injured a toddler woo was a passenger in the car that was traveling in the wrong direction. police say there was no alcohol involved in that crash. these two accidents worry people who live in the area near route 50. >> it has happened people going the wrong way. >> reporter: you blame it on what? >> i don't know. i would think that it is some sort of issue with the mapping or exits and things of that nature. >> reporter: maryland engineers surveyed this area of route 50 right after the may wrong way crash. >> to determine if signage is appropriate. nothing is being blocked and it's accurately identifying on ramps and offramps and westbound and eastbound with all of that was found to be appropriate and functioning. >> reporter: investigators are still trying to determine

the military world would entail. >> transgender service members have been able to serve openly in the military since last year when president obama ended the ban. a recent study showed about 2,500 active duty members of the u.s. military are currently serving transgender. since they are already in now what happens to them going forward? >> chris lawrence joins us to tell us about a local family worried about the impact. >> what happens to them i don't think pentagon officials know. these families are worried and scared. i spoke with a wife and mother. her husband is a soldier. her teenaged daughter is transitioning. amanda brewer was in the car with her kids when her son saw the bombshell from president trump. >> and he read me the tweets. i started crying. he is like what does that mean? and i wasik

these people aren't allowed to serve. they are not allowed to get health care. that means we are one tweet away from your sister not getting to see the doctor. >> brewer told me her daughter was born male and has been through a lot. she got beat up so bad this past school year she suffered a concussion. brewer knows if the president doesn't want to pay for transgender service members specific care no way her daughter will get treatment. >> a lot of them are scared and angry. they don't know what does this mean to them specifically. one of them who has reached out to me said i don't feel safe under this commander in chief. i don't know what each day holds for my life. >> like everyone in the service her family depends on tricare

college park. >> reporter: we are here on the university of maryland campus just a few steps away from the stadium. i know everyone has heard the saying being in the right place at the right time. that is the best way to frame this story. that happened to this man in the right place at the right time to save a life. let's show you who we are talking about. he is louis reyes. he was here on the university of maryland campus on sunday when he realized someone had possibly had a heart attack. people were screaming. he carries his own aed. who does that? he grabbed it out of the trunk, ran to the victim. that victim was on the ground. he had collapsed. others had surrounded him including an e.r. doctor from a local hospital. reyes hooked up his aed. it delivered a shock to the man. he not only regained consciousness but began to breathe. he was speaking within a minute.

current law in just as many days. the debate will go on. troy johnson here with today's talk around town. a lot of families are watching this debate on capitol hill with this discussion about repealing and replacing. we are at the point where we don't know what is next. what are your listeners saying? >> they are worried and concerned. you can probably throw in scared, as well. a lot of people have access to health care now for the last few years that are concerned about what this means to their families because they have now been taking care of issues that may have been neglected for a long time. they don't know what that replacement would mean to their health care. a lot think it probably would mean a life without access to insurance if things happen the way that the republicans suggest it may happen. the congressional budget office says more than 30 million will end up without coverage in the future. h

seeking answers. interesting the congressional black caucus has been on social media using the hash tag cbc on health care getting questions if the members of congress fielding questions from folks. people were asking how is repeal going to effect low to no income citizens if they have to pay a penalty? black folks less likely to have access to mental health care. how would this potential plan under president trump what would it mean for their mental health care and children with learning disabilities. real family kitchen table issues that people are concerned about. you have yet to hear what the replacement would look like. >> you are not getting a sense that there is expectation that they will get it right and figure it out? >> they don't feel like what i get from folks is they sense that rather than scuttle what is already in place and let the law work and build on it, it seems like the republicans are taking obviously another pathway. they are saying why don't we
