6:01 a.m. a few storms through southern maryland, but, again, those will move out of here and we will start to dry out. we are at 70 and you will step outside and you will notice the humidity. >> lauren, thank you very much. now to the disturbing images out of charlottesville, showing the moment of a car plowed through a crowd killing one woman. this act has sparked the justice department to open up a civil rights investigation. the attorney general, jeff sessions, says the violence and death strike at the heart of american law and justice. as that car went through the crowd, people were thrown to the crowd. a 32-year-old woman died and 19

hospital, including five people that do have critical injuries. charlottesville police arrested a 20-year-old from ohio. police have charged him with murder and multiple other counts. >> some of the video might be tough for you to watch. we witnessed white nationalists and counter protesters taking to the streets where you can see people are wearing helmets and gas masks here. some in the crowd carried confederate flags and nazi symbols. as the brawls escalated on the streets at least 35 people were hurt. >> i don't think -- this is not a proud day for

charlottesville, to see two opposing groups who both have freedom of speech, but this is not the way. >> we know one man was from virginia and two others from out of state were arrested. the charges range from disorderly conduct and assault to carrying a concealed weapon. virginia state police are mourning the loss who died when the helicopter they were in crashed just southwest of the city. police identified the two troopers as a pilot, lieutenant jay cullen, and lieutenant bates. bates was supposed to celebrate his 41st birthday today. police say there's no indication of foul play here. the violence in charlottesville has been emotional for so many people. >> it has. a makeshift memorial has

center out in prince georges county was out dating and not useful. so the city spent over $100 million to pay for the land, and they built the building and it was named mci, and that's no longer around and then verizon took over in 2006, and now capital one. and the nats' ballpark, they have not collected a name for that. >> it brings gridlock, but also metro to that neighborhood. >> yeah, that's the reason for putting it there, because it was metro accessible. you see what that kind of arena can do to transform a neighborhood, and we have that model pushed all over the region, where the silver line has gone through and w

stations out there. that has a lasting affect through our origin. >> opponents said we don't want an arena right here, and the sidewalks won't be big enough, and other businesses won't be able to flourish. one councilmen want the stop to go inside the arena, which meant you would go into the arena and never go outside, and so jack evans said let's put it outside so when people come up out of metro they can be in the neighborhood, and now it's one of the biggest money revenue generators. and the hov lanes will stretch. you will pay for a faster ride or you will ride for free if you choose to carpool. adam, what is the impact going to be on

work is under way? >> there will be some things to watch out for as it transitions. that facility is already in place, so what they have to do is come in with the technology and wire the thing and it should take a year and a half or two years to get that facility up and running. the bigger picture is northern virginia is pushing all of its chips on the table and saying express toll lanes are a way to get out of traffic, and that is what is only going to unlock the gridlock in northern virginia. >> it's interesting, too, while the express lanes do generate controversy from people that don't want to pay the tolls, but the popularity is growing. we did a story about ridership and usership. >> yeah, usage is up on the express lanes, all thoet tolls have been ridiculous. $30 for one way on the express lanes, but that's because there's noap

the whole thing is called congestion pricing, and the idea is if there are too many people in the express lanes, and they raise the price so people don't want to pay and the people that pay you get the speedy trip. northern virginia is really banking on this, and we are seeing the whole express lane network, and 66, 395, in and outside the beltway. >> and tom would like to see express lanes around add the tollway. >> yeah, and they used to be called lexus lanes, and you had to have the money to be on them. these highways are paid 90% with federal money, so the lower income people they can't, so we are punishing them by saying we are not going to fix the roads so you can drive on them you have to pay if you want to go on the lanes, so i

unfairness about the lanes, and i understand why they are doing it because they need to move traffic, and if we keep having toll roads, the people who can't afford it are stuck in traffic, and the lexus guy speeds off to wherever they are going. >> it's not necessarily everybody to drives a lexus that drives the lanes. i am not an apologist for the lanes, i think there are issues as tom brings up, but the state has found a way to get things done without taxing you for it. in return they get to collect tolls for decades, and that's the tradeoff. you are handing over your road and there's no cap, and in maryland stuff like that has not

