tonight. we're spoke by phone. >> it eventually happened, 5 or 15 minutes before it happened. >> minutes that's all that separated alex that killed and wounded innocent people. >> all the ambulances passed by a few blocks. we were on our way to the bus. we're didn't know what happened and we were all on the bus just like waiting for the bus to go to this pool party. >> here in washington, he just got back from spain, his home country. he was in barcelona's district just one month ago, what happened today, painful. >> it's ashame that this is familiar to people in spain. it's a place of our heart. so when you think like this and a place like this so familiar, you'll also -- you love so much. when it happens in a place that's so familiar and so well-known, i mean, it hurts so much

we're know that a police k-9 unit alerted investigators that this vehicle was there at dulles. keep it here as we're learn more. now to growing backlash against president trump after that. let's start with blayne alexander on capitol hill. blayne. >> reporter: with that debate now growing increasingly larger, we're seeing some of the nation's most recognizable buildings coming into the spotlight. i'm standing here, of course, on capitol hill just outside of the hall, as you know every state gets to choose two of its most revered citizens to be honored with statutes. well, at least eight of those statutes are of

leaders here in the capitol and now they're part of this growing national debate. what became a deadly show down in the streets of charlottesville started as a protest over this statute, of general robert e. lee now the center of a national debate over the removal of confederate monuments and memorials. lexington kentucky bracing for remooul over the two statutes. >> they stand up here taller than any of the names of the people whose lives were ripped apart here. >> reporter: for many, symbols of racial hatred and the uglyiest times in american history. today president trump praising the beauty of those statutes in a series of tweets, sad to see the history of culture being ripped apart. you can't change history but you can learn from it. who is next, washington, jefferson, so foolish, adding the beauty that is being taken out of our cities

parks will be greatly missed. but this reaction from robert e. lee's own great grandson. >> it's up to the people if they want to take it down, take it down. i have no problems with it. >> reporter: not everyone agrees. >> i'm not sure that just removing every historical marker in america that that heals, that doesn't heal and i think that's a mistake to focus on those. >> reporter: the debate is not a new one, but the charlottesville violence and the president's response now elevating it to a new level. blayne alexander, nbc news, washington. new security cameras are keeping watch over a confederate memorial and leesburg. it was vandalized over night with an obscenity sprayed on. but the incident drew a steady stream of visitors and sparked discussion, again, about whether the memorial should remain in place here. northern virginia julie carey joins us from leesburg. ev i

it's all american history. this is coming from a 12-year-old. >> the naacp thinks this representation of history should be moved to a nearby cemetery where confederate soldiers are buried, even so, president also condemns the vandalism. >> thompson believes the violence around charlottesville robert e. lee statute may create support for their case, that the courthouse isn't the proper place for a confederate memorial. but he never wants to see what happened in charlottesville or durham here. >> i think that would be a travesty. that's not the way you should move forward in this debate, you know, if we're don't stay civil. then we're doing to lose our society. >> in leesburg, julie carey, news 4. >> the faces of 8 confederate leaders line the halls of the capitol building. lawmakers try to figure out what to do with the statutes. the monuments are in the hall. you saw

state controls, the federal government has no say over them. now we've learned a bill from new jersey senator would change that the confederate statutes could be removed. when lawmakers returned, the house and senate planned to hold hearings on the racism scene in charlottesville. house democrats will try to censure president trump for his both sides response, the effort won't go anywhere in the republican controlled congress. >> only on news 4, the loan african-american and president trump's cabinet doesn't think the confederate monuments need to be taken away. housing secretary ben carson sat down with megan fitzgerald in an exclusive interview last night. during the conversation news broke that virginia's governor wants communities to move to places like museums. secretary carson says the national dialogue would be more effective. he believes people will unit after learning about the hate and spite in which the monuments are

investigating a suspicious vehicle. this is unfolding on the upper level, we're understand, between door 4 and 5. you see a white van there seemingly parked outside the building. we're know that some people in the main terminal have been evacuated just as a precaution, at this point. it looks like there's a police robot on the scene, as well. >> it sure does. >> they're preparing to open this up and see what's inside. >> very unusual to see an abandoned vehicle sitting right in front of the airport. you know how much you've been to the airport, you know how much the security teams are all over the vehicle that's not moving, even with the person in it. they keep it moving. >> we'll keep an eye on this. as we're learn more information about what's unfolding here, we'll update you. >> other news now, the mother of gaithersburg teenager is suing montgomery county public schools for $10 million. >> she says her daughter died from an asthma attack in jim class and she alleges the school district failed to properly help the girl. >> scott

a story you'll see here. >> just filed in federal court in greenville. it said the girl suffered a severe asthma attack and she died soon there after. taylor walton was a student at the high school. her family's lawsuit said she was known to be asthmatic and suffered an attack previously that year. the teacher and school failed to help the teen. the suit says, she was having trouble breathing because of the start of an asthma attack. she requested permission to leave gym class. the suit continues saying she wanted to get her inhaler, says the teacher denied her request and denied her twice. according to the lawsuit, after her third request to leave walton was allowed outside, but wasn't escorted. members of the school's nursing staff observed her laying on the floor. the civil complaints as she died at the hospital and says the school district didn't reach out promptly enough in her case

the family and montgomery county schools declined to comment. the school district has yet to file formal response in court. major school districts frequently face civil litigation. records obtained and the freedom of information act show at least 19 personal injury or wrongful death cases in montgomery county since 2009. one of which extend from a death of german high school player. we'll keep monitoring this and see where it goes from here. >> filed in federal court. this suit, how come. >> it's a venue, some attorneys prefer about 1 of every 10 civil suits filed are filed in federal court. >> that's right. >> that's right. >> scott, thank you. >> scott mcfarlane, thank you. the walls are brand new. there's a rich history inside the halls of this dc school. a dramatic renovation change the face of duke ellington school of the arts, tom sherwood takes us inside and

