>> good evening, those protesters were outraged. they protested near where terrence sterling was shot and killed at m and third street northwest. he was shot in the neck and in the back. they say it is an injustice. >> united we stand, divided we fall. ♪ ♪ >> reporter: they feel the pain and sympathize with terrence sterling's parents. >> please pray for the parents of terrence sterling. >> reporter: as this group shuts down new york and new jersey avenue in northwest d.c. in protest the federal prosecutors decision not to file charges against d.c. police officer brian trainer. the u.s. attorney's office in d.c. says there isn't enough evidence to prove beyond a reasonable doubt that trainer had criminal intent or used re

and killed sterling near this intersection last september. sterling's friend steven douglas is saddened. >> distraught at the fact we have no indictment and no charges being filed against this murderer. >> reporter: prosecutors say trainer and his partner pursued sterling on his motorcycle, that sterling eventually drove into trainer's cruiser door when the cruiser blocked his path and he fired. he said sterling was trying to avoid the cruiser. he only turned on his body camera after he shot and killed sterling a violation of the police department policy. sterling was not armed. >> i'm very upset we didn't have the benefit of that footage to tell us what happened. >> reporter: the mayor said officer trainer should resign. >> mpd has already reached out to his lawyers, asking the officer to resign. >> what about you, what do you think? >> that is exactly what i think. >> reporter: d.c. police have 90 ys

see if department policies were violated. the police union says that they will cooperate with the investigation. meanwhile, we reached out to the attorney representing the sterling family. he says that he's disappointed with tonight's decision, however he will continue to pursue the civil case. he has filed a $50 million lawsuit against the district and the metropolitan police department. live here in northwest d.c., i i'm shomari stone, news 4. >> all right, shomari, thank you. news 4 mark see graves joins me in the studio. mark, this is unprecedented to have a sitting mayor call for an officer to resign during an investigation. >> yeah, it is. we have not heard from chief nguyen. the department put out a statement earlier this evening that didn't really address that, but we have not -- we hope to hear from the chief tomorrow morning. if you remember back to 2008 when two police officers off-duty shot and killed a 14-year-old boy, dante rollins, those officers also were

were not charged with any crime. in fact, i think one of those officers is still serving on the force today. they were never asked or forced to resign. so, when i talked to the chairman of the police union today, that's the one thing he didn't want to address, was the mayor's assertion that this officer should step down. >> what is next for that officer? and the sterling family? >> right. well, he still has a long way to go. so does the police department because there is that $50 million lawsuit you heard shomari mention. again in the rollins case, that lawsuit went for four years before the family settled for a six-figure settlement with the district back then. the officer also has an internal investigation to citi whether he violated any protocol. again as shomari pointed out he didn't turn his body camera on. he could be disciplined for that as well. even if he remains on the force, this is a guy that will not see a lot of time on the street. he may end up at the academy, an administrative position 134 where. but right now he is still on the force. he's on desk duty pending this 90-day review. but we are going to be

>> reporter: on the streets of north korea today, a show of defiance. the u.s. the enemy, kim jong-un and nuclear weapons their defense, they said, against the threat from president trump. >> fire and fury like the world has never seen. >> reporter: and from the island of guam, secretary of state rex tillerson turning down the temperature. >> the american people should sleep well at night. >> reporter: and defending the president. >> what the president is doing is sending a strong message to north korea in language that kim jong-un would understand because he doesn't seem to understand diplomatic language. >> narrator: that message reinforced today in another stark warning from defense secretary jim mattis that north korea should stop considering actions that would lead to the end of its regime and the destruction of its people. mattis's comments followed

korea, that it's preparing military plans to strike the american pacific island of guam. it's a sovereign u.s. territory, the size of chicago, home to 160,000 u.s. citizens, and much closer to north korea than to the u.s. main land. >> this is the highest attention i've ever seen in the korean peninsula. it's a very grave situation, close to being a crisis. >> reporter: here in seoul, south korea's president is trying to calm nerves, saying there is no imminent crisis. but from north korea, more provocation. the military calling president trump threat a load of nonsense and saying only absolute force can work on him. back to you. >> news 4 found out the reason behind this scary scene, heavily armed police rushed into the epa headquarters on pennsylvania avenue

