who can lend a helping hand. >> 4:31 our time. we're keeping an eye on several other stories. >> there are major developments out of north korea now. north korea launches another ballistic missile and this time it sends it right over japanese airspace and then plunging into the pacific ocean. it set off japan's warning system advising people to duck and cover. japan's prime minister now calling it a significant threat and he's requested an emergency meeting of the united nations security council. it came at the same time japan's military was practicing deploying apt missile batteries at three u.s. bases in japan. a chaotic crime scene in new mexico yesterday. two women were killed and four others injured when a man opened fire there. the gunman ultimately surrendered to police when they entered the building. right now, they don't know what prompted the shooting.

underground fraternity called e.i. they've been expelled because they're allegedly involved with hazing with physical violence and assault. the fraternity has a bad reputation on campus. >> they got a bad rap as being people who aren't really something you should affiliate with. >> well in a statement they said "this group perpetuated and systematically presented a threat to the safety and well-being of our students". >> university officials will not name the students because their records are confidential under federal student privacy laws. school starts in prince george's county next week. county executive rushern baker and maxwell will host a news conference to talk about this. last year governor hogan

good morning everybody. favorite time of the day. 4:44 a.m. on a tuesday morning. indeed, a cloudy start to the day today and the rain could be rather heavy at times. the morning commute promises to be a painful experience for many. raindrops always slow things down. we're tracking raindrops and timing in a few minutes. right now, a rare sight in new york city. the empire state building completely dark. lights are turned off in a show of sympathy for the victims of harvey. 15 before the hour right now. today, president trump will make his way to texas to survey harvey's damage firsthand. >> the president previewed his trip yesterday and praised the response from federal and local officials. >> things are being handled really well. the spirit is incredible of the people. the coordination between all of the different services, as you know, has been going very well.

he's done an incredible job. >> news 4's tracie potts is live on capitol hill now. tracie, what parts of the state is he going to visit? >> he's going to corpus christi and austin and areas where harvey initially hit as opposed to houston, which is really now in a crisis mode, flooded with water, dealing with the security of a presidential visit isn't feasible there right now. not to mention the roads getting in and around houston. he'll be in corpus christi. he's going to visit some of the emergency operations there. he's also going to visit the emergency operations center in austin. one of the things that the president talked about is money flowing from washington to texas. he answered a reporter's question yesterday saying that despite some of the challenges that they're having on capitol hill with appropriations this month, he doesn't expect that will affect the emergency funds that they're sending. >> tracie,

have seen an jup uptick of crime. they say some were drinking and using drugs in the area. this is near the boat club, which has also seen an increase in petty crime, like bike thefts. >> the two men who died, one jumped into the water, the other jumped in to save his friend. police in frederick want you to look at this teenager. his name is kyle rosen dahl. he disappeared last thursday and last seen at his home and no one has been able to reach him since then. if you do spot him, please contact police. today, students who never knew second lieutenant richard collins iii will take a moment to honor his memory. there will be a moment of silence at bowie state university and the university of maryland for the murdered student. collins was stabbed to death in may on mad ryland's campus days before he was to graduate. moment of silencend

will happen at 12:05 p.m. on both campuses. in memory, a moment of reflection -- police in frederick, maryland want you to take -- we'll go back to the bowie state university campus community joining the university of maryland college park for a moment of reflection to honor the life, as you mentioned of lieutenant richard collins. we know that umd students are not going to hear the marching band story we talked about earlier. we're going to hear them play my maryland before the first home football game this season. the school says it's because the song has pro-confederate lyrics. the official state long includes a reference to northern scum. the university said it's not playing the song to evaluate if it is consist at the present time with the school's value. most students admit they don't know the

the eastern seaboard south of here. at boston's airport this morning, steps are being taken to move traffic on the ground. >> the operators of logan international airport are going to study a plan that would charge drivers who pick up and drive off passengers. the boston globe reports that it's an attempt to curb congestion and pollution. it's part of an agreement with the massachusetts port authority and an environmental group. it won't oppose the agency's plan for parking spaces at the airport. a way to get them to add features. i don't know how that's going to work and how you do that. it's something we've been warning you about since before hurricane harvey made landfall. >> gas prices could be skyrocketing. some of the biggest refineries in texas could be -- when the storm passes, it could be a while befor

get back to work since most roads are flooded. gas buddy says prices in our area could climb $.15 a gallon because of this storm. what we're seeing in houston is unprecedented. we know that. we've also experienced our own massive flooding here over the years. river and storm water flooding have prompted millions in spending to hold back or drain the floodwaters. along the southwest waterfront here in d.c., the $2 million wharf project will be built several feet higher to accommodate rising water or flooding. >> the newer seawall part of the development you see that that's much, much higher and that i think, would survive a 500-year floodplain if not higher. >> several agencies and museums have been installing more equipment and barriers. officials say catastrophic flooding is only a matter of time. >> answer for
