to keep you posted. >> thank you. >> some parents in prince georges county are holding their children a little extra tight tonight. he's still stunned by the news that three little girls were killed inside a home on their block. >> chopper 4 was over the scene in clinton today. you can see toys in the backyard there. >> team coverage of this crime and the calls for change from local leaders demanding an end to the deadly cycle of domestic violence. >> let's start with darcy spencer, she is at the scene in clinton. darcy. >> well, jim, prince georges county police have been out here since 7:30 this morning investigating and now they're doing it in the rain. if you take a look down the street. this is the scene. we're still don't know how exactly these young children died. but we're do know they suffered trauma to their bodies. >> the backyard looks like a play land for young children, a trampoline, a toddler basketball hoop, a bike. the three little girls who would

their bodies found by a family member they were all under the age of ten. this neighbor, a -- just can't believe what happened here. >> you think about the innocence of children and to imagine someone harming them. >> it's ridiculous. like children that ask to be here. if you have a problem with something, don't take it out on the kid. >> i'm still shaking because of the fact that there are three children dead in my neighborhood. >> james lives on the same street where the children were found dead. he saw a woman outside and she was distraught. >> looking into her face and she's to now know they're kids. >> investigators collected evidence inside the home on drive in clinton. they say the crime was confined to this home and they're speaking to those who were inside, a neighbor says two men were taken away in handcuffs.

wave of violence. richard engle reports now from barcelona. >> a van came barrelling through here. and that turns out to have just been the start of a wave of terrorist attacks. just a few hours after that attack, it was a second attack that police mainly boarded that happening south of barcelona, five people in a van started rushing towards crowds, rushing towards police, there have been, however, overturned and police quickly shot them dead, killing four right away. the fifth dying a short time later. in there van, according to police, they had knives, they had an ax and they were wearing what police described as fake suicide vests. spanish authorities are investigating this as two connected incidents. they are absolutely calling it terrorism. they say it is gee ha dee terrorism. now, the street is, perhaps, even more crowded than it was at the time of the attack. tens of thousands of people have come here,

bureau reporter julie carey. >> i mean, it was a shattering impact. there was smoke in my car from the air bag deployment. >> the suspect's suv lost its tire, crash victims watched as the suspect bailed out with his dog and began running down the street. >> he immediately gets out of his car and i hear him say, not me, not today. he goes into the backseat, picks up his pit bull and he starts running down the road with the pit bull in hand. >> but it wasn't long before there was more mayhem and more crashed cars at the little river shopping center. the suspect approached a woman heading to work at the bank, demanding her keys. she ran to the bank security guard for help. the suspect followed, pulled a knife, cutting the

grabbing the key. >> all of a sudden he got into a car and then backed up, hit a couple of cars and hit the pillar on safe way and came flying through over a median and actually hit a parked car sitting at a stop sign. >> this is cell phone video that shows the suspect on the ground still with his dog. officers negotiating to get him to surrender. >> he kept holding the dog. but the man refused to comply. you can see on the video, the moment police decide to use a taser to separate him from the dog and take him into custody. i'm julie carey, news 4. >> a flood of peaceful protesters streamed through downtown durham, north carolina, they rallied against circling a confederate monument brought down earlier this week. echos remain from last weekend's rally in virginia. leon harris is here with developments, leon. >> apparently there is still some hate in those echos, death threats being made against the mother whose daughter was killed in

charlottesville. heather heyer was run over and killed on saturday. they're saying that people are threatening her life. she said she has not returned phone calls for president trump. >> whether there was vai rens on both sides or not is irrelevant. the guy mowed my daughter down. and, you know, sorry, that's not excusable. >> susan says the white house has reached out to her at least three times but she said she missed the first few calls after turning off her phone that's because she was at her daughter's funeral. more tearful good-byes at another funeral today. this time from one of the virginia state troopers who was killed responding to the violence in charlottesville. he and lieutenant jay coleman died. being remembered a

center. what are those conditions right now, you guys. >> earlier today with we are talking about the heat index, close to 110 degrees we're need storms to come dlu athrough andk out the humidity. >> some heavy rain and thunderstorms is going to make up for a beautiful weekend. >> take a look at these storms, here is one of them, this is from our tower camera, look at this, really cool shot. looking across the patomic here. not raining in national harbor now. this is arlington. you can see that's where it's raining, look at the levels of clouds here and the hef avy rai right underneath this area. we've seen this line come through our region. you can see -- almost done. louden county, back towards and culpepper, you're done, you don't have any more rain tonight. frederick county, same thing, especially around 7:00, you should be fine. dc under the gun. we're getting hit here in northwest. we've seen a lot of lightning and thunder

still has a lot of rain associated with that. just follow this line right over towards northern portions of prince georges county. i'll show you where the heaviest storm is, right now with lightning right over college park, around college park, this is moving towards green belt. very heavy rain. right along the beltway, of course, along 50. here is chevrolet, road and out 50. you're going to continue to see that heavy rain fall. we're had that rain down to the south, look at huesville, mechanicsville, severe thunderstorm warning still in effect until 6:45. this is a very big storm. we've been watching this one move all the way across from west to east and going to make its way toward cal bert county. and then -- another line, this line now forming and i expect to see more storms develop around fredericksburg, more around the area and wider view showing that we're still have a severe thunderstorm watch in effect in the pink that

