house, there is a change with respect to russia. the president who had opposed new sanctions on russia, we are told, will sign a bill that includes sanctions against russia, north korea, and iran. late night there was a statement from the press secretary who said president trump read the early drafts of the bill and negotiated regarding critical elements. he has now renewed and reviewed the final version. based on its responsiveness to his negotiations, he approves the bill and intends to sign it. the claim from the white house is the president made a sanctions bill that punishes russia for election interference into something he actually can accept. it was passed overwhelmingly by congress. there was a lot of pressure on this. >> another busy day. kelly, thank you. let's chew on this for a bit. we want to bring in indicately hewitt burnes, national reporter for "real clear politics," and nbc news security analyst jeremy bash, former chief of staff at the cia and pentagon under president obama. good morning to you

you've been talking to your sources in the white house. what is the mood? their boss was just fired via twitter after days of being insulted on line. >> certainly a significant turning point in this white house. reince priebus and dromp never had the kind -- donald trump never had the kind of rapport that presidents typically have with their chiefs of staff. general kelly, on the other hand, enjoys the respect of the president which is key here. we know the president has an affinity with generals and has developed a good rapport at his post. he's seen by the president as an effective leader in that post, particularly on the agenda items. so an important pivot point, but also someone who is going to have to manage various factions within the white house. >> are staffers positive about this change? are they looking forward to maybe having a more direct line of power? >> well, the biggest question remaining is what the hierarchy will be like. what latitude general kelly has to operate in this white house. what kind of position he can be in to restore or to bring, i

which is really important. >> let me follow up then. jeremy, obviously you know john kelly well, having worked closely with him at the defense department. let's talk about what we were saying. can he bring calm to this white house? you know, especially it seems like they're perpetually engulfed in drama. >> well, i know john kelly well, as you referenced. i traveled around the world with him. he's a great american. he's a great patriot. we should note that he and his wife karen have dedicated their lives to public service in a way that most americans may not even appreciate. they, of course, lost one of their sons, robert kelly, a marine, in action in afghanistan. they know the meaning of sacrifice. i think the real reason that john decided to do this job and say yes to the president when he called was because he really cares about public service. not even the greatest american can bring order and discipline when the chain of command has been so disrupted by a commander in chief who likes chaos, who sort offel are yishts the dis-- of relishes the disorder of the white house. i think john will have to set down key markers to

to run this place, i've got to be in charge. >> switching gears, i'd like your thoughts on the latest from north korea. here's the deal -- i mean, look at this video here. it shows, purports to show the latest missile launch from the rogue nation, though nbc has yet to independently verify the video. local broadcasters say this is believed to be another intercontinental ballistic missile launch. based on its trajectory and time in flight, analysts believe the north koreans have the capability of reaching the interior u.s., including major u.s. cities. that said, how big of a development is this? and do you expect the trump administration to react to it? >> this is a fairly significant development because until now north korea only had enough range on their missiles to potentially hit maybe the outer islands of alaska, maybe hawaii. with the range of this, they could potentially hit the entirety of the united states. don't forget there was this

♪ [ cheers ] a lot of people outside this morning. we're back with the story that's almost too unbelievable to be true. a pregnant doctor who was in the hospital to give birth herself wound up delivering another woman's baby first. >> talk about dedication to the job. here's nbc's maya rodriguez. >> reporter: for dr. amanda hess, babies are all in a day's work. >> delivering other people's babies is something i do every day. >> reporter: but there's one day the ob-gyn won't soon forget. at frankfurt regional medical center in kentucky earlier this week, a twist of fate with one mom-to-be extending a helping hand to another. >> more comfortable with delivering someone else's baby than my own, for sure. >> reporter: as dr. hess was getting ready to give birth to her own child, down the hall of the maternity ward she heard screams of pain from leah halliday-johnson. >> i sent my husband to have dinner. i was worried that no one was going to be back in time. >> reporter: and
