31-year-old motorcyclist last september after he crashed in to train trainer's cruiser in northwest. key in this case, body camera footage. we know officer trainer turned his camera on after the shooting. mayor bowser spoke about that and the u.s. attorney's decision. >> i am now as i was then very upset that we didn't have the benefit of that footage to tell us what happened. >> reporter: the mayor also said that the mpd has asked for trainer to resign. she also said this led to a further push for the department to get body cameras on as many officers as possible. >> and justin, after this sterling shooting, any word on what also police are doing to make sure officers have those cameras turned on when they are supposed to be? >> reporter: well, very interestingly here, the mayor also said that dispatchers are now

calls to activate those cameras, a way to guarantee that as you where going out on to the streets, they are turning those cameras on. back into you. >> justin finch for us live this morning. thank you. 5:05. and covering the district, take a look at this crash. we're working to find out what caused the driver to run into this row house in georgetown. it happened last night near the intercession of q and 23rd northwest. we know nobody was hurt, so that is the good news. and we're told that there is no strusk structural problems with the homes. devastation in silver spring. one year ago, rescue crews were on the scene of a four story apartment building explosion. >> families were sleeping when it exploded and in seconds lives were turned upside down. megan mcgrath is live where the incident

violent explosion that changed lives forever. if you look behind me here, you can see the fence that stands there, the apartment building was just on the other side of it. and it has not yet been rebuilt here. after the explosion, there was all kinds of debris in the trees. the blast so extreme that it actually blew debris and clothing and other things all wait across to the back of this parking lot located across the street here. in the hours that followed as people searched for a loved ones, there was tremendous emotion including a reunion that happened between two frantic parents searching for their infant child. listen in. >> thank you, thank you! >> reporter: not every story though had a happy ending like that. seven people including

nearly 40 people were injured in this incident. federal investigators still trying to figure out the exact cause of the blast, but certainly a violent explosion here preceding the fire. now, one year later, investigators still piecing things together. first responders who came here to the scene and worked tirelessly to save lives, this really was a career-defining moment. >> you have career-changing events, events that you do remember always. this will be one of them. >> reporter: and so one year later, there is going to be a vigil tonight actually here in the parking lot where i stand. that will be taking place at 7:30. back to you. >> you and i were both out there in the hours after this happened last year. we know that there were a lot of people who complained about having their complaints unheard for months prior to that explosion. wh

help folks who live in this area? >> reporter: right, we heard immediately after this explosion people saying that they had smelled gas in the area and that is still a part of this investigation. montgomery county in the wake of this incident, they have added additional building inspectors, those folks will be focusing on the worst plots properties fir. also ten thant advocate positions have been added to the office of consumer protection so people have a place where they can go if they have concerns and express they wilm. also there are measures interpreters to emergency situations fast ir because that was an issue as well. there was a language barrier that made it difficult for some people to access health and services. >> megan mcgrath live for us in silver springs. thank you. we have more in our nbc washington

silver spring. right now the world is watching the tensions rise between north korea and the u.s. kim jong-un's regime says it plans to fire four missiles toward guam possibly before the end of this month. the pentagon says it already has plan for a preemptive strike on north korea's missile strikes if president trump orders an att k attack. this comes afters president warned the north that threats would be met with fire and fury. in guam yesterday, secretary of state rex tillerson said traditional diplomacy just won't work. >> what the president is doing is sending a strong message to north korea in language that kim jong-un would understand. because he didn't seem to understand dip llomatic languag. >> tillerson said he doesn't think there is an immediate threat. on bbc radio, one of president trump's deputy assistants said that the u.s. would use any

itself. negotiate, don't escalate. >> if you were driving past the white house yesterday, you may have seen these protesters, asking for dehe is came deescalation. and other demonstrators held a similar protest in new york. he was fired for poor leadership and now former director of veterans affairs hospital is back on the payroll. brian hawkens was fired after audits found mismanagement at the facility. he appealed the decision to the merit systems protection board. that board is requiring the v.a. to keep him on as an employee until his claim is reviewed. for now hawkens has been resumed to admin stwraistrative duty at headquarters. hail to the redskins. turn on nbc 4 tonight when the redskins astronaut are a to work in their first preseason

they were targeted while trying to buy their new d.c. home. the couple's lawyer is easy that hackers actually broke into the server of a title company and then e-mailed the couple. even though the couple had already paid a $200,000 deposit, the e-mail said the couple needed to pay an additional $1.5 million. >> so they e-mailed back and said we notice this is a different account number and they got an e-mail back again from federal title saying you use a different account foot different types of payments. >> the couple sued the title company and in a written statement federal title told news 4 that it, quote, continues to work with the fbi as they complete their investigation as well as federal title's internal review has revealed that no other customers were affected by this attack, end quote. this might be the kind of burglar that you might openly welcome to your home maybe. arlington county police say somebody broke into somebody's apartment on claire done boulevard and cleaned

