danger from high water as harvey brings downpours and disaster. we continue to track it all for you. good morning to you. as we said, it's 10:00 on this sunday morning. i am adam tuss. >> i am megan fitzgerald in for angie goff. officials say a home caught fire during the storm and that person cannot make his way out. in houston, a woman drown last night after she got out of her car and was stuck in high water. flooding remains a major concern. not only are people in texas dealing with what was a tropical storm but there are tornado warnings issued overnight as well. one tornado touched down and there are reports of a second. officials confirmed a twister that tore through missouri city which is just outside of houston. cell phone video from 30 miles

north of there shows what looks like a funnel cloud on the ground. >> flooding is becoming a huge concern for tens of thousands of people. houston hobby airport closed because of the water on the runways. emergency crews have been working to rescue drivers trapped in floodwaters. we have everything you need to know about this storm, and meteorologist, somara theodore and amelia draper tracking it as it unfolds. derrick ward is looking at how our community is stepping up to help, but we go to sarah dollof. >> reporter: 24 inches fell here in 24 hours. people here not only dealing

hurricane, but rising river levels and flood damage. a similar story in houston where more than 20 inches of rain have fallen in some areas there. crews performing hundreds of water rescues overnight. the coast guard currently doing urban rescue and search operations with five heallicopts and requested additional support to come in from new orleans. they are telling people to go to the highest part of your house but not in your attic, because you could get strapped and they can't see you. 911 system is overloaded and so they are asking people to call in only when lives are in danger. utilities are not back on and cell service still unavailable in some of the communities. if you get into a tough spo

need emergency help it would not be available. all of this is because harvey is a slow-moving system. usually hurricanes clear out. but harvey continues to linger. it is expected to move about 60 miles in a couple days, bringing loads of rain and water all along the way. adam and megan. >> sarah dollof reporting. as sarah just mentioned, this is not going anywhere anytime fast? >> no, seems almost stationary, moving about 1 hour per hour. we are continuing to monitor this. but i want you to notice is it's fulli pulling up a lot of energy from the gulf. they saw anywhere from 4o

some areas are already at 20 inches. >> thank you. we are working for you in texas on the ground as we speak. >> yeah, our storm team 4 meteorologist, amelia draper, in the houston area. you got stuck last night. tell us about that. >> reporter: yeah, so we got stuck last night about half a mile from our hotel. the water was rising so rapidly it was unsafe to come back. we did make it back safely this morning. moments ago. quite an experience. beth is my photographer on the ground with me. you hear about stories like this after events like this start to wind down. when i tell you the story, i want you to keep in mind this event is just starting. we are going to see rain continuing here monday, tuesday, wednesday, and start to pull away on thursday. so i had two neighbors come up to me, more like family this morning. they lost their homes. they had to swim out of their

their back. their one son was with them, the best spirit ever, and i am at a hotel and i am happy, getting pancakes, and i said your smile is so big today, buddy, and he said, it's because i am alive. these are the stories we are already hearing. we will have it on news4 at 6:00 tonight. when i tell you that story, keep in mind the flooding is just starting. we are going to see the water rise, double that or maybe even triple. they said the waiter was up to their chest and had to swim through it with their families on their back to safety. it's 10:00 a.m. in the morning, and we will continue to hear, unfortunately, a lot more stories like that. >> that story certainly puts things into perspective, yeah, that little boy could have lost his life. you get the sense that

know, 911 being inundated with calls, any sense of if that death toll will rise? >> reporter: is that a questioner asking me, megan? >> yeah, given what you are seeing with the system, we know it's just hovering over texas, as you just said, it's going to be raining up until thursday. just wondering, do you have any perfective on if the death toll could rise? >> reporter: absolutely. two gentlemen were talking about there was a lot of elderly residents that chose not to leave, and they were on the roof trying to have rescue come. the gentlemen told me they heard -- i can't remember if they said they heard cars or helicopters coming, something coming around 6:00 a.m., and they don't know if all of those folks were

in this moment of tragedy we are seeing remarkable stories of strangers helping strangers. love to see this. >> photo journalist, beth brown, who is with amelia in texas experienced that firsthand all throughout the night. check out her report. >> the weather just came out of nowhere. after the storm hit a lot of people thought that it would go in a different direction. everything around here is flooding real bad, and people that aren't even here staying at the hotel are getting stranded and they are coming inside the hotel. situations like this, when you see families and kids, it's just overwhelming.

going in other directions that aren't storm related. i think this morning he promoted a book. he went after a democratic senator in missouri because he's going to missouri and then he comes back to the hurricane. look, the good news is, state, federal and local, you are seeing good coordination public relation wise, but when we are done talking there will be more damage from the storm after we are done talking, so the federal test of the federal government will be long. >> any indication the president is going to texas? >> he is backing off and making any promises he is going next week. he put out a tweet when he said, basically i'm not a nuisance, he didn't say it like that. as a citizen he tweeted his

attacks on president obama on sandy, about visiting or not visiting. >> switching gears to sheriff arpaio from arizona. he was racially profiling people. >> he was convicted of that. he was convicted of violating the fourth amendment rights of people by a federal judge, not by a jury. that's what makes this pardon so unusual. we throw the word around unprecedented with donald trump a lot, but this is also unprecedented. not just for the timing. it was pardoning somebody that was accused of violating the bill of rights. not just a simple law passed by congress. something that was enacted in our constitution. so that makes -- what is the unintended consequences. do other law enforcement officials take this as a green light

because as long as they are loyal for president trump he will have their back. what does this mean for the russia investigation? does it mean key witnesses close to president trump won't cooperate because they think, he will pardon me. i am curious as to see if congress scrutinizes this pardon. congress, controlled by republicans, opened up hearings when clinton pardoned. there's a separation of powers issue here. this overruled a federal judge. not a jury. a member of the judiciary branch. it's legal what he did, but was it proper? was it really proper? >> yeah. on top of that,

a really sweet picture to show you. amid the devastating news coming out of hurricane harvey, somebody managed to snap this picture capturing a light-hearted moment. this is in sinton, texas. that's a bag of food in the dog's mouth, and the dog's name is otis and he was trotting along to a group of people there to clean up the mess. >> go, otis. >> he was hungry. he didn't want it to be soggy so he took it somewhere else. new life is surfacing above the floods and the destruction. >> in texas a mom in corpus christi welcomed a baby boy in the height of the storm. the baby, seven pounds and 18 inches. guess what his name is? harvey. it was the suggested name from the nurse. you bet there could be other harveys out there, and with the eclipse going on this week maybe

rpbl, we will have to check to see if those panned out. four things you need to know about hurricane harvey on this sunday. two people killed because of the storm's impact. one person died in rockport where the hurricane made landfall friday night, and that person was killed in a house fire, and another person was killed in the houston area when her car got stuck in the water. and then this is cell phone video from cypress, texas, where an apparent tornado touched done. not far from there in missouri city a tornado was confirmed there. no deaths or injuries have been reported. president trump expecting another briefing on the storm this morning. local volunteers from the red cross are helping those affected by hurricane harvey. they already opened more than 15 shelters for texas residents. the red cross says more than
