a red bicycle. erica, back to you. >> thank you. house majority whip steve scalise is taking a major step forward in his recovery from a shooting. he is beginning rehabilitation at an inpatient facility. scalise was discharmged yesterday. he was shot in the hip when a gunman opened fire on the republican team during a practice in june. the bullet caused quite a bit of internal damage. medstar officials say scalise has intensive rehab ahead but he is looking forward to eventually returning to work. as the congressman continues his recovery the first responders who rushed to the ballpark are getting a special thank you tomorrow. president trump is inviting them to the white house as part of american heroes week. the first responders along with city police and capitol police are credited with saving lives and takingow

the drive home was shorter today than the drive to work for some folks because this crash was cleared from route 50. from chopper 4 you can see the damage and tonight we are learning more about what led up to the death of two people. the wreck happened on 50 in annapolis west of the bay bridge. chris gordon is there tonight. this happened in lanes coming towards washington. >> reporter: absolutely. it's the lane just behind me, the far lane where the crash happened. and just think how many times all of us have driven home from the bay bridge, the beach or the eastern shore. tonight many people are asking how could a wrong way driver have entered those lanes on route 50? local residents say it is easy to get confused entering route 50. this man says it recently happened to his cousin.

>> he got arrested and had dwi and went the wrong way. i'm not sure if it's a flaw in the map or just people unfamiliar with the area. >> reporter: maryland state police say they got a 911 call about 2:00 a.m. reporting a wrong way driver. investigators say the hyundai driven by 31-year-old christine parks was headed eastbound in the westbound lanes of 50. her car struck the honda head on. it was driven by 34-year-old hui xu of herndon, virginia. they both died on the scene. >> we have not ruled out alcohol involvement. that is something that investigators are looking at. they do not believe speed was a factor. >> reporter: a third car was also involved in the collision. its two occupants from california were treated and released from a local hospital. not long ago on may 17 there was a previous wrong way collision on route 50 that killed two drivers and injured a toddler

who was a passenger in the car that was traveling in the wrong direction. maryland highway engineers surveyed this area of route 50 right after the crash in may. >> to determine if signage is appropriate and that nothing is being blocked and accurately identifying on ramps and off ramps and westbound and eastbound and all of that was found to be appropriate and functioning. >> reporter: tonight investigators are still trying to determine where this wrong way driver entered route 50, how the mistake was made and how to prevent it from ever happening again. that's the latest live along route 50. >> thank you. new details about a noro virus outbreak in sterling. the fast food chain received a followup subpoena requesting information tied to the illnesses. we brought you this story last week after more than 130 people got sick. chipotle atut

>> darcy spencer tells us how one man's recent purchase at costco helped save a man's life over the weekend. he was driving on the university of maryland campus sunday when he heard screams. >> someone call 911. we need a defibulator. >> reporter: he pulled over, jumped out and grabbed his own personal aed from the back of his suv and went to work. a man had collapsed to the ground not far from the stadium. by standers including a local er doctor were performing cpr. >> good been by removing all clothing from the patient's chest. >> reporter: he hooked up the aed to the semi conscious man. it delivered a shock. >> within seconds we had a pulse. within 30 seconds he was breathing and talking. within one minute he was asking what is going

back to politics because there is so much going on at the white house today. >> to start with the president shocked a lot of people today with a tweet banning transgender troops in the military. kristin welker is tracking developments and joins us now. >> this is really a shocking reversal in military policy from president trump. he announced it this morning in a series of three tweets effectively

no longer serve. what was so striking about it, though, is that a lot of people didn't seem to have a whole lot of heads up. we believe it came after a big budget battle on capitol hill including an amendment that would fund some of his key campaign priorities but at the same time give money to medical services for transgender troops. the administration was getting pressured from some republicans to try to deal with that spending portion of it. even they were caught offguard by the fact that the president went so far as to actually ban transgender individuals from serving in the military. it got a big back lash today, reversed an obama era policy. a lot of leaders in the transgender community say this is a step backward. even lawmakers on capitol hill saying this was not the right move. according to the latest statistics, if you actually get into the details overall spending for medical

for transgender service members is quite a small portion of the broader defense budget. and as of late tonight the white house, the pentagon couldn't answer basic questions about how and when this policy is going to be implemented and even if it meant that those who are currently serving are going to be immediately discharged. the defense secretary was alerted yesterday but he is currently on vacation. >> the president took aim at attorney general jeff sessions again today. now we know to expect the unexpected from mr. trump. is there any precedent for this that you can think of? >> there isn't. we have looked and as far as we can tell this is unprecedented that a president would take came at his attorney general so publicly in this way and under cut him. legal experts say it potentially under cuts the independence of the

has no intention of going anywhere. we understand that to be the case privately. however, he has acknowledged that the president pf's attacks have begun to get under his skin. president trump saying he feels disappointed and het down by the attorney general because he recused himself in the russia investigation. that move was praised by those who say he needed to do that because he served in the campaign and there couldn't be conflict of interest. this issue doesn't seem to be going away. president trump yesterday speaking from the rose garden was clear he said he wants to see the attorney general crack down on all the leaks that are coming out of the administration. it is possible if we see action there maybe he will turn down the heat a little bit on the attorney general. >> kristin welker, thanks so much. >> more reporting ahead on nbc nightly news with lester
