brought after that crash. megan, this morning we were hearing some very positive reports coming from the hospital, sounded like things were good. so we're hoping that is only improving this afternoon. >> reporter: well, and certainly it is. in fact i just got an update from a spokesperson with the seat pleasant police department just about 15 minutes ago or so and she says that the chief is doing very well. he's still here. he's being evaluated. but that he is expected to make what she called a speedy recovery. so certainly great news for chief devon martin and his family is here with him at the hospital. now, he's going to be here for a little while. but i'm told that he is conscious, he's talking, he's had visitors this morning. his family is with him. and that's a big improvement. chief martin was brought here last night after this crash in critical condition. there was a lot of concern about his condition and then came the good news late last night that he was improving. but certainly it was a tense situation there for a while. now, chief martin w

last night. he was driving his department motorcycle on martin luther king highway when he collided with a car. now, the driver of the car stopped. other witnesses stopped as well. they all helped the chief until emergency crews arrived. >> to see our community rush to help an officer who's down, i mean, we all as a community need to feel good about that. it certainly makes me feel about. i'm always proud of my home, prince george's county, but these are the moments that make me the proudest. >> reporter: and that was county police chief hank stawinski. the county is actually handling the investigation into the accident. at this point they don't know what caused it. back to you guys. >> all right, megan mcgrath. thank you. we are following a developing story in bethesda. montgomery county police are trying to identify the person found dead in a wooded area. this was chopper 4 over the scene just off river road and the beltway yesterday. we're told a person w

along the booz creek near heather creek court when they found the body. investigators have not said how the person died. this just in. d.c. police have made an arrest in that double shooting that left an innocent teenager in critical condition. 21-year-old phillip mcdaniel of northeast will now face charges. police say a 17-year-old girl was not the intended target as she drove along saratoga avenue in northeast yesterday. she was hit by gunfire. a local minister says she's praying for the violence to end. >> it's about if you believe that -- if you have hope that our communities can change. but we have to be the change that we want to see. >> d.c. police also say a man was shot. they're looking for at least two other suspects. we are working for you. concerning those flashing lights on i-66, they're causing a lot of stress for drivers. news 4's transportation reporter adam tuss explains why you shouldn't worry if andhe

>> reporter: good morning, erica. yeah. this has been happening all day. we've been out here taking a look at the flashing lights. these are the toll gantries here above i-66, and they spin both sides of the roadway. and whenever a car goes underneath those lights have been flashing and that is because new tolling technology is being tested here along 66. now, take a look. we shot some nighttime video. and obviously if you're going under this at night then it becomes a little bit more jarring to you and you start to slow down. some drivers were telling us on social media and they were writing in to us telling us they thought they were actually getting a speed ticket from a speed camera or a red light camera, something along those lines. but nvg it's just technology that's being tested. and take a look we have video from chopper 4 that shows you the new signage going up all along the 66 corridor. of course new express tollways are going in here along 66 inside the beltway. they will be tolled in rush hour only re

about a new one called yellow which connects to snapchat. some are calling it tinder for teens because it allows users to include photos of themselves and even add their location. and then they can swipe left or right if they want to connect with somebody and talk over snapchat. police worry this could encourage teenagers to meet up with strangers in person. some new warnings about exploding batteries after a woman's purse suddenly burst into flames during a busy city council meeting in texas, and it was all captured on camera. >> yeah, crazy. officials say it was a malfunctioning battery inside a bag just like the kind of battery so many of us use every day in all kinds of products from phones to laptops. nbc's jeff rossen has a look at the video, and he's got some tips to help you protect yourself. >> and it now appears -- >> reporter: all seemed normal at this city council meeting in nevada tuesday night. until -- this woman's purse suddenly explodes into

