news4 at 6:00 begins with breaking news. breaking news as we come on the air tonight, harvey now barely moving over texas as we get word that one person has died in the storm. the governor today saying it's still too dangerous for first responders to get to most of the damaged spots. the system has weakened with tropical storm, but do not be fooled. the rain that it's dumping now is so dangerous. so we are starting this broadcast tonight right here in storm team4 weather center, joined by meteorologist somara theodore. amelia draper, live in galveston, texas. we'll get to her in a minute. but first, we want to talk about the track of the system. the fact it's now a

storm is not really the concern. it's the fact that this system has parked itself over texas and it's not going anywhere. >> precisely. we're not even really tracking the storm movement. we're tracking the rain at this point. because the national hurricane center has deemed it stationary. so right now, if you don't know, we have downgraded it to a tropical storm, winds at 65 miles per hour. take a look, though. that significant bit of information, the movement, it is stationary. it's going to be dumping copious amounts of rain over the coast in texas. now take a look at the overall storm here. you can see the core swathed south of austin in san antonio. we have heavy rain bands reaching up to dallas. but right now, the heaviest rain falling for southern louisiana and lake charles. they're expecting anywhere from 15 to 20 inches of rain. some areas could receive 30 to 40 inches of rain. i want you to check out the anatomy of a tropical s

notice how you might get some breaks in the rain as the rain bands continue to circulate and meander. right now, on the ground is storm team4's own amelia draper. she'll talk about that a little bit. i know she's down toward galveston. as i zoom in, notice how they're in a bit of a break, but the worst of it is yet to be over, correct, amelia? >> yeah, that's exactely right, somara. we're in galveston, along broadway avenue. i want to show you down the street. we have a lot of water. i'm standing on the sidewalk. it's four to six inches deep. folks milling around, business as usual, because we've not had rain here since the midday hours. and take a look, here's a side street. you can see the road here is closed. this is what we're seeing a lot in the galveston area. a lot of the side roads are closed with the water too deep. but folks not heeding the warning, they're driving,

a lot of folks are thinking -- even as we're seeing hazy sunshine -- the storm is over, but that's not the case. we are looking at flooding concerns. a flash flood watch in effect for this area up through houston through wednesday. not only that, but we're also seeing the concern for some tornadoes. there's a tornado warning right now just north of the houston area. so galveston, houston, under a tornado watch through the overnight hours. rain moving back in later tonight. you can see what only five inches of rain has done here. this extreme flooding. so when you add on an additional potentially four to eight overnight tonight and then more tomorrow, more on monday, more on tuesday, the flooding here is going to be catastrophic, up through the houston area as well. my photographer and i took a walk through the neighborhoods to see what local residents were thinking about all of this rain. >> i just purchased my house a year ago and i've never seen this. my dad lives

flood. she was telling me, the last time this happened was back in 1960s. [ inaudible ] >> i don't know. i really don't know. because if it rain again, it's going to be maybe until next week. >> reporter: so what you're seeing now is video we took earlier. you can see two boys canoeing through the streets. they said their parents were fine with it. you can see a cemetery flooded. neighbors piling up sandbags where the water is getting too close to businesses. cars driving through flooded roadways. we always say turn around, don't drown. emergency officials say that even though you're in d.c., if you could just say that, because we don't want folks driving in this. we wanted to check out galveston, see what was happin

intense flooding, 15 to 30 inches of rain in total. and there's a buffalo bayou there, a well known slow-moving river, ask thnd that is expecte hit record flooding tomorrow into monday. we'll have more on that coming up on news4 at 11:00. >> amelia draper live in galveston for us tonight, thanks, amelia. we'll see you later this evening on news4 at 11:00. meanwhile, louisiana is what is next in harvey's crosshairs. the governor says his main message to residents is to not get complacent. they are expecting up to 13 inches of rain in parts of the state. there's also an elevated risk for tornadoes. the governor confirms one twister already touched down today, doing some damage, and aeranceas texas, you can see the moment that the fierce winds ripped a building from its

weaving a path of destruction all along the texas coast. we stay there now, we'll go 45 minutes to an hour from where amelia is, to send things over to jay gray. jay, can you give us an update on the damage and the death toll, sadly, at this point? >> reporter: yeah, erika, unfortunately, we now know of one person who has died as a result of this storm. sparked a fire when power lines were ripped down in port lavaca and a person was trapped inside a home there and perished. the damage across the region is intense. you talked about buildings being ripped away, rooftops seared as well. cars and boats picked up and tossed away. it's a mess not only here in victoria, but across the huge region of the texas gulf coast. and unfortunately, it looks like more damage -- >> i think we are having some issues with jay's mike, understaly

a tractor trailer driver is going to be okay after being tr thrown from his truck this morning. look at all this damage. this crash happened early this morning on the inner loop of the beltway. maryland state police say he may is fallen asleep behind the wheel and crossed the median. the beltway shut down for hours as crews worked to remove that truck. some very touching moments this afternoon at wilson high school's football game. they paused to remember their recent graduate jamari sennor, killed by a stray bullet earlier this

balloons into the air following a moment of silence. sennor's mother received a bouquet of flowers and her dad performed the coin toss. jamari sennor was driving through brentwood in northeast when somebody opened fire two weeks ago. she was not the intended target. police have charged a man with her murder. if you hear echoes of gun shots near the white house today and tomorrow, know that it's only a test that the secret service is conducting. the system that they are testing will indicate the source and direction of gun shots, should something like that happen around the white house. several streets in white house will be closed around the naval observatory, which is the home of the vice president. move over, the kids of fall are here. prince george's county fair gets a new venue. we'll have mere on thore on tha

more than a dozen injuries. thousands are without power and the rain is not expected to stop until mid week. when it's all said and done, some places will have to dry out from more than 40 inches of rain, if you can even fathom that. well, it wasn't baseball, but it was back to school even that drew hundreds to prince george's county today. the venue added enthusiam for a new school year. >> welcome, everybody, back to school. time to go back to school. >> seventh annual prince george's county back to school fair has outgrown and will be in the bay sox stadium. >> it puts you in the right mind-set to be able to produce when you go back to school. >> kind of a wake-up call, say, hello, school's about to start. >> we're at about 130,000 kids, and we've got great

winds have decreased, there's going to be exorbitant amounts of rain falling. you can see it in its entirety on the radar. the core of the storm, south of austin, east of san antonio. and these rain bands are extremely heavy, especially out towards southern louisiana. so they're starting to pick up on some of the heavier bands of rain. we have amelia draper down towards galveston in a bit of a dry spot, but know as the system continues to circulate, even the dry areas now will receive rain later on. it's not just the flooding. areas like houston, galveston, up into southern louisiana, all under a tornado watch, in fact a tornado warning to the north of houston. a lot to deal with there. this system isn't even moving. at this point the national hurricane center has said it's stationary. winds at 65 miles per hour. but that's

that means they're going to be seeing a lot of rain. just how much rain are we talking? just along the coast into highly populated areas like houston, austin, texas. 15 to 30-plus inches of rain. they could be receiving a lot of rain in southern louisiana as well, as much as 15 mincinches possible there. that's not the only thing we're tracking. we have a sdaudisturbance off t carolina coast, bringing us our next chances of rain for the top of our week. right now at home, we've been seeing very tranquil conditions, temperatures around 78 degrees. quiet conditions as well. if you're planning on heading out this evening, we are expecting temperatures to really -- got a little issue with the clicker here, going to step off. we are expecting temperatures to drop pretty quickly as the sun sets. going to the 60s tonight. by day break tomorrow, we could be looking at temperatures into the upper 60s. it looks like our system's down. i'll h
