at least three people are confirmed dead including a woman who died when a tree fell on their trailer. a family of six are missing after their van was swept away by flood waters. there have been more than 3,000 rescues with 1,000 of those happening in just the last eight hours. tomorrow the president and first lady will be traveling to texas to see first hand some of the damage and the federal response. >> you're going to see very rapid action from congress, certainly from the president and get your funding. we expect to have requests on our desk fairly soon. we think that congress will feel very much the way i feel. texas is a unique place. it's a great, great state, great people and i think you'll be up and running very, very quickly. >> the president's visit comes as the threat for texas and louisiana is far from oveit

inches of rain by the end of the week. the flooding expected to get worse in some areas. as we look at the images out of texas we are hearing incredible stories of survival. amelia draper is in texas with the story. >> reporter: right now the rain continues to come down under flash flood warnings until wednesday at least. this brings the total amount to over 30 inches. we tried to check out the flooding today. we were only able to make it five miles from the hotel and look at the unbelievable flooding that we saw. >> it's amazing how i'm getting choked up just talking about how people are coming together to help each other. it's amazing. >> he lives here and we are in the sage mont area but we had to get her son. >> that's my son. >> oh.

>> is your home flooded out, sir? yeah. >> i know. >> they were cutting down, making holes in the roof for checking if people were inside the roof and we pulled six people out of a roof that way just by sheer luck. >> we have seen people carrying blow up mattresses with their stuff on it. one person had a big rubber duckies for a swimming pool and using that to transport stuff. we have seen a little bit of everything. >> well today would have been the first day of school for us. and, i mean, now i mean, today's more like a lesson in survival than a first day of school. >> we have been extremely lucky. look at the road behind me. this is not indicative of what we have been seeing, cars still able to get around and the streets not flooded at all. officials are urging people, pleading with

passed and the flood waters are able to go down. this event, at least the rains will continue through wednesday even thursday and then anyone's guess how long it will take for the waters to go down. back to you. an eerie sight in new york city, the empire state buildings lights turned off in similympat for the victims of harvey. >> harvey continues to drop a historic amount of rain on texas but it is about to get interesting at home too. >> it's a separate tropical system much smaller than harvey just off the coast of the carolinas. what's going on? how is it going to affect us? here. and it's a system that looked like it might become a tropical storm. but it will be more like a nor'easter making its way across our area. that why you saw the high surf in ocean city. along areas there, a high wind watch in effect for winds 40 to 50 miles an hour. for us it will be windy and wet. have the umbrella tomorrow morning. rain will be likely, heavy at times from the i-95 corridor off to the east. some of you may only stay in the 60s. this is an event that will be a fairly quick one. it moves out but the rest of harvey moves our way for the labor day weekend. will have an impact on the holiday. i'll have the impact in a bit. in the aftermatsz of a disaster like harvey two things that can help storm victims are money and blood

out. go to the nbc app and search harvey happen. a look at a metro station shooting that put so many in danger. this was friday around lunchtime. you can see two guys, one of them shooting down the escalator into the station. they both run off and tossed the weapon. the victim took off too. if you recognize them you are urged to call d.c. police. the prime minister of japan is calling for a u.n. security council session. this time a missile flew over northern japan before plunging into the water. japan's leader spoke with president trump about the test. this show of aggression by north korea comes as the u.s. and south korea conduct military drills. the "washington post" is reporting an executive from the

reached out to a putin spokesman during the campaign. he was trying to make plans for a trump tower in moscow. this comes as a special counsel investigates the president's relationship with russia. earlier today we learned they are trying to determine if they were trying to hide the mao reason for a meeting. surveillance video may help track down someone who wrote hate messages on a church in virginia. they found these racist fliers taped to the front door yesterday. the messages reference the ku klux klan, nazis and confederates. a minister had this message for whoever put those posters up there. >> a lot of organizations like this claim to be christians but christianity is not about

