fallout for president trump. adding to that tragedy a helicopter crash killing two state troopers responding to the weekend protests. tonight new clues about what may be to blame as the news 4 i-team digs deeper into the issue of safety in the sky. >> our team coverage begins with julie carey in charlottesville. >> reporter: that memorial service over some hours ago. the tributes to heather heyer, the messages continue to extend half way up this street where she was killed and this one that reads heyer purpose seems to fit the day. that was a strong message at today's memorial service that her death continued to inspire action. i have aged ten years in the last week is what heather heyer's mother told mourners as she walked with difficulty to the podium. her words about her daughter powerful. >> this

heather's legacy. this is not the end of heather's legacy. >> her only daughter was killed saturday. heather joined a group protesting the white nationalist rally when a car plowed into the crowd killing her. >> no father should have to do this. but i love my daughter and as i look out on you guys you loved her, too. >> reporter: family members, pastors, heather's boss at a law firm where she was a paralegal all recalling her lively spirit and fierce commitment to social justice. >> heather was always there for everyone. >> reporter: it was heather's mother with a powerful call to action. >> say to yourself what can i do to make a difference and that is how you are going to make my

i would rather have my child but if i have to give her up we are going to make it count. [ applause ] >> also in the audience, standing and applauding, some of virginia's elected leaders both republican and democrat. >> what heather's life shows, what this community shows, what virginia shows is we are not going back. >> reporter: elected leaders, mourners who knew her and those who didn't inspired by heather heyer's story. away from the memorial service the debate over confederate memorials continues both as weighing in today. democrat saying he thinks the status should be moved into museums including the statue here that was center of clashes over the weekend. his gop opponent says the memorials should stay in place. it should be a local decision but that they should be given historical

back to you in the studio. funerals for the two virginia state troopers will take place next week. both men were killed when their chopper crashed. still no word on what caused that helicopter crash but the national transportation safety board says the same chopper was badly damaged in 2010 after losing power and crash landing. virginia state police not the only police agency with a question about a helicopter. u.s. park police which leads presidential motorcades and protects the most secure air space in the nation just replaced part of its aging fleet. scott macfarlane joins us with that side of the story. >> the big concern for many police agencies, our investigation showed at least one of the three helicopters used by u.s. park police should have been grounded years earlier according to internal reports obtained from the u.s. department of interior. one of those helicopters was 26

hours both of which exceeded federal safety recommendations. union leaders representing park police officers said they were fearful it had grown too old to be safe. the i-team learned a new helicopter replacement has been deployed. it is called eagle one. it will now be used for u.s. park police missions including a few hoist rescue missions. they wanted to get them in the air so quickly. they will soon do so. you will see it overhead anytime you drive through d.c. you may have seen it overhead in months past. you can see more of our investigation in the nbc washington app. >> thank you. let's take you back to saturday, the violent clashes and marchers carrying confederate and nazi flags. both sides were prepared to fight with counter

about the conflict drawing fire from all over the world today. blayne alexander is at the white house. >> reporter: we have seen strong criticism flying in from every corner from world leaders and ceos to every day citizens in some of the nation's reddest states. confederate monuments taken down, covered up or slated for removal in los angeles, baltimore, birmingham, alabama and wilmington, north carolina all in the wake of president trump's latest remarks. in iowa a state that helped put president trump in the white house, today a march against hatred and against some of the very groups the president seemed to defend following that deadly violence in charlottesville. >> i think there is blame on both sides. >> reporter: from some in the president's own party outrage. >> this is terrible. the president of the united states needs to condemn these

fallout from the business community. cnbc has obtained an internal memo where he writes that he is ashamed of president trump's comments and behavior. this is the latest strong business leader to want to distance himself. this is notable for a president who ran on a strong pro business platform. >> thank you. the city of baltimore took down its confederate monuments overnight. workers removed four status leaving just pedestals behind. the action comes one day after the baltimore city council voted to remove the monument cites violence in charlottesville. some critics argue that satus are a part of american history. most neighbors we talked to today say they are relieved the status are gone. in chicago right after the president's comments from yesterday a pastor says two slave owning presidents

