he was wanted in the killing of a 16-year-old boy last year, and a man this month. leaders say that ms-13 is known to rotate countries around the country, especially when they are wanted by police. a man who talked to a teenager over social media is now charged with rain, and there could be more victims. montgomery county police arrested this will man that raped a girl, and he took her to a hotel in germantown. he is being held without bond. if you know anybody who may have been in contact with him please contact police. and then a stabbing at a busy bethesda shopping area, a 16-year-old boy sta

60-year-old man in the stomach late last night. and police still looking for the teen this morning. the man, we are told, should be okay. investigators think the attacker and the victim knew each other. and this morning d.c. police trying to figure out how a man died at this car dealership. the man's body was found at classic motors on wisconsin avenue, and this was at the tinley town stop. and then activist are still rallying to protect the affordable care act. nancy pelosi addressing hundreds of people last night, and she emphasized the activist role in protecting the law is important, in her words, and their stand is making an

reporter, mr. mcfarland and dave mcconnell. it's great to have you here, when we learned steve scalise had been released from the hospital following the shooting, but the bigger issue surrounding this is the danger to some of the congressional members and staffers and the money that is now being requested to protect them. >> they are very concerned. used to be they would come to the hill and they are safe on the hill and they would go home and go to their families and have their events, and now it's crazy, somebody may try to shoot them, and we will have a replica of what happened at the baseball field, and what they are thinking about is sending security from the hill with them and that's going to be

cumbersome. they are trying to work around how they can protect them at home and on the hill, and they don't have any definite answers yet. >> this shooting of scalise at the ball field raised concerns about the threats against congress, and the house sergeant and arms testified to a panel earlier in the summer saying the number of threats was rising, and rising fast, and not just here in d.c. but back home, and many members have been asking for panic buttons, and security in their private residents, and also the federal elections commission is giving members of congress the latitude to spend campaign money on security, and the shooting raised everybody's attention about a threat they know was there. >> i think the capital police and sergean

asking for an 8% bump in the budget, and they want to hire more officers? >> yeah, they want -- what you are referring to here they want to flush out those proposals and make sure they have the money for it. the budget is tight, and it's an extra time for extra anything, and they are making the big pitch and hoping they get the money they need. >> it's always difficult for congress to appropriate or spend money on itself. that's always a politically difficult things to do. when congress tries to spend on itself, this kickback is waiting for them. >> they won't even raise their salaries, and that has been static for years. >> we have all been in and out of capitol hill. the

fairly secure, and i would think we are talking about events outside the actual capitol itself, as you said, back in d.c. or their home districts. and how do you counter that with the number of events they and their staffs attend. >> they are not just uniformed officers on capitol grounds and there are officer members who are dispatched throughout the country, and some are trying to stop the threat before it gets to washington, d.c. members of congress are worried about their houses, and worried about threats coming to them personally. it's easy to find where a congressman lives. they want more cameras and panic buttons to trigger police quickly when they are trying to sleep in their beds at night. >> like i said, they are worried when they go

the threats that come to them and all the meetings in fighting obamacare. people rise up and get violent and sometimes get physical, and that scared them before scalise, as you mentioned. >> there are breaches here. an investigative report by the news for i-team reported 22 breaches at the white house and capital just in the district of columbia since 2014, 22 of them. overwhelming number, mental health concerns, and people drove across the country to breach, and in two were fugitives, don't know where they are. this is an ongoing concern that does exist in d.c. under the protective shield of federal law enforcement. >> that segues into the next topic, which is the concealed carry permit in d.c., and the federal

recently struck that down, what sort of ramifications does this have going forward and do you expect it will go to the district court? >> right now the district's argument is it's a special city and special considerations and there are significant threats and the concealed carry constricttions are appropriate and they could not convince a panel of the district federal court about that but there's a feeling in the court itself that there really is a problem in the city and a threat and we can't let this go as is, and we have to do something about it so there probably will be a larger review of it by the court and the thinking is the court may uphold the city's regulations. >> and the debate has gone on, that it seems hypocritical. you have republicans arguing for the loosening of gun restrictions in d.c. >> it's that push and

