houston area. just going on air in the last five minutes, we've seen the wind pick up. before going on air we saw gusts around 40 miles an hour, now it's 45 miles an hour, it's the sustained winds that are really picking up, sustained at about 30 miles an hour. look behind me. notice the waves. we're already seeing flooding. officials already urging residents in this area to hunker down, wait out the storm. take a look at that palm tree behind me. we have seen some rain at times today but really overnight tonight we're going to see the rain move in. and by tomorrow morning it is just going to be absolutely pouring year and we'll continue to see rain for days and days. with that in mind, residents are watching the forecast, we spoke to folks who made last minute decisions to get out of town tonight. i

that's where most of the people are. the storm is hitting in a area that's about 10,000 people. but in houston you've got millions of people, we're expecting 20 inches of rain in the houston area and that will be devastating, that's why we sent her to the houston area. another reason we did not send her soug, we knew this storm would strengthen quickly, most likely becoming a high end category 3, but it is a gather gore 4 storm. it is making landfall now, just in the islands east of rock port. i've been watching video in the rock port area with a lot of damage, and national hurricane center says harvey has made landfall, it occurs with the center of the storm passes over land, that's exactly what it's doing right now with these barrier islands. rock port under the gun, most like lie -- i've seen winds reported of

131 miles an hour, they're probably even stronger here. to the north you can see what's going on with this storm. it's around corm us christy around the rock port area. this is where amelia is, she's seen a couple of these bands, these bands to her south have had tornados associated with them. sornd watches from corpus christi into louisiana, and south of where amelia is. she's right here. we've seen numerous tornado warnings. her and i have been talking on the phone, telling her to stay away from the south, with those feeder bans. those red areas hurricane warning, but tropical storm warnings from houston to san antonio, this is nearly 200 miles. that's how big of a impact. the biggest impacts will be the storm surge flooding, receive wean up to 6 feet, would be up to 12 feet. winds up to

here at the live desk, i'm watching the radar as hurricane harvey continues to come ashore. president trump says he has signed ady stas ter declaration for texas. experts say this could be the fearest storm to hit the united states in more than a decade. damage estimates are expected to top billion of dollars, it could swamp several continues miles inland, parts of texas may be uninhab go itable weeks or months. >> a lot of people are going to go a long time without access to bas basic they advertise, water, power, food. >> people in new orleans tonight right now are bracing themselves for 10 or more inches of rain. tuesday

hurricane katrina hit that area. nbc's jay gray is riding it out in victoria texas, a city that can see some of the worst. >> joining us live, it is coming down, we can see it, jay. >> reporter: yeah, it's really intensified since this storm made landfall, the wind picking up dramatically and the rain, it will continue to get worse. we're on the dirty side of the storm, we're going to see some of the worst harvey has to offer. once it settles in over land, it's going to be here quite some time, maybe three, four days, dumping the rain leon was talking about. we expect to see more than 30 inches of rain just in a couple days in victoria alone, some areas could see 40 inches before it's all said and done. anyone who has decided to evacuas

if anyone is thinking about leaving, officials say it's too late, lock down and ride it out. they warn those who have decided to take here are on their own. they won't put first responders in harms way until conditions allow that. i can tell you the national guard has been deployed here in texas. they are standing by along with a massive response team that includes federal help now. they plan to move in as quickly as possible. but right now, that's not the case. we're starting to feem the effects of harvey, that's going to last for quite some time. >> reporting from victoria texas. thank you, jay. doug, with each subsequent report it seems like the storm gets worse and it sounds like the effects are going to be worse. >> the only time i've ever seen -- i've seen a eye like the one with harvey a couple times, one with katrina, one with hurricane rita, both when they made

katrina was only gather gore two. this storm was increasing when it made landfall. the one thing i can say about that, this is a very unpopulated area, it came over rock port, again a town of 10,000 people, a far cry from what would happen in houston where you've got millions of people or even corpus christi which has 300,000. that may be the saving grace tonight. the biggest impact from this is not going to be the wind. winds at 130 miles an hour, it is going to be the rainfall over the next couple of days. you can see where the storm is. look what happens here. it moves inland, becomes a category 2 by tomorrow morning, still a category 1 during the -- tom. 75 miles an hour winds. and it's sitting there for days. the latest computer models

next thursday or friday. that's why this is going to be such a prolific rainmaker. we saw winds of 131 miles an hour in rock port, now down to 3 miles an hour. they are in the eye of the storm. you can see it right there. it's around porter ranch which gusted around 130 miles an hour. that is the eye, the yellow and red making their way inland, it's moving about 8 miles an hour. it's starting to slow. this area is going to take a beating. amelia is between houston and galveston. she went through this little storm here, the one just to the south had a tornado warning associated with that. we had a tornado in the galveston area earlier. there's only one tornado warning left. the rest will be under tornado watch. that's something we'll watch the next couple days. the storm itself, a very dig storm, all the way back towards the new orleans area. that's why this is going to be such a big

look at the rainfall totals. 10 to 30 inches of rain from just south of corpus christi to south yes or no areas of louisiana. you can see 40 inches of rain. nearly 53 inches of rain, that's right here, up to hear on my body. to be 53 inches of rain. they'll be dealing with major flooding expected, numerous homes will be lost. power out for weeks down there. this is very important for us. tracking another system that will woman up the east coast. this will not be harvey but another storm monday, tuesday, wednesday. we've been talking about a great been. the weekend looks great saturday, sunday, but i'm tracking another system that could be a tropical depression, a tropical storm moving up from florida and bringing us a chance for rain and wind. this is not going to be a big storm for