not be secelebrated there. he says he wants george washington and andrew jackson's names removed from two chicago city parks and calling on the mayor to pull this statue of george washington down. there will be no second chance for the remaining beltway sniper at least not in maryland. a judge ruling life in prison fits lee malvo's crime. >> reporter: what it says is that the judge who sentenced malvo to six life sentences had every reason to do so. d.c. sniper lee malvo will keep serving without parole. today a montgomery county judge ruled that the sentence won't be thrown out. sniper victim said malvo shot and robbed him in clinton, mary

in june thips is what he told us about the possibility of a new sentence for malvo. >> i wasn't shocked to hear it. it is still troubling to me that it came up this soon really. i thought it might come up, but in the distant future. >> reporter: malvo's attorney argued that his clients life sentences should be thrown out because the u.s. supreme court ruled in 2012 that mandatory life sentences for juveniles are unconstitutional. malvo was 17 when he killed ten people in the d.c. area. montgomery county state's attorney says the supreme court decisions don't apply to maryland sentencing laws. >> the law has been complied with. people should have faith that justice was done originally at the time of the trial and sentencing. >> reporter: fear took over the d.c. area. the sniper attacks haunted day and night. >> everyone in montgomery county and the whole region was basically made

smithsonian castle around lunch time part of the third floor caught fire and everybody had to evacuate. the impact on people who wanted to enjoy the iconic castle and the condition of the precious items housed inside. >> reporter: cleanup crews swarmed to the historic castle going inside for crucial mop up duties. d.c. fire responded to an electrical fire on the third floor of the castle built in 1855. >> we had a small electrical fire in a staff room on the third floor of the castle. so the sprinkler put it out and right now they are getting rid of the smoke. >> reporter: after the evacuation the castle was closed for the rest of the day and staffers were sent home until thursday. everyone had the same question about the castle. >> it is a valuable historical damage today?

manufacturing also quit this week. president trump created the advisory counsels in january to cultivate close ties with the business leaders who can help with increasing the number of manufacturing jobs. there has been a grass roots effort to pressure these corporations to cut ties with the white house. entrepreneur elon musk led the way when he parted ways in june. musk left the manufacturing council and policy forum to protest the u.s. pulling out of the paris climate agreement. >> chris lawrence, thank you. there is a need for more teachers in prince george's county. school starts next month so the district is gearing up to try to fill some empty spots. there was a job fair today. they need bus drivers, a new fleet of 100 buses just arrived to help mobilize students. class begins september 5. for a list of school start dates just head to our nbc washington

app. tonight new principal will lead information session for parents. this comes after carlos bell, a former teacher's aid was charged with child sex abuse. bell is accused of creating child porn and abusing kids inside the school. he told police he is hiv positive. tonight's meeting gets underway in about 45 minutes at the school. we have been telling you about brown water at houses in our area. if you have had a close encounter with it you know how i felt when i found brown stains all over a load of white laundry at my house. i shared my frustration in a tweet to the sanitary commission asking why they can text me about every little repair in my neighborhood but didn't warn me about the discolored water. the company responded saying it would add such warnings to text alert system which they did today. the brown water issue was caused

addressing here. the first one is you don't need esolar eclipse glasses here during the eclipse. if you are planning to look directly at the sun you absolutely need your eclipse glasses but if you are not looking towards the sun you don't need the glasses. if you want to enjoy the spectacle get your glasses. your phone camera can safely view the eclipse. you will see true and false both pop up. a lot of various posts coming in from nasa. we have the weather channel. a bit of a debate if it is or isn't safe to look at the eclipse with your camera phone. for the most part we are hearing it is okay but there is a small chance it could damage your phone's camera. if possible you want to avoid using your phone. the third fact or fiction i want to address is it is okay for kids to use solar eclipse glasses. it is absolutely okay and safe for your kids to use the solar eclipse glasses.