she jumps up, throwing her purse to the ground. >> she was in shock because it happened so fast. she was on fire. her purse was on fire. and it was kind of a crazy scene. >> reporter: witnesses say the woman ran outside, her clothes still on fire. >> here's part of her shirt that was -- that i tore off her. >> reporter: the fire chief says incredibly she was only burned on the leg, treated at the scene, and sent home. now photos he emerging of the aftermath. investigators looking over her purse. take a look. you can see a hole burned right through it. police say it was a malfunctioning battery inside the bag. and we've seen it before. case after case. batteries violently exploding. watch this man standing at the counter of this kentucky convenience store when his pocket bursts into flames. the spare battery of his e-cigarette inside erupting. and this man in california riding the bus when the battery inside his e-cigarette blows up in his

both men badly burned but survived. the culprit in these cases, lithium-ion batteries. the same kind that have caused fires in hoverboards, samsung smartphones and laptops. so just how dangerous can these explosions be? to find out we've been granted rare access here at underwriters laboratories in chicago, better known as u.l. you probably recognize the logo. we're inside their special battery testing lab. you have to wear safety glasses in here. and you're about to see for the first time what it really looks like up close when these batteries explode. >> reporter: first up the crush test. can the battery stand the heavy force? >> you see the flames there s&p. >> did you ever realize you had that much energy in your pocket? >> reporter: then comes the overcharging test. experts say overcharging the batteries can cause them to explode like this. >> we're deliberately overcharging this battery, which is something you can do if you use the wrong charger. >> reporter: within minutes you can see the heat and pressure building. our battery puffing up.

and then -- that frightened me and i knew it was coming. >> watch it again in slow motion. a powerful explosion and fireball. >> so what should consumers do to avoid this from following? >> they can follow the instructions the manufacturer gives them, use the proper charger with that battery. >> reporter: simple tips to prevent this from happening to you. >> that's really scary, isn't it? nbc's jeff rossen reporting there. so the question is why this keeps happening. experts say it's mostly overheating. don't keep the batteries, they say, in your pocket where they can overheat. we've seen what can happen. also, never charge your phone or your laptop on your bed. if it overheats, experts say it can cause a fire. >> incredible video there. >> absolutely. from one scary situation to another one that's unfolding in a parking garage. >> a car literally falls off the deck, nearly crushing another vehicle.

glasses is during totality. there are some cell phone apps like solar eclipse timer that will tell you when that happens. and for the best photos, astro-photographers suggest a dslr camera and a telephoto lens. but that setup within a little pricey. so the cheaper route is to simply cut one of those glasses in half and tape it to your phone's lens. don't get too caught up in getting the perfect shot. >> if this is your first total solar eclipse, you might miss it if you're shooting pictures. >> before the 21st gets here you may want to use the moon to test exposures and some other settings. that's about how much light you will see in totality. how about that? >> i won't be trying to take pictures. i just want to see it. just want to see it. well, we're working for you. so don't forget to grab special eclipse glasses so that you and your family can view the sun

eclipse can damage your eyes. eye doctors at vanderbilt university recommend glasses with black polymer lenses. make sure there are no holes and no scratches on those lenses. many libraries and museums are giving out eclipse glasses for free. but you know what? you don't have to wait until the 21st to see the show in the sky. the annual perseid meteor shower is expected to start tonight, and that will last through sunday. welsh park in rockville will be open overnight tonight and tomorrow for those of you who want to go and watch that show in the night sky. and if you do go, nasa says the meteor rates will be about half of what they usually would be due to the bright moonlight. that's quite a show. >> yeah. somara's here to join us to talk to us a little about that and also your weekend plans because date night may be better off doing a movie instead of like drinks or a restaurant or anything like that. >> absolutely. netflix all the way. because we are expecting rn