whether this idea of needing a good reason to carry a gun in fringes on somebody's right to carry it outside of the home. >> and the ability to legislate for the community, and a lot of the members argue for the home rule for themselves, and in other words, states rights and local rights, and when it comes to the district's states rights or local rights, it's a different story. >> thanks, and

well, it has been such a wor whirlwind, it may be hard to tell where your health care stands today, and as we move through this process, scott and dave, i have to ask you, what jumps out at you in terms of the public

members of congress as this health care debate has gone on? >> the biggest thing is the republicans can't seem to get together on what plan they want. they try and replace the other night and that went down with republicans voting with all democrats and then they tried to repeal it without a replacement for a while and that went down with a number of republicans joining the democrats. now we're having a possible situation where they will keep offering amendments until time runs out, and they will either have a bill or they won't, and that's really where it is. there's talk of a skinny repeal where you just repeal the mandate to get insurance through your business or yourself and leave other stuff like pre-existing conditions in it and that's to get to a session with the house, and when they get to the conference t

bill there. >> if they finally get to the conference they have to find the magical solution they have not found for many years. the politics are interesting with the republicans, and there are republicans that fluctuate on what they can and cannot support. republican governors that don't want the medicaid money pulled back, and they are putting pressure on their republicans to not sign on to a repeal. and some say don't pull back what you are giving to state's now, but maryland's governor, don't have any republicans, and the two to watch are the republican governors of ohio and nevada, where there are two republican senate votes that can kill any of the replace the bills. >> when you look at this,

prediction on where we end up at the end of the day? >> the odds seem to be that they won't end up with anything, and it will just -- but they won't give up. it will come back in different forms and different ways. there's a slim possibility that they will convince enough republicans to go ahead to a conference committee. those are republicans who are not happy with the bill but they realize they made a promise seven years ago, and if they break that promise they will suffer for it and a lot are up for re-election in 2018, and even we do a bad bill, at least we did something, which could be disastrous. >> they could go back past the house republican conference, where we have exclusive public interests, even in just virginia, and what is the bill that barbara calm

others can support. >> calmstock voted against the house bill, and whitman, he supported it. so you have a slit right there. >> yeah. and you also have this specter of the uncertainty where i think it's in september where the insurers have to sort of lock in for next year, if it doesn't settle by then, you wonder how many of them are going to be skittish about making that commitment. >> the politics require the republicans to try, and they try to show some momentum or continued effort, the politics of which you campaigned on, and if failure happens, the politics of 2018 get there. >> if they pass it it's going to be horrible and people are going to hate it and if they

pass it, the base will stay home because they broke a promise. >> the one thing about health care is none of us know when a health scare can affect ourselves or families, and we lost a dear colleagues in jim vance. i am wondering if you two would be able to share some of the things that may advanvance so special? >> there was a day president obama was offering interviews, and it was me and jim, and jim and looks at me and says they are going to give us seven minutes they say, because there's no way i am stopping after seven minutes, and president obama gave jim vance as much as he wanted,

limitless. >> he was extraordinary. sometimes he wanted to know about congress, and nothing about jim, all about me, and he had that ability through the tube, through reaching out to the camera to do that to the audience, and he was talking to them and add their interests at heart, and it was not jim the big anchor here at channel 4, he had a wonderful personality and a really great appreciation for the other person, and everything he did, his interviews and stories had how does this affect people? not the who, what, when, why exactly, but he had an ability to reach out. >> he had an amazing ability to make everybody in the room to feel so incredibly important. >> yep. >> which is a real talent and a gift, and, boy, i didn't realize it, but when we started playing all the retrospecs

notebook." hope you have a great day. 6:30 on your sunday morning. let's start you off in the district where police are investigating a homicide in petworth. this happened early this morning on kansas avenue near decatur street northwest. a suspected ms-13 gang member was arrested in arlington. douglas alexander herrera hernandez came after killing a man in the houston area, and he is accused of killing a 16-year-old boy last year. and the president says the effort to repeal and replace the affordable care act is not dead, and he's threatening to end required payments to insurance companies until they act to repeal and replace the health

in. heavy rain, that's over, but some of you may be still trying to dry out today. this is what it looked like the courthouse, and flooding made travel rather difficult in some spots and we found flooded parking lots. look at that. the high water did not seem to phase some animals. from dogs to ducks. some folks say they came to look at all the water filling in the streets. >> came here to just watch the water. it's peaceful and soothing. >> our darcy spencer spoke with somebody who said he saw beavers making their way through the area.

