today. we have the storm ranger monitoring conditions on the maryland shore. plus, relentless rain and rescues. harvey won't let up. new video of more rescues happening around the clock and the impact that harvey will have on your weekend. good morning everybody. it is tuesday and i'm aaron gilchrist. >> i'm angie goff. >> we have full team coverage but it's going to feel more like october today. >> chuck bell and sheena parveen begin our coverage from the storm team 4 weather deck. it's wet outside. >> it is wet outside. we have two umbrellas to make it look more dramatic. >> the dueling umbrellas out here. >> it's chilly this morning, too. >> yeah, in the low to mid-60s with the rain falling right now. not going to get out of the 60s today. might get up to as much as 70

downtown. that's about it. >> there's a look at the radar over the last 12 hours. from dry to wet as the rain moved on in. this rain will not be coming to an end probably for another 12 hours or more. both commutes will take it on the chin today. the morning's commute is mostly wet. the afternoon commute not only wet but windy as well. kind of a high-profile vehicle, hold on tight to the wheels. could even have wind restrictions on the bay bridge later today. >> for more on the traffic impacts, let's go to wtop and dave dildine. >> chuck, we've got one big impact right now and looking at a live shot of i-95 in laurel. northbound between 212 and the icc. it's a jack-knifed tractor-trailer. that is one result of the weather. the traffic is channeling around it. down below, authorities are scene. it's flared off. it's causing a traffic jam and roads are quite slick. in some cases quite slow. give yourself a little extra time if you

back to you. dave, thank you. as chuck and sheena mentioned, while the rain will be bad here, ocean city maryland also going to get hit pretty hard. we're monitoring the conditions there. we'll have a live report from the boardwalk in about ten minutes. we're also tracking harvey this morning. the texas national guard working around the clock, rescuing families from their flooded homes in many cases. take a look at this video. guardsman carrying a toddler while they're away from the flooded home. another guardsman puts a woman on his back. that carries her through waist deep water carries her to safety as well. at least nine people are feared dead, including a family of six believed to have been swept away. >> president trump and the first played i will get an up close look at the rescue missions and all the damage done in texas. visiting

austin. they will tour the public operation's center in austin. >> close to 7,000 people in a dry, safe place to sleep overnight. they'll wake up in a texas convention center. it's been transformed into a red cross shelter. this is in houston. the same convention center was used as those affected by hurricane katrina 12 years ago. ten more inches. people in texas can't take any more rain. but it is on the way right now. >> as of this morning, 3,000 people have been rescued from high water. places are opening their doors to help people out as well. sarah dallof has the latest from dickinson, texas. >> reporter: aaron and angie good morning. a fifth consecutive day of rain bringing more misery and more destruction. this is in texas where we're just outside of now under a mandatory evacuation and mandatory curfew

storm victims really need money and blood donations we're told. >> five minutes after the hour. back here at home, this video probably shocked a lot of people. you see two men running here. one starts shooting down the escalator at the columbia heights metro station on friday around lunchtime. we don't know if the other man was hit by the gunfire. that weapon was tossed. they want to hear from anybody who recognizes them. 6:05 right now. american university hoping that expelling students sends a powerful message at the start of the school year. >> this rounds an underground student fra terpt. justin finch on the campus of northwest d.c. students say this has been a probable lenl for a while. >> reporter: aaron, about 15 years to be exact. the so-called underground threat and it's years of reported risky behavior are now busted. 18 students involved are now expelled and one student is now on probation. they call themselves epsilon iota or ei. th

campus after the fraternity pulled a chapter here in the 2000s. after that ei kept going despite not being official. since the early 2000s they have been tied to underage drinking, hazing and physical violence. three years ago, more calls to shut ei down after -- drugs and sex assault. here on campus, students say ei's actions were never a secret. >> they kind of got a bad rap as being people who weren't really something you should affiliate with. >> it was never something i thought would continue. american's campus life office released a statement after the 19 students were disciplined. epsilon iota, systematically presented a threat to the safety and well-being of our students. this should send a clear, strong message to anyone involved with ou

prohibited by the conduct code. we can also tell you au student paper is reporting that both campus police and d.c. police have been looking into ei's activities. we're live on american's campus. i'm justin finch. news 4. back to you in the studio. >> justin, thank um. you may notice more police officers on patrol at the university of maryland in college park today. that is because officers are investigating now two indecent exposure incidents. police say they -- 7:15 and 7:30 on sunday morning in the parking garage. in both of these cases a naked man approached female students. officers are reviewing nearby camera footage. >> today students who never knew second lieutenant richard collins iii took a moment to honor his memory. there will be a moment of silence at bowie state university and university of maryland for the murdered student. collins was stabbed to death on maryland's campus

