are people really getting out of town? >> reporter: good morning, adam and eun. ahead of the storm, the seven counties bordering the gulf coast are under mandatory evacuation orders right now. so people are leaving the area. the governor of texas has declared a state of emergency in 30 counties preemptively. so that emergency services can get to the affected areas more quickly after the storm. part of the risk, it's expected to linger over some already saturated areas for several days bringing more than 2 feet of rain. already stores are seeing shortages of fuel, of flashlights, of water as people prepare in these counties that are not currently under these mandatory evacuation orders. the area has not seen a hurricane, potentially, of this magnitude in more than a

a major hurricane, of course,or than 110 miles per hour. adam and eun. back to you says. >> sara doh dallof on the gulf coast. >> erika, you're watching airports for delays. what are you seeing? >> a lot of canceled flights. more than 60 flights canceled. a few dozen more in dallas, brownsville, the corpus christi airport with flights. that's about 75% of the planes flying there. this video is from the national oceanic and atmospheric. all the wind and rain. it's a category 2. besides that, planes should not be flying. you can feel the impact of this storm on your wallet the next time you get gas. some gulf coast refineries are expected to shut down until the storm passes. the disruption in gasoline supplies could make prices

and an oil tanker theer singapore is evidence of a disturbing trend. two sailors from our area died in june when a navy die stroir collided with a cargo ship near japan. two others have been missing since monday's accident. this morning a family is dealing with the loss of their son as police investigate another possible gang murder. police say they found the body of miguel ruiz on tuesday. he was 18 years old. he had been missing for three weeks. his body was found in prince william county, 40 miles from his home in fairfax county. police think his death is part of a string of recent gang murders in northern virginia. multiple agencies are trying to bring closure to this family. >> no matter what agency it is, we're trying to get family some closure. they have a loved one who is deceased and we want to make sure they get justice. >> fairfax county police made three arrests in connection with the teen's disappearance.

juvenile were taken in and charged with abduction and gang participation. now to a story only on news 4. a burglary victim says that his house was broken into. when he called police, instead of helping, they made fun of the situation. a southeast d.c. resident says his home was broken into this month for the second time. the alarm company contacted him, but he was out of town. as you can see here in this video, the police did show up but left after no one answered the door. it wasn't until eight hours later that officers came back again after a neighbor noticed shattered glass. it was then that home surveillance camera caught officers doing something the owner never imagined. >> we've got police out here dancing in my home and acting as if this is a joke. this is serious. this is my life. >> a spokesperson for the d.c. police say the two offs

he saw one of the 12 suspects with 50 to 60 credit carts and called police. this is according to the police. cameras were there when two homes were raided prince george's county. agents took boxes of papers and dogs and spent a lot of time around the outdoor kennel at one. homes. >> he was -- he bred these things here. and they used them just like that. >> neighbors and sources close to the investigation said there was dog fighting at that house in temple hills as well. but agents could not confirm that they're investigating that dog fighting. the investigation is over, but we may never know all the facts after a woman was buried alive at the beach in ocean city. the medical examiner says ashley o'connor suffocated in a three-foot hole. they say she had been drinking and don't suspect foul play. while she climbed into the hole and what caused the collapse is

this weekend, temperatures will be in the beach weather. i like 90s. one thing we are watching close to a coast is hurricane harvey. take a look at this thing. it is nearing the texas coast. this is a category 2 hurricane. it strengthened at 1:00 this morning. it could become a category 3. that would be a major hurricane before it makes landfall. the center 150 miles from corpus christi. a lot of gulf moisture in this storm. this could lead to a lot of flooding in texas. we're talking maybe 20, 25 inches, maybe 30 in some spots. huge deal for the state of texas. there's a category 2 storm. look at the trend. this is going to do something that could be messy. could become a category 3. staying close to the coastline. that's going to enable it to continue to get the gulf moisture dumping a lot of rainfall. flooding will be a huge concern. eventually, maybe not until monday night or tuesday
