for new homes by the end of the day. the answers they are hoping to get and the improvements they're hoping to see. hi, everyone, welcome to tuesday. >> we got to start with a weather alert. it is hot and humid outside, but relief is on the way. >> and someone watching it very closely, storm team4 meteorologist lauryn ricketts. >> as we get into the afternoon, we're only going to heat things up. in fact, we haven't been dealing with these kind of temperatures for quite some time. august has been fairly mild and fairly wet. look how green everything is out there. it's a little hazy from our life city camera. temperatures in the low to mid 80s, 84 here in d.c., 87 in gaithersburg. and we haven't even hit the lunch hour yet. factor in the humidity, this is what i

outside. it feels like low to mid 90s, pretty much across the board. so again, things are going to continue to heat up through the day today, but we do have a little relief on the way. that cooler weather will be with us towards the end of the workweek. it's going to feel more like middle fall around here. we'll talk about that. it's all coming up in about 15 minutes. developing this morning, the search for ten missing sailors may be coming to an end. the u.s. pacific fleet commander says divers found some remains in the flooded room of the "uss john mccain." on monday, it collided with an oil tanker. >> the divers were able to locate some remains in those sealed compartments during their search today. additionally, the malaysian navy has reported they have located potential remains. they are working to confirm and identify those remains. >> admiral scott swift says the navy and

continuing the search and rescue effort. some major changes happening because of the violence that happened in charlottesville. the statue that sparked the protest and the counterprotest, it's coming down sooner than expected. really intense moments at the city council meeting last night. these protesters accusing the council members there of not doing enough to stop the fighting a little over a week ago. at the end of all this, the council voted to speed up the removal process for both the lee statue and one of confederate general stonewall jackson as well. still not clear, though, when exactly that's going to happen. also this morning, a confederate memorial in howard county is no longer on display. howard county executive alan kittalman posted this video just after midnight. the memorial was right outside the circuit courthouse. kittalman said he ordered its removal last week. he also said

be more appropriate if put in a museum. this morning, vice president mike pence spoke about the ongoing racial tensions in the united states since charlottesville, and he defended president trump's response. >> the president and i were very clear last weekend in the wake of the terribly tragic events in charlottesville that we denounce bigotry and hatred and violence in all of its forms. >> but he said there were fine people on both sides of that rally. >> the president specifically denounced white supremacists, neo-nazis, and the kkk repeatedly. >> mr. pence characterized the president's speech last night as a call for unity in the country. and at the bottom of the hour, president trump will leave the white house to fly to arizona. he's going to rally supporters in phoenix tonight. edward lawrence reports the focus right now is on his war plans in afghanistan. >> reporter: president donald trump gave little specifics about his strategy for the

>> we are not nation building again. we are killing terrorists. >> reporter: but the president wants an honorable and enduring outcome to the end of the war. president trump gave no specifics on troop increase buzz made it clear more soldiers and resources will join the war. vice president mike pence gave more details on nbc's "today." >> to assist them in their fight against the taliban, al qaeda, isis that are there and the president's going to make available additional air got resources using those brigade-level personnel to call in that fire power. >> reporter: president trump signaling a new policy in last night's address to pressure pakistan to join the fight against terrorists. >> pakistan has much to gain from partnering with our effort in afghanistan. it has much to lose by continuing to harbor criminals and terrorists. >> reporter: he now heads to arizona for a campaign-style y

pence. the president is at odds with both republican senators in the state. >> i'm very concerned at where we are today. >> reporter: in a statement, the mayor of phoenix says he's disappointed that the president chose to hold a campaign rally as our nation is still healing from the tragic events in charlottesville. the president also hinted he may pardon former controversial sheriff joe arpaio. he was convicted for ignoring a court order. the former sheriff tells nbc news he has no idea if he's going to get a pardon. you're going to go to jail. don't do it. >> get the camera out her [ bleep ]. >> anger outside the prince george's county courthouse. that's the suspect in the clinton murders mother attacking our photographer right outside the court. that happened after the judge ordered a mental evaluation for the suspect. antonio williams repeatedly yelled out during that hearing but prosor

convinced he's actually mentally ill. police say williams admitted that stabbing his 6-year-old sister and two cousins to death. his mother found the girls' bodies friday at a family home in clinton. well, it's been a tense 24 hours also for families in temple hills. not long from now, they're going to find out if they can stay in their homes. >> yeah, that's right. for good reason. they're either going to find out if they can stay or if they're going to have to find some place else to live. this started last week when the fire department called the building unsafe. news4's justin finch is live where the review is happening right now. >> reporter: chris, good morning. as you might imagine, a lot of frustration out here for the 100 or so condo owners and tenants who are here at the lynn hill condominiums. the prince george's county fire department will announce their findings. you will recall that back on last friday, they posted a list of fire code violations here for the complex here. they had until today to fix th.

