is a special edition of "today," the impact of hurricane harvey. with matt lauer and savannah guthrie. live from studio 1a in rockefeller plaza. >> good morning, everybody. welcome to today. it's a toous morning. we're glad to have you with us, craig is in for matt once again this morning. man, does your heart go out to the folks who are suffering so much in southeast, texas. >> it does, it continues to go out. i've been heartened over the last 24 hours to see random strangers pitching in to help out their neighbors. >> the help is sorely needed. let's get you caught up on the overnight developments on this storm. the official death toll at texas is at three, but dozens more people are missing including six family members who are feared dead after relatives said their van was swept away by rising floodwaters. >> the coast guard alone says it's receiving upwards of 1,000 emergency calls every hour. they also sayey

>> shelters in the houston area are filling up and filling up quickly. some 7,000 people spent the night at the city's downtown convention center. officials had originally planned for about 5,000 people so this morning they're looking into opening another major shelter in houst houston. >> as we mentioned, president trump and the first lady are both heading to texas this morning, they will meet with local leaders and relief workers in corpus christi before touring emergency operations center in austin. >> we have complete coverage across the region and we will begin with nbc's lester holt who is leading our coverage this morning. lester, good morning to you. >> reporter: savannah, good morning. remarkably, harvey is back over the water, back over the gulf of mexico, not expected to pick up in intensification but expected to bring more moisture to the area and make another landfall sometime tonight and that means for this area more wind and more in

tropical storm harvey refs up again. families saved in southeast texas after walking down a flooded freeway. the region bracing for yet another round of torrential rain, but with thousands trying to evacuate, the danger remains very high. this morning a family of six is missing after their van was swept away by raging floodwaters, family members tell nbc news that four children and their great-grandparents were trying to escape the storm when the van ran off the road, the driver of the vehicle managed to escape. so far law enforcement has not been able to confirm the family's account. the governor of texas has now activated all 12,000 members of the state's national guard. their job, to help evacuate those still stranded by harvey's devastating power. from the sky the coast guard airlifting people out of harm's way. harvey's devastating assault on the lone star state is

>> i wasn't expecting this at all. >> in bay city a mandatory evacuation order is in place, rescuers rushing to move people out of this senior center. in sugar land, texas, volunteers helped load families into the back of a dump truck. while others dragged supplies and beloved pets to safety. >> the bayou was coming up and cars -- it's going to get bad down there. >> in missouri city, texas, floodwaters brought at least two alligators into one woman's yard. throughout the region thousands are wading through waist deep water, many using rafts, boats and in some cases anything that floats to get to higher ground. back in houston some families were forced from their homes after two reservoirs were opened jut fine until they released the reservoirs, to serving started happening really fast this morning. >> you weren't flooded before then? >> not yet, no. >> and if historic flooding wasn't bad enough emergency crews were also forced to battle this raging fi

houston. in washington president trump praising the incredible spirit of the people of texas. >> we see neighbor helping neighbor, friend helping friend and stranger helping stranger. we endure together. we are one family. >> the president is expected to tour the devastation later today. he will be going to corpus christi near where harvey initially made its landfall. we can show you a picture from the air along the buffalo bayou in downtown houston. this is kind of a rubber band effect and we did nightly news here yesterday, the water was up considerably closer to where we're standing right now, it has receded for now but it is largely dependent on that8cñ release from one of those reservoirs as we watch the effect in downtown houston. we will send it back to you now. >> remarkable to see it from that perspective. thank you. with more rain falling this morning as you saw there an already dire situation is worsening and feet more, feet, on the

dylan dreyer is in houston for us this morning. what can we expect in that region today and tomorrow? >> well, with the storm back out over the water it's going to maintain its strength so we are going to continue to see these bands of moisture just stream in off the gulf of mexico. one thing to note, even though it is over the gulf of mexico, because of the hurricane already passing through here it's kind of caused upwelling so the water is not as warm as you would typically see, so that's why we are not looking at it tha. winds are up to 45 miles per hour, it is still very slow moving. a lot of the heaviest rain affecting galveston and bow font, bands of heavy downpours moving through louisiana as well. so we are going to see this storm make a third landfall, now it's looking likeúzu southwesten ouisiana will see that second landfall sometime wednesday morning into early wednesday afternoon. in the meantime we are going to continue to see the rain with this storm. eventually it will make its way up into the tennessee river valley and bring perhaps 4

