>> yes. back to school and it's a little bit cool to start the day. but i think it's nice. it's that nice crisp cool weather to wake up the kids, right sf sniept the windows on the bus will be closed for the ride in. a little bit of a chill for sure. coming back later today, a fine day to be outside. we'll be keeping a close eye on harvey. the heavy rain across parts of east texas will continue for the remainder of the day. if you have any flight plans in or out of houston this week, both of the airports are currently closed until further notice. a lot of planes may get disrupted as well. in the 50s to 60 degrees this morning. so a fine day to get back school. back to the grind for the kiddos. temperatures near 60 for the wait this morning. mid-70s at recess and mid to upper 70s for afternoon temperatures today. rain chances come back tomorrow. we'll detail which part of your tuesday most likely to be rained on, coming up. chuck, we'll see you then and welcome back. it's now 4:30. we're tracking harvey.

covered from the incredible acts of heroism to the local impact on your budget. this morning, first responders from our area are arriving in the flood zone to help save lives. storm team 4 is also tracking harvey around the clock as chuck showed us, this situation will get worse before it gets better. harvey could drop another 15 to 20 inches of rain on that area. it is just devastating there. today the governor of texas will tour the damage that's being called indescribable. >> president trump plans to visit the area tomorrow. here's what we know about the catastrophic storm this morning. two people confirmed dead, the houston convention center is now a place for -- gas prices in our area could go up since all texas refineries are shut down, as are many of the rigs in the gulf. storm team 4's amelia draper is in the houston area with more on

the area getting a bit of drying out. that's a good thing. you want to see the floodwaters come down. driving around, we're seeing areas that are flooded. you can definitely see how high the waters were. take a look behind me right now. we're along state highway 3 right now. you can see folks sittigetting here fine. further to the south and the north, in the city of houston and then again to the south where we're still seeing flooded neighborhoods. you can see this kind of retention pond that runs along the road here collecting water so folks can get out and about. i do have to mention that so many businesses closed here, restaurants, stores, a lot of people hunkering down in a hotel. that's what officials want folks to do here is just to stay in place until the storm finally leaves the area. so throughout the day on monday, we should say, mainly dry with some rain starting to move back in. as harvey is expected to

out into the gulf and come back in, we'll see more potentially flooding rains into the middle part of the week until it finally starts to go away from the houston area on thursday. we have team coverage on harvey as we are learning what's next for the people stuck in the storm. >> angie goff at the live desk. >> aaron and eun, people are pretty much trapped until the rains end and there are still days to go as amelia mentioned. with all the people being rescued, dallas is planning to open up a mega shelter for anyone who does not have a place to go still. over the next couple of days, you're going to see that convention center packed with people from texas, to louisiana and you've said by the end of all this, we're expecting about 50 inches of rain more on the houston area alone. so we know that there are going to be many more rescues in the days ahead. eun? >> angie, do we know what the teams are doing to help people andth

the flooding? there's so much water. >> there are a couple of reservoirs in the area. crews are starting to release water from them. they literally started doing this hours ago overnight. they are planning to wait to get it all started. there was too much water. it's too full. they've never had to drain the dams at all before. this is something that they've never dealt with before. eun, back to you. >> that's how experts are describing this as unprecedented. angie goff from the live desk. thank you. of the images we've seen out of texas are heartbreak being. this is quickly becoming an iconic image from the storm. it shows several elderly people surrounded by waist-deep waters in their nursing home in dickinson, texas. after seeing this photo on twitter, the coast guard brought in a helicopter and saved 2 dozen residents. this is video of firefighters helping a driver who was stuck in a flooded car. look how high that water is. the driver had to crawl out of the back window to escape the rising water. firefighters

>> while we're watching this devastating video, the acts of heroism, people going above and beyond to help people giving hope during these awful times. >> stories of survival and helping. thanks to your help, one texas family is closer to being reunited this morning. while covering the storm, our amelia draper met a hotel employee who was worried about her family. her husband decided to wait out the storm with their young son at home. a picture of them there. her home started to flood and her husband couldn't get through to 911. amelia used facebook live to spread the word hoping somebody would help her family. the ordeal brought up painful memories of lucy who three years ago lost another son who drowned in flooding. >> now my husband is inside my house with my son 2-year-old toddler. and i just don't want to lose

>> the facebook live was shared by many of you and by stations. tv stations in texas. turns out that lucy's husband and son are safe. agencies from across our area are springing into action now to help the victims. virginia task force one. fairfax county fire swift boat rescue team left yesterday and will help with the rescues. truck loads of equipment and supplies are being taken down to texas. local volunteers from the american red cross moved its resources to texas yesterday to provide relief. >> montgomery county fire and rescue also sending help. the department tweeted that maryland task force one is headed to texas to help with search and rescue efforts. that's a team of 20 people. the two groups will join 26 other task force teams deployed to texas from around the nation. >> it is 4:36. want to give you another live look from houston this morning. we have much more coverage on harvey ahead, as well as in the nbc washington app. while you're there, you can find ways to donate and help th

victims. just search how to help. well, it was supposed to be a calm ending to the weekend in georgetown. but it quickly turned tragic. two men were pulled from the potomac river near the key bridge. we've learned one of the men is dead. we're told they were hanging out when one decided to jump into the river. the other went in to try to save his friend. one woman says her boyfriend tried to jump in and help, too. >> we saw like there was somebody, he was -- there was a boat there and he was trying to hold on to the side of the boat. he couldn't. he kept trying to hold on to it until we saw him go under. >> at last check the other man is still in critical condition. this is a story we'll continue to follow and update in the nbc washington app. 4:37 w.no we want another check on your weather and traffic. >> a look at the cool start you're going to notice when you head out the door with chuck and sheena in a second.

