right now at midday, we want you to take a look at this picture. this is from the national hurricane center. the fear is that parts of texas could see storm surge as high as that measuring tape you just saw there, 12 feet. what the state is doing to get ready. >> reporter: many airlines are already offering customers the opportunity to rebook their flights as hurricane harvey continues to track toward texas. coming up, we'll tell you what you need to know if you're traveling this weekend. and i'm going to have whether or not we're going to see the remnants of harvey impacting us over the labor day holiday. i'll have that and more in your full forecast.

hi, good morning, everybody, i'm erika gonzalez. we bin wh that giant hurricane now moving over texas and hurricane harvey is getting bigger. i want you to take a look at this video from galveston, texas. harvey has winds blowing at more than 100 miles an hour. people there have very little time left to prepare or leave, for that matter, and they could be stuck in dangerous high water soon. sarah dallof is in galveston where the waves are returning and soon floods could begin. >> reporter: an unwanted visitor churning in the gulf and headed to shore. hurricane harvey has texas in its sights and is only expected to gain strength as it makes landfall. officials are in emergency mode. >> there's one message that we need to get to everybody, and that is heed warnings. your life is in potential danger. >> reporter: forecasters say it could be the strongest storm

hit the lone star state in nelyime south texas saw such devastation was 2008 when hurricane ike barrelled into galveston, killing more than 20 people across several states and causing billions of dollars in damages. officials aren't taking any chances and are warning everyone in harvey's path. >> as they say, get out of dodge. >> reporter: highways are clogged with cars headed inland. people stocking up, gassing up, as other residents opt to stay, just moving to slightly higher ground. >> the important things are our lives and our health and pets and children. and everything else is replaceable. >> reporter: jerry smith has learned from past storms and is boarding up his home. >> we'll probably have a lot of tree damage. you know, some downed power lines and stuff. >> reporter: last-minute preparations before harvey marches ashore. in galveston, texas,

off, nbc news. >> let's see if we were going to see any of the remnants of that. we were just on facebook live talking about a new alert that might be coming in in the next couple of minutes. all right. so any new information coming out from the national weather service or are we still seeing this at a category 2? >> it is still a category 2. but once it hits 111-mile-an-hour winds, it's at 110 right now, it will be a category 3. take a look right now at the scope of this storm. we've already seen the rain bands start to hit land there. we are less than 24 hours away now from the eye making landfall, and that's when we'll say the hurricane has made landfall along the coast. so your family and friends still have time to get out. make sure you're calling them and urging them to leave. here's a look, just zooming

i want to show you, it's going to be very on and off. we'll see periods of heavy rain in bay city and we'll continue to see this storm push further inland. take a look at the amount of rainfall they are expected to see pause this storm is going to sit and meander over the next couple of days into the top of next week, so these folks will see anywhere between 10 to 20 inches, possibly even 30 inches of rainfall in this area. i'm going to have more on this as well as the track it's going to take. we're going to time it out and how it could be impacting us for your labor day weekend. i'm have that and more coming up. >> thank you. if you're traveling this weekend, harvey might affect your flight plans. major airlines already issuing warnings, even waiving fees for travelers for reschedule their trips. megan is live at reagan national. are you seeing any delays there? we were hearing about them this morning. >> reporter: right now not a significant impact on flights. you'll n

this morning a family is dealing with the loss of their son as police investigate another possible gang murder. police say they found the body of miguel carillo tuesday. his body was found in prince william county 40 miles from his home in fairfax. police think his death is part of a string of recent gang murders in northern virginia. multiple agencies are trying to bring closure to his family. >> we're trying, no matter what agency it is, we're trying to give this family some closure. they have a loved one that's deceased and we want to make sure that they get justice. >> fairfax county police have made 3 arrests in connection with the teen's disappearance. two men along with a teenage girl were charged with abduction and gang participation. maryland's purple line is almost

we are days away from the ground-breaking ceremony for the long awaited line. it had been held up by a court ruling until an appeals court stepped in. the project will get $900 million in federal funding. 16 miles, 21 stops connecting prince george's and montgomery counties. the purple line could be ready for riders as early as 2022. i want to show you a live look at reagan national airport. you may notice some major construction under way next door. in a story that you'll see only on news4, we received an inside exclusive look at the work under way to create a new terminal. heavy machinery is hard at work on the north end of the airport. the new terminal will mean that passengers won't have to take shuttles to their planes and there will be lots more space. airport officials say it's needed now more than ever. >> we have explosive passenger growth that's hit almost 24 milln

a good lookthe video and the police response to all of this. >> i am feeling disillusioned. i am feeling upset. >> reporter: you're watching a burglary in action. moments later, he kicks. and then he goes inside clarence williams' townhouse on woodcrest drive southeast while williams was out of town. the suspect stole a computer, clothes and shoes. the alarm company contacted williams. >> i was appalled. and, you know, at the same time i was frantic because i was out of the country. >> reporter: this was the second time someone burglarized williams' home in less than a month. it happened on august 8th around 2:30 in the afternoon. video shows police responding to the house shortly after. they knock on the front door. no one answers and then they leave. >> when there's an alarm that's going off in someone's

