welcome back. metro needs some money and there has been an ongoing battle over just how the transit system should be funded. the "washington post" says that the d.c. mayor and the governors of virginia and maryland are going to meet later this month to talk about all of that. metro says it needs to raise at least $500 million in extra revenue. d.c. mayor muriel mouser has called for a region wide sales tax for metro, but governors larry hogan and terry mcauliffe have not been on board with that. >> we want to know what you think about a couple new concepts for a park in d.c. the national park city put out two options that would incorporate the anacostia river walk trail. one would be above the river on an elevated platform, the other has the trail running through the park. the park service says neighbors in that area suggested some of those ideas. >> that's pretty cool if you would be a t

your saturday breakfast. d.c. is in the middle of a rat battle. the problem has got.so bad at a local animal shelter that workers reached out to our news 4 i team. >> rodent complaints, in fact, they are way up across the city with almost 3,000 already this year. as investigative reporter jodie fleischer shows us, some buildings are a bigger attraction than others. >> reporter: when you walk into d.c.'s humane rescue alliance on new york avenue, these are the four-legged creatures you usually see. dogs and cats up for adoption by the nonprofit animal shelt, but now shelter workers are facing a different type of critter, rats, telling the i team one even bit a coworker earlier this ummer is. so concerned for safety they started recording these videos. rats scurrying where some of the larger dogs are kept, crawling along the pipes in the ceiling in the morning. even along the floor and

works. >> i'm already -- i'm already thinking about how i can incorporate this in my classroom. >> reporter: it's called the positivity project. it was launched in a handful of fairfax county schools last year, the results were so good another 15 may sign on for this year. it works by teaching 24 character traits throughout the school year, working them in in a variety of ways, the idea to help students build stronger relationships with peers and adults. >> why is this needed? most of us didn't get lessons on character and building relationships, but we didn't have these, either, and now all the texting and social media really limits the social interaction. >> we know from the research that relationships are the number one redistricting of life satisfacti satisfaction. if we can slowly move the needle for students on building better relationships that's going to make them happier and eventually more successful later in their life. >> dozens of teachers were trained at jeb

about what the program promises. >> i don't think there's anything that's more important than building your students and focusing on the whole child and growing into stronger citizens and creating a positive future. focusing on the characteristics that can make you stronger as an individual and help other people around you is the most important thing we can do as educators. >> one measure of the program's success, a drop in discipline problems in the schools that participated. >> we did questions to the students, teachers, people in the building, how confident are you in yourself, do you know yourself better as a result of the positivity project, do you know your classmates better? how do you think your friendships and relationships with other people in the building are? while it is a bit tricky to measure we think it's really important to measure it. >> the group partners with schools across the country at no charge. the positivity project hopes to be in thousands of schools and reach millions of kids in the next five years.

>> great story there by julie. let's turn our attention to the weather at 9:17. this is just a gray, nasty, humid, sticky, ugly mess. >> yeah, it is. unfortunately we got all that rain yesterday, we have the humidity out there today, it's very muggy out there. as we continue through the afternoon we will see more storms. >> events going on today outside. >> we already have flood warnings up right now through manassas, manassas park and then also through central prince william county. that's where you're seeing right now, thanks to derrick ward's live shot. we will talk to him in a few minutes. that's from some of the aftermath. john marshall highway that area seemed to have the most damage. i talked to derek after my last hit just about 30 minutes ago. he was saying they've cleaned up a lot of the tree damage. it's off to the side now or maybe that's where the storms went. i also talked to the national weather service just about an hour ago. they are such great people at the national weather service here in sterling, our local department is awesome

said that they may go out there to fauquier county to see if, in fact, they had a tornado possibly touchdown. so they're going to see the damage reports. they're really going to monitor that and see if there is even a reason for them to go out there, just to see if there happened to be a tornado out there. we will continue to update on that. i will call the national weather service about 9:30, 10:00 to see if they made that decision on whether they're headed out there. it is a gloomy morning out there, unfortunately, right now, we are in the mid 70s, feels a little warmer than that with that humidity. with he continue to warm up. i do believe we will get peeks of sunshine as we go through the middle portion of the day. visibility down quite a bit, especially in the shenandoah valley, down to a half a mile in the shenandoah valley, less than a mile at martinsburg. again, the humidity -- i've been talking about that all morning -- the visibility will be getting better as we go through the morning. as we get some sunshine that fog will burn off. seeing rain showers out the

of d.c., coming through southern maryland, i-95 corridor from the mixing bowl down to fredericksburg, that continues to push off towards the eastern shore, they do have that flash flood warning in salisbury. again, we're watching this rain showers move out of here, they will last a couple hours, light stuff, but we will continue to watch that as it moves out of here. there is that flood watch here in the circle that's manassas, the city of manassas, so that flood warning extends all the way out through central prince william county. broad run and now at floods stage. so that may go down at 9:30, we're just there. we will see if that extend that. the national weather service may need to extend that just because of the flooding of broad run. be careful when you go around there, there's a lot of closed roadways. temperatures as we head into tonight you're going to fall into the lower 70s. there's going to be storms around later tonight, mainly because of frontal systems coming through, it's not going to clear until late tonight. showers and thunderstorms anytime after 3:00, 4:00 and then continuing through the late evening. mid 80s for daytime highs to