happened. >> when do the 395 lanes open? >> fall of 2019. this is a story that turned heads this past week, that van cruising through the streets with nobody in a seat, and there was a man dressed like a driver's seat. after we got over the shock and amusement of seeing a pair of hands, we discovered it was only a test. >> there is a science behind this. i hope everybody can see what we are talking about, the two hands and the shorts and the white legs coming out of what was half a car seat. virginia tech, we are getting so far along in the testing of autonomous vehicles, and virginia tech wants to see how you react to a car that doesn't have a driver, so this whole thing is a

experiment to see how we as pedestrians, as cyclist and other drivers would look into a vehicle and say, oh, my goodness, there's nobody driving that thing and what is the reaction to it. as we get further along because all of us will see self driving cars is coming, and we need to see whether these vehicles are driving themselves or really are at a high level of autonomous driving, whether they need a marker on the outside saying this is driving itself. how are people reacting to this? >> there's no law -- what is the law in virginia where if i want to try a driverless car, can i just do it? >> there's no law in virginia or d.c. or maryland that says you can't test an autonomous vehicle as long as somebody is there to take control if something goes

wrong. whether that's somebody in the backseat or you are remote controlling it. >> i have seen the way you drive. you would be good with a self driving car. >> some people did wonder if there were laws being violated? >> there were not. >> you chased him down? >> yeah, there's a code in virginia that says you should not have a mask on your face except if your job calls for it or a medical reason or halloween, but what virginia tech did here was not theoretically breaking the law. >> it certainly fascinated us. there will soon be a new bridge in the washington area for cars with and without drivers. and there's plans to replace the douglas memorial bridge. that's the largest construction project in d dot's history. what do you know about the bridge, tom? >> this dates back to tony ll

they were trying to build a baseball center, and the street went up on a die aduct and on to the bridge. the bridge is just out of date so there has been plans or discussions and preliminary talks about doing the bridge and this week the mayor talked about the design and putting it where it's going to be, if you go to the bridge going out of town the new bridge will be to your right and it will be a totally new bridge, and it will be where 295 and them all meet up. >> this is part of a 30-year program by the water initiative. that will change the face of the entire area. >> anybody that lives in the washington region at

where the ballpark is were a wasteland for development, and the roads were bad and the property was under idealized. i live in that neighborhood, and i am stunned for what all is going on. >> adam, traffic? >> there's going to be construction headaches. the good news is they are building the bridge next to the existing bridge and not shutting that down so it will be a seamless transition to the new bridge once it opens. traffic in our region is tough and i don't see the bridge unlocking gridlock and there's more outside the box thinking we have to do as a whole region to get around traffic. >> it's similar to the 11th street bridge, and it changed a lot of backup on pennsylvania avenue, and a lot of that

some commuters on the green line notice there have been closures. safe track work is over so why are stations being closed temporarily? >> we are talking about the southern end of the green line. metro is done with safe track, but there are still parts of the tracks they have to fix. there are a number of the projects coming down the line. so just expect that there is still going to be maintenance metro does even after safe track is over. >> can we take the

to the fair? >> i don't know. i love the montgomery county agriculture fair, and they had a horrible accident in ohio where one of the rides broke apart, and we saw maryland state inspectors inspecting all the rides going up and we were told all the things they have to do. >> they do the inspections daily. >> and even after they open the company checks them every morning. there's a lot of restrictions, if you have a small child or older adult, they said they have a good record and they do. you just go out and enjoy the fair. it's a great thing to do. >> all right. >> the animals smell a little bit, but that's part of being an agriculture smell. that was not me, that was the animals. >> thank you. that was "reporter's notebook." yesterday, the last of it, right, for a little while? >> we are seeing a few showers around us, so that area getting rain right now. once that is out of here, then we will start to dry out and we will have that lower humidity. it's beautiful out there this morning. now, with everything going on it's looking like a beautiful morning, so we can take that. temperatures as we go through the day will pop up into the mid-80s, but first i will show you the showers i was talking about through southern maryland, coming off the northern neck. so we have a few showers, but it's a great start. outside the beltway, temperatures in the 60s. we do have another chance of rain in the 10-day forecast, and we will talk about when you need that umbrella and a lot of kids are headed back to school tomorrow, so what you can expect for your monday, coming up.