the coach and four other leave. the school says they do not allow the use of any activity that puts a student's health at risk. it's possible you saw part of this big baseball fight on social media. my husband made me watch this on a loop. you probably didn't see everything. that's because the benches cleared three times between the tigers and the yankees. at one point they were pretty much just wrestling. the teams retaliated at each other again and again until one player was struck in the head that you saw there on the ground. a lot of people are going to get suspended or fined for these fights. by the way, only one of these teams is in a playoff race. there's another fight that many of you are talking about and looking forward to watching this weekend, floyd mayweather and conor mcgregor will face off in las vegas. there's a lot of hype for this match. nbc's miguel almaguer talked to one of the fighters to ask will it deliver. >> this fight

right now let's take a look at the path of hurricane harvey that's expected to hit corpus christi, texas, at some point later today. doctors worked throughout the night to get the most vulnerable out of the storm's path. we want to show you video of preemies being flown to north texas. there were some critically ill babies, some weighing less than a pound. doctors worried massive power outages could stop the babies' ventilators. parents areri

the storm out with those babies, being taken to north texas. it's just incredible all that's being done to try to save so many people. we're talking about 6 million people in the path of this thing that just seems to be so sprawling and like all-encompassing. >> absolutely. when you take a look at the satellite and radar, that is evident. we are seeing it at a category 2. 110-mile-per-hour winds makes it a category 2. once it crosses to 111-mile-an-hour winds it is a category 3 storm. so i am having difficulties with my clicking device so i'm doing this offscreen. we've already started to see the rain bands extending onto shore right now. it won't make landfall until later on tonight. it's not considered landfall until we actually see the eye hit over the coastline. here's a look at the storm track and here's what we've got. category 2 pressure dropping, moving to the northwest at 10 miles per hour. that is

that's because the slower it's moving, the more dangerous this storm is. we're going to continue to see it meander. saturday at 7:00 a.m. still at the coastline all the way into parts of monday, tuesday, the top of next week they are going to be dealing with heavy downpours. take a look at the rain that it's going to dump because it's stalling out over the texas coastline. we're talking anywhere from 10 to 30 inches of rain that they will have to deal with there, so hopefully everyone, your friends and family have already evacuated. here at home, though, quiet conditions. we're not going to see the remnants of that until next weekend. right now we're at 74 degrees. highs make ing it to 80 degrees this afternoon. you see all the way next sunday? that's our chance of some showers as a result of the remnants of hurricane harvey. we're going to continue to keep our eye on this. for now, though, things are going to be very pleasant here in washington, d.c.

galveston. people are getting out of there. that's where sarah dallof joins us from. sarah, what are the conditions like behind you there? it looks like the surf is really picking up. >> reporter: yeah, let's show you exactly what it's looking like, here just off the coast of galveston, where across the coast of texas 8 million are under hurricane warnings as harvey barrels toward land. you can see the waves picking up there. it's relatively calm right now, but so far this morning we've seen power outages and heavy rainfall. just a small preview of what is to come later tonight or early in the morning. now, when harvey comes ashore, it's expected to bring with it violent winds and life-threatening storm surge. it's then expected to track inland producing historic rainfall and widespread flooding. texas' governor has issued a state of emergen

counties and has also members ol guard. right now the message to people is if you're in the path of harvey, get out. if you're in one of the areas that will be affected by the rainfall, be prepared to hunker down for several days. >> sarah, we've seen video of all the people on the roads trying to get out of there. is it too late now? and when can they safely come home? the picture of the highways, just congested. >> reporter: it's pretty dramatic. you know, a lot of people understandingly wanting to shore up their homes and their property, waiting until a little bit late to leave. they do still have time to leave. the hurricane is not expected to make landfall in corpus christi until about 8:00 tonight at the earliest. however, conditions are going to worsen steadily through the day of

we don't know rig all of that rainfall may flood or wash out roads and coming home to some areas might be impossible for a couple of days. >> i know you guys have some long days ahead of you there on the ground, so stay safe out there. thank you, sarah. there are worries that hurricane harvey will disrupt a major hub of the nation's oil industry in texas. that could send prices at the pumps surging. justin finch shows us what that means for you. >> reporter: drivers could see a real change in their gas prices as soon as this weekend as a result of this storm. looking here, 2.17 a gallon for regular, $2.49 for plus, $2.43 for diesel here at the wawa. drivers here will be watching prices closely because hurricane harvey is making its way to the texas gulf coast, which is home to several oil and gas refineries. we do know in that area that workers have been evacuated, so that means that production there has slowed down

prelabor day start. the superintendent of schools says crews are making final preparations to buildings this weekend to welcome students back on monday. superintendent scott brandis says that despite the shorter summer vacation he thinks parents will be happy with the change overall. >> more instructional time before end of the year state assessments and our ib and pt tests. students getting out earlier in the summer is a big plus too. >> it's also the first day of school for the new superintendent. he has taken over for former superintendent. some teachers are doing something special. they fanned out across neighborhoods for the traditional welcome walk. kristen wright went along as they greeted students before school starts on monday.