i do expect most of this to start to -- to start to be cancelled now or let go in and around the dc area off to the west. we'll see the storms around the area. there it is right there. look at the storms off in the distance, rain right now at the airport, but the storm, we're pan left, guys, that's where we'll see some of the heaviest rain making its way on through the region. one thing i want you to remember, we're still had a flash flood watch in effect until 2:00 tonight. look at that, no planes on the runway. we've got a little bit of ground stop. watch out for that. now back in here, you'll see the flash flood watch. areas in the green you should flash flood watch until 2:00 a.m. flash flood warning in that area. i mention the fact, that once we're move out, it's going to be a lot nicer tomorrow. the high temperature will be close to where it was today at 89 degrees. no humidity, lower humidity, mostly sunny and not too humid at all.

>> consumer investigation you won't see anywhere else. >> closed emergency valves, limited firefighter access and construction pushing the limits of the cone. college parks fire chief tells the news 4 i-team several factors caused this apartment fire in april to burn much longer than it should have, putting firefighters and the public at unnecessary risk. >> investigative reporter jody fliesher say the same safety issues are happening over and over again and what needs to change. jody. >> jim, we're talking about fires at large apartment buildings, while they're under construction. fire chiefs around the country say the buildings are getting bigger and bigger and that the protections that are suppose to be in place to allow thatea

ready to move in. >> there's been in boston, oakland. it's getting to be once every couple week occurrence. >> anything over five stories use to be considered a high-rise with strict requirements for steel and concrete construction and more robust sprinkler system. they have allowed wooden buildings to climb taller and taller. in most places they could be five stories of wood on top of a kremt and steel base. >> this building was

it was built to the absolute max. i mean, probably to within fractions of an inch. >> he says that means fires like this one can actually be six or seven stories off the ground. he says likely wooden construction is more flammable than the traditional masonry style. they were built into a hill with no access to firefighters to get behind the building and when firefighters hooked up, the internal supply it took more than an hour to realize the new buildings were left closed. >> when we're pumped into the fire department connection in the front of the building, the water wasn't going anywhere. >> repeated calls were not returned. the fire sprinkler system had been installed but the current code does not require it to be turned on during construction. >> this would have been a one sprinkler head fire and the next day nobody would have been talking about this incident. >> instead it was smoldering just like the battle sparked by all of these

construction, so for firefighters, that's a very dangerous time. >> he was in charge of the montgomery county fire department when this blaze tore through the gables while under construction in rockville. >> we're had sections of the group falling off of that building. >> he says fire trucks couldn't get behind that building either, and the fire sprinklers were slated to turn on the next day. the fire department immediately pushed to change local codes. current chief scott goldstein says now new wooden buildings can be fire stories total and firefighters have to have a path around the structure. >> we're did make those adjustments and i would not be surprised if they work on some refinements. >> fire officials try to address the issue statewide but failed at the legislature in the past two years. >> you know, i think there's great opposition, i think the bill asks for too much and i think that's what hurt us. >> the fire marshals says t

vigorously the more affordable style of construction saying when existing codes are followed, the buildings are safe. in a statement to news 4 i-team the council said in part the intent of the recent legislation was not clear and as a result imposed unrealistic requirements on both existing and new construction. the requirements were expensive and of uncertain benefit. >> let's get people with vested interest in this, into the same place that we're can sit down and propose reasonable solutions. >> the largest jurisdiction that can do something, will be looking at that and making those changes. >> the college park chief says he plans to approach prince georges county leaders when his investigation is complete. >> it's not just a local problem to us. i mean, we're had the ability, hopefully, to maybe be trend setters. >> the chiefs all told me they like to see fire sprinkler systems turned on as soon as they're installed and tested. that could protect these buildings during tr

as far as severe thunderstorm or flash flooding goes, however. this is a big deal. very heavy rain around bowie right now. let's zoom on in here and show you what we're talking, right around bethesda and right along route 50. this area under a flash flood warning until 9:30 tonight. flash flood warning until 9:30. that includes area -- around 123. right through northwest dc, right around georgia avenue, out 50 around -- heads up in this region, remember, i'll tell you all the time, please remember turn around. this is the other storm. we're had this storm. this is the one we've been watching all afternoon. right now really under the gun. from this one. it's not this storm that prompted the new warning. it's this storm right here. just to the south here, right around 301. along 301 moving right over the patomic in towards charles county. in towards saint mary's county. getting hit hard now.

storm and that will move right -- frederick all seeing that storminess. now, we're have seen these severe thunderstorm watch trim back, just as i mentioned, montgomery county, louden county, no longer under that watch as this whole line is moving off towards the east. and when it does, it will move through here over night and most areas will be dry by around 8:00 tonight. looking at really nice night. the rest of the night and tomorrow looking much nicer. much less in the way of humidity on saturday and sunday. high temperatures only in the upper 80s to around 90, less humidity, it will be more comfortable saturday and sunday. nice weekend, the eclipse on monday, looking good. high temperature of 88, just few clouds, but a great day to get out there and watch and make sure you have glasses, continue to keep you posted. anything else happens in the next 15 minutes guy, i'll bring it to you. >> doug, thank you. the terror attack is renewing concerns about the threat of soft targets and how difficult they can be to protect. places like shopping malls,