through the middle portion of the day, sunshine is not our friend because it's only going to increase the instability, possibly give us stronger storms. here is 9:00, we start to see us clear out a little bit, get some sunshine and then by 12:30 we're dry. that's when you want to head to the pool. then we start to see this line of storms move through the area. that is with that frontal system, some to be strong. we will keep them in through the late evening then we start clearing as we head into the overnight. the form impacts, definitely heavy rainfall, high winds, i do not think it will be as widespread or strong as yesterday. mid 80s for tomorrow and lower humidity, humidity starts to roll back in monday, storms south and east, isolated chances around here, low 80s on monday with the humidity returning and we stay dry as we head through the middle portion of next week. >> thank you, lauren. the time right now, we are looking at 9:21. and google now facing a

of damage that happened around here. folks we've talked to say it happened sort of around 8:00, it was still light outside but they couldn't see a lot. take a look on the otherside of john marshall, you get a sense of how strong the winds were and the path true through this area. tops of trees sheard off and high tension electrical lines seem to be a bit askew. take a look, this is the issue going forward, broad run, we are right at the crossing of broad run and you can see as lauren has been telling you it's running at flood stage and hopefully it will go down a bit, but we talked to some folks about the other stuff that they've been seeing -- you see some flooding there in manassas, someone having to be rescued from a car. we talked to a guy who was coming through here when all this happened. he says it was pretty scary at the height of the storm. >> a tree fell across and then i had to turn around and went back and sat at sheets. i could see

if you have a healthcare plan through the affordable care act in virginia you might soon lose your coverage. anthem blue cross blue shield says that it's going to stop offering individual health insurance plans under the aca. now, this could impact about 200,000 people. anthem is the third insurance company to pull its coverage in the commonwealth. it comes as president trump has threatened to cut funding to

insurance companies that subsidize plans for low income people. more legal action is under way in the case against a virginia school and its transgender bathroom ban. the american civil liberties union filed paperwork asking a court to permanently halt the school policy in gloucester county. the aclu has been representing gavin grimm, you will remember that he is the transgender high school student who fought to use the boy's bathroom. the school did not allow him and other transgender students to use restrooms that matched their gender identity. grimm graduated in june, but the aclu says it wants to continue the case. a judge says taylor swift's groping accusations against a denver deejay did not get him fired. yesterday that judge threw out david mueller's lawsuit against the pop singer. mueller claims swift intentionally got him to lose his job but the judge says he did not prove his case, however, identical allegations against swift's mom and her radio liaison will go to a jury on monday. swift has couer

potomac water filtration plant. it's working to get rid of extra sediment in the water. that means you might notice a little different color in all of it. it could last for several weeks, but once again, wssc says it is perfectly fine to drink that water. now to a tough story, a d.c. teenager should be planning her trip to college, instead she is in the hospital fighting for her life. someone shot her thursday afternoon. >> a heartbreaking story. she drove her car into the path of a bullet intended for someone else and this morning police have one man in custody, but as news 4's shomari stone reports they are not done yet. >> and this is one of the most tragic things that i think that i have seen. >> reporter: d.c. police chief peter newsham talks about the senseless tragedy. >> we have a 17-year-old who is in the hospital struggling for her life. >> reporter: she was just ten days away from starting her college career, the daughter of a d.c. police sergeant is in critical condition. >> i have spoken to the family, as you can imagine,he

motorcycle crash thursday night. he was patrolling martin luther king jr. highway when he collided with another vehicle. that driver stayed on the scene and others rushed in to help. police are still trying to figure out how the whole crash happened. a quick thinking contractor is being credited for saving people from a burning building in alexandria. look at this cellphone video we have. you can see the flames there just shooting out of the third story window and this was at a condo building on valley drive. edwin parotta says he was working outside when he heard the screams. >> you couldn't even see inside because there was a lot of smoke everywhere. i don't want to let her behind me, you know, behind. i -- >> well, the family was taken to the hospital for smoke inhalation, but they are expected to be okay. >> wow. time right now is 9:48. 75 degrees out there, but it just feels worse. it's like getting hit with a wet towel. >> i felt muggy inside the

bad, that looks like the pick of the weekend as that humidity continues to drop. 75 in the strict, upper 60s in the shenandoah valley that's where we're holding on to some of that fog. they're improving a little bit but again you are getting dense fog out there in some spots. that flood warning now continues and it has been extended until 3:30 because broad run creek at bristol is at flood stage, it has crested and is starting to recede a little bit. there are road closures around manassas, manassas park and prince william county. also be careful in if you're traveling in southern maryland, rain showers moving through the area, pretty persistent. light stuff but they're moving pretty rapidly off to the eastern shore. we will continue to deal with those in southern maryland for another hour. >> mid 80s today. we do have that chance of afternoon storms. tonight we have another nats game against the giants,

this beginning at 7:05. scattered storms will be around at 7:00 right around the district. we will be drying as you leave, but it's going to be muggy with temperatures in the 70s. we will see what they do about that game tonight and tomorrow we will be here with you on nbc 4 this afternoon -- i guess 6:00 tonight and also on wtop. so here is 9:30. there's some of that rain off to the southern maryland area. then we start to dry out, maybe a little sunshine and then look at these storms that roll by anytime after 3:00 or 4:00 this afternoon and continuing. this is 7:00 so, again, that's first pitch. we will continue to see that rain scoot off to the east after about 10:00 we will be drying out, we will be clearing and that humidity will drop through the day tomorrow. this is all due to a frontal system. high winds, heavy rains. i do not think the severe threat will be as widespread as it was yesterday. we just don't want a lot of sunshine today because that only increases our instability. tomorrow we will get that sunshine but we do not have any threat of rain tomorrow. we will be dry tomorrow and lower
