north korea's nuclear program is advancing faster than expected. but that has not proved at this point if it can launch a missile accurately. we want to break down what options the united states has in this situation. experts say no option is risk-free. the u.s. could pre-emptively fire strikes on north korean military targets, but that could lead to war on the peninsula, and put millions of people, including american troops, at risk. president trump could also stick to what's been done up till now and that's focus on trying to start up some diplomacy. we could get new developments about this at any time. and we'll update you here and on the nbc washington app. coming up in just a bit, news4's tracie potts will talk about what steps are being taken in guam right now. and we have more news breaking overseas and abroad. chris lawrence is at the live desk with more out of paris. >> this is happening in france, angie. someone drove a car into a group of soldiers in paris. right now, there is a search on

take a look. we're showing a live picture from paris. you can see the police presence there. all of this happened in the last hour or so. police say six soldiers were heard, two of them seriously. paris is on maximum alert after a series of terrorist-inspired attacks in the last two years. >> chris, thank you. it's 4:31 now. developing now, news no expecting mother wants to hear. d.c.'s health department has ordered d.c.'s united medical center to stop delivering babies for 90 days. officials aren't saying why services are suspended. but a spokesman said this restriction applies solely to obstetric and nursery services and will remain in place for 90 days or until the hospital implements its plan for obstetrics and nursery service. the nearest hospitals are more than 20 minutes away. for a list of them,

escalator and allegedly placing a cell phone up the victim's skirt. at his home, police found hard drives and phones with dozens of pictures. women we spoke to find this all very disturbing. >> i think it's disgusting. it's gross, and it's weird. it's nasty. >> williams is charged with misdemeanor sexual abuse. he's out on bond and has been ordered to stay away from metro. fire now, fairfax county police are doing everything they can to find this missing teenager who they say could be in serious danger. they believe that a gang may be targeting 18-year-old miguel carillo, who has not been seen since thursday. he was last spotted near a home on buckman road, near route 1 in alexandria. search teams have been out and about, combing the woods, using choppers and k-9 teams to find him. we'll share his photo on social media and hope that you can share it too. we also have an update to a story that we brought you last

washington, that he's talked with the department of homeland security, the defense department, the white house, that the u.s. stands ready to protect its territory in the pacific, not only the u.s. military installation, but the 200,000 people who live on that island. he says that their threat level has not changed, it has not increased as of it morning, but it looks like guam's missile defense and protection by u.s. force system ready as of it morning. >> so it seems the two sides are just sort of trading threats. is there still a diplomatic solution that's out there, that's on the table at all? >> a lot of people are wondering and hoping that, to avoid any sort of major conflict. is there a diplomatic solution? yes, but are we seeing it in motion? no. china is going to be a big part of that, because china's sort of the intermediary here with relations with both the united states and north korea. bu t

>> in maryland, there were 550 overdose deaths in the first three months of this year. up from 400 over the same period last year. the prince george's county board of education will swear in a new board member. dr. donna wiseman replaces dr. beverly anderson. dr. wiseman is the former dean of the school of education at the university of maryland. the former board member resigned in june saying there was dysfunction within the board and the school system. turning now overto virginia and loudoun county where we'll learn if there will be a bus driver crisis. a story we've been following for a while. drivers have to let the school system know this week if they're coming back for another year. last year, loudoun was short 89 bus drivers, many students ended up being late for school. to make driving positions more enticing, the school system has increased pay and benefits, re-drew routes, and also adjusted start times. the redskins had