taylor and the breaking news on i-95. bring us up to speed, jack. >> the crash itself on 95 northbound occurred before the exit of 234 dumfries. all lanes were closed. traffic gets by on the right shoulder for now as the investigation continues. if you're on 234, either direction, ex pit north on 295, you are fiep. you're just beyond the exit itself. also activity in beltsville, northbound 201. that's kenilworth avenue, evanston road, blocked between cherry wood lane and sunny side road. kind of a tough start to the morning rush hour. i have to admit, i enjoyed the ride in. chuck and sheena, that was very nice. >> super comfortable outside this morning. temperatures way down into the 50s in the suburbs. a milder 60s around town. it doesn't feel like -- >> unseasonably cool this morning, especially fosh the kids at the bus stop. 67 in washon

good monday morning. we have a nice cool start to the week. if you're heading to the bus stop soon to drop the kids off, temperatures are going to be comfortable. in some areas in the 50s. so maybe you want a light jacket this morning. this afternoon, it's going to be a nice day. coming up, we'll talk about rain chances for tomorrow. that's straight ahead. we are staying on top of all the latest developments involving harvey. the army corps of engineers is working to prevent more homes in the houston area from being affected by flooding from local reservoirs. so crews have started releasing water from the reservoirs earlier than expected. officials say water levels are rising at a

inches per hour. president trump will get a firsthand look at the devastation in texas tomorrow. >> he visits his first major disaster since he was in office. tracie potts joins us with more. the president tweeted about the government's response and other topics. people are responding to that as well. bring us up to speed. >> the trump administration wants to act quickly and do it for a long time if this is going to be a sustained effort. not only has texas been hit by the hurricane but they've got 30 inches of rain expected. so flooding is a real concern here. their focus is trying to get a lot of resources down there quickly and keep them coming for a long time so people can get food and water and money to help rebuild their homes eventually. they are taking heat, though. so are local officials for not evacuating houston, putting mandatory evacuations in place beforehand so that there would have been fewer water r

we've seen hundreds and hundreds of people, over a thousand as you mentioned earlier having to be rescued is. so the president is headed down there tomorrow to get a look at the damage. >> do we have any information on which parts of texas the will be traveling to tomorrow? >> not a lot, eun. at this point, they're working on the logistics of that. i can tell you, in the past what typically presidents do this early in the recovery, they try to do an aerial tour because an on the ground tour with the security involved with the president drains so many resources from the people down there trying to help. >> tracie potts, live on capitol hill for us. tracie, thank you. it could be a long time, though, before parts of texas hit by the storm ever get back to normal. it they can, will you look at the damg here. >> the head of fema says the agency could be in the state for years helping with the recovery

hate. organizers are calling this the march to confront white supremacy. the women's march and afl-cio are two groups taking part. they plan to march 17 miles per day and stay overnight in churches. it will end in the district on september 6th. the march is the result of the deadly protests in charlottesville earlier this month. city leaders held a town hall to talk about the violence on sunday. many asked why the rally, which included white nationalists and neo-nazis was allowed to happen and want to know why police didn't stop the fighting. hon. orange the memory of dr. martin luther king, jr. sharp ton and 1,000 religious leaders will march from the mlk memorial to the department of justice today for the ministers march for justice. king died 54 years ago today. they're u yieted to represent the country's inclusive future. little lgu

are getting a new baseball park. the washington nationals dream foundation and other organizations will hosting a ribbon-cutting in annandale. the former mets catcher will be there to help open the field. it will be several styles of youth baseball play and serve the area by hosting little league games. breaking news on i-95. >> jack taylor is tracking the developments. jack, what's the latest on this? >> well, the good news, the crash itself has now completely cleared. so all travel lanes are open. unfortunately, camera is having issues. 95 northbound, all lanes reopened before the exit of 234 dumfries. traffic at one point on the right shoulder getting by. the last of all the flashing lights have cleared. good news as we get into the rush hour. in beltsville, authorities dealing with the cleanup of an investigation of a crash.

a recall from general motors to tell you about this morning. gm says some early chevy bolt models. low states of charge. that can make the electric cars abruptly stop. gm says less than 1% of the more than 10,000 bolts sold to date are actually affected here. they are now arranging to have the vehicles repaired. today, you will see the impact new ownership of whole foods will have on your pockets. the company says it will immediately start cutting prices. some fruits and vegetables, beef, eggs and peanut butter will all be cheaper. bargains galore if you go to whole foods today. amazon isn't revealing how they picked the items they wanted to discount or how much prices would drop. on the list we have we're seeing a lot of the organic produce and proteins will be cheaper. this has many customers
