family is safe. the water kept getting higher and higher. >> two minutes after the hour. good morning everybody. i'm aaron gilchrist. >> i'm eun yang. right now, thousands of communities in texas are dealing with historic flooding from hurricane harvey. >> we're going to check in on the local weather with sheena in a moment. first, chuck is tracking the latest on where harvey is headed. chuck? >> all right. what's left of harvey now. still a tropical storm. really going to unload tremendous apartments of rainfall down across the southeastern corner of the great state of texas. heavy rain is enveloping all of the houston area, particularly on the north and east sides of houston proper. still have flood warnings for the entire corner of south texas. this is probably somewhere around 40 or 50,000 square miles of territory that are under flood warnings at this point in time. this is not going to get better any time soon. this is

top of houses and buildings. some literally just strapped in, holding on for their lives. the rain is going to keep falling for days. this is what it looks like in houston now. this is what they're dealing with. high water all over the region. we know that today, texas governor greg abbott, he will be in houston to survey all the damage. aaron? >> angie, thank you. we want to continuing our team coverage now of tropical storm harvey. >> storm team 4 meteorologist amelia draper is in the houston area with more on the storm's impact and the possibility of more flooding. >> so here in webster, the area getting a bit of drying out right now. that's a good thing. we want to see the floodwaters come down. driving around, we're seeing areas that are flooded. you can definitely see how high the waters were. take a look behind me right now. we're along state highway 3 right now. you can see folks getting along here just fine. but back in the neighborhoods, further to the south and

city of houston and then again, just to the south where we're still seeing flooded neighborhoods. you can see this kind retention pond that runs along the road here collecting water. so folks can get out and about. i do have to mention that so many businesses closed here, restaurants, stores. a lot of people just hunkering down in the hotel. that's what officials want folks to do here is to stay there place until the storm finally leaves the area. so throughout the day on monday, we should stay mainly dry with some rain starting to move back in. as harvey is expected to go back out into the gulf and come back in, we're going to see more potentially flooding rains into the middle part of the week before it finally starts to pull away from the houston area on thursday. >> our thanks to amelia draper. she is getting ready for another day of covering the storm for us. you can follow her on twitter for updates and look for more of her reports tonight on news 4. >>

supposed to be a calm ending to the weekend in georgetown. it turned tragic very quickly, though. two men had to be pulled from the potomac river near the key bridge. this morning we've learned one was dead. the men were hanging out when one decided to jump into the river. the other wept in to save his friend. one woman says her boyfriend tried to jump in as well to help. >> we saw there was somebody, there was a boat there and he was trying to hold on to the side of the boat. but he couldn't. he kept trying to hold on to it. he couldn't. we saw him just go under. >> at last check the other man is still in critical condition. we're working the phones to get an update for you. you can look for updates in the nbc washington app as well. we're working to get you ready for the big day. students in fairfax county will be making lunches, gathering the backpacks. posing for pictures. i love the first day of school pictures on this first day of school. j

county for us on why this first day is so different than others there. justin, good morning. >> reporter: hey there, aaron and eun. good morning from glasgow middle school. moms and dads may have been looking forward to today. the kids perhaps have different feelings here. all because fairfax county public schools are starting one week earlier this year. the earliest start in recent memory. as for why that is, turns out the county qualified for a waver to push up the start date after years of dipping into its snow days. so that means in just about a few hours today, that fairfax county's 189,000 students will make their way back to class today. 1630 buses will help them get there. we can tell you around the clock effort last week of inspections and repairs got under way to get them ready for this big start. now, schools are beginning here today between 7:30 and 8:10 this morning. they're asking all drivers not just parents or students

another day of flooding. another day of this. neighborhoods where streets are now rivers. officials put out the call for volunteers with watercraft and people really responded yesterday here in dickinson launching both jet skis, canoes on the highway, if you can believe it or not. enough water on that road to launch a boat. now, here also in dickinson yesterday, as these neighborhoods were being evacuated by volunteers and emergency crews alike, there was also a photo that went viral of a nursing home with residents in waist-deep water. after that photo went viral, they were airlifted to safety. that's the reality of the situation here. a lot of people in tough spots and dire straits and not enough emergency personnel to go around. meanwhile, more rain is expected. the national weather service says by the time all is said and done, we could see up to 50 inches of rain in some areas. damages so far estimated

first, though, chuck is tracking the latest on where harvey is headed. i saw houston airport got 16 inches of rain yesterday, chuck. just monster storm there. >> absolutely. the numbers are just astonishing. people are not used to dealing with so much rain over such an extended period of time. two and three-day rainfall totals around metro houston are coming in between 20 and 30 inches of rain. perspective for you. tlaef had about 25, 30 inches of rain since friday in houston. we've had that same amount of rain since january 1st. eight full months of rainfall here has come down in a couple of days across the houston area. this is going to continue to be a big problem for many more days to come. it's going to take forever for all the water now raining upstream inland in texas, all that rain now has to go through the river basins back towards the coast. meanwhile, the projected track of what's left of harvey