since friday morning we have already picked up more than 35 almost 45 inches of rain ju7qhfo the southeast of houston in the town of webster and we are going to continue to see more rain likely. now, there's a chance that by about 5:00 this afternoon houston could finally get on the backside of this system and turn over to more showers as opposed to the steady heavy rain. that being said, eastern texas will see more rain and louisiana as well. we will see possibly another 7 to 10 isolated 12 inch reports from here on out and that would put storm totals up around 40 to 50 inches for so many areas. we're getting to the end but unfortunately we are not at the end yet. guys. >> dylan dreyer in houston this morning as well. thank you. with the rain still falling there's growing concern for the thousands of people in and around houston who are still stranded by this storm. among them is our next guest celeste la russa.

as i understand it the water really started rising in your house overnight about midnight. what happened? >> we had spent all day preparing, barricading the doors and everything with wood and caulk and glue and everything. it started rising out of in russell westbrook and came in through our walls and the floor and the carpet. we spent all day barricading, we didn't have time to move all of our stuff. we had to hurry and evacuate to our neighbor's house upstairs. >> that's where you are right now, you are at your neighbor's house. celeste, before you were able to get out safely were you able to get anything to take with you? what did you have to leave behind? >> i just had a suitcase of some clothes and my phone, computer. we are at the old house right now, actually, and we had to leave the animals behind, the neighbor would not allow animals in his house so i've been spending all night trying to call le

>> are you hoping for a xwrescu celeste? i mean, you can't leave? you're stranded in your house, are you hoping somebody will come? >> yeah, we called emergency services four or five times yesterday but no one ever$ñ shod up. i've been calling all night and no one has been able to come by. >> to be clear where you are right now you're safe in your neighbor's house, the condition of your neighbor's house not as bad as next door at your place? >> i'm at my house right now, we had to come back to see the animals, but, no, the neighbor's house is fine upstairs, they still have power, but down stairs is flooded completely, it's almost to our knees. >> so, celeste, how did this -- i mean, obviously it's been raining for days there. did you think, okay, our house is safe, we will be fine, and then shouldly the water started coming up? >> it had gotten really high but it stayed at the same level for a really long time and so it didn't seem that

it seemed like it wouldn't happen all at once, but then it just happened all at once. within an hour it went from where it had been to inside our house. >> and i know, celeste, you live with your family and your brother. how are you guys doing? i mean, do you feel afraid at this hour? are you worried that you won't get out of there? >> that we won't get out for a while and our animals won't be able to have anywhere to go. >> celeste, we appreciate you spending your time with us this morning. we send you our very best and hope somebody is listening and is able to get to you as soon as possible. thank you. and we're sending our love to you. >> thank you. craig. >> as we've mentioned, harvey is still pounding southeast texas this morning. more than 30 inches of rain has fallen so far with another two feet possible this week. that would bring the total to 50 plus inches from just one storm

texas. just to give you a sense if this studio was in the heart of houston, texas, 50 inches of water would come up to about right here, that's just over 4 feet. if you think about all the low lying stuff around your house, 4 feet of water can do catastrophic damage to a home as we've seen from those heart breaking images coming out of that region. >> well, that certainly puts it in perspective, craig, thank you. we will have a lot more on harvey impact in a moment. a lot more to get to this morning including alarming new developments in the north korea crisis. the regime fired a ballistic missile that passed over northern japan, a defiant act prompting an immediate phone call between president trump and japan's prime minister. nbc's richard engel is in seoul, south korea with the latest on this, richard, good morning. >> reporter: good morning, savannah. that missile flew for about 15 minutes, it's the second missile test that north korea's launch just in the past four days. whatm

is the path that it took. north korea fired its latest missile at day break. it flew nearly 1700 miles, provocatively right over northern japan, before breaking into three pieces and crashing into the pacific. defense systems in japan went into high gear. early warning systems advised people to find cover. prime minister shinzo abe holding an emergency 40 minute phone call with president trump, calling the missile launch a grave threat. shinzo abe saying, president trump expressed the u.s.'s 100% is with japan, it's ally. mr. trump earlier this month took a hard line on north korea. >> they will be met with fire, fury and, frankly, power the likes of which this world has never seen before. >> reporter: afterwards north korea threatened to attack the s.