looking pretty gloomy for your saturday. i've got some good news about sunday. for now, though, take a look. here's the four things you need to know about the next four days. today the rain is moving in. saturday we've got more showers. by sunday still a little humid but warm and we should be driving out. monday we could see more rain moving into the picture. so here's a look right now at your radar. see the setup we have? we're still pretty dry. lots of clouds, though, pushing through the district. parts of the d.c. metro area back out toward northern maryland we did start to see some shower activity. that's going to continue to bank toward the north and east. as for us, our rain will be arriving a little later on in the day, speaking of which let's go ahead and fast forward. i moved a little quickly there, but i'd say after 2:00, 3:00 start to look for these showers. you can see they'll be light at times, a little heavier in some pockets, and that's going to continue to push through our western counties and arriving in the d.c. metro area as we head through the afternoon. we'll hit lulls but then we'll start to see the rain pick back up again. i think the i-95 corridor stretching from

crushed. >> reporter: terrifying moments caught on camera. surveillance video released overnight caught a car slamming into the ground moments after falling seven stories from an austin, texas parking garage last month. the vehicle narrowly missing an suv parked in an alley directly below. the suv driven by william birch. >> i take it you didn't see anything coming. >> no. but i heard it. >> reporter: the noise he heard turned out to be a bmw careening off one of the top floors of the garage. the sedan crashing into the pavement before clipping the back end of his suv. >> i was on the spokerphone with my mom at the time when this happened. and i could just imagine what she was thinking. i said a car just landed on me, i've got to go. >> reporter: the bmw then came to rest on its roof. bystanders frantically coming to the aid of the driver. >> it was a little scary. luckily nobody got too hurt. >> reporter: police believe the woman driving the bmw mistakenly hit the gas pedal instead of the brake, causing the car to break through the barriers. almost a year

incident happened at the same garage. a 24-year-old man crashed through the barriers on the top level. but in that case a wire wrapped around his tire and left the suv dangling on the side of the garage. >> that is hard to watch, right? the woman in the bmw suffered serious injuries from the fall but as you just heard amazingly she survived. and the owner of the garage says after this second incident plastic barriers were installed on every level to keep this from happening again. want to switch gears now and send things over to sheena. >> and we are getting very close now to clear the shelters. this is a huge adoption event across the area. we're trying to get as many animals adopted as possible. today, though, we're going to talk about adopting a dog. last time we talked about adopting a cat and what you need to do. we're going to focus on dogs today. lauren lipsy is here from the humane rescue alliance to talk more about how to prepare your home for your new guest,

who's this? >> this is o'dissius. and oddisus is 10 years old. and he's been with us since valentine's day. he is a very long-term resident. we hold all animals as long as we need to to help find them a home. >> he is super sweet. hopefully we can get him a home very soon. >> and again, you do not have to have a yard. we want people to be considerate of the fact that people live in an urban environment. you can have a dog in an apartment of course if your landlord allows you. you just have to have different considerations. walks and that one-on-one time necessary for bathroom breaks and even just exercise. >> exactly. so you've got to keep the dog in mind too. what are some of the things you can say -- let's talk about maybe someone who's never owned a dog before because i'm sure the ones who maybe already have a dog or they've owned one in the past, they already know some stuff. but what about someone who's never owned a dog that are going to come to clear the shelters on august 19th and adopt a dog. what can you say about what they need to know? >> they need to

animals thrive on routine, particularly dogs. so your schedule might change as a result of bringing a dog into your home. think about the number of bathroom breaks they're going to have to have each day, the amount of exercise. but in addition to exercise it's mental enrichment. when you're not home, a kong is a perfect example. you can freeze it with food and kibble or peanut butter, give it to them. it will give them minutes for some dogs, hours for other dogs of entertainment and mental enrichment. in addition, you have all these toys. so consider having these supplies ready for you when you come home with your animal. provide a space in your home for your animal. these animals need a space where they feel comfortable so they can remove themselves from stressful situations if they have them. it could be a bathroom with their bed. it could be a corner of the living room. it could be a crate that you put in in your bedroom. it's their space, it's where they know that they can go when they are allowed. >> perfect. so we've talked about this in the past, but i want to remind people, when you go to the shelter you're not looking for a dog that you think is cute. you're looking for a

