>> overnight at rains battered texas, they're bracing for more rain. tropical storm harvey more than a history making disaster dumping more than two feet of rain over the weekend, another two feet expected to come. the catastrophic flood be conassuming homes, cars, eerch entire highways. the army corps of inning nears taking emergency action overnight releasing water from two res voirz in the houston area to reduce the risk of destructive flooding. residents have been wading through chest-deep water to salvage what they can. >> all i could grab was my wallet and my phone, that's all i knew grab. >> thousands have been left stranded by the storm as first responders scam tobl say them by boat, by truck, and by helicopter. but some have already lost everything. >> we prayed a lot

tearing roofs off buildings. but now the fear is the heavy rain that will go on for days. texas governor has acc vated 3,000 national guard troops and tomorrow president trump will travel to the hardest hit areas. fema's administrator telling nbc news the president is extremely kurnd concerned about the resorss on the ground. still, with the storm not yet over, the federal government is preparing for a long recovery effort. >> it's going to be years. it's going to be years. >> reporter: let me put some of those pictures you just watched in perspective. we talk about rooizing flood waters. they did rise but they also go down. there's a drainage system here and it works to a limited extent but it's been overwhelmed. water you see behind us was a lot closera i few hours ago. it's receded, let another downpour happen, which will likely happen, you'll see it come up again and, savannah, and craig, it makes

are trurng now and they have nowhere go. in other homes you can see trees have to will on top of the homes and those homes will not be habitable in part because this rain is still coming through the broken roofs. lines, lines, and more lines today as people get out in their cars, try to get gas as well is searching for food beyond just this kitchen that has been set up. but finally, the real concern say long the gaut loupe pay river here. that river is expected to crest 32 feet above sea level, historic flooding convenient here that will happen they believe by wednesday. police have been going door to door knocking and telling people who live along the river there that they need to evacuate and get out before the water comes on wednesday. many people there telling us they didn't even know about it because they have no electricity and telephones, they don't know what's going on. they are cut off and thankful that the police decided to come by and tell them there's

flood and another disaster looming here. craig. >> kerry, thank you. >> this is an unfolding disaster it's far from or. some areas bracing for get in, another two feet of rain in the coming days. nbc dylan dreyer's our meteorologist she's in houston and has our forecast. what are we expecting? >> good morning, savannah. that's exactly root. there's still another 15 to 25 inches of rain go with this storm. it's not going to let up until the milled of the week. the radar tells a huge story here. we have feeder bands that are coming in off the gulf of mexico. it's an endless subpoenaing supply of that warm, moisture, tropical air and that helps feeds these storm. line of heavy investigate rain has shifted east in beaumont texas and over into parts of louisiana. but the storm itself is moving 3 miles per hour. so it's still meandering in the same general area. it's g

gulf of mexico that the help maintain this tropical storm status as it ticks to turn slowly to the north as we get to the end of the week. so far we have picked up about 15 to more than 30 inches of rain in and around the houston area and across eastern texas, but we have more go. the storm system again as it sits and taps into the gulf of mexico, we are going to see these heavier tropical downpours continue. look how expansive the flash flood warnings are extending into lake charles indiana. when all is said and dawn quo pick up 50 inch of rain in some areas. again, we still have a long way to go and it's hit and mitts. sometimes you get a break, the waters recede a bit, then you get another downpour and the waters come back up. not to mention river flooding and bayou flooding that could last into next week as this water needs a place to go. >> thank you. we'll be checking back with you as t

now we're joined by one of the top officials in houston. judge ed emmett. thank you for being with us. >> good morning. >> i'm sure you've been up all night. in your view, is the worst over or is the worst yet to come? >> well, we don't know the answer to that with the we hope the worse is the over. it looks like those feeder bands are moving to our east a little bit, but we're just focused totally on live and safety of our residents at this point. >> judge, over the weekend as houston started to fill with water air lot of folks watching the images started to wonder why was there no mandatory evacuation issued? you can walk us through that decision? how you guys decided not to issue that mandatory evacuation order? >> absolutely. when a hurricane comes, you know to get people out of harm's way, you know where the storm surge is is going hit. so we have a very

