darcy? >> doreen, just a little bit. the 5:00 hour, it was coming down really hard. i could barely handle it, even with this big umbrella. it's not coming down as hard. but it's still very steady. i have to tell you within the last few minutes, a police officer came over to us and said we're going to have to leave this area along the parkway because this road is going to be shutdown. take a look behind me, this is the creek, normally, it is very calm and very tranquil. you can see that it's flowing very rapidly. and with this rain that's continuing, i know they're concerned that the flooding is going to get worse. >> the creek, typically calm and tranquil, rose up and over its banks. >> it was just pouring. it was scarey. >> jeanie brought cocoa, mojo and -- out to see the river. these were prepared with their own raincoats. >> that creek is never that deep and it never runs, it just sits and now it's

not run for re-election. he plans to run for the white house. delaney is a democrat who represents maryland's sixth district. he was elected to congress in 2012. now, he's largely unknown outside of maryland, but raising campaign funds may not really be an issue for him. turns out he's one of the wealthiest members of the house and has self funded his congressional campaigns. local police officer whose case made national news won't go to jail. so far, he still has a job. in june of last year, the officer followed a suspect into a field and then slammed into him with his police cruiser. it looks very bad, but the man wasn't seriously hurt. as tracy wilkins explains tonight, that's one reason police union believes he got the right punishment. >> dash cam video shows there's one -- juan hernandez decision to

washington this week, not on a horse but on a plane. he delivered a speech that may be one for the ages. >> yeah that was set against the backdrop of white house at war with itself, with verbal battles and words that we will not share on tv. who better to try to break it all down for us and chuck todd nbc news political director, meet the press, just within the hour and another bomb shell, the president's chief of staff is out, reince priebus is gone. what's your take on all of this. >> reince priebus, the rumor of his departure, i think, it started on the day he took the job. it was never -- it always seemed to be a tenuous relationship. of all of the people, if you were to ask me who is the best person he could pick, i think the answer would have been john kelly at homeland security secretary. he is somebody that i think successfully walked the line of implementing the president's

pushed back in the press. he does it quietly and has had success doing that. at the same time if the president says i want to get my wall, he's fought for those things. he's figured so far how to navigate that. but he's navigated that from outside the west wing. this is a whole new ball game. there's a lot of things he does not bring to the table as chief of staff, very little political experience, at least on paper, although pete williams, our colleague, here pointed out that actually when john kelly was in the marine corps, he was actually the congressional liaison for the marines at that point on that. not a lot on domestic policy in general. it's not like he's familiar on tax policy. but if he could bring order and discipline to this unruly white house, even just a little bit more, then it's a win for this town. >> you know, we've been watching inside the white house for the past week or so. >> and i

i'm curious about, where does steve bannon go. i think it's clear to me that the family -- and i know this in my own reporting, when i say the family, jared kushner, donald trump, jr., they have been trying to push bannon out for a while. donald trump, jr. tweeting his support, anthony who is still communications director has yet to apologize either to reince priebus publicly or steven bannon, that tells you something there. bannon's days are numbered at this point. the question is how does he exit. they now have the room to do it. john kelly, they could use that as the excuse they're going to name his own staff. we'll see if he gets that opportunity. but it looks to me that if bannon is probably next. >> continuing chaos. >> continuing chaos. >> shuffling in the white house, they had not this tweet come out an hour or so ago. what happened last night, senator johcc
