radar this morning. man oh man, is it comfort outside. 68 at national airport. west of the beltway, temperatures well down into the 50s this morning. 54 in winchester, 55 front royal, dulles even down to 60 degrees this morning. so a very comfortable start. it is going to be a near perfect august day today. sunshine, mild, low humidity, today's high up near 85 degrees. we'll take a peek at the weekend in a few more minutes. >> thank you, chuck. developing this morning, a major update on the rising tensions between the united states and north korea. kim jong-un's regime says it is seriously reviewing plans to fire missiles on a u.s. territory. the target would be guam, about 2,000 miles from north korea's capital. intelligence experts think the north's nuclear program has advanced faster than anyone expected and on tuesday, president trump warned its leaders to stop threatening the u.s. >> north korea best not

southeast d.c. to stop all deliveries and pre-natal care for three months. those mothers who had been going there, or are scheduled to give birth there, will have to find somewhere else. so far, officials haven't said why the services are suspended, but a spokesperson says, quote, this restriction applies solely to obstetric and nursery services and will remain in place for 90 days, or until the hospital implements its plan for new service. the nearest hospitals are more than 20 minutes away. for a list of them, just open the nbc washington app. if you drive on 395, you may be hitting the brakes more often than you're used to. construction starts to add new toll lanes. three express toll lanes will run about eight miles from edsel road through arlington. if you have a flex pass and carpool with three or

people, those lanes are free. otherwise, no limit how high the tolls can go. the worse the traffic, the higher the price. disgusting. that's what women who ride metro said after we told them a man had been arrested for taking pictures up women's skirts. this morning that man is free and is supposed to be staying away from metro. news4's darcy spencer explains how police discovered these crimes. >> reporter: dozens of women were the victims of upskirting while riding escalators on metro. a teenager accused of secretly placing his phone under women's skirts and taking photos. >> what do you think of someone doing something like this? >> i think it's disgusting, it's gross, and it's weird. it's nasty. >> surveillance video shows the suspect, brandon williams, a 19-year-old college student from prince george's county. the video shows him going up and down the escalator for hours at

last week. the crimes came to light when a woman reported to police he touched her inappropriately. so how do you protect yourself if you're riding metro and wearing a skirt, or dress like i am. metro officials say you need to be aware of your surroundings, turn around, look and see if someone's riding close to you. police found even more disturbing evidence at williams' home, cell phones, computers and hard drives with images. the number of victims of this upskirting in the dozens, between 40 and 50. they have no idea it happened. right now, williams is charged with misdemeanor sex abuse. >> if we find that these were being distributed or god forbid being sold, then that also could lead to additional charges for this suspect. >> reporter: metro is urging women to come forward if they think they could be a victim. many riders we spoke to were not aware this happened here until we told them. >> yeah,

you're watching news4 today. welcome back. it is now 4:10. let's take a look at some stories folks will be talking about this morning. ♪ the wichita lineman >> oh, boy, remember that? glen campbell, the superstar singer of wichita lineman and rhinestone cowboy has passed away. he was 81 years old. he sold more than 45 million records in his career, won five gram le grammys and was inducted into the hall of fame. about six years, he was diagnosed with alzheimer's. his family said he died yesterday in nashville. serena williams is creating a stir about a comment she made about motherhood. williams said, i am about to be a real woman now. some social media users blasted her comments

salisbury, maryland. the national weather service confirmed it was a tornado that touched down on monday. the winds were blowing 100 miles an hour, and there's a tremendous amount of property damage. but fortunately, no one was hurt. this latest storm comes just weeks after an ef-2 tornado caused major damage across kent island on maryland's eastern shore. well, chuck, i think the one thing i noticed when i got out of the car this morning, boy oh boy, it felt like a brisk september day. >> absolutely right. temperatures down in the 50s here this morning. it's a very comfortable start. not all that normal for the month of august, but we will take it for sure. yesterday made it up to only about 82 degrees across most areas. outside rain chances for today and tomorrow remain very, very low. so far here it's been a wet and a cool august. two things we don't normally hear, but we're about three-quarters inch ahead of
