known as the marine. we've got more breaking news, new disturbing charges against formal charge county school. >> this stems from an on going child sex abuse investigation. carlos bell is facing 119 counts for allegedly assaulting at least 24 boys on school grounds. the charges also accuse him of deliberately trying to transmit hiv to the victims, as well as distributing marijuana to a minor. tracee wilkins broke this story on twitter this morning. she's joining us live at the courthouse in laplada where authorities are rapping about this troubling case. >> what you said is very important there, that they have 24 students who they now believe where the victims of carlos bell, but there are still 11 of those students who have not been identified yet. this case is long from over. this investigation is continuing into carlos bell,

teacher's aide who worked at the middle school. he's looking at 119 charges and 11 different categories and our understanding is that carlos bell is charged with giving some of his alleged victims marijuana and then giving them, in some cases, alcohol. that's what those contributing to the delinquency of a minor charges are about and then video, the students, as he engaged in sex with them and the details of exactly what he's alleged to have done are very graphic. the charging documents disturbing. here now from the charles county state's attorney on this case. >> i can't predict when this investigation is going to be over. it's just impossible to predict it, whether it's a month, two months, six months a year, we just don't know at

growing for missing family from loudoun. it's been three days since a young mom, five-year-old son and her nine-year-old cousin went messing. they were last seen leaving a relative's home in ash burn. julie is joining us live from ashburn, what do they have to say? what are you hearing? >> reporter: we'll here from them in just a moment. first i want to tell you, we have seen the police chopper up overhead searching overhead. members are joining in the search. this is the townhouse complex where those missing family members were last seen friday night driving out of here in a 2002 blue ford taurus. now, you probably seen her pictures already on your social media feeds, let's take a look again. we want to give you a good look at the three people who are missing. 27-year-old courtney.

her nine-year-old cousin, jalen rustle are also with her. this was the scene this afternoon when the nine-year-old father and step mom arrived from new jersey. now, their son was here spending the summer in virginia at an uncle's house. it was friday night when courtney left the uncle's home with the nine-year-old and came to pick up her son at her mom's house. the trio left around 11:30 p.m., reportedly headed back to the uncle's home in leesburg but they never arrived. on sunday the family reported them missing. >> my hope is that she'll come home soon and that whatever is taking place right now, that she will come home. her and the kids will come home. and my worry is that they won't come home. and my

shootings. this incident happened just saturday. we just added 37 place in southeast. news 4 derrick ward is live there tonight. derrick, what happened there? >> reporter: well, i'll tell you what, we're at the scene of one of the more serious shooters over the weekend, double shooting here on kansas avenue left one person and another in grave condition. this violence isn't just stopping at the weekend. this includes that shooting, it happened just a few hours ago. the shooting today means there have been 11 shootings in dc since friday leaving two people dead. this shooting happened in blocks of sunday's shooting. at this point no arrests have been made in any of these shootings. he's an advisory neighborhood commission, this district covers the area of the last two shootings. >> it's one agency. we can't rely on our police department or police officers to do it all at once. there are other agencies that we

put pressure on to ensure that people aren't just getting hand outs, they're hands up. >> they're asking for the public's help. there are rewards that lead to an arrest in these cases and often it's that information from the public to help bring them to a close. you'll consider the challenges of combatting this problem. they happened in one of the heaviest police districts in the city. they've got more police officers than any of the other districts, yet these shootings happened and people we've talked to said the police need to get off into the neighborhoods where often these incidents happen. with this case, no arrests have been made, no suspect information at this point. we don't even know the names of the victims. we are live in northwest, derrick ward, news 4, back to you. a major resurfacing project coming to the beltway. this one caused major delays, too. we'll tell you where and just how long this is going to impact your commute. hbo suffers a

on the beltway, it could slow you down, the construction effects the outer loop for just before connecticut avenue to the 270 split. the transportation reporter has this near the beltway with what to expect. what can commuters expect, adam? >> reporter: well, it's never any fun out here on the beltway, pat. certainly, we'll be dealing with this for the next year, so that's something you have to pay attention to. out here on the beltway, in certain sections it's just rough. take a look at some of the video we shot today. you can see some of the potholes they are accumulating on the outer loop. we're talking about 270 split. certain parts of the outer loop in that stretch are in rough shape. now, a similar project just finished on the inner loop, now it switches to the outer loop, the state highway administration telling us today that, yeah, this is going to impact plenty of people. >> you're talking about

one episode of the series "ballers." hbo confirmed some of its programming was stolen and says it's working with law enforcement to outside cyber security firms to help them investigate the attack. vacationers on hatteras and other islands on the outer banks, anxiously awaiting word when power is going to be restored there. the islands have been without power for five days after construction cut transmission lines. here is more with the latest. >> for outer banks residents and tourists, power cut two of the barrier islands may take up to two weeks to restore. that's because all three powerlines to the islands are damaged, one completely severed. >> we have approximately 16 good weeks to make our living for the entire year.

emily, winds at 40 miles per hour, moving east at 10 miles an hour. it is expected to become a depression as it moves over land. watch what happens here, makes its way back up the coast and then by thursday and friday, moving up the coast, away from our area, give us a little bit of extra surf here on friday or saturday, make sure if you are heading to the beach, you look at those -- make sure you're swimming close to the lifeguards you'll definitely need to possible see that, you could be dealing with rip current threats there. as far as the rain is concerned, not expecting much, watch this, 8:00, beautiful conditions, watch what happens by the afternoon, couple of light showers that's going to be about it. here is the heat wave, 91 on wednesday. 92 on thursday. that heat wave, nothing like the heat wave we saw last week, chance of storms coming up this weekend, that's the system we'll be watching very closely. of course, you can watch that any time our nbc washington app. we have just released a new version of the nbc washington app.

look at the numbers. we were the sixth warmest july on record. as far as rain fall goes, with a total of just over nine inches. a lot of that, well, will last on into your saturday morning where we saw close to 4 inches of rain fall across the area. of course, that did lead to a lot of flooding. not a lot of rain chances in the forecast for tomorrow, perfect day to get out and about with the kids. >> exactly right. . pool forecast tomorrow, noon 84 degrees. still humidity, not all that bad. a little bit of heat wave, sure. 91 on wednesday. 90 on friday. but not nearly as bad where we've been over the past couple of months or past month or so, it's heat indices up around 100, that will be the case here.