in reaction to the violence and protests, crowds have been marching across the country. at one point one group marched on the off-ramp of an expressway. >> and downtown los angeles protesters took to the streets to condemn racism. a similar march happened in orange county. they wanted to spread a message in opposition to the message of hate. as a federal civil rights investigation gets under way into yesterday's deadly car crash in charlottesville, charges are pending against the driver. >> it follows a tragic day, and a warning that you might find some of the video we are about to show you a little disturbing. ais

charlottesville, and prosecutors say it was caused by this man, a man from ohio. he is charged with murder and malicious wounding and a failure to stop. a video shows a car mowing down everything in its path until slam into one car and then backing away. many there were counter protesters. the white nationalists were protesting the city's decision to remove a statue of confederate general, robert e. lee. >> go home and never come back. take your hatred and bigotry. >> the president called for unity. >> we condemn in the strongest possible terms this egregious display of hatre

many sides. >> and many called saturday's incident, terrorism. amidst all of this, two virginia state troopers died when their helicopter crash, and they had been following the protest from above charlottesville. >> we are also hearing from the organizers of yesterday's rally, the white nationalist group, and earlier in the week the city announced the rally must be moved out of emancipation park to a larger one for safety reasons, and the judge ruled the city must allow the rally to take place downtown. >> the charlottesville city government and police refused to do their jobs, and they refused to protect our event and enforce the terms of the permit as ordered by the

and denied us our rights. >> former kkk leader, david duke, was at yesterday's rally and praised it as the fulfillment of the promises of president trump, and the president has not supported duke's comments. >> we will fulfill the promises of donald trump, and that's why we believes in donald trump, and he said we could take our country back. >> president trump has not supported duke's comments. meanwhile, former vice president al gore criticized the president's statement. >> they are not equivalent. i don't know about the fist fights earlier in the day, and violence on both

welcome back. 6:43 right now. the violence in charlottesville, we continue to cover this developing story. it's really striking a cord with people no matter where you stand politically. >> senator ted cruz going a step further, urging the department of justice to immediately investigate and prosecute the grotesque act of american terrorism. that comes as president trump is facing criticism to his response to the violence. and joining us is the

of "meet the press." we thought north korea would be the story but then we get this. did the president denounce this act enough? >> no. it's pretty clear to me. it's interesting you brought up the north korean stuff. the president faced two big tests and we all thought how was he going to be doing in this moment, and he needs to be the person that brings people together, and he failed on that front. north korea, this is a moment, what is the point of the rhetoric? is he spinning people up and giving people anxiety or keeping calm and all of that? i think it's fair to say this was a week he has been put to the test on two fronts. i think he clearly failed on the charlottesville front. the fact is his words have not helped, and to some it made it

worst. at best it's neutral. you look at the reaction. one of the reasons you are seeing so many republicans ramp up the rhetoric more in condemning is the concern that the president didn't do enough. >> the one thing i am seeing all over social media is people are talking about, his words, he used from all sides, or from many sides in talking about the bigotry and the violence. was that the point where he missed the mark? >> he tried to -- it was interesting that it was almost as if he was trying to comment about a political argument. the political divide of the violence, if that was his response after the scalise shooting, and this is equating wh

and this is legitimizing them on being a side that is a worthy side. we made a decision as a society to essentially aus trau size these groups, and the democratic party and ostracized it from its pa politics and so did the republicans, and now it's back. >> now more than ever it shows you words matter, especially if you are the president and you look to respond to these things. words matter when you deal with a foreign country like north korea. >> i spoke to admiral mullen last night and i will have some of the interview today, and that's his biggest concern is that the rhetoric that this president is using and the rhetoric frankly the north koreans are using, they are doing just that,

room to maneuver. is it a hostile act that the united states needs to respond to? that has been, i think -- again, i keep putting the two moments together, because we identified it as a big question mark. how he is going to handle this, and presidents get tested in their first year internationally, and in the moments when you have to be a healer in chief, and he's hit with both and clearly he failed on the charlottesville front. i think it's too soon to tell on north korea. >> with the recent events that unfolded over the weekend, i don't know if it's going to change, but we know the president was claiming to have what he called a news conference tomorrow. do we know if he is still planning

plans on revealing? >> i would say under normal circumstances i would think they might rethink tomorrow, but this president usually runs towards controversy and doesn't run away from it, so i think we will see him at the press conference, and perhaps he will change his tone. then again, he's not somebody that backtracks, and the more criticism he gets sometimes, the more he digs in his heels. i don't know if this particular story, if there was ever a moment where he changes his havoc on this, this is would be the time. >> let's keep an eye on his twitter. >> tell us who you have on the show today? >> the mayor of charlottesville. there was a lot of law enforcement standing around and there's questions of could they have done more