morning. she says she may not have a place to live if her home is not brought up to code. >> this is my place right here. this will be my place, me, my dogs, and my cat will live here. >> reporter: so they've been working around the clock since the fire marshals gave us this direction. >> i think we're on target. >> just in the hall, we've got -- we're missing -- >> there's a lot of squatters have come and gone. the conditions of some of the laundry rooms and facility areas i've been told were not in the best of conditions. some of the hallways as well. i'm angry. we cry. >> well, you know, even though we've had some problems in the pasts, but to get that on a friday evening really shortened the window that we could respond, had to hire some contractors and we literally had

here to volunteer. >> reporter: and just a short time ago, the red cross and county social services arriving here. we still don't have official word from the fire department as to what they are going to decide. it will either be cause for an eviction or that tenants here can remain that n their homes. as for those violations, they include nonworking fire alarms, broken doors and also broken fire doors as well. neighbors here say they pull together over the past several days, trying their best to bring their homes up to code before this decision today. we can tell you that fire officials spent the morning going from floor to floor in both buildings here, looking to see that those codes were brought up, but we will find out in just a matter of minutes what that decision will be, and if the people here can remain in their homes. we are live here in temple hills. i'm justin finch, news4, back in to you in the studio. >> lot of anxious fam

an overnight crash on 395 didn't get cleared until after the morning rush. this was the back-up around 8:00 this morning. the crash happened in the northbound hov lane near the pentagon but that pushed all the traffic on to the main lanes. it got so bad that traffic was backed up on a good stretch of 95 as well. and even if you weren't stuck in this mess, you may have read about it. one woman on twitter said it took her an hour and 45 minutes to get from wood bridge to d.c. we're getting you ready for school, how d.c. is working to keep your kids safe on the walk to class. and how another school system is making sure parents feel comfortable putting their students on the bus. plus, another baby powder lawsuit, the huge verdict for a woman with cancer and how johnson and johnson is now responding. and talk about a taste test. can a cereal made of beans really be

well, some kids are back in school, while in other districts, teachers are busy preparing their classrooms for the new school year. >> but in an investigation today, the news4 i-team's scott macfarlane reveals that some local schools are beginning the year with a shortage of one important group of workers. >> scott is joining us now to explain. what did you find? >> a huge shortage, a growing shortage of substitut

it's growing before the summer vacation begins, and it will grow when kids get back to school next week. hundreds of shortages in montgomery, prince george's, frederick, and fairfax county. we mean hundreds short each day. each of those school districts has about 500 to 1,000 teacher absences each day but they're coming up 100 to 200 subs short each day. it's causing a lot of scrambling to make sure each class has a teacher in front of it. you can't leave a school class, even a high school class unattended. >> why do you think this this should be such a big concern for parents? >> it disrupts the class. without a substitute, you have to have floating instructors come into your child's class, which is not ideal. what's more, you have somebody moving from one teacher assignment to another to fill the gap. it's principals, it's administrators, it's central office staff that have to go in front of these classes. what's more, the disruption of the lesson plans goes without saying. if

a firm sub lesson plan, your child's not getting the full education that day. >> when you look at this problem, obviously substitute teachers are not on staff, ready to go whenever you need them, so what do they do about this problem? >> they'll reassign wherever they have to reassign so other full-time teachers will have have to cover two classes at once or skip their professional learning seminars, their planning meetings or their breaks, none of which is ideal, but what's more, the problem stems likely from pay, according to the teachers unions. you get between $10 to $14 to get a sub job. that's not terribly competitive in a robust economy. when you're not in a recession and when athere are some downsides to the gig itself. >> we all know what goes down when the substitute teacher is in. >> our full investigation tonight on news4 at 6:00. >> basic law of economy, when you have the demand and you don't

