back to you. >> thank you, blayne. more breaking news now, president trump declared the e opioid crisis, national emergency. they're expanding treatment centers and supply police. the cdc said 33,000 people died from overdoses in 2015. >> there are growing calls for dc police officer to resign after deadly shooting got national attention last year. the officer is white and the victim is black. there are conflicting accounts about what happened before the gunfire. here is what we do know, the officer will not be charged. this is a decision that sparked protest last night and new criticism this morning. mark seagraves spoke with the police chief in an interview you're only going to see on news 4. >> he continues to ask for the public's patience. they made clear the decisioot

prosecutors and was out of their hands. but today they both explained why they want the officer to resign. when he's deciding to resign. he needs to consider the family and consider the impact this could have on the city and those are the things i would like for them to consider when he's making a decision as to whether or not he wants to stay here at npd. >> i believe there's no accountability in this incident, that we break trust with our community. >> reporter: the u.s. attorney's office says there's not enough evidence to convict officer brian trainer of any crime. they say terrence sterling was drunk when he led dc police on high speed chase which ended up him crashing his motorcycle. that's when officer opened fire, killing sterling. trainer's partner can be seen providing first aid

shot. he has been on the force about four years, he's now assigned to a desk pending an internal investigation. paul in an advisory neighborhood commissioner in ward 8 where he says his neighbors want police and prosecutors held accountable. >> this is one more reason why so many people have a lot of lack of faith in the judicial system, as well as police officers. and any time a prosecutor take it upon himself to be the judge and the jury, i have a strong problem with that. this city should be down on fourth street, asking for his resignation. >> last night, the group of sterling's friends gathered at the spot where he was killed to voice their outrage that the officer wasn't charged with any crime. now, the internal investigation could take up to four months to complete as for the $50 million lawsuit filed by the family, that could take years to resolve in 2008 when two dc police officers shot and killed 14-year-old dean e,

the district settled out of court. the officers in that case remained on the force. all right. mark seagraves, thank you, mark. montgomery county schools are now responding to a new lawsuit after a child sex abuse case, the school system says it's committed to the safety and security of all of its students and it has stepped up policies for recognizing and preventing abuse. the lawsuit centers around a former elementary school. it claims that john had been reprimanded for inappropriate contact with students, but was still allowed to remain in the school. >> this convicted pedophile should have never been in the classroom. i'm disturb today see a pattern with this school board of allowing teachers in the classroom that have a history of reprimands. >> a judge recently sentenced him to 48 years for prison for child sex abuse. >> sense of relief i

maryland neighborhood two weeks after a man was stabbed to death, news of two arrests. the suspects are teenagers, one has been charged as an adult. news 4 chris gordon is in delphi to explain what happens to the teens next, chris. >> reporter: well, tonight the teens are in custody charged with murder for the stabbing that occurred just beyond that bridge here in this park. one of the teens is being held in the adult detention facility, the other in juvenile custody. and as you can see behind me, life here in the park has basically returned to normal. children have returned to the playground here in delphi manner. neighbors say they are relieved that arrests have been made in the murder that happened here two weeks ago. >> the person that got killed, apparently, was a regular in the park but he never caused any problems or anything like that and the police were able to track him down and track down the people that did it. that's awesome. >> i'm glad that

done it again. >> prince georges county police worked with national capitol park police investigating the murder scene. >> our homicide detectives were able to identify a witness to this incident, which ultimately led us to the two teenagers being identified and charged. >> first and second degree murder charges have been filed against 14--year-old elias, who was being charged as an adult. his 13-year-old companion's case will be handled in juvenile court. police say the teens came to the park looking for money and targeted a homeless man one of them knew. >> the motive is a robbery and our indication at this point is they, you know, they knew what they were doing. they unfortunately went to this level of extreme violence very quickly and ultimately did lead to the fatal stabbing of this 47-year-old man. >> the victim has been identified as

police say he had no known address but they say he does have family in this area who have been notified. in delphi, chris gordon news 4. a building that is just blocks from howard university is a total loss. cleanup crews are working on the site. it's on sherman avenue in northwest. bulldozers collecting the rubble and clearing the lot. witnesses say the walls crumbled this morning as a nearby tree was being cut down. the building was under construction, no one was hurt but the structure cannot be saved. oh, the years flown by and football season is upon us. everybody take a look. chopper 4 in the air in baltimore just about an hour and a half to go before the redskins beat up on the ravens. >> and it's only the preseason. fans are ready and our shomari stone is in the middle of all the action. shomari. >> it's funny you guys say it's only preseason. if youal

she's now in critical condition in the hospital. a man was also shot. we're trying to find out what kind of condition he is in. no word on a motive and so far no arrests. >> in other news, he was reassigned, then he was fired, then he was rehired. so how long will brian hawkins keep his job this time. >> the news 4 i-team relentlessly investigated fill yours and safety concerns at the concern here under hawkins watch. >> scott mcfarlane first broke the storey. he's looking at why they rehired the director. >> internal investigators found what they described as unsafe conditions inside the washington, d.c. va medical center, including unsanitary conditions, supply shortages and it was all cockroach infestation. the agency reassigned the man in charge shortly after, brian hawkins. when the i-team revealed he was moved to administration position at agency headquarters, there were calls for his

