special council robert mueller is using multiple grand jurys in both the district and in virginia, so we wanted to help you understand exactly what a grand jury is and why it's significant. maybe you've heard people use the term impanelled, well that simply means to enlist or enroll people. grand jurys are made up of regular citizens, just like trial juries are and they can look into multiple cases at once. unlike trial juries. grand jurys don't decide innocence or guilt. instead they're used before a case goes to trail to determine whether to press charges or not. witnesses give testimony and a grand jury is also powerful tool for prosecutors to seek indictments and subpoenas. and unlike a trial jury, grand jurys meet in secret with the prosecutor. the defendants are not allowed to attend the proceedings. why is that important? why is that development significant? well because grand jurys are usually o

robert mueller is reportedly using a grand jury as part of his probe now. >> president trump and hid lawyers are all saying they're not worried at all about mueller and this investigation talk now about grand jury and all. should they be, what are you hearing. >> obviously, i think they should be, i think we also ought to understand, put this grand jury news a little bit of context. it would be a news story -- they're tools. grand jurys are how do you compel witnesses to testify even to get initial interview. grand jury subpoenas are how you compel financial records to be brought forwards and things like that. so it would have been -- it would be news, if it wasn't using a grand jury. let me give you a stat that i saw that was unbelievable about grand jurys and cases that are brought before them and the amount of times they bring indictments. there was a study that was 19
6:16 pm
grand jury, 160,000 ended in prosecutions, 30 of them didn't. of those 30,000 that didn't, only 11 grand jurys didn't return an indictment. the point is 99.99 point% of the time when you have to impanel grand jury, you'll get indictments. will be they directly connected, is it going to be something else. remember, started investigating one thing and ended somewhere else. >> the other thing about that, though. that's why you should be concerned. >> we also don't know anything about who may have been called to testify. >> that's right. with that in mind, the grand jury, as i've understood it. they have to be convened where they believe the crime was committed. so for the grand jury now from what we're hearing now has been there -- looking in virginia and in the district, this collusion thing all began in new york or on the campaign. it didn't begin here. so that means that they've got to be thinking, well, at least it looks like they're thinking something definitely happened here in the white house. >> we don't know if

grand jury impanelled in new york. >> this is -- look, we should say, we at nbc news, we have not confirmed he has confirmed his own. we've used grand jurys plural when necessary. and he has that power, as a special prosecutor at any u.s. attorney has. >> on nbc show. he said one -- one of the reasons sometimes you just have so many subpoenas, so many witness interviews that you need more time with a grand jury and you can't have a grand jury on one day listening to a murder case and on the next day listening to this white collar crime that you kind of need more time because this is a complicated case. so that's another

>> general john kelly, one week on the job, too soon, too soon to get a sense of what he's going to accomplish. >> well, look, i think there was a lot of us that were watching him and john kelly in this respect. if you know he's instilled new discipline and somehow the president doesn't talk about bob mueller at his rally in west virginia, i think. that didn't happen. but think about this, now the donald trump we've all gotten to know is the candidate wouldn't have let a broad side like that go unresponded to. that to me shows at least in week one, he has the president's ear and intention on things like that. because by not attacking jeff, a bunch of republican senators actually spent more time distancing themselves from jeff than they did the president. so perhaps he's seeing that maybe message discipline can be a good thing, that
