that radar again and that weather forecast. it is busy. chuck bell and sheena parveen are outside. but before we check in with them, chuck taylor has your traffic and chuck is going to start things off. >> what's going on out there, guys? >> we have a cloudy sky. it's already rained a little bit. there are puddles to be jumped over early this morning. we have our umbrellas, we are prepared like good boys and girl scouts. however, we don't need them currently. >> when i drove in earlier, it was raining but those were just some passing showers. here's what we can expect for the rest of the day today. through this evening, all the counties shade nd gred in green. this includes the metro area and a lot of maryland. montgomery county, if you're in rockville, you're waking up to some rainfall there. we're seeing it move into parts of the district near arlington. manassas, woodbridge, near 95 we have light rain there lo

71 degrees right now in the district. they're moving in, spotty showers by 7:00 a.m. by noon today expect the rain to be around the area so you need the umbrella later today, especially as we go through i would say the early afternoon hours. it looks like when we can see some heavy rainfall with the potential for some flash flooding. coming up in just a bit, we'll take a closer look at the timeline through today. we'll take a look at that hour by hour view of it and also what you can expect as we go through the rest of the week. but let's check your roadways this morning. i guess it's not too bad right now, jack taylor. >> it could be worse, put it that way. we have a few things going on on 95 in virginia near the truck scales at dale city. southbound 95, same area had an accident also on the right side of the road but no lanes are closed. inbound on the 11th street bridge as you merge off d.c. 5, the lanes that bring you in on 11th, the ramps that pull you into s

beware if you're headed out now. in virginia near vint hill road, we had an accident that was blocking the road. apparently those lanes are closed, and because the lanes are a little wet just after georgia avenue, it sounds like we had our first spinout of the morning on the right side. back to you. we continue with a developing story. it's shaken up a lot of commuters. they want passengers to know it is indeed safe to ride after we had that shooting on a train. >> a teenage boy was shot on a metro train and police are looking for three suspects. this was just outside the takoma station in northwest d.c. do we have any more information on the suspects at this point? >> reporter: chris, good morning. as of right now those guys are still out there. that, of course, a major concern, so you may see more police at train stations today as they look for those three persons of interest. and also as that victim, a teen boy, continues to recover

now, take a look. these are the photos police want you to see. these are the three young men they are now after. authorities say they got off the train after that shooting, crossed the platform to another train and then got away. now, this investigation continued for hours after the shooting. 3:00 p.m. sunday, someone shot this teen boy between the silver spring and tacoma stops. that gun firing as that train pulled into the takoma station, and no surprise, of course, that riders are concerned. >> it's safe, but at the same time you need to watch your surroundings and, you know, your areas and what you're doing, you know, and who is around you, what's around you. but this is just unfortunate, that's all. so much is going on. i'm just sorry to hear that. >> reporter: and at this time that teen victim is now in stable condition. again, police say i

those three persons of interest to give them a call. call 911. they could be armed and dangerous. at this time investigators do say they are collecting several leads. we're live at the takoma station. i'm skrus tjustin finch. back to you. >> if you are riding the rails this morning, there is a closure that could affect your ride. part of the green line is closed for major track work. the gatlin and supra stations are closed until november 20, we're told. over the weekend, the naylor road station will shut down on the green line as well. throughout the day, we have to warn drivers out there that you definitely have to watch your speed if your commute takes you through the beltway on maryland. the warnings on supra road

>> aim my is here with how much can cost you. this is getting a lot of people talking. >> reporter: it certainly it. if you're blasting down the beltway, you may want to retlhik that. lots of speeding cameras out here and they are watching what you're doing. anyone who takes 495 near suitland road, those cameras will be tagging cars going 12 miles above the speed limit, which is 55, and those fines could cost you 40 bucks. making the roads safe out here with construction zones are a priority. remember if you're out here, safety first and 55 is your magic number. angie and chris, back to you. we have some breaking overseas news to bring you right now. secretary of state rex tillerson with some tough talk for north korea. while speaking with reporters, tillerson outlined what it would take for the u.s. to begin diplomatic talks with the north. >> we've not had an extended period of time where they have not taken somee

provocative action by launching ballistic missiles, so i think thal that would be the first and strongest signal they could send us, is just stop these missile launches. >> what tillerson would not do is give a concrete time frame for how long north korea would have to stop launching those missiles to begin the negotiation process. this comes two days after the u.n. approved new sanctions on the country. north korea is responding to the new sanctions, vowing to bolster its nuclear arsenal. in the meantime, president trump is in the middle of a 17-day vacation at his golf club in bedminster, new jersey. while the president is away, the white house is finishing several projects. we're going to show you the improvements coming to 1600 pennsylvania avenue that have not been done in decades. a shopping center is in ruins right now and it could take weeks to fix.