now, hawkins is back on the job again because he's appealing his firing and administrative judge ruled hawkins must stay at the job until there's a final decision on his appeal. the agency says it's opposed at headquarters in the top official who overseas va health care. but veterans who seek care at the medical center recently told us whoever is in charge at the dc medical center must ensure veterans are safe and have the needed supplies. >> i'm not going to say that the va medical center is perfect. no hospital is perfect. that's a high volume operation over there. they can careless about their short of supplies. as far as they're concerned. go out to cvs to the pharmacy and get what i need. >> the secretary of the va in a statement released to news 4 says no judge ever cared for our nation's veterans will force me to put an employee back in the position when he allowed

it's a part of your family, no matter how long he's been on the job. >> when i go to work, there's a chance that something may happen to you and may not go come to my family. >> there's biological family and his work family say they are overwhelmed by the community's love and prayers. yesterday firefighters held a fund-raiser to help pay for smothers increasing medical expenses. >> one year later there are still reminders of this deadly apartment building explosion in silver spring. i went back out there last week and saw this fence that locks off an empty lot now. that's where buildings once stood at the flower branch apartments. for the people who survived, the memories are tattooed in their brain, even the sound of door slamming brings them back. news 4 erica gonzalez talks to one of the survivors there and explains how a community came together when people needed each other most. >> she says she doesn't remember much from that

safety when two buildings in the flower branch apartment complex in silver spring exploded after natural gas leak. she and several members of her family were together. it was a unit like this one on the first floor. her granddaughter's chelsea, 8 and 6 were there. their mom carried them out. i spoke to her off camera. and an camera interview was too much to bear. she was hospitalized for her injuries but survived. she and her family and so many others narrowly escaped death. seven people did not. as a community watched for numerous people and several groups were moved to action. latino advocacy organization was one of them. >> it was extraordinary example of humanity. >> in the moments after the blast, sent translators to the scene. language bayers were too great -- beariers were too great.

for people to donate. >> we organize for food and for clothes and all the items that people donate to us and all the big things and people whatever they wanted. >> financial support came too. more than $827,000 raised through the montgomery county housing partnership and given back to those effected. for some starting a new meant a new location. others chose new units in the same complex. the flower branch apartments offered its share of assistance, more on that in the nbc washington app under flower branch. >> she avoids the corner at all cost. walking by, she says, causes a sadness that can move her to tears. her memory flooded with good times and then jolted back to reality by the site of this hole in the earth and the green tarps that cover it. i asked her if she lives with peace. >> no. loud door slam makes

about this bill. it requires agencies to show the financial impact on new regulations on businesses, farms and communities. a father whose son died in a hot car also spoke out today. he said the measure could lead to fewer protections and that is a dangerous thought. . we can't do it at the expense of killing our children. that's unconscious nabl. >> the u.s. chamber of commerce, they released a statement saying it will require the most expensive regulations to go through open and transparent processes. the bill now sits in the senate. >> a newly announced candidate for governor of maryland may have a problem. she's also been registered in voting in the district as recently as 2014. she's a former aide to first lady michelle obama. she announced her campaign for governor this week. but bethesda magazine reported she's been registered in both maryland and dc an

a ten-foot sinkhole is swallowing a woman's garden and it is growing. she lives in a neighborhood in capital heights. it can happen outside your house, too. bureau chief tracee wilkins is working for you looking into the cause and cost of sinkholes. all the rain we got last week left this hole. . she says she has never seen anything like this. the repair will mean digging out what's in the hole and filng

could cost thousands. the cheese peek region we gets a lot of rain, that water goes somewhere. >> adam director says the county is not responsible for repairs here. he likened it to a basement over flowing. >> when neighborhoods are being developed, they'll store materials or dump things under the ground. in this case i found out that there was metals there were other materials that rusted and degraded faster than the soil. >> i'm like devastated. like i say, i don't know what to do. >> mrs. robinson is keeping this sinkhole covered for now. it doesn't like anyone else was impacted on the street. but the county's department of environment saying neighbors should pay attention to potential changes in their yards here. >> it looks like it's going to continue, you know, to cave in. >> but the county's part in all of this,

. that's moving up towards the philadelphia area. before we talk more about the weather. i want to talk about the solar eclipse, pretty hard to find solar eclipse glasses. let's take you to the graphic first and show you what you're going to see and we'll talk about the glasses that you need. it happened right around 2:42, the eclipse decides to wind down around 3:30 in the afternoon. now, what do you need. what are the viewing tips? never look directly at the sun. even with sunglasses, can't look directly at the sun. now you only want to use the

the solar eclipse. we had it put together a fabulous storey i've tweeted out and posted on the facebook page and on the web site, as well. on how difficult it was for her to find the glasses before you go out and call the store ahead and see if they have them. you can check the library, the hardware store. you can check all of the areas. . it might be a bit of hunt. call ahead before you head anywhere to check and see if they have them. so, again, once you have the sunglasses you can look at the sun and it is the coolest, i have to say. it's a great activity for you to do with the kids leading up to the solar eclipse and have them put on their glasses practice safely looking at the sun and enjoy the solar eclipse here on july 21st. hopefully we don't get this weather. 82 with plenty of clouds in place and scattered showers and thunderstorms around.

kept him out and off the field. lots of people are excited to finally see the burst of speed, the rush. it won't be tonight. he hasn't played it down since they signed him two years ago. they put a damper on his redskins career. so far, he's looked good at camp. today we found out he's got a hamstring injury. we'll have to wait some more to see his game under the light. who will be playing, terrell, the big wide receiver signed by the redskins this off season. he's not only brings his size, but a good perspective because he used -- he use to be a quarterback. last season he had over a thousand yards. the skins could use the help. they try to replace the production not just one, but two starting receivers who hit the thousand yard mark last year. i was talking with the washington post mike jones. . because, you know, he's such a big guy. seeing some really amazing