good morning. we're looking at very wet start to this tuesday. all day long, area of low pressure off the carolina coast. it's a tropical system that the rain is already here across almost the entire area this morning. take your time on the roadways and before the kids on the bus stop. make sure they have the umbrella. the rain coat through the afternoon. the temperatures stay cool too and the winds will start to increase. we'll talk more about this and what you can expect for labor day weekend coming up. let's check the road with dave dil dildine. >> no

media reports, post rather claim that his houston-based mega church was closed to flood victims. >> people are wondering where is joel osteen in houston when we're going through epic floods. maybe in the basement but not here. you know how many thousands of kids and families, at least show you care and offer it. >> that lakewood church in houston put out a statement saying the church is inaccessible due to flooding in other parts of the building. osteen said the church never closed its doors and will continue to be a distribution center. 52,000 people attend that church every week. you have a child with a smartphone? are they on social media? this might be a story you want to listen to. social media may be doing something to your child's mental health. >> users feeling inadequate and having more anxiety after using the

instagram, along with snapchat, facebook and twitter also affect teens' behavior. teens who spend two ours who more on social media are most at risk. to curb that behavior, parents are encouraged to monitor their child's social media activities. you might normally think of a public library as a safe place to spend the day. in new mexico, a quiet library turned into a chaotic crime scene. two people were killed and four others hurt when a gunman opened fire. i don't know what prompted the shooting but it's an experience he will never forget. >> life changing experience. you'd never think you'd be in a position in the safest place in the county. >> we know the two people who died were women, we believe, who worked at the library. the gunman ultimately sur en -- when you show up to sunday school, usually you're greeted by a smiling

favorite bearded player was back. jason wuertz smacked a two-run homer. the nats beat the marlins 11-2. >> nice to get that. if you're just joining us right now, it is a weather alert day. you can tell by looking at the radar here at nbc4. if -- it's moving up the coast bringing us lots of wind and rain. >> matt delucia from our philadelphia sister station. he's live in ocean city, maryland. >> reporter: good morning. it's not a beach day, that is for sure. this is what we're seeing here. we've seen more of that rain starting to fall here within the last hour. right here along the ocean city beach, we see that the beach patrol has taken down some of the lifeguard stands in advance of storm. just preparing for the heavy winds that are going to be coming up in this direction. we're starting to see the wind pick up. starting to see the rain pick up within the last hour.

can see not too many folks around here. although there are a few people getting in the morning run. they're not letting that stop them. you see the effects of the wind on some of the flags and the other items here on the boardwalk. the two big things that folks will be watching around here will be the wind and also the heavy surf. that is a big concern for folks who are heading out to the beach. you want to swim in front of a oif grard stand. it might be a good idea to skip the beach day. there is that risk of rip current that could potentially cause a big problem if you're going to be out here on the beaches. we do have storm ranger in this entire area we're monitoring with our mobile radar. we're going to head over there and we'll see you in about a half hour with the technology that we're mapping this entire area and where we're seeing the heavy rainfall starting to move in

hours. if you're headed to the eastern shore of maryland, might not be a good idea as far as a beach day is concerned. guys, back to you. >> matt delucia from nbc 10, our philadelphia sister station. thank you, sir. not a beach day at all. >> no, not. in addition to being blustery, this is an all-day event. when we talk about the temperature drop, we're not going to go there. it's not going to be only rainy, but cold. >> the average temperature 85 degrees. today, barely 70 at most. a real chill almost in the air. the battle between summer and fall. fall is totally going to win the day. off the coast of charleston, south carolina, it's not a named storm. the hurricane center has been keeping a close eye on it the last couple of days. whether you call it irma or a pain in the neck, it's going to throw moisture and a lot of it in our direction today. plan on half an inch to

of rain at the least. some places east of i-95 towards southern maryland might get more than that. rain on all corners of the beltway this morning. it's going to stay that way. here's future weather. look at the bright yellows and reds. that's the moderate to heavy rain stacked up on i-95 between now and 9:00, 10:00. even up towards lunchtime, a little bit of a banding effect of the heavier rain from baltimore to the north sides of the capitol beltway. then down into parts of southern maryland. each as late as 3:30, 4:00, 5:00 in the afternoon, pockets of moderate to heavy rain primarily from washington eastbound. once we get past 3:00 or 4:00 in the afternoon, rain should taper to showers. rainfall amounts could be on the high side today. an inch to an inch and a half in southern maryland. lower rain totals up to the north and west. the northern shenandoah valley, northern maryland, maybe a quarter of an inch or so of rain. temperaturewise, low to mid-60s now. probably not going to get to barely 69 or 70

