act in place. who he is blaming for the failure. news 4 mid day starts now. good morning everyone. >> we begin with storm team 4 weather alert. we have flash flood warnings and watches. sheena parveen tracking all of it. tell us what we can expect as we look at flash flood warnings. >> you see this very heavy rain. i zoomed it in. parts of montgomery county over near laurel you see lightning strikes. red showing you heavy rain. we have seen maybe one to two inches fall. parts of northern virginia near fairfax, arlington where we see heavy rain. we have a flash flood warning in the areas. in virginia flash flood warning until 2:30. continuing to see the rain not moving too much.

thunderstorms here with the lightning strikes. you are all included in this for the rest of the area flash flood watch until 2:00 p.m. tomorrow. maybe more rainfall through afternoon and evening. we will take a look at the times of today where we can expect heaviest rain to fall. breaking news now. this morning we found out someone died in a crash in charles county. piny church road is closed for an investigation. >> justin finch is live there for us. >> reporter: we are at piny church and ritter roads. one stretch closed. going back about a mile and a half. here is what we know close to 8:00 this morning the charles county sheriff's office got a call of a car that struck a power pole out here. inside that car we know were four people, one of whom has died on thece

hospital in what we are told is serious condition. everyone in the car, we are told, are young. they are all in their 20s. this happened close to 8:00 this morning. what remains unclear is if speed played a factor in this crash. if you are driving in this area you will find piny church is closed for some time as the sheriff's office continues their investigation on the scene. it is unclear right now if speed played a role in the crash or just how long this stretch of road will be closed. we are live here. i'm justin finch. news 4. back to you in the studio. we are following a developing story. an 18-year-old woman in critical condition after a shooting. just before 9:00 p.m. last night officers received reports of gun shots on tyler street. police say when they

they found a woman had been shot in the head. police just released a little bit of information on the suspect saying witnesses tell them a man is responsible for the shooting and fled on foot. and a woman in fairfax county is recovering after she was stabbed on a popular trail. police are out searching for that suspect. news 4's megan mcgrath is live with the latest. >> reporter: that's the opening to the path that you can see behind me here. this attack happened at 7:30 in the morning yesterday. a time when a lot of people were out and about, a lot of people on that trail. that is why police returned here this morning at roughly the same time. they are hoping to find someone who actually saw the man involved in the stabbing. officers hand out flyers and talk to people using the path. the trail is adjacent to vaden drive and is just down the street from the metro station so it gets a lot of

have seen something suspicious or unusual yesterday morning, anything that could help break the case. >> if it wasn't yesterday, if it was prior to yesterday, if they can look back over the last few days and recall seeing anything that kind of looks out of place, looks suspicious. still give us a call. >> reporter: 7:30 thursday morning a 21-year-old woman was walking along the path when a man came from behind and stabbed her in the neck and then ran away. investigators say the attack was random and completely unprovoked. people who use the popular path say it is disturbing. >> i lived here for four years and walked the path two or three times a day, never threatened by anybody. >> i will be a little more careful this morning i think. probably get a little bit of pepper spray in the future. >> reporter: and the woman who was stabbed is recovering and is going to be

traumatized. police are asking anyone with information even if you didn't see the attack or saw somebody or something in the area that doesn't seem quite right they would like to hear from you. >> thank you. right now we are learning how long a prince george's police officer will spend learning his sentence in court today. sentenced to two years suspended and two years of probation after he hit a suspect with his police cruser. that action caught on the dash cam ruin that cruiin the cruise hernandez was acquitted of charges of misconduct in office. he could have faced up to ten years in prison. while you were sleeping senators voted down a bill that would have replaced parts of obamacare. it was a narrow vote that kept senators up well into the morning hours. >> edward lawrence is on

this train wreck put more than 50 people in the hospital, one in critical condition. this is video from barcelona where a train rammed into a buffer at a station. this happened during rush hour this morning. you can see people on the floor being treated. investigators are looking at the train's data recorders. the minister of public works said the train passed inspection just last week. this is the time of year for big and little public fairs. before you go to one it is important to know your family is safe. >> and after that accident at the

you're watching news 4 mid day. a prince george's county police officer convicted of hitting a suspect with his cruiser will not spend time in prison. he was sentenced to two years all suspended of probation and 100 hours of community service. the act was caught on the police cruiser's dash cam ru. the suspect was running through a field. you can see that right here. this was last june. officer hernandez ran into him. the man is okay. hernandez was acquitted on charge of misconduct

if you make things readily available for animals there is less likely chance they will target some of your stuff. >> correct. if they're scratching on your sofa make that unattractive by double stick table but put appropriate scratcher aside it. and then having toys prepared for your dog and cat from interactive toys to congs for dogs or chew bones. having all of that ready and available so when you come home with your new companion animal they have a place that is theirs. they can settle. having that station for them to settle will let them relax and adjust to the sights and sounds and smells of the new home. let's talk about dogs. let's say you are getting a puppy or any dog in general let's talk about the animal having to go outside. some people who are adopting might live in an apartment.

time length that these animals should be inside before they go out, how many times they should do it. >> when you bring a new dog into the home whether a dog or puppy definitely puppy is not house trained. an adult dog you are never sure. bank on every three to four hours letting them have a potty break. if that means coming home during lunch break or hiring a dog walking service then that is what you have to do at least in the beginning until you get your puppy house trained or you know your adult dog's schedule and how long they can hold it. puppies especially if you are house training you have to take them out as frequently as possible. don't give them any opportunity to have an accident in the home. >> very quickly because this is the number one concern i hear of people wanting to adopt animals. i don't know if i can handle the pet fir. what do you say about controlling pet fir inside the