video to show you. take a look as crews are working in the dark, as you can see, tackle, the amounts of cleanup ahead not just in that shopping center in the tulsa area. crews worked into the evening sunday night and tried to restore the power. 20,000 now have their lights back on. 70,000 still without power. trees toppled on homes, ripped into roofs. 26 had to go to the hospital and we confirmed that it was an ef-6 tornado with winds. stomp now to arlington where this man is behind bars for intentionally trying to hurt a baby. on sunday demetrius taylor got into an argument with a woman and set a floor mat on fire. he then pushed a baby in a stroller toward that fire. the woman managed to save

baby but the fire damaged 30 units. he faces several charges, including child endangerment. fire officials say a fire may have started because of hoarding. it started in a home near green ock road. no one was hurt but there was $100,000 damage done to the house. it's a very important day. it's one of our country's biggest military honors. it's purple heart day commemorating the creation of the pump he will heart in 1782. it awards members who were killed or wounded in combat and was initially established by george washington as the badge of military merit and later renamed the purple heart. today we know that mt. vernon will hold a special ceremony at its purple heart memorial in washington state. -- at the washington estate. >> the firstpl

updates throughout the morning and inside our nbc washington app. weather alert mode for you today. the possibility of some heavy rain at times. no more than just light to moderate rain showers out there early this morning, but just know as you go forward through time today, rain could get heavier and heavier. temperatures, though, on the good side. we'll stay in the 70s with raindrops around today. sheena will give you that five-day forecast coming up. after georgia avenue we had a report of one that spun out on the highway. as you head to georgia avenue and connecticut avenue, we may have one on the left side of the roadway. coming on dc 295 inbound on the 11th street bridge. the end of the double ramp that comes in on the southbound lanes, those are blocked so traffic is having to merge across into the northbound lanes, if you will, to come in on the

virginia 29 after vint hill road. we had all lanes blocked. apparently the right side of the roadway is beginning to squeeze by. back to you. new details now about that deadly accident. a teenager was killed last month at the ohio state fair. we now know what went wrong. the manufacturer of the fireball ride says that a support beam was corroded, causing a piece of that ride to break off. the beam snapped and people went flying through the air. you can imagine crews are going to be checking similar beams all over the country today. a community is trying to stay strong this morning after an explosion rocked their mosque in minnesota. on sunday the governor visited the site and called what happened an act of terrorism. on saturday someone threw an explosive device at the islamic center. that device shattered windows and damaged the office. no one was hurt and so far no arrests have been

an elderly couple was hit by a car in bethesda. the man and woman, both in their 80s, are in stable condition at the hospital. montgomery county police say a woman in her 70s hit them a the entrance to the unitarian church on wood road. this happened on saturday. police are now investigating how the crash happened. >> i hope they get better soon. now that the weekend is over, an organizer of a ceasefire in baltimore said investigations will continue despite deadly shootings. advocates called for a 72-hour ceasefire to curb city violence but that ended when two workers were killed on friday. the ceasefires will continue even after this weekend's death. baltimore had recorded more than 200 homicides. there were more than 300 homicides in the city last year. all-out manhunt for a rape suspect who er

and stole his gun. the fbi agent now on the search for brandon powell. he escaped from a transport van in ohio last friday. he was in leg shackles and handcuffs at the time when he somehow forced the van to crash and broke free. the 32-year-old was on an 80-mile trip from a psychiatric hospital in toledo at the time. angie? it's 5:16 and if you are struggling with student loans, then listen to this next story. a new "washington post" report is getting a lot of attention this morning. virginia, you see, has this little known law that can make the loans add up even more. it requires colleges and university to see call in debt collectors for accounts 60 days past due. those companies, they can actually -- they have the freedom to add fees up to 30% to that account. now, virginia isn't alone. about 15 states have similar laws relying on collection agencies. well, it's hard to believe it's already august. we're talking about back to school. nbc4 is