have you ever wondered what the inside of a hurricane looks like? we've got this video to show you. a group of hurricane hunters from noaa flew through the eye of hurricane harvey. you can tell it's a pretty bumpy ride as they were flying through the storm and this was just getting stronger as they were doing so. you can also see all the rain splashing across the windows. texas and the gulf coast are bracing for more than two feet of rain this weekend. hurricane harvey is expected to be a category 3 hurricane when it makes landfall. and we are very close to that

re talk about those diffe >> absolutely. so we're at a category 2 stage right now. that means that we're seeing winds at about 110 miles an hour. once it crosses to 111 miles an hour, that's when it's deemed a category 3 storm. take a look at this system. just to give you some perspective into what the people on the ground are probably feeling, i mean on wednesday this storm had wind speeds at 35 miles per hour, it was a tropical depression. it regenerated and within 24 hours it was upgraded to a cat 1 hurricane. it's rapidly developing, but a slow mover. you can see there it doesn't look like the math adds up, but it is going to take some time between the eye actually makes landfall as the system is only moving at 10 miles per hour. here's a look, the first bands of rain have already made it onto the coastline areas, like galveston down to corpus christi seeing their first line of showers. as this continues to turn over the gulf intensifying, it will

iles per hour staying along the texas coast because there's no real major weather system steering it away. they're going to be seeing this rain impact them all the way to the top of next week. again, we're expecting it to make landfall tonight into early tomorrow morning. here's a look at the rainfall totals, they are expecting anywhere from 10 to 30 inches possible. this really is going to be quite devastating for the folks down along the coast there. as for us here at home, temperatures are expected to rise into the low 80s. we're staying dry today. i know we started off with morning showers there but i did not too worried about rain today. we talked about that back-to-school fair in prince george'scounty in bowie. nice conditions, temperatures at 11:00 a.m. around 75 degrees. maybe you're heading to the winery this weekend, very pleasant conditions for that as well. a little breezy along the coach. here's a look at your storm team 4 ten-day outlook. our chance of seeing some remnants from the hurricane

complete with a history not many people know about. even with a turn of the tide and discrimination in home buying a thing of the past, several local waterfront enclaves that were built as an answer to segregation are still in place. news4's barbara harrison has a history lesson at eagle harbor in maryland. >> reporter: nothing moves very fast around here. even changes are slow to come. most of these cottages built almost 90 years ago are still standing with just a few noticeable additions and improvements, like window air conditioning in some of them. the mayor of eagle harbor, maryland, says the residents like it that way. >> i like to tell people that we're the mayberry of prince george's county. we want to stay that way. we don't want to be big. we don't want to be ocean city. we don't want to be virginia beach. >> reporter: incorporated in 1929, eagle harbor is just a quarter mile strip along the river in prince

segregation was rampant and we could not go to ocean city, chesapeake beach, virginia beach and those places. so some forward thinking black americans decided we can do better. we can buy our own land, buy it on the river, buy it on the water, bring our kids down and enjoy the summer like other folks do. >> reporter: it was 77 acres of woodland carved into lots. most of the owners have known each other's families for generations. the mayor's wife says they first came as guests here. >> i was walking through the town at a barbecue that commissioner prince's dad was having 40 years ago and i saw this house for sale. >> reporter: they bought near the prince family, who had been there for years. >> i can remember back when i was 5 years old, and that would be back in the '50s that my parents brought us here. >> reporter: joyce prince,

of the town's commissioners, would spend summers here with her grandmother, one of the earliest owners here at eagle harbor. >> we swam in the river, we caught crabs, we would fish. initially there was a huge hotel right on the river here behind this pier point. and entertainers from the district would come down. this was the hot spot. >> reporter: eagle harbor was one of several waterfront summer destinations for african-american families. highland beach was actually founded earlier in 1893 by charles douglas, the son of frederick douglas. incorporated in 1922, the 40 acres near bay ridge, maryland, became a summer retreat for many well-known black professionals and their families. cars and sparrows beach drew families and singles who came for picnics, beauty contests and weekend shows by some of the well-known performers. >> the water is so beautiful here

>> reporter: barbara and jack hot harbor said amid segregation african-americans had few options but to create their own resorts. >> we have to be mindful of what our history was and why this was necessary. if we had been wanted to go anywhere else, this would not have been a black beach. >> reporter: but they say they like it here. they like the slow pace of this place that hasn't changed much in many ways. there are some white residents here, now, and they welcome that. >> and i'm raising a granddaughter, and i want her to be accepted by who she is, not by what color her skin is. >> reporter: for now her granddaughter loves the slow pace too here at eagle harbor. but the speed limit, much like everything else, has never changed. >> that's why we keep it at 15 because it's fast enough, but not too slow. >> the town of eagle harbor is
