>> let's get more specific, if you bought it in this store in watertown outside of boston, because that is where the lone winning ticket was sold, making the $758 million jackpot the largest single prize ever in the united states. kerry sanders is at powerball headquarters in tallahassee for us. hi again, kerry. >> reporter: good morning. yes, it is the second largest jackpot ever in this country, but it is the largest single ticket holder winning the jackpot. here's the check they will get. $758,700,000. as you noted, they pulled the numbers here in tallahassee, florida, last night. the numbers, 6, 7, 16, 23, 26, and the power ball number 4. now we go back to that shot in watertown, massachusetts. this is where that winning ticket was sold.

here in the studio of that region. there is an awful lot of orange and red on that map. >> reporter: yeah, there's a lot of moisture and what there isn't is big steering currents to bring this thing onshore and up and out. we're going to be talking about harvey into next week. so right now it's more than 25 miles south/southeast of port o'connor, texas, moving north/northwest at 24 miles per hour. we expect it will strengthen to a category 1 storm, making landfall some time saturday morning with 85 mile per hour winds. storm surge is an issue, but what's really concerning is this thing's going to just hang out there right along the texas gulf coast. you see monday morning at 1:00 a.m. it's still there. we right now have hurricane watches, hurricane warnings, i should say, and tropical storm warnings all along the texas

port mansfield, you've got hurricane warnings up. we've also got from port mansfield five to seven-foot storm surge. look at the rainfall with this thing. we're talking about isolated amounts of 20 inches or more. 25 inches. but we've got a widespread swath of anywhere from ten to 15 inches of rain before this is all over. so massive flooding and the big concern is we may start to drift further east, louisiana comes into play, new orleans, where they are having those pump problems. this is going to be, potentially, a catastrophic flooding situation. we can't stress this enough. we'll continue to track it, but this is going to be a very big deal for a very long time. guys? >> see you with your local forecast in a while. >> we have a lot more to get to this morning, including the president taking a much different tone in nevada than what we heard the day before at a campaign rally.

after a series of crisis. press secretary say the two remain united on many shared priorities including tax reform and a border wall, adding they will meet together soon as planned. this morning house speaker paul ryan pushing back against talk of a government shutdown after this presidential warning. >> if we have to close down our government, we're building that wall. >> i don't think a government shutdown is necessary, and i don't think most people want to see a government shutdown. ourselves included. >> they may not want to see it but a senior administration official tells me the president is serious about the fight and shutdown threat. they say the showdown with congress over funding for the wall could come as early as next monthter. >> we're hearing reports now that the white house may be close to finalizing these guidelines for the ban on transgender service members. can you tell us more about that? >> the white house purportedly preparing to give defense secretary jim mattis marching orders to enforce the

initially indicated by twitter, would include authority to kick transgender troops out. this would bar pentagon from recruiting transgender, cut off medical payments for those serving. >> also this morning u.s. officials taking look at a disturbing new propaganda video from isis. this features a boy, who claims he is an american, and the son of a u.s. soldier. nbc's kristen dahlgren has the story for us this morning. kristen, good morning to you. >> good morning. we've seen americans speaking for isis before but never a child. experts say a script was likely written for him. but to hear those words spoken by a young boy is unsettling to say the least. counter-terrorism officials say that may be the goal to shock and get attention for the group's dwindling territory. in the video the boy speaks english. appears to read off a script, the child saying he and his mother moved to syria two years ago. >> my father is an american soldier. >> nbc news has not verified the boy's identity, nationality or

last night in response to the police-involved shooting death of a transgender woman there earlier in the week. a few people tried to stand in the way of the vehicle as it drove down the street and it kept going. a few protesters reported minor injuries but refused medical attention at the scene. police stopped the driver and he was taken into custody. at least 12 people dead, dozens others injured amid extensive flooding, driving rains and powerful winds that reached 100 miles an hour. in macau, researchers search for cars that may have been trapped as crews restore power to thousands of residents in that city. in the meantime at least eight people missing after a massive landslide in the swiss alps caught on camera. sent mud, rocks into the italian border. about 100 people had to be evacuated from the area. now rescue crews using helicoptero