watch your speed on the way to work. the grace period is over. new speed cameras on the beltway in maryland. suitland road will automatically flag drivers. we'll have word on how much you'll have to pay if they catch you. news of a deadly crash at a gas station in northwest d.c. police have identified the driver as labond beckett and he's now facing major homicide charges. beckett lost control of his car on florida avenue, hit a pole and parked car. the car flipped on its side at the hess gas station. a good samaritan was able to pull beckett from the car but could not get the trapped passenger out and that passenger died. right now a 16-year-old is missing from our area. he has been gone, actually, for two weeks now. take a look. this is brandon lewis. i also shared his photo on twitter and facebook. a lot of you shared that as well. we appreciate it. lewis was last seen near 14th street northwest and columbia

a suspect off the hook because of a t-shirt. here's a look at bwhat that t-shirt looks like. the officer may have had it on when he arrested a man for gun possession. some say it spreads a racist white supremacist record. police are now investigating. the "washington post" reports they dismissed the gun case because of the possible connection to the t-shirt. they can file charges again. a major lawsuit is being filed over sanctuary cities. it's become a big part of the debate involving immigration policy, and today chicago is taking action. >> chicago will not let our police officers become political pawns in a debate. chicago will not let our residents have their fundamental rights isolated and violated. >> in january, president trump signed an executive order blocking federal grants to cities that don't

undocumented immigrants who are arrested on charges unrelated to their immigration status. officials in chicago object to those new qualifications for public safety grants that require cities to share information with federal immigration authorities. the city argues that those rules violate the fourth amendment. ♪ immigration concerns were front and center at this weekend's salvadoran american day festival. one of the founders say those concerns didn't keep people away from rockville, and actually brought more folks out. montgomery county police were also there to spread a message that people should not be afraid to call them. stomp whi while president trump is away on vacation, major renovations are under way at the white house. the west wing's heating and cooling system is getting an upgrade, and for the first time in six decades the south

now found. we just got word an australian navy ship spotted the osprey in the waters off the northeast coast in cho water bay overnight. it is a bittersweet discovery. search efforts for three missing u.s. marines had to be called off over the weekend. 23 others were rescued soon after that osprey crashed into the sea on saturday. that is the latest from the live desk. back to you, angie. also breaking this morning, molette, north korea issuing a new warning responding to sanctions approved by the u.n. the warning is bound to bolster its nuclear arsenal and launch, quote, thousandsfold revenge against the u.s. this comes as rex tillerson is in the philippines now discussing north korea with diplomats of southeast asian nations. >> tracie potts is live on capitol hill. tracie, what's the gist of the secretary's message? >> reporter: the gist of it is stop t

the future of your nuclear program. secretary tillerson at that asian conference talking with japan, talking with south korea, trying to bolster some support from our allies in the region after the u.n. put down these sanctions that were unanimously approved, including by china, and that was pretty significant. it could make a pretty big dent in north korea's economy. about a third of its exports a billion dollars. but they won't kick in right away. reaction this morning from north korea. they're saying they'll take righteous action against the sanctions which they believe infringe on their sovereignty. but the job of secretary tillerson this morning in manila is to focus on north korea and try to pull all of our southeastern allies together. he says going into a meeting with japan that they've made some progress. >> tracie potts for us on the hill. thank you. we do have a big warning if you drive the beltway this

this has a lot of you talking. starting today you could get a ticket in maryland thanks to those new speed cameras. they've been giving out warnings for weeks now, but not anymore. >> news4's amy cho is live with how you can avoid an actual ticket. >> reporter: chris, angie, good morning. it's pretty simple, really. all you have to do is slow down. lots of speeding cameras out here and they are watching what you're doing. this new speeding crackdown is happening along 495 by suitland road. those cameras are flagging any cars going more than 12 miles above the speed limit, which is 55, and those fines will cost you 40 bucks. police say a big part of this crackdown is making the construction zones around here safer. so if you're out and about, you want to remember, safety first, and keep that speed at 55. chris, angie, back to you. aimee cho reporting live there on th

someday that long slow ride on i-95 could cost you per mile. states up and down the east coast are trying to figure out an idea that would charge drivers based on just how far they drive. the money would be used for a major maintenance and road repairs. now, this is only in the testing phase for now and thaet happeni -- that's happening in delaware and pennsylvania. this is a story every parent should hear before classes start up again in the next few weeks. a new study suggest teenagers become riskier drivers as they enter their senior year in high school. it shows older teenagers start to get overconfident behind the wheel and perceive themselves as safer drivers. >> they also engage in more distracted driving, things such as texting more than any others, they say. it's a tough morning for a boy scout troop in texas. two scouts died in what the troop says was a freak