have to go up. >> you got to pay more. >> salary wills as well. thank you, scott. smile. >> d.c. mayor muriel bowser spent some time talking about attendance yesterday. you're looking at video that was shot in temley town. the mayor welcomed in the year with a safety campaign to get drivers to watch out for students on the roads. she also said too many kids are chronically absent which means they miss 10% of class or more a year. okay. so, if you walk your kids to the bus stop, get this. you can find out the minute you need to leave the house. prince george's county reminding parents this morning that you can actually download and use an app to track your child's bus when school begins. this app, write it down, it's called bb district by blackboard and in fact, several

using it as well. the first day of school in prince george's county is september 6. >> i wanted to kill my daughter a couple times when we missed the bus. >> that just sets the rhythm for the whole day. a woman diagnosed with ovarian cancer just won a record lawsuit against johnson & johnson. a jury in california says the company has to pay her more than $500 million over its latest case about talcum powder. >> do you have any fear that you might die here? >> yes. >> reporter: eva says she used johnson & johnson talc-based baby powder daily for more than 40 years. now battling terminal ovarian cancer, she sued the company, saying it failed to warn customers about talc's possible cancer risks. her emotional video deposition was played for the jury. >> i thought i was going to die. >> reporter: her attorney says she was too ill

trial but monday she learned a jury awarded her $417 million. >> my client, i think, today, has done what she wanted to do. she's going to die. she's losing that battle but she's so happy that she won the battle for the other women in this country. >> reporter: johnson & johnson is facing thousands of lawsuits from women who claim the company ignored studies linking talc to ovarian cancer. in four other cases, juries awarded damages totaling more than $300 million. johnson & johnson is appealing those verdicts and plans to appeal's monday decision because the company says, "we are guided by the science which supports the safety of johnson's baby powder." the company did win a trial in march while another suit was thrown out gi a new jersey judge. >> you don't put a cancer warning on a product that doesn't cause cancer. >> reporter: a lawyer for johnson & johnson spoke with nbc news before this week's verdict. the company argues the most credible research proves baby

some people started their day stranded on their roof after intense rain caused severe flooding in kansas city. parts of that area got up to nine inches of rain with up to three feet reported on some of the roads. rescue crews have helped more than a dozen stranded drivers in indian creek. the river rose to more than 17 feet in just over 5 hours. this is a double whammy for a lot of these families who dealt with heavy flooding last month as well. following our extensive coverage yesterday, storm team4 will be checking in today on a possible tornado in southern maryland. look at this video. it comes to us out of charles county, along route 234 between leonardtown and clemens. as you can see, the large cloud mass, it appears to be a funnel cloud on the ground, and this morning, we are hearing that the

dentsville area saw a lot of damage there. no reports of anyone being hurt, so that's good. if confirmed, this would be the third tornado to hit maryland in just the past month alone. lauryn and amelia were on this nonstop yesterday and even after everything wrapped up and the warning expired, both of them mentioned that you really thought that something might have touched down. >> absolutely. it was so interesting, because you could see it on the radar. and now this was all radar-indicated. they didn't have anybody confirm that until we got that video. but that was way after. so we were looking at the radar, and you can see the hook and -- i mean, it was -- i'd be astounded if there wasn't a tornado there. >> it has been such an unsettled summer. >> it really has and it's been so interesting because we're so hot today, temperatures are going to be in the mid 90s, the last time that happened was july 22. that was the last time we were in the mid 90s. 96 degrees and we haven't had quite the heat and humidity that august usually brings but boy is it back today. temperatures ady

leesburg and also montgomery county and gaithersburg right now. you factor in the humidity, this is the number you get. this is -- this is what it feels like outside. it already feels like the triple digits in loudoun county and leesburg, feels like downtown d.c., 93 degrees so if you're stepping outside as we continue through the day, be mindful it's going to be hot and we haven't been dealing with these temperatures for at least a month. and now as we continue into the afternoon, as you make your way out the door to pick up the kids from school, just notice, it is going to be very warm out there. going to feel more like the triple digits. no heat advisory has been post bud it will be very warm. so make sure you're hydrate if anything you stay outside because even by 5:00, it's feeling like 100 degrees. by 9:00, it's feeling like the low 90s. if you're planning to open the windows, give it a couple days. relief is on the way. nothing on the storm team4 radar right now. this is the frontal system that's coming our way.