the strike it's vowing and how soon. plus getting rid of rodents, what is being done to crack tdon on the growing rat problem. >> and we're live at the scene of a deadly apartment explosion. utter devastation there in silver spring one year ago. rescue crews were on the scene of a four story apartment building on this day last year. families were sleeping when those buildings exploded and in seconds lives were turned unless upside down. i saw it first hand. and the aftermath showed a charred apartment building here. today that building is gone along with the rooms families once called home. news 4 continues to work for you on this tragic story. megan mcgrath is live now where this happened with a look back at the past

>> reporter: certainly a devastating explosion. if you take a look behind me here, you can sees fence that thousand runs the block here on arliss street. behind the fence is where the apartment building once stood. that a look at the video in the afterma aftermath. seven people including two children died, nearly 40 people were hurt. residents and people in the area say that they smelled natural gas, but the ntsb has not yet determined the cause of the explosion. this happened just before midnight, many residents were in their beds when firefighters got to the kreecscene, they sprang action what was a very dangerous and difficult situation. >> not traditionally do you see an entire four story apartment building fully ablaze. maybe an apartment or two, maybe a floor, maybe the roof. but not the entire four stories, the entire

and tense situation and many lives were changed forever that night one year ago today. back to you. >> we know there a vigil planned to for tonight. what do people need to know if he wou they would like to go? >> reporter: there is a vigil tonight 7:30, that is when it starts, at the parking line on piney branch road across the street from the apartment complex. expected to last about two hours. folks are welcome to attend. it's open to the public. and people who lost loved ones, they are given the opportunity during this vigil to speak. >> megan mcgrath live for us in silver spring this morning. thank you. we were there in the hours immediately after the fire as well. and the residents trauma helped push the county council to pass a stalled landlord tenant bill that created tenant advocates and added inspectors to the housing department. the county also looked at how it responded to

revolved around communication. >> we recognized almost immediately not just that we needed to open a shelter, that got opened fast, but we made the recommendation that we would need a lot of language support, we would need crisis center communication folks. and also we have volunteers that are emergency emotional spirit all care volunteers. and we've activated those all that night. >> the ntsb took the lead on this investigation and we're still waiting for their report to explain exactly what led to this tragedy. 5:48. and the pentagon has a plan to deal with the situation that is rising -- the tensions rising in north korea. >> defense officials tell nbc news if president trump orders it, the u.s. will be ready to strike first. tracie potts live on capitol hill now. what does this plan look like? >> reporter: well, according to four military sources, the pentagon has b-1 bombers that they can fly within hundreds

and send missiles into hit nearly two dozen sites that have been identified as supply sites and missile launch sites. thatbackup plan though. a lot of military experts say that is not best way to go and would spark and immediate conflict with north korea. >> tracie potts, thank you. 5:49. and the inflatable chicken outside the white house has a lot of people talking this morning. we now know the motive behind this. the man wants president trump to release his tax returns. this sparked a lot of conversation on social media as you might imagine. the poultry prop appears to be the same one that visited d.c. back in april during the tax march. we checked with the national park service and the protesters did have a permit for that. learn more about the organizers on the nbc washington app. we've all seen them scurrying around and about on the streets and in

people out, rodents can actually have a serious impact on the city's infrastructure. jodie fleischer explains. >> reporter: it's no secret rodents are on the rise here in the d.c. area with nearly 3,000 complaints just this year and one of the leading experts told us they can cause big problems. you might not realize these holes are rat burrows. it can cause sidewalks and streets to crumble. >> i see it constantly. >> reporter: national park service already has about $850 million worth of projects needing funding. and some of the district's lush parks provide natural habitats for the pesky pests. at dusk, our cameras spotted them scurrying across the already cracked pavers. >> certainly if you have rats that are making it worse, adding to that tally, that is something that we're trying to avoid.

d.c. and baltimore. toronto rounds out the top five. the report said there are 40,000 tech jobs in the district alone. the most obvious reason, our proximity to the federal government. that makes it easier to companies to get contracts. we also have several top tier schools training people for tech jobs. just last week, yelp said it's opening an office in d.c. because of the area's diverse talents pool and again plorks imity to other cities. and a new stadium name as the verizon center is now the capital one arena. or we now know i should say. monumental sports and entertainment runs the arena, and they are investing $40 million to improve the fan experience inside they say. they released this video with the new name and signage and washington business journal estimated that the group could have gotten $5 million a year for naming rights. >> this is the second name change in about 20 years for that arena. you