we have learned officers were there for reports of gunshots inside the building. an agency spokesperson told us tonight those reports were unfounded. no one was hurt. new at 11:00, a crash so hard it knocked the staircases off of two row houses in georgetown. check it out, we're working to learn why the driver went off the road here. d.c. fire and ems officials tweeted a picture of this accident. this was just after 7:00 tonight near the intersection of q and 23rd streets northwest. no one here was hurt and we're told there are no structural problems with those homes. >> 74 degrees right now with mainly clear skies across the area and tomorrow morning a cool start getting up early around 6:00 a.m. we're at 69 degrees here in washington, low 60s in the suburbs, plenty of sunshine, we warm up quickly. still comfortable at 80, 70 degrees, 10:00 a.m. we're already in the upper 70

12-hour shifts for all patrol officers. police tell us the increased police presence made a measurable difference. they point to one ten-day period where there was a 12% drop in violent crime. 90 guns were taken off the streets. saint mary's county is tackling the opioid crisis by charging su expected drug dealers with murder. today we questioned the white house drug czar about that aggressive approach. richard balm said he didn't want to comment on the cases because he didn't have all the details but he did say drug traffickers and dealers deserve a serious penalty for their crimes. today saint mary's county leaders announced indictments for eight accused drug dealers who caused the overdose deaths of eight people. >> for $50 they do not mind killing our children, our wives, our fathers, our brothers,

this time tomorrow will mark a year since one of our area's deadliest explosions ever. two children were among the seven people killed at the flower branch apartment complex last august. tonight we talk with first responders about that night and what they remember. news 4's derrick ward is live for us in silver spring with their story. derek? >> reporter: well, you know, there is something missing from this parking lot here at the flower branch apartment, and there is a building that used to sit where the fence is now. they were destroyed in the explosion and fire. you might say a year ago tonight folks are settling in for what would be their last full night sleep in their home. it

awakenings, the august 10, 2016 explosion that ripped through the apartment buildings in silver spring. >> not traditionally do you see an entire four-story apartment building ablaze on fire. maybe an apartment or two, maybe the floor, the roof, sure, but not an entire four stories, the entire building. >> reporter: it was clear an explosion had come first. from looking at the debris field, interior fixtures and belongings strewn across the in the nearby trees. knowing the hour just before midnight it was clear, they were going to be casualties, but given the magnitude, casualties were inefrm tabl regardless of the hour. 12 midnight or 12:00 noon. >> injuries would have been different. pedestrians, motorists on the street as well as some folks still in the building. >> reporter: agencies like police, fire and social services worked together surprisingly well at the scene and coordinating information to help locate those who left and those who didn't make it out. though it still took days with dna evidence providing the only

check. we'll have a few clouds around during the afternoon hours, but temperatures once again in the mid-'80s in case you're wondering, our normal high this time of year about 87 degrees. so, we certainly have been below normal since saturday. take a look, though, at your second weather headline. some storms will be around on friday, especially during the afternoon hours here in the d.c. metro area and keeping a really close look on the weekend forecast. sunday is looking mainly dry. saturday's forecast is really tricky, best chance of rain on saturday is going to be during the morning hours. more on that in a moment. take a look at the current temperatures. all of the suburbs in the 60s, even 59 degrees in winchester. still hanging onto 74 in washington. but it is another night with windows open, a.c. off kind of weather. you're going to wake up to really nice conditions on your thursday. 69 degrees at 7:00 a.m., pleasant gorgeous around lunchtime, 82 degrees at that point. tomorrow afternoon we hit our high of 86 at about 4:00 or 5:00 in the afternoon. again a few clouds in the second half of yr