this is in houston. a woman being partially -- pulled from partially submerged semi truck. look how high the water is. almost under their arms. you can see that one of his buddies saw the woman panicking in the truck and jumped into the water to get her out and get her to safety. they used a rope there to help rescue her. we've been seeing this so much throughout the devastation. everyday people going to extraordinary lengths to help their neighbors. that's the one bright spot in this. >> here, you can expect to see higher prices at the pump because of the storm. refineries in the houston area and corpus christi have been shut down since friday. how soon they reopen depends when the floodwaters start to go down. gas could go up between $.05 and $.25 per gallon over the labor day weekend. we're getting you ready for school in fairfax county. going earlier than ever

trying how to figure out how to keep money and resources going to texas. >> heading to the state tomorrow to get a firsthand look at all the damage. news 4's tracie potts is live on capitol hill for us. tracie, how are people viewing the president's response to the storm so far. his first big natural disaster. most importantly how quickly they can get money, resources, water and supplies down to texas and how long this effort can be sustained. one thing that we're hearing from the trump administration is that the flooding, they're expecting 30 inches of water there. of rain there. the flooding will be a long ongoing issue, a long-term crisis and absolutely, there will be a lot of eyes on how the trump administration responds to this. the president, as you noted is headed there tomorrow morning. we don't have a lot of details about that yet. tracie, any idea

we know when any president travels to a disaster area, they take a lot of people and things with them. it's hard to do when they're in the middle of this disaster. >> exactly. it takes a lot of security. oftentimes, presidents will do aerial tours but not go right into the areas where wlooer seeing the most devastation because it takes a lot of resources away from what is a rescue effort down there. they've recovered a thousand people so far in water rescues. they're trying to get people to safety. typically, when presidents go down, they don't want to get in the middle of that. the president says that's his first priority. >> tracie potts on the hill this morning for us. thank you. activist reverend al sharpton is headed to the district to honor the memory of dr. martin luther king, jr. sharpton and a thousand religious leaders will march from the mlk memorial to the department much justice. it'

washington 54 years ago today. organizers of the event aree nighting to represent the inclusive future of the country. setting out on a 100-mile march from charlottesville to d.c. to fight hate. organizers are calling it the march to confront white supremacy. the women's march and afl-cio are just two of the groups who will take part. they plan to march 17 miles per day and stay overnight in churches. the march will end here in d.c. on september 6th. that march is a result of the deadly protests in charlottesville earlier this month. city leaders held a town hall meeting to talk about the violence yesterday. many in the crowd asked why the rally, which included white nationalists and neo-nazis was allowed to happen. they also wanted to know why police didn't stop more of the fighting. it is 5:48. today you'll have another choice for your commute through the district. >> part of beach drive is back open after months and months ever being closedan

work done there. adam tuss live in northwest d.c. with a look at the new road and the other closure that's going to be happening. adam? >> reporter: that's right. but let's focus on the good news first, aaron. throw your hands up everybody. we've waited a year for this. there are no road closed signs here at beach drive. of course, this is right where rock creek parkway hits beach drive. it's back open for the first time in a year. take a look at this map. i want to show you the closure points. if you see the red on your map there from tilden street up to joyce road northwest, that's a new closure point going into effect. this is a multiyear project, remember. beach drive, the green section here that runs from rock creek parkway up to tilden street, that's the section that so many vehicles use and past the national zoo. that is now back open. we had a chance to drive on beach drive recently. take a look at the new road surfaces, new drainage, better pedestrian crossings for people getting to and from the zoo. there's a

pudge rodriguez field in annandale. the former catcher will help to dedicate the field. the renovated field will serve the community by hosting mason district little league games. very nice. ballpark brings a community together. we've been seeing amazing pictures out of texas. we've shown you some of the rescues from the flooding there. >> most of the rescues included people, family and pets. deputies in one county rounded up a herd of cows trapped in the flooding from harvey. two dogs and even someone on horseback helped steer these cows away from the danger. they trekked down a highway about 40 miles outside of houston. that wasn't the only cow rescue here. this is a herd of dairy cows escaped from their farm to look for higher ground. >> wow. >> all these images coming out of

and the rescue efforts. still just breathtaking to see. >> many more days to come before we -- >> unbelievable. we've had about 30 inches of rain in washington for the entire calendar year to this point. they've picked up the same amount of rain over the weekend. really just some incredible stuff. one of the stats that i saw, houston with all of the heavy rain they've been known to have over the many years, they had their wettest and second wettest all-time days. 16 inches of rain yesterday in one of the houston airports. just a tremendous amount of damage in texas. we're on the dry side of things for sure. 67 degrees now. temperatures in the suburbs are way down into the 50s. it's nice and comfy this morning. here's your weather. we'll pick up extra cloud cover once we get into the second half of the day today. not much of a rain threat until this time tomorrow morning. could have showers developing as early as 5:00,
