if you're planning to make your weekend get aways. >> folks this is just the beginning. the heaviest rain could still be ahead of us. we're timing it all out for you. >> good afternoon i'm leon harris. >> i'm in for pat lawson news. we have every angle of the storm covered fur you this afternoon. >> let's start off with amelia draper. you have some new flood warnings? >> every part of the dc metro area is under some sort of flood warning. i want to get you what's happening right now. you can see many areas seeing this rain back here moving back in. but the heaviest rain falling right now where a lot of us live in parts of fairfax on into

district out around -- kettering and on into the upper area. we're talking about rain fall rates of 2 inches per hour. if you're out on the roads right now, want to take it easy. remember, turn around, don't drown and here are the latest warnings out there, montgomery county. under a flood warning. this is going to go until 8:15 this evening. we head to northern prince georges county, chitham, under a familiar flood warning that's going to go until 6:45. that in fairfax, this is where the heavy rain is falling into parts of the district flash flood warning there is going to go until 6:15 this evening. download our nbc washington app you can get the latest watches and warnings for exactly where you live if you stay with this evolving weather situation. the heaviest rain moving into the area and more what you can expect as the night wears on, we'll send it to lauren.

it's pockets of heavy rain. other areas not seeing that heavy rain. virginia has not gotten inundated just quite yet. 74 is the temperature in the district. as we continue, we'll continue to expect some heavy rain from 8:00 p.m. if you're thinking about heading out to dinner, might want to rethink that only because of the flooding concerns, i believe we'll have some from now through the first part of the overnight hour. it will taper off showers by tomorrow morning. if you have plans tomorrow morning, we'll have some rain showers but again they'll start to be tapers off. rain at times through the day tomorrow. it will be mostly cloudy. it will breed breezy as well, we'll be watching for tomorrow. and then we start to see the light at the end of the tunnel as we get into sunday. we'll talk more about what is coming up on sunday, that's coming up in just a little

much as 4 inches of rain fell and people were caught driving and all of a sudden there was a downpour. we also went over to brook side gardens in the nature center over in wheaten. they had a bunch of campers there, about 30 campers who got caught out in the heavy rain. but i have to tell you they made the best of it. >> they were having a great time. because this has been creek week, what better way to end a camp week on creek and to see the creek come up over its banks. they've been testing buoyancy and figuring out things to float and sink and so this is fit right in with the program. >> reporter: so they certainly made the best of it. we're back out live here. you can see that the river is flowing here, again, earlier today according to people who were out here, it was over its banks and out into the parking lot area. it was certainly a little bit more dangerous earlier

there are still parts of the parkway that are shutdown, as well as beach drive. so when you see those signs up in the area and the roads are blocked off, make sure that you obey those signs, if you see the high standing water, make sure you don't drive through it if you can't tell how deep it is. it's important to keep safety in mind when we have flooding here in the area. we'll send it back to you. >> you can tell the kids they passed creek week with flying colors. the same storm team is also available in your phone and the nbc washington app. make sure you've downloaded that to track this rain and stay a step ahead on the storm. >> we're watching evacuations unfold. it knocked out power to 10,000 tourist, construction crews mistake cut off electricity to good chunk of the outer banks. thousands of people still don't have power.

thursday when they drove a steel casing right through an under ground transmission cable. the islands went dark and state officials started chipping generators. within ours gas stations ran low. and some families wilted under the sweltering heat. >> the governor declared a state of emergency and warned vacationers this outage could last days if not weeks. police officer runs into a man trying to get away today. that officer learned he won't go to jail. but his future is uncertain. tracee wilkins explains what happens next. >> reporter: this officer is charged with running over a suspect in his cruiser

his sentence, probation. it all happened today inside of the upper marlboro courthouse. this officer juan hernandez who had been with the department since 2006 struck a suspect who he was pursuing with his vehicle. he did it on purpose. officer hernandez has maintained that this was an accident. the man who was hit was not seriously injured, juan hernandez was sentenced to probation, two years of probation. so now the prince georges county police department will conduct an internal affairs investigation to decide whether officer hernandez should be fired from the job. i'm tracee wilkins, news 4. we just learned a few more details about the four people involved in a deadly car crash this morning in charles county. the 20-year-old driver was traveling when he lost control of the car and hit a utility pole. that driver, along with two passengers, a 20-year-old woman and 1

serious injuries. 20-year-old lea was the fourth passenger in the car, she died at the scene. the road has been shutdown for several hours while investigators try to determine the cause of the crash. one arlington woman's life forever changed after someone murdered her little brother, a veteran home from iraq. the 2006 case has gone cold, but in a selfless move, the family of paul zeller is taking the reward money range to find his killer and donating it to help other victim's family. northern virginia reporting from pentagon row. >> every time you come down here, it is a reminder. >> it is a reminder. i don't walk past this area without thinking of what happened that night. >> lid ya robinson's memory of the world market door front is coupled with flashes of shattered glass and crime scene tape. june 30th, 2006. it's here someone shot and killed her little brother, paul. >> i alwayshi