>> the minister says that since it happened other groups have reached out to support them. more than a dozen college students aren't starting class this week as they expected. american university has now expelled 18 students because of a campus controversy that just won't go away. our shomari stone has our report. >> it was never something i thought was going to continue. >> reporter: these two aren't surprised that american university expelled 18 students and placed one on probation from the underground fraternity called ei. >> tell us about their reputation on campus? >> they have a bad rap as someone you shouldn't affiliate with. >> reporter: the university expelled the studenter for hazing, underage drinking, physical violence and sexual assault. >> i think the campus reaction is everyone is relieved. >> reporter: this is a reporter for thede

he has reported on ei. >> in 2014, there were members accused of trying to hit one of their pledges. >> reporter: school officials say the national fraternity suspended their american university chapter in the year 2000 accusing the group of violating hazing and alcohol rules. au withdrew the charter a year later and they were been operating you should the name ei without official recognition for 15 years. the interim vice president of campus life says this group has perpetuated and presented a threat to the safety and well being of our students. this should send a strong message to anyone involved with groups engaged in activities prohibited by the conduct code. american university will not name the students because their records are confidential. under federal student privacy laws. i'm shomari stone, news 4.

going to have the bikes for ten minutes for riding down the hill. >> reporter: but that not what she was charged. >> on the next day i happened to be checking my bank account and saw i had this crazy charge. the charges ended up being $157. >> reporter: here's what happened, chantal's bike didn't lock when she went to dock it. she didn't wait for this green light to go on. so the fees just kept adding up. >> i physically had to come down to this kiosk, locate the bike and dock it properly. >> the first time i was like why is it still unlocked? >> reporter: jessica purchased a bike share pass at the kiosk and didn't read the disclosure agreement on the screen, all 133 pages of it. >> i skimmed you withrough the time. ep

after riding more than one hour. on the bike it says first 30 minutes are free. usage fees begin thereafter. but what it doesn't tell you, dock your bike every 30 minutes, within those 30 minutes to avoid these extra fees. >> and i had no idea. i didn't know that. >> reporter: it's listed on page 28 and online. kim lucas, capital bike share's program manager says that you must agree to the usage fees. >> some of the time it is hidden in our documents but not hidden is the fact you have to press the buttons that says usage fees apply to trips over 30 minutes, yes or not. >> reporter: capital bike stands behind its fees and charges. >> do you think it's c.

>> i think it's taking advantage of people. >> reporter: chantal did get her money back. capital bike share has launched an app that allows you to rent and track your rental in realtime and offers text alerts to let you know when you have gone over 30 minutes. >> capital bike share tells us out of its 18 million trips most people understand their usage fees and benefit financially. and here's something we learned as well. capital bike share joined with george mason university to review the fare structure and reviewing bike share programs from around the country and around the world. >> a lot of reading just to ride a bike. >> but now we know what we have to do. so the worst isn't even over yet. this is a hurricane like we have never seen before. >> we haven't. this has been stalled since friday and into

we started to see flash flooding saturday and sunday and all day today. we got a lapse around houston today. but look at the radar down around the houston area and the fire hose on the galveston bay area. and that is just dumping rain once again all over the houston region. you see these bands coming right in off the gulf of mexico and just dumping inch after inch. we could see overnight tonight 4 to 8 inches of rain in this area right here. some locations could get a foot by early tomorrow. it's amazing what we continue to see here. the system is back over open waters. and you can see some flooding rains in parts of louisiana and new orleans picking up close to 2 inches today. they will get more around new orleans tomorrow. here's the advisory as of 11:00, 45 miles an hour moving at 3 miles an hour. that's why this

prolific rainmaker. it has not moved over the past few days. it will be moving up to the north and by thursday it will be in portions of louisiana, giving the houston area 6 to 10 inches of rain. same deal for portions of louisiana. just amazing the totals we're going to continue to see and we'll be talking about this flooding for months, if not years. now, for our weather, what are we seeing? you see a lot of rain just down to the south making its way to our area. we're watching this system down here. earlier it had a chance to become tropical and right now it could become storm number 10. winds are at 40 miles an hour and it is going to make its way up the carolina coast toward the outer banks where we have tropical storm warnings in effect. this is still going to bring high winds. 50

here. that's why ocean city are under a high-wind watch for 50-mile-an-hour winds and it's expected to reach near hurricane strength out in the atlantic. but for us it's primarily a rainmaker and a nasty maker. that's what we're going to get tomorrow. a nasty day on tuesday. the rain at 8:00 a.m. the morning commute will be socked in. same deal around noon. around 4:00 still dealing with the rain. it's going to be windy and cool. high tomorrow in the upper 60s to around 70 degrees. well below average for this time of year. some locations with an inch of rain tomorrow. but it moves out very, very quickly. highs on wednesday around 79. 85 on thursday. then for the weekend, this is a forecast if you have labor day plans, very tough, is the rain coming on saturday or sunday? it's a lot to watch as the storm