claimed to be holding people hostage inside the apartment. they swarmed the build tlg on north fort meyer drive. they found a family with a child inside the apartment. that family didn't have a clue what was going on. police spent almost three hours searching the rest of that building. they didn't find anything. >> very scarey to see, you know, i guess all the people living here. they were red -- they were very much upset looking at the cops going around with the weapons and everybody was scared. >> now, police are still trying to figure out who made the false call and why. we're working for you now with four things you need to know about swatting. it is a crime and in this case it would be a misdemeanor. people who make these calls can also face federal charges. we're know that celebrities and politicians have been victims in the past. video gamers who stream live are big targets with other gamers pulling this prank so they can

it strains their resources and diverts officers away from legitimate calls. >> we're want to go back to breaking news we've been covering chopper 4 is live up above the dulles international airport. you can see this van is the reason for all the concern. they've evacuated part of the airport and the whole -- the whole top level where you were -- where arrivals are being dropped off, has been closed off, as you can see. and we're can -- we're think we're can make out a police robot there trying to investigate what's happening, but this is clearly causing all kind of problems for people trying to travel in and out of dulles airport right now. >> police have cordened off an area outside, but also inside as that robot is moving. you saw it move close to the van and back off a little bit. they've got to try to figure out what if anything is inside this van. it is very unusual for to be marked. you see rig

passenger -- take every precaution to make sure the victim figures -- watch this unfold here. -- traffic still moving below. that's the baggage while you know the lower level departures it. the police department, the metropolitan airport authority is one of the many police agencies that have a k-9 unit. they have a dozen k-9s that are trained nationally. they have to work side by side with tsas k-9s. i would suspect were part of this operation before they. >> that's what we were told earlier, that police dog had apparently alerted on this van and looks like, you know, i'm sure they often that you get an empty vehicle just for a moment in that drop off area, but that doesn't -- nobody is coming back to this one. >> absolutely. what we're don't know at

>> the latest new now on that breaking news in spain. investigators are looking for more suspects after deadly van attack. it stands at 13 after somebody plows a van into very busy tourist area. they've arrested two people but neither of them was the driver of that van. the arrest was at the side of gas explosion. it does appear to be a link to the attack today. nbc news terrorism analysts malcolm explains why these attacks are so hard top.

again, as we're look at the live pictures here. it looks as though the technician is moving towards the robot right into the van. >> sure does. let's stay with this and looks like he's opening the back this is a live picture on chopper 4. we're looking out on situation at dulles international airport. >> metropolitan airport authorities, they're specialists in this. they're not traditional police force. they have a bomb squad. >> you saw a guy suited up there. he's in some sort of protective gear. i wouldn't imagine they open that door they wouldn't have some feeling that this is probably not a very very very dangerous situation that they're walking into. >> they had the robot kind of circling the van for a few minutes for the individual. most police bomb squads have two components.

detection. the chemical detection people will be people who might approach. but this individual here seems to be following the robot, which inkates he's with -- indicates he's with the explosive unit. >> they're leaving the doors open. the robot is still there and the officer is stepped away. who knows what -- what will happen next. >> as we're continue to watch this, let me mention, some of the ticket counters have been relocated inside the terminal there, baggage claim, international arrivals are open. they're encouraging people to use shuttle buses as we're watch this technician walk away from this -- from where the robot is. >> you think about this, dulles has that unique ticketing space in that upper level. that very 1960s looking pavilion and they're all in one long line relocating the ticket spaces is no small a taskve

no hiding her life-long injur s injuries. >> they disrupted my life. i mean they changed my life. >> these pictures show nicky and her friends packed in a boat. nicky was washed over board and hit by the propeller when the front of the boat swamped. there were not any labels letting them know how many people could let them sit in the bow and they believe that contributed to the accident. in 2011 a jury filed 80% at fault for nicky's accident. the driver 20% responsible. master craft appealed the verdict but ultimate lissette lissetteled -- settled that appeal and tells news 4 it did not make any specific changes in the product as a result of the case. we've learned that industry wide changes were made after this verdict. >> in other words, the bell versus master craft case got the attention of the whole industry. >> it did. >> while listening to hours o

we're discovered officials from malibu boats testifying ant adding bow capacity -- about adding capacity labels. >> it was the whole industry talking about and recommending everybody label the bow. as an industry, you see that change at that point because of liability. >> the bell versus master craft case was followed very closely by the whole tow boat industry? >> yes. >> including the wsia, the water sports industry association? >> that's correct. >> news 4 contacted wsia, a trade organization for the boating industry. their attorney confirming to us that the verdict in nicky's case did contribute to its decision to recommend bow capacity labels in all boats. we've also learned the verdict contributed to malibu's decision to hire a risk management auditor. one of the recommendations from that auditor, changes in how malibu tests its boats. >> you want a

court roger taney. the maryland state house trust voted to remove it from the grounds where it has sat the past 140 years. retired lawyer voted to remove the statute because of the decision taney authored in the scott case. >> it was absolutely racist. and it might have been par for the course at the time, but did not -- >> mr. edison says the maryland decision became urgent after seeing the violence in charlottesville over the statute of confederate general robert e. lee. history professor who teaches at american university believes that all confederate statutes should be taken down but not destroyed. >> i do think there should be an effort made to put these statutes in a museum typesetting where people can come