a key military base. tensions are always high between the u.s. and north korea this time of year because the u.s. military is carrying out military exercises with south korea. but with leaders now in pyongyang and washington who both seem to thrive on provocations, tensions haven't been this high in years. today south korea responded to the north korean missile launch by dropping bombs of its ommown but only on a test basin side south korea. where along the border today we could hear north korean propaganda. like the missile test, the calls from a regime demanding to be respected and feared. kim jong-un has fired more missiles than his predecessors, his father and grandfather combined, and seems undeterred by threats or

investigation, nbc news has learned, according to three courses familiar with robert mueller's inquiry, investigators are interested in the president's role and drafted response, in a meeting between he, and his son. he wants to know what the elder trump knew about the meeting. the president's in-house lawyer tells nbc news he's not associated with that statement, that said the meeting was primarily russian adoption. trump jr. was promised dirt on hillary clinton. it was true at the time of the statement and is true now. and defined the crafting of the statement minimal. a gunman opened fire in a public library i

like this. the photos keep coming. >> keep finding those stories. >> it is nice to remember the half. that was gorgeous. let's go back to dylan who is working in houston. i wish you had good news for us on the >> thanks. >> you know, eventually we will because especially by this evening we will start to at least in houston see some of this rain wind down. you can feel the air is a little bit different, it's not as humid as it has been and more humid air holds a lot more water. so the fact that it's cooling off a bit means that we're transitioning out of these tropical down pours and will start to see some improvement. taking a look at the radar you can see houston is close to the back edge of the heaviest rain. galveston, though, is still dealing with heavy downpours and most of louisiana seeing that torrential rain as well. we just had a reported wind gust in galvon

tropical storm and because of that we do have warnings extending through the coast of central louisiana down through the central coast of texas, too. flash flood warnings are still in effect because the ground is saturated and the rain is stillo coming down n houston we're looking at another 4 to 6 inches of rain throughout the day and into tonight, but we still have about 10 to 12 inches of rain to go, especially across parts of louisiana and eventually that will start to spread up into the tennessee river valley as we get to the end of this week. that's a look at the weather across the country now here is a peek out your window. >> good morning. we have a lot of rain and wind from a weather system that's off the coast of the carolinas, steady rain across the area will continue today, could see some heavy pockets, but there is that low, it's a tropical system. as it gets closer this afternoon our winds will be increasing. rainy, windy day. temperatures pretty cool outside, am id to low 60s, only, winchester 57 degrees, only near

this storm, at least in the houston area, although the same can't be said for beaumont, texas, and galveston where the heaviest of the rain is still coming down. the air doesn't feel as tropical or humid and that's a good thing because the dryer air can't hold as much water. looking at the radar you can see that the heaviest of the rain is now moving into -- farther into eastern texas and louisiana. we've even had some tornado warnings popping up across louisiana. so this is still very much a tropical storm. winds are at 45 miles per hour. it's out over the water and it is going to make a third landfall in southwestern louisiana on wednesday. so that's why we're still looking at the heavy rain and these gusty winds to stick around. so fare+/e we've picked up rain up to about 25 to 35 inches, some areasqñ9e in the houston general area have picked up more

bit here, we're getting on the backside of this storm here in houston. that is very good news, although the flooding in the bayous and rivers and streams will continue to be an issue for quite some sometime. this is buffalo bayou behind me, it was very high, that's because they released a dam not far from here and it did cause the water levels to rise here. that's what we're seeing, trying to move around the water when you can. as for additional rain we are still going to see this steady rain for the next couple of hours. by 5:00 or so tonight we will finally start to see things taper off here in houston. galveston and beaumont seeing heavy rain, louisiana seeing heavy rain as well. this is a tropical storm so there have been wind gusts along the coast, too. we will continue to see this storm finally make its way back on shore for:nqa a third landfa tomorrow in louisiana, then start to rain itself out across parts of arkansas up into tennessee where each there we could see 4 to 6 inches of rain with this storm. that's a look at the weather across the country, now here is