investigation. nbc's lucy kafanov has that story. good morning. >> reporter: matt and savannah, good morning. those videos taken at a cheerleading camp. you can see the girls forced into painful positions. now they are sharing their stories as school officials placed on leave. shocking new video released overnight by nbc affiliate kusa shows teenagers crying out in pain. cheerleader at denver's east high school are seen being pushed into splits over and over aga again. their arms and legs held down by teammates. >> videos recorded back in june during first week of cheer camp. now they are investigating incidents involving multiple cheerleaders. alley wakefield, incoming freshman said she was forced by the cheer coach into

she's one of the cheerleaders and mothers who spoke exclusively with kusa. >> i didn't expect to have to do elevated splits and be forced into it. he was pushing down on the back of my right leg. he was pushing with his other knee on my back to try to keep my posture straight. >> this is a grown man pushing my 13-year-old girl so hard against her will while she's crying and screaming for him to stop that he's ripping tissue in her body. >> reporter: she sent an e-mail to the director on june 15th. >> i don't understand why this man is still employed there. >> reporter: the cheer coach, as well as the assistant cheer coach high school principle, assistant principal and deputy counsel have all been placed on leave while the incidents are being investigated. a standard practice in an investigation of this type that does not comply or prejudge in any way the

investigation might determine. the coach telling kusa he had seen one video not the others and learned this growing up. released a statement in part, the itages and actions depicted ar extremely distressing and absolutely contrary to our core values and public school community. while this investigation is ongoing we are entirely focused on ensuring our staff and students at least are receiving the support they need. the investigation is ongoing. this morning many parents in the school district and across the country are waking up with new questions and concerns about their kids safety and how much is too much when it comes to sports. matt, savannah. >> i think that is over the line of too much right there, lucy. >> hard to watch that. >> thank you very much. also this morning a lawsuit has been filed against the owners of a texas parking garage where a woman's car fell seven stories and slammed to thelo

>> reporter: it was the moment she thought would be her last. >> my car went straight down. it was just the most horrific thing. >> free-falling seven floors, bouncing off concrete after accidentally pressing the gas instead of the brake. >> good samaritans came out of nowhere. i was covered in blood. i said if you would please call them so i can tell my daughter and husband good-bye. >> more than a month after the horrific accident christy and her attorney filed a lawsuit against the owner. the suit claimed the owner knew it wasn't safe, required stronger barriers and they crashed through dangerous, dilapidated and in need of upgrade and repair. they are seeking $1 million in

sure she's compensated for her injuries and medical expenses. but we also want not only this parking garage to understand the consequences of failing to maintain but all owners of parking garages. >> i can damn sure make sure that no one else -- no one's daughter, no one's wife, no one's husband ever has to get that phone call. >> last year another car drove over the edge of the same parking garage dangling by a cable. that driver climbing to safety. >> and the fact that this already happened once already, this is just horrific to me. >> reporter: reached by phone, the owner of the garage company hung up on nbc news. other calls to dtt parking have not been returned. recovering from a broken back, sternum, ribs, elbow and ankle has been excruciating. but thanks to the kindness of

to push its way in. this is the remnants of a little bit of a tropical system that we've been watching and it's going to continue, this tropical low, bringing heavy rain, intended with downpours, flash flooding, a real mess there through saturday. rainfall amounts anywhere from three to five inches, but locally could be upwards of seven inches in parts of southern florida. that's what's going on around the country. here's what's happening in your neck of the woods. good thursday morning. many areas still in the 60s right now. 64 gaithersburg, 67 manassas and clinton. even upper 50s parts of the valleys, higher elevations this morning, dry on radar, clouds out there this morning, but later this afternoon we'll see more sunshine. chance of a stray shower mostly north and west of the district, but highs will be unseasonably cool, only around 82 today. upper 70s across the weekend and we're going to stay nice and dry. >> that's your latest weather, guys.