right now, dozens of people aren't thinking about how close they came to danger. overnight a commuter train crashed into another train just outside philadelphia. >> and we know that four people are in critical condition this hour. nbc showing us now the very scary moments from the people on board. >> reporter: overnight, panic and pain for late-night commuters in pennsylvania. after a high-speed train crashed into an empty rail car parked in a suburban philadelphia station, injuring dozens of passengers. >> we got to the terminal, i stood up to get off and get re t

and smack. hit the other trolley. >> reporter: officials say the inbound norristown train crashed into an unoccupied parks train at the 69th street terminal in upper darby, injuring 42 people. >> my face hit the wall, put a big hole in the wall and i went straight down, blacked out. there was blood everywhere. the driver was all banged up and there was this one girl bleeding out of her face pretty bad. >> came in what they call hot or fast and struck the other train. >> reporter: eight area hospitals are treating patients injured in the collision. the train i's conductor was amo those hospitalized and released. this is the third crash in a string of incidents in philadelphia in the recent years. in february, four people were injured. and in may, 2015, eight people died and more than 200 were injured when an amtrak northeast

d.c., bound for new york city, derailed in philadelphia. >> and there is an investigation that's happening right now, and if you have any plans to travel up that way any time soon, the company that runs the trains says they are going to have service disruptions for a while as well. this cannot be good. traffic ahead of him. oh, he slams into that car and goes across the dirt. he's losing control. he rolls its. >> the two people in that car are lucky to be alive this morning. they led police on a crazy high-speed chase through orange county, california. the driver got up to 100 miles an hour, weaving in and out of traffic on the freeway, finally just saw the car crash. then rolled several times before coming to a dramatic stop. the two people got out, tried to run and hide before police were able to capture them. >> i knew it was california before i even saw it. getti

slow go, but there is one place in northern virginia that's agonizingly slow. route 28, all of you out in manassas, you know this well. this road, considered among the busiest and most congested places around d.c., but good news, that could be changing. our transportation reporter adam tuss takes a look at the options. >> reporter: route 28, no matter what section you're driving on, it will usually look like this, whether you're here or here or here. the traffic on 28 is simply relentless. >> it's always this bad at this time of the morning. it's horrible. >> reporter: day after day after day, says craig kramer. and you just have to deal with it. >> that's the only way. there's no other way. >> reporter: it is really amazing to watch the traffic pile up along this section of 28. now the stretch between the prince william parkway through manassas, manassas park on up to bull run, has been called the single biggest source of congestion for traffic in

and that's saying something. and now, some are trying to identify a way to fix it all. there's talk of widening the road, but that would likely mean taking businesses, plus other drivers aren't sold. >> just makes it even worse. the more you widen it, the more you're going to have more cars. >> reporter: so the solution may be to connect some side roads that parallel 28 in this area. northern virginia transportation leaders are studying all the concepts, but they admit they aren't cheap. it's clear something needs to happen to this entire corridor as it crawls along. a series of public hearings on the matter expected in the coming weeks. along the route 28 corridor, adam tuss, news4. this could affect so many of you living in prince george's or montgomery counties. it looks like the purple line is ready to roll. maryland governor larry hogan is expected to sign a federal funding agreement very soon. the governor's office says this new agreement would free up more than $300 million already appropriated by

government and $900 million over the life of the project. the purple line will connect montgomery and prince george's county with 16 miles of light rail. it's supposed to cost $6 million to build and was scheduled to open in 2022. brand-new information. bill cosby's retrial for sexual assault is now going to happen next year. cosby appeared in court this morning with a brand-new legal team. michael jackson's former lawyer is now representing hip, am, an because he has other trials scheduled, cosby's new trial may not begin until march, instead of november. cosby is facing charges that he drugged and molested a woman back in 2004. he denies the allegations. we're hearing a stark warning from the director of the secret service. he says the agency's resources are being pushed to the brink and it's having trouble paying agents. some of this has to do with president trump's freequent travel, but as nbc exns

problem has been building for some time. >> reporter: they are the first line of defense with no room for error. but the secret service now says by year's end, roughly 1,100 agents will not be getting paid for that extra work. they're being stretched thin in part by president trump's frequent travel, spending nearly every weekend since his inauguration at his properties in florida, new jersey, and virginia. agents are now protecting 42 people, including 18 trump family members with their jet-setting lifestyle, business and pleasure. tiffany trump lounging on a yacht in italy, eric trump's uruguay trip costing americans nearly $100,000 for agents' hotel rooms alone. the leader saying it's an ongoing issue. earlier, telling "usa today" the president has a large family and our responsibilities require in law. i can't change that. i have no flexibility. >> you

well-trained agents available for protection. it's going to take a toll in terms of morale on the agents. >> reporter: by law, those agents can't make more than $160,000 in salary and overtime. the agency is now working with congress on a financial fix to better support the president's elite protective force. peter alexander, nbc news, the white house. boy, this should make your morning feel a lot better. there are some amazing stories of survival coming out of italy after a major earthquake in the new video of the rescue efforts. and how many times have you checked your facebook page today? think about it. well, there's one group that's doing it less and less.