temperature later on today. the remnants much harvey are coming our way as we get into the weekend. both saturday and sunday we'll be able to narrow down the timing more. just know that there's a rain chance both saturday and sunday. labor day, monday, is looking rather pleasant. the ten-day is coming up in a few minutes. coming up, it is traffic time. let's go to dave dildine. >> nothing pleasant about traffic this morning, chuck. northbound on i-95 toward laurel, maryland. chopper 4 is flying above a jack-knifed tractor-trailer on that rain-slicked pavement. that overpass is gunpowder road where traffic gets by in two right lanes. let's take you off to virginia. southbound 395, a crash on the right side after the pentagon. getting by the left. inbound traffic is slow on inbound 395. there's a problem at the main avenue signal that leads off the freeway. that's the latest from traffic-land. back to you.

the university kicked them out because they were accused of taking part in an underground fra terpt. epsilon iota or ei, allegedly took part in hazing, underage drinking, physical violence and sexual assault. justin finch is following the story and will have a live update ahead at 6:45. >> new developments in the russia investigation. the "washington post" reporting that a top executive from the trump organization reached out to russian president vladimir putin's spokesman during the campaign. the post says he was looking for help in a stalled trump tower project in moscow skbliefrmt we've learned that the area where two men droupd in the potomac river have seen an uptick in crime. there are dozens of people near the top of the aqueduct bridge in georgetown. they say some were drinking, some using drugs. this is right near the boat club which has already seen an increase in petty

bike thefts. the two men who died, they were friends from manassas, virginia. one of the men jumped into the water and that has when the other jumped in to save his friend. >> what do you do if you call 911 and the call goes to the wrong dispatchers? we're working for you with answers. after that happened to people in the tacoma neighborhood of northwest d.c. on sunday. tamara robinson says she was at a starbucks there when a worker collapsed. she says witnesses called 9-1-1 but several of the calls went to dispatchers in nearby maryland instead of d.c. robinson says people start today panic. d.c.'s office of unified communications says this happens along border lines. >> unfortunately, it is out of our hands. we do have a voice in it, which is great. but it is on our carriers. we have a relationship with them. we're all open. >> we're working on a campaign aimed to help callers where they're calling from. there's a new 911

live with how the school is dealing with this underground student group. justin, it sounds like it's a group they've known about. >> reporter: they have known about them for some time, angie. right now, they are cracking down making this underground fraternity a prime example, expelling some 18 students and placing another on probation just as the school year is starting. this group called itself epsilon iota or ei. they came to campus here after the alpha tao omega fraternity pulled their affiliation about the year 2000 or soment ever since, ei has been operating like a frat despite not being officially recognized. also going throwing off campus parties. matt holt has been covering ei and its reputation of drugs, underage drinking, hazing and physical

three other people have died because of harvey and houston's mayor says there have been more than 3,000 rescues already. the entire texas national guard was deployed to help. fema says by the time it's over, 30,000 people will require temporary shelters. >> we are seeing a lot of people coming together in really desperate times in the houston area and beyond. this morning, texas strong is trending. that hash tag showing neighbors helping neighbors. chief white house correspondent halle jackson has a look ahead as the president makes his way to texas today. hey there, good morning to you. this morning president trump will head to texas to visit the storm ravaged coastline. he's expected to head to corpus chis i to visit with first responders there and see firsthand what has gone on since hurricane harvey battered the coast beginning late friday. it was around that time that president trump was creating a kind of storm of

week now has been hurricane harvey. now a tropical storm along the texas and louisiana coastline. that is actually with a chance to impact our weekend forecast. the official track of the main center of the storm is to go up through memphis early friday morning as we head towards saturday and sunday. the trajectory of the storm, even though it will no longer be a tropical ses tem, the measures will follow along with it. even though the rain shield will dry out some, this is now saturday morning at 8:00 a.m. looks like that wave of moisture will come over here sometime during the day on saturday. hopefully, this is sunday now at 7:00 a.m. doesn't look like it's going to be as big of an impact on sunday as saturday. we have a chance for rain both days over the weekend. most of it for now looks like it will be in the second half of saturday afternoon and saturday evening. if you're beach bound for the weekend, stay ahead of us.
