i'm erika gonzalez. our sister station in houston says arlington county police took this man into custody. his name is alexander hernandez but goes by the nickname terror. he is accused of killing a 16 year old last summer and a 26 year old earlier this month. both of the murders in the houston area. we are working to learn why hernandez was in northern virginia, but it was yesterday that president trump gave a major speech about his administration's crackdown on gangs like ms-13. we're going to continue to follow this breaking story as it develops. >> l. the heavy rain is over. but the impact is still being felt in parts of our area. the flood warning in prince georges county is being extended into the early morning hours. flooding closed roads in upper marlboro near the county courthouse. that's where news 4's darcy spencer joins us with the latest after the storm. darci. >> reporter: well, erika, we are coming to you live from

as you can see it remains flooded, it remains closed at this hour. i want to show you right here this greating in the middle of the bridge. this shows you that the water has gone down significantly over the last several hours. >> water is real high over here in this area, in the middle. >> reporter: tony little says he came to look at the flooding on water street in upper marlboro because it is calming. >> whenever we get a lot of rain like this, i come down here and watch the water. it is very peaceful, you know. soothing. >> reporter: the street, true to its name, flooded just steps from the county courthouse after two days of heavy rain. and it wasn't the first time. this is video from a previous flood here in upper marlboro. it virtually washed away a car dealership. this time there wasn't any damage. >> oh, man. it is just amazing. you know me, i like to go and just to see sights

>> reporter: less than a mile away a commercial parking lot flooded, shutting down part of marlboro pike. drivers trying to get through encountered this sign and had to find another way. in d.c. in montgomery county the high water was perfect for dogs and ducks. water from creeks and treems receded making closed roads passable once again. but here on water street we've seen fish and crawfish. >> the gentleman from the state highway administration said they seen a beaver earlier, you know. beavers are great dam builders, you know. >> reporter: we could use one of those item now. >> we should could. >> reporter: that's right. i mentioned that i was seeing some crawfish. matter of fact, you probably can't see it but there is one crawling toward me right now. so we've seen a lot of the wildlife coming out today. i posted a picture of a crawfish on my twitter

that will be a nice walk to get the morning coffee. sheena, thank you. the rain causing a number of issues throughout our area today. in northeast d.c. the humane rescue alliance's building has a lot of flood damage so they're asking for donations of old blankets and towels to replaced damaged bedding for their animals. montgomery county closed all of their outdoor pools this afternoon because of the rain. in laurel a power problem at a wssc pumping station caused untreated sewage to close into the creek. this is not affecting the drinking water, note that. developing right now, security at all major international and domestic airport terminals in sydney, australia will remain tight overnight. this after authorities foil a terror plot to bring down an airplane. the prime minister called it an elaborate conspiracy. law enforcement received information that some people were going to use an improvised device to take down a plane.

companies that could lead to skyrocketing insurance costs for millions of americans. the president also warned he would cut congressional health benefits. a man faces negligent driving charges for allegedly hitting two emergency vehicles. a maryland state trooper was in one of those cars. the wreck was early this morning on the beltway near connecticut avenue in chevy chase. state police were pulled over on the highway working a crash scene. that car then hit two state police vehicles. no one was hurt, but the news i-4 team says there have been at least 40 incidents like this involving state police since the beginning of last year. one year after a devastating flood killed two people, swept away cars and wiped out businesses, the people of ellicott city are showing their resiliency. nbc 4 is working for you in the community with backpacks 4 kids. why we feel the campaig

potentially upper 50s in some suburbs out there around the district. about the low 60s through the afternoon tomorrow. sunny, dry. looking really good, especially if you want to head out for brunch or whatever you're going to be doing outside. now, i mentioned some rainfall records. if you missed these when we talked about them earlier, reagan got 3.3 inches just about. that's a record. bwi had a record of 2.58. that was friday, the heavy rain friday. right now we are looking at all of that gone. the only flood warning we have left is in prince georges county, upper marlboro. this is route 725 and route 301 closed because of the flooding. you saw it earlier in the newscast. that going to go until 2:30 in the morning now. so that has been extended. here is a look satellite radar. we have the clouds only. the rain is gone, but those clouds will be clearing up. they're already starting to clear in some areas but they'll continue overnight. big area of low pressure has moved off-shore, not much rain with it anymore and the dry air is making its way in.