of an earthquake. it is in italy. you're looking at crews working here. the quake hit last night. we've seen video of damaged and collapsed buildings, a lot of tourists are there this time of year as well. we know that two people have died and fire crews say they saved multiple children and that dozens of people were hurt but are recovering this morning. well, i got to tell you, if you have cracked your window or stepped outside at all this morning, you know it's not just the heat but boy, some sweltering humidity out there. looks pretty beautiful, though, when you look outside. >> it does and i posted about the heat index, you know, possibly hitting triple digits, and everybody just says, just bring me fall. i'm ready for some fall. >> i know. i feel like the summer's passed by so quickly, but yes, i'm ready for fall too. let's get on with it. >> relief on the way? >> it's going to feel more like fall. you know, as we get into the end of august, that's unheard of when we have, usually, our august is -- >> it's the worst

>> it's dry, everything's green. it's usually hot and humid, everything has been pretty much a-ok except for today because temperatures sometimes throughout august have not made it out to the 70s. i think we're going to be in that boat thursday, friday, even into the weekend. so plan ahead for that but plan ahead for a weather alert today as we head into the afternoon because it's going to feel more like 100 degrees, if not over 100 degrees. we do have some storms but they're not going to be until late tonight and then we've got that big temperature drop coming our way. so, taking a look at the current heat index, it already feels like 100 degrees in leesburg, feels like mid 90s in gaithersburg. these numbers are going to continue to rise. right now, d.c. sitting at 84 degrees. but as we continue through the afternoon, again, dangerous heat headed our way. this is just the air temperature, so we are going to top out in the mid 90s today. nothing happening on the storm team4 radar right now but as we go into the

start to see some clouds roll in and then we will see a few showers and thunderstorms after about 8:00 tonight so here's look at the future weather. looking fine, maybe an isolated shower or thunderstorm popping up as we get through the afternoon but most of this after 8:00 p.m., we'll have a few showers and thunderstorms possible overnight and then as we continue through early tomorrow morning, a few lingering showers. humidity drops by tomorrow afternoon and temperatures drop as well. in fact, look, thursday, friday, saturday and sunday, right around 80 degrees, plenty of sunshine and low humidity. >> keep the umbrella handy. your child's doctor could spend a little extra time checking his or her blood pressure at their next check-up. we'll tell you about the new guidelines. also, a vacation for your pet? a look at some very posh, posh -- get it, chris? >> posh? got it. >> like

a new study shows that teens are leaving facebook faster than expected. they estimate facebook's user base morning 13 to 17-year-olds will shrink more than 3% this year. that's the first time a decline has been predicted for any age group and while that may be bad news, there is is a silver lining here. e-marketer says lots of teens are opting for instagram instead, which is owned by facebook, but the study estimates snapchat will be bigger than facebook and instagram among teens by the end of 2017. believe it or not, close to 2 million children have high blood pressure. the american academy of pediatrics just issued some new guidelines on how to detect and treat this serious condition. here's nbc news medical correspondent dr. john torres. >> reporter: as a junior volunteer firefighter, 16-year-old kim has learned to handle pressure, including her own h

was racing. i also thought, oh, high blood pressure's for, like, when you're old. >> reporter: that common misconception, all the more reason today's new screening guidelines are so important. >> the increase in the prevalence of hypertension in kids, i think, is really driven by the rising prevalence of childhood obesity. >> reporter: the new guidelines recommend pediatricians check blood pressure every year, starting at age 3, younger if a child was born premature, which increases the risk of hypertension. ask parents about the family history, suggest better diet and exercise first. if that fails, medication may be necessary. while being overweight is just one sign a child may have high blood pressure, doctors stress many body types can develop the condition and without warning. >> hypertension is often called the silent killer, and most children with high blood pressure don't have any symptoms at all. >> reporter: since her diagnosis, and with regular monitoring, cheyenne lost 60 pounds