looking for donations, looking for towels, sheets and blankets. if you stop by you can look for a new pet. it's flooded with animals right now. more than 60 dogs up for adoption. our area did not get nearly hit as hard as some spots in west virginia. the governor declaring a state of emergency yesterday after more than three inches of rain fell in some counties, and at least one-third of marion county is underwater. first responders had to make close to 50 water rescues and dozens of roads were shut down to traffic. the west virginia attorney general is warning about price gouging after the storm. and then a year after what was an absolutely devastating and deadly flood, folks who live there are celebrating the resilient see of the community. at

unveiling the new clock you see there in the downtown plaza, and they paused to remember three people who were killed during the flood. ella caught city is going to get $18 million in local, state and federal funds to stop this from ever happening again. we are learning it could be days or weeks before power is restored to some parts of the outer banks in north carolina after a construction crew excellently cut a transmission line. this comes at the height of the tourist season in the region, and business owners that rely on the income say they are worried it will have a big impact on their bottom lines and crews are working to repair the line. and then the u.s. flew two b1

peninsula. this is in response to the intercontinental ballistic test. here's the latest. >> striking new images released by north korea showing the missile that could put major u.s. cities in striking range. cameras in northern japan capturing video of the missile falling into the sea just 230 miles off the coast. the videos have not been independently verified by nbc news. the late-night launch was supervised by kim jong-un who called the missile test a serious warning that their weapons could hit the entire u.s. mainland. >> kim jong-un is dangerous because he's unpredictable and his technology in developing the missile

the u.s., the mainland, is advancing. we don't appear to have a strategy to deal with them. and he's taking advantage of that. >> the crisis is now triggering an arms build up in asia with south korea confirming talks with the u.s. for stronger missiles, and there were rapid deployment ordered that was suspended in may, and japan may consider preemptive strikes. the u.s. has been testing missile enter s missile intercepters in alaska. south korea is nervous about its alliance with the u.s., and there's insecurity across the region and no clearest strategy to deal with it. now back to you. there was scary

barcelona spain. this happened last night when a stage caught fire at the outdoor music festival. a lot of black smoke filled the sky. festival organizers saying 2200 people got out safe and the fire started near a bank of speakers, and a technical malfunction is what set it off. back at home, a reminder to move over. two cruisers are damaged after an suv rammed into them. a state trooper was inside one of the cruiser when it got hit, and it happened early yesterday morning. the troopers were investigating a crash, but the driver is facing negligent driving charges. there have been at least 40 incidents like this since the beginning of last year involving maryland state police. residents of virginia are taking on one of the country's largest power companies

the alliance held a protest in front of the facility, and there are plans to put up lines along carver road and gainesville, and it's a historic black neighborhood. they fear the new power lines will affect their private use of the land. the lines would serve an amazon data server. and dominion responded by saying we don't have quarrel with the community. >> if you have been following our reporting, you may have noticed a lot of local leadership within our schools, and according to the "washington post" more than a quarter of d.c. public schools have had at least three principals over the past five years, and some were forced out and others took jobs elsewhere, and some retired, a

principals to lead the same school for at least five years. according to the post, research shows d.c. turnover rate is not that unusual. many school systems lose between 15 to 30% of their principals each year. tomorrow the department of health in maryland will spray to prevent the increase in the population of mosquitos, and it comes after the detection of west nile virus in the mosquito pool earlier this year. and officials are reminding people to protect themselves from mosquito bites. and then fallout after 35 people got sick after eating at a local chipotle. they are suing the chain for $75,000 plus interests. they eat at the chain,

items, and mitch mcconnell is somebody he will need to get tax codes done, and the fact is, the entire republican establishment shares this blame on health care. it's not just on the president's feet. it's on the entire republican party. but he wants to have no part of this blame, and in doing that, i think he's berating. how he handled john mccain didn't work. this is not a way to get something done. he's not -- he seems to look at every political problem he has as a nail, and every solution is just to grab a hammer. >> this is a conversation you will continue at 10:30 this morning. you have susan collins and secretary price. >> yeah, find out -- the president wants t