process for moving people out of storm surge. with a rain event over a county of 4.5 million people, you don't know where the rain's going to fall and which neighborhoods are going flood. if we had gone out three days before and said we won't 4 million people to leave harris county, that would vein totally nonsensical thing to do. we didn't know where it was going flood, what neighborhoods were going flood and if we had told people to do that they probably would have laughed at us or ignored it. >> i want to ask you about a call that went out from tloevlz, i think yesterday, anybody with the boat come help if you can. do you have the resources you need? are you still asking for the private public's help to help you with these rescues? >> one of the great things about this community is neighbors help neighbors. and so we knew that a lot of people were helping with their boats. but the state of texas did a great job of making resources

couldn't travel the highways. so yesterday during daylight we wanted to maximize our ability to get people out of harm's way, get people off rooftops and so i'm the one who said, please, we're going to organize an effort for community volunteers to come forward. they saved a lot of lives. >> you've got millions watching and listening, millions of good-hearted americans who rise to the occasion in situations like this. what do you want them to know about what's needed right now in your county? >> well, you know, the red cross is here, other agencies are here, there have been funds set up. this is, as everybody said, it's historic, it's unprecedented, so this is going to take us months, years, to get back to normal and so any help that people can send, we would certainly appreciate. >> and, judge, the president is expected to come to texas tomorrow. will that be fu

gabe working hard all weekend. thank you very much. >> let's bring in dylan dreyer for more on the flooding. this rain is not stopping. >> it's not and that's the problem. we still have several days of the rain not stopping. if you look at the radar you can see that the fooder bands are now shifting to the east and that's where we're getting the bulk of the heavy yet rain training over the same area for hours and hours. that's moving into southeastern louisiana. but we have these pop-up downpours that develop because we're feeding into the gulf of mexico and seeing that moisture coming down. now, the storm itself is still a tropical storm, southeast at 3 miles per hour it its direction. but watch what happens as we go through today into tomorrow, into wednesday, while we will see the bulk of the heaviest precipitation try to move to the east, we're still not in the clear from heavier pockets of downpours that could produce 1 to 3 ichlks of rain in just an hour's time. we're still look at an

inches of rain creating totals of over 50 inches. the flash flood warnings, how expansive they are and the river flooding and bay uflooding is going to be a major issue. the buffalo bayou, the highest level it's been was 61.23 feet. we're all are the 65 feet and it's forecast to gup to 70 feet spot we're look at extreme flood agos this water continues to trickle in these bayous, streams, and rivers in this area. now here's a peek out your window. >> now we could see some of the remnants of harvey by labor day weekend. in the meantime, we are drooig. 64 degrees outside right now, northeast wind that's going to keep us unsystemly cool throughout the afternoon. many areas still in the 50s, 57 clinton, 54 manassas, 57 in gaithersburg. tomorrow many area of the low pressure off the southeast coast that will be here. so we vin creasing rain chances for your tuesday.

seeing the heaviest of the rain. the good news, i guess, for this area is is that the line of torrential dine powers with rainfall rafts 3 to 4 inches per hour has shifted into louisiana. but we still have the threat of flooding in louisiana near lake charles where some of of that rain is coming down. the storm is not moving much so we're going to continue to tap into the gulf of mexico, pull in that moisture and still looking at a widespread ten to 15, 20 ifrmgz of rain putting storm totals over 50 inches in some areas. why is this storm not moving? we have a real pattern in the upper atmosphere that's creating this block, really. we've got a high pressure to the east and a high pressure to to the west and in between there's no real current that's going to push this storm away. it's as if you dropped a leave into a pond unless there was a breeze to move it along it's going to sit and spin. and unfortunately it's sitting and spinning right near the gulf of mexico where we tap into all of that moisture. sot

it's kind of going to be the story for the next several days at least through wednesday morning. we'll be in and out of these tropical downpours and they could produce several inches of rain at a time. looking at the radar you can see the situation that we're dealing with here. we have these streamers coming in off the gulf of mexico, most of the really heavy rain has pushed over into louisiana so flooding is an issue there. but we have these pop-up downpours that will continue to just rotate around the area, pinwheel around this storm. that's only move southeast at 3 miles an hour so that's why it's going to be an issue for tefrl several more days. we are looking at the storm to maintain its strength and then possibly make a third landfall just east of galvis ton as goe into wednesday and again that would be a record because a storm has never hit texas with two land falls spot we've already broken the record there. we've picked urp about 15 to more than 30 inches of rain and we still have more rain go. look at houston, more than 2 feet of rain already and we're still in the middle of this