personality gets along with yours. >> exactly. come knowing what lifestyle you're looking to have with your animal. so if you're looking to have a running partner, maybe odysseus at 10 years old is not the dog for you despite how lovely he is. if you're looking for a lapdog, think about -- come with that information. we've spent days and weeks -- come here. we spent days and weeks with these animals. we can tell you a little bit about their personalities and what gets them going and try to make the right match. if you come in saying i'm looking for this particular breed, we'll try to shift the conversation and say what about that breed is it you're looking for and we'll find the right match for you. >> exactly. and if you have children you would know ahead of time if the dog gets along with children but always welcome to bring -- >> we make recommendations. please bring your children with you if they're under 12 we do require an introduction. if you have another dm if you have another animal in the home -- >> returning animals to the

shocking new allegations this morning in the case of alleged deadly hazing at penn state. investigators now say it appears security video showing what happened was intentionally deleted. kristen dahlgren reports. >> reporter: on day 4 of the hearing, a courtroom shocker. detective david chicatano claiming the surveillance system from the basement of the beta theta pi fraternity previously characterized as malfunctioning was intentionally destroyed two days after timothy piazza's death. the detective was asked what happened to the footage in the basement? responding "it appears to have been deleted." adding the unidentified suspect is one of the defendants already in the courtroom. the fbi is now analyzing the security system. >> the big question becomes what could be so bad on it that it

needed to be deleted versus the video we've seen which naturally was pretty horrible. >> reporter: video from other cameras on the first floor of the house has been the crux of the prosecution's case, alleging fraternity brothers forced 19-year-old pledge timothy piazza to drink in excess, then ignored his injuries after he fell down the stairs into the basement. >> it's a game changer if we see on the videotape the kinds of things that we see in the first floor. we'll know what happened to tim piazza. we'll know what happened during the second fall. >> reporter: charges for 18 fraternity brothers range from involuntary manslaughter to evidence tampering. in a case spotlighting the darker side of greek life. penn state is conducting its own investigation and has already announced reforms to the greek system. the contentious preliminary hearing now entering its fifth day. the defendants at the hearing have denied all charges and defense attorneys argue any new footage would show nothing more

on this friday, we're heading into the weekend, but heading into the afternoon first. >> you're already there clearly. >> she's already at the weekend. >> we're coming off such a strong high, great weather the past couple of days. major changes today. and you can already see that looking outside. i mean, the ominous cloud coverage and then the rain that's going to be moving in this afternoon. we have a lot to talk about. in fact, you may have a lot to do today. ♪ take me out to a ball game if you are planning on heading to the baseball game today, it may be a delay, folks. we've got these showers moving in in the afternoon. so we could be talking about a rain delay at the game. temperatures are going to be in the upper 70s, near 80. pretty cool out there as well. the rain showers will be fairly intermittent as we head throughout the evening, very on and off. let's go ahead and run through this. around 4:00 p.m. you can start to see these showers showing up pretty light. then you'll see these heavier showers making their way in through the west. take a look at the deep reds. again denoting that heavier r

to be impacting parts of the district all the way up to baltimore as opposed to more of our southern counties today. but as we head through the overnight hours, we quiet down a bit. we get our next opportunity to get rain on your saturday. so saturday afternoon. that's when we're going to start to see those showers really showing up in our western counties and then pulling through again toward the evening, this time really impacting areas down toward fredericksburg, southern maryland and the northern neck tomorrow afternoon. by sunday, though, we are starting to clear things out, and things are start to look up. so here's a look, if you're already in saturday and you're planning your forecast for tomorrow, just know those rain chances are most certainly there. temperatures make it up into the mid 80s tomorrow. but again, it is going to be a damp saturday. your storm team 4 ten-day outlook just show hope. sunday looking mostly sunny. chance for an isolated shower. temperatures over the weekend in the mid to upper 80s. magic mike himself makes a special appearance at a gas station. the story behind the video everybody's talking about.
