cold war itself. the "washington post" noted this morning. this is the largest force reduction in diplomatic personnel since 1917. since the russian revolution. that's well before the cold war even began. but phillip, you know what's fascinating about this decision from russian president putin, the american sanctions bill that he's reacting to hasn't even become law yet. he made this decision before president trump had the chance to either sign or veto that bill. now that bill passed with near unanimous support, so the white house has indicated that they will be signing the bill. and even if they didn't, of course, they could always use their two-thirds majority to go past the veto. but let's be clear, this is a huge setback for russian/american diplomacy, but the timing of it shows that putin may want to preserve trump. by using this timing as it
