initial hit. >> but you see, it was pitch black? >> jesus, help us. that's what i said. >> i'm just out side the city of houston where a heavy band of rain reintensified the flooding. take a look. residents driving through flooded roadways, and what's described to us as typically a park now a raging river. we're going to have a live report from richmond, texas coming up on news 4. plus, what local first responders say you should do if you want to help the millions in the storm's path. the strongest hurricane to hit the u.s. in more than a decade is now idling over parts of texas, dumping torrential rain over the already-battered lone star state, and the storm is expected to stick around for days. i'm erika gonzalez. here is what we now about now tropical storm harvey. it made landfall in rockport, texas. this was fy

it made landfall as a category four hurricane. a man died in a house fire there, russ cuers couldn't get to him in time. a dozen people were hurt in rockport. and local authorities say about 40% of the city's residents did not evacuate. >> i was crying. i was on my knees praying that we made it. >> why didn't you evacuate? >> we just didn't have the money. >> bands of rain are pounding the state. the scope of the damage is not going to be known for quite sometime, but this drone video gives some perspective. the devastation is absolutely astounding. our own amelia draper is live outside houston tonight. she is safe, but it has been a wild night for her already. stand by for us, we're going to get to you in a second. hang with me. first i want to turn to storm team 4 meteorologist show mary is with us now. when we

danger of the stationary -- there's nothing around it to push it. it is stuck over the state, and that means danger for days for millions of people. >> absolutely. we don't have the steering winds or mechanisms there to move the system out of the way, but unfortunately we are going to see this stay stationary through the top of the week. it is going to be dumping tons of rain, copious amounts of rain over the next couple of days. look at the radar where you can see where the heaviest bands are falling. houston caught a break a few hours ago. our own amelia draper is now in galveston and she was in a dry spot. here the rain is already beginning to pick back up, and that is going to be the nature of this system as it continues to circulate just south -- the core of it south of austin. we're going to continue to see areas that may get breaks, pick up and see a lot more rain. how much rain are we talking here? when it is all said and done, we could see between 15 and 20 inches of rain. some areas will see 30 plus inches

coastline of texas but other areas like southern louisiana, up all the way to austin, texas. that's not the only worry. we also have the storm surge. greater than nine to twelve feet above ground in certain areas. >> it is hard for so many of us to picture. you can't fathom what 40 inches of rain looks like. people in more than a dozen county goes of texas will be going to bed under a tornado warning. somebody took this video of a strong funnel cloud in the area. look at that. our team coverage continues with storm team 4's amelia draper live in richmond, outside houston, where she and photographer have been dodging dangerous conditions all night. mel. >> erika, what a night it has been. we had a heavy band from harvey move through the area and there were two tornado warning at that time. using our nbc washington app and the radar i was able to navigate us through the tornado warning safely, but we were talking about very heavy

before we got through the band, we stopped to check out some damage from earlier in the day, from a potential tornado earlier. you can see some video here, a flattened house, trees that have been split in half and damage to a school's roof. then we drove through an area that had tornado warning, not only that but blinding rain. it was a band of harvey with three to four inches of rain an hour, that lead to major flash flooding. a park turned into a raging river and residents just in shock at what they were seeing. >> it is insane. i have never seen anything like this. last year it got flooded, there were big rains, but you should go look over here. there's rapids. you could white water rapid right now in a canoe or kayak. it is really crazy. >> now back out here, we're just east of houston and you can see still somelo

flash flood warning, flood warning, all of this is going to continue overnight tonight. that band, guys, just over the houston area now wreaking half oblige, causing tremendous flash flooding. we are doing this live shot on cellphones right now. i have a camera light, i have my cellphone light turned on so we're making it work for you because we can't have our equipment with so much metal out with so much lightning in the area. overnight tonight will be the telltale sign of just how atrocious the flooding will be in this area. we could see anywhere from six to ten inches of rain overnight tonight and more throughout the day tomorrow and into monday and tuesday. that would lead to catastrophic flooding. if the event doesn't come together with heavy rain tonight, that would be a bit of better news. even just seeing what that band produced tonight across the area out here in richmond, there were homes -- just driving through neighborhoods that already had water coming up to the door.