designs and a lack of oversight led to their tragedies and have sued the manufacturers. >> we turn our focus to what we have uncovered. consumer investigative reporter susan hogan is here with the story you will see only on news 4. >> what you are looking at, those are the actual boats involved in both accidents. the lawsuits filed on behalf of ryan and nicky are revealing industry wide practices that some safety experts say are putting you and your family in danger on the water. 80 million boats are on the water in the united states. in the summer it is a rite of passage for people of all ages. this lawsuit is exposing potential witnesses in the boating industry. questioning who is designing the boats and actually testing them. ryan's family is suing malibu boats claiming negligence. they say the 2000 response lx the family rented at a lake in georgia three yea

defective design which led to their son's death. >> i thought we were in a safe situation. obviously, there is inherent dangers in boating. >> reporter: news 4 obtained several video tape depositions including former ceo and founder of malibu retired from the company in 2009. >> we try to test it. >> reporter: described how the company created the response lx in 1996 by simply cutting a hole in the deck of another model and adding seats to the bow. >> was that a concern when malibu decided to add bow seats to the response and make it the response lx that we have a wake in the front of the boat that we don't have the response boat? >> that was primary concern. >> why was that a concern? >> because more weight in the front than when originally designed. >> reporter: despite the concern he testified that no engineering adjustments were ever made. >> what efforts were

counter act or deal with that proposed concern? >> it was tested thoroughly. >> reporter: malibu employees did take the response lx on the water to test it. >> i did the testing. i had one of those boats. >> reporter: but he testified that at the time it wasn't malibu's practice to follow any formal guidelines when testing boats and the only proof of testing? >> evidence would be our experience and recollection. there are no test documents that i am aware of. >> do those no longer exist? >> i don't know if they ever existed. >> reporter: malibu's attorney says the company's boats are designed and tested prior to sale to customers and the company has produced 50,000 boats since 1982. while pouring through thousands of pages of depositions in ryan's case we came across this. another lawsuit against a different manufacturer. the family in this case also blaming a defective design and

master craft. news 4 flew out to sacramento, california to meet nicky bell. in 2006 nicky was riding in the bow of a boat when it became swamped. she was washed overboard and struck by the propeller. as you can see she has life long injuries including a severe brain injury. >> they disrupted my life. >> reporter: in 2011 a jury found master craft 80% at fault in that accident and the driver of the boat 20% responsible. nicky was awarded $30 million. >> what really horrified the jurors in our case was that the fact that master craft did zero engineering, no testing of the boat at all relative to the weight that they said was fine and the number of people and nothing about the performance of the boat. >> master craft appealed and ultimately settled the case without admitting liability.

craft said in part the boat was not defective in design or manufacture and the boat met or exceeded all standards promulgated by the u.s. coast guard. we learned during our investigation that manufacturers testing their own boat, the government including the coast guard has very little involvement in how recreational boats are designed and tested. we asked the coast guard for an interview. they declined our request. but we can tell you that most of the coast guard's authority when it comes to these boats revolves around safety equipment that is required on board and law enforcement. >> why isn't the coast guard looking at this from a safety standpoint. >> says it is troubling how boats unlike cars are manufactured with very few regulations. >> and because there is no federal oversight and because or

standards in place either you end up with safety problems like this. >> now, our investigation is not over. there are some checks and balances when it comes to designing and testing these boats. trade organizations are setting the standards and most manufacturers say they follow them, but safety experts are warning those standards are volunta voluntary. tonight at 11:00 we took those concerns right to one of the largest trade groups. what they had to say about your safety on the water. >> you think about how much goes into testing cars. to make them safe. >> exactly. the national highway traffic and safety administration that does that with the cars. when it comes to boats it was one of those things as we were peeling away through depositions you realize there really isn't that much.