senselessness of what happened, the frustration of not knowing why. >> paul served in the army. he deployed to iraq with the 82nd airborne, just 26. he was the young fun uncle to lid ya's two kids. he was staying with her family from two months planned to move out the next day. after finishing work late that night, he took metro home. stopped into harris teeter for soda and cigarettes. stoor cameras capture him leaving. >> they have with him the mountain dew and cigarettes he bought there. he was walking this corner. it was just after midnight as he was making his way towards the world market, that's when shots rang out. they at least want the money to help solve other crimes. they handed the check over for $5,000 to arlington crime sol vers. >> i appreciate people continuing to talk about the

administration is behind the move. it says something drastic has got to be done to prevent future generations from getting hooked. nbc erika edwards has the latest reaction to that plan. >> it's nicotine that makes cigarette smoking so difficult to quit. >> we need to envision a world where cigarettes lose their addictive potential. >> it's exploring ways to reduce the level of nicotine. they started when they were kids and teenagers and have never been able to shake their addiction. >> unless we change carts, 5.6 million children will die. >> e cigarette maker released a statement reading in part, we think today's announcement is an important evolution in the agency's approach to regulating tobacco products and meaningful step forward in developing a regulatory

for us, thank you. >> if you use a drive through atm, this is terrifying to watch. this is from fairfax city police. they want you to take a good look at this. this is from tuesday morning outside the wells fargo bank on fairfax boulevard. two customers say the same person tried to steal money from them at the drive through atm. in one case the suspect actually got in the woman's car, a few minutes later the same suspect stole money from cash register by aldi supermarket. look at her, she's struggling. police want to know if you recognize this guy, you should call police. witnesses say that he is a white male in his 30s with a gray goatee, short hair, if you recognize him again, call fairfax police. if you're using a drive through atm in the next few days, please be extra cautious and be aware of what's going on around you. >> that's good advice for anybody anywhere. >> for 40 years, prince georges county man has been searchi

>> changes are coming to the inspection program in maryland and drivers will save money. among the new rules, the initial inspection for new vehicle is being extended to -- being extended a year to three years. governor larry hogan says advances in vehicle technology allow for the change. inspections are required under the federal

instagram and snap chat. family reported her mising. she called them to tell them she was at that motel. the child may have met with barry to give them a call if you feel your child may have met with him. >> thank you, chris. first at 4:00, police officers across the country are getting sick and one city think their cruisers are poisoning them. they're pulling -- more than 60 officers have filed a workers' comp p compen sags. ford now working with police to investigate and solve the problem. they tell nbc news that police modifications might be contributing to exhaust related issues. frustrated with customer service, not getting refund you've been promised. >> you may want to consider getting some help from our response team in one year. they'v

$1.2 million for many of our viewers tonight. consumer reporters susan hogan shows you some of the people she helped just this week alone. >> i get it. it is so exhausting when you feel like no one is listening to your complaint and customer service these days, not always helpful. this week we hope they'll get the $800 refund. her husband died just right before their trip and when she asked the company for a refund on a hotel, she was told it was nonrefundable. donna contacted nbc 4 responds, we reached out to them and the company immediately apologized to donna and admitted she should have received a refund under their compassion exception policy. they also gave her a free round trip ticket to anywhere in the united states. >> i don't think that without nbc 4 i would have gotten a response.

that's leaking. parts are under warranty, but not the labor. mary beth from maryland called nbc 4 responds out of total frustration saying, i don't understand how a company can sell defective product. we asked the company that same question. he agreed to wave the 99 diagnostic fee and split the $280 labor charge. we got a nice thank you note. and this one is pretty black and white. from dc got more than $200 back from a newspaper subscription he cancelled but never got refunded for. the company admitted a communication mix up and quickly sent out his check. if you have a consumer problem you need help solving reach out to us on our nbc washington app. search for respond or go to our nbc

the beltway right now. you'll know if you're out and about how miserable that can be right there. take a look, these are the flood warnings, guys. all of the area in green here and burgundy going to be under flood warning. they go between 6 and 8:00 tonight. this includes montgomery village, there you see the top of the beltway under flood warning. college park, brook donald trump mount, saint pleasant, again, these entire areas under flood warnings. everybody is under a flash flood watch until tomorrow afternoon at 2:00 p.m. here is the latest on storm team 4 radar. you see the heaviest rain on into the district out around the annapolis area traveling over right now. it is a nightmare. and we're seeing heavy rain out around ash ford and background i-81 and that's starting to push on into the metro area. this heavy rain is moving. that heavy rain is not moving. that was in -- we're going to sees