new at 11:00, the superintendent of prince georges county schools says he wants to crack down on sex abuse within the school district. earlier this week, a judge sentenced dionne carraway to 75 years in prison. he admitted to taking and sharing cellphone videos of children performing sex acts while working at an elementary school. today the superintendent said he wants school administrators to make sure they believe child abuse has occurred before reporting it. >> doesn't require you to treat all of them as if they are child abusers. you have to put them in the right line of responsibility so you handle it appropriately. >> prince georges county prosecutors say they will pursue their own case against carraway. that trial starts next month. new at 11:00,

march from charlottesville, virginia to the nation's capitol to fight back against white supremacy will begin this monday. it is being called the march to confront white supremacy groups who plan on marching include the women's march and afl/cio. they plan to walk as many as 17 miles a day and sleep in churches along the way. that march will end september 6th. also new at 11:00, the search for a man who charlottesville police say beat an african-american man after the violence in charlottesville. here is a look at the most wanted poster of alex ramos. he is from georgia. deondre harris was attacked and beaten in the market street garage following the violent protest this month. video that is just -- has been all over social media and very hard to watch, daniel borden from cincinnati, ohio turned himself in in connection with the beating. also today police arrested a third man, richard preston, in

as 40 inches of rain in some parts of the state. one person is dead, at least a dozen others are hurt as first responders rushed to find shelter for those in need. now, the victims of harvey are going to need a lot of help. in fact, the need is growing by the area. the red cross in our area has sent resources and more assistance that way. news 4 jackie bensen continues our team coverage. live from fairfax red cross headquarters. >> reporter: we spoke to paul cardin in corpus christi, close to some of the most heavily hit coastal areas. >> we got 15-plus shelters open. we think the number of shelters will increase during the overnight. >> reporter: sobering words as officials attempt to figure out how much damage the storm has inflicted so far. shelters are in immediateee

bed and hot food if possible to people who fled with the clothes on their back, clothes that are often wet when they arrive. one shelter in rockport, texas was itself damaged by the storm. paul cardin says the flow of resources from the d.c. national capitol region is ongoing. >> we've sent our chief operating officer. we have numerous staff members and volunteers who either have left the d.c. area or are en route to the d.c. area. >> and the red cross says the best way you can help is to donate through their website. live in fairfax county, jackie bensen, news 4 thank you, jackie. first responders in texas are working tirelessly to help people stranded by remnants of hurricane harvey. 18 people have been rescued from boats and barges. nobody is seriously injured. officials are concerned about the port because it is the third largest petro

the potential for chemical and crude oil spills. all right. we come back to storm team 4 meteorologist samara theodore now. so hurricane, flooding, tornados. i mean it is one thing after the other. are the tornados synonymous with this? is this normal in a situation like this? >> absolutely. when we are dealing with hurricanes, tropical storms, it is not uncommon to see tornados, especially landfall and one or two days after landfall. when you look at the anatomy of a storm, it is usually the right upper quadrant where they will see the biggest tornado threat. that's relative to the storm's motion which is moving east-northeast right now at one mile per hour, so nearly stationary. this is the area more prone to tornados. when we turn on the map right now to show where the tornado

earlier, that is exactly the area of the storm that is being impacted there. so areas like houston, galveston, lake charles, louisiana all under a tornado watch right now. they're dealing with the storm surge as well as the flooding. so i'm going to go ahead and push through, show you the track. looks like a total mess, like it is not even moving. that's the case. one mile per hour, it is really just meandering, harvey. it is going to continue to meander and linger into the top of the week for a lot of people before pushing further inland. they're going to be seeing exorbitant amounts of rain over the next couple of days and that will be one of the major issues along with the storm surge and the tornados. we're going to keep our eyes on harvey. but myself, the storm team 4 weather center and national hurricane center have their eyes on a disturbance off the coast of florida and the carolinas that will continue to skirt up the eastern seaboard. that will bring our next rain chances as we head to the top of your workweek. i will show you that specifically on the ten day. for now i want you to know we

calm, tranquil, quite the contrast to along the texas coast. 72 degrees. as we continue to head throughout the evening it will be brisk, reminiscent of fall. as we head throughout sunday, absolute perfection. green light for everything. yard work, great time to do it tomorrow as well, afternoon barbecue, why not. pool nicer in the afternoon as we start to see things heat up. if you're going to hit the pavement, temperatures in the morning upper 60s if you like a brisk run. by the afternoon we're looking at mid to upper 70s and closer to the low 80s by about 4:00 or 5:00 in the evening. here is a look at the ten-day outlook. we move into monday, there's a chance we could see some afternoon showers on monday. highs in the upper 70s. by tuesday, that's when we will be monitoring the disturbance, the area of low pressure. that will bring a hans for showers as well as thunderstorms. pretty breezy, and we could see the showers linger into early wednesday. now, if you've been wondering where has summer gone, well, it is going to be coming back. temperatures are going t
