route 1, little bailout traffic. again, consolidating wreckage, hopefully getting it out of the way by the time more folks hit the road during the morning commute. that's the latest from the traffic center. bringing you the latest as it unfolds. things are looking better when it comes to the forecast. >> that's right, meteorologist chuck bell and sheena parveen are here with more. sheena, we want to begin with you. you're outside. >> can i tell you, i wish i brought a little jacket out with me. it is not cold, angie, you used that word yesterday. it is chilly. i would say this morning is better than yesterday. not seeing rain around. temperatures are on the cool side. maybe a light jacket before the kids head to the bus stop or before you head out. it is 63 degrees in the district. we are dry across the area. clouds around through the day. 11:00 a.m., 72 degrees. by 2:00 p.m., in the 70s.

houston is considering opening two to three mega shelters. louisiana has also offered to take some of these evacuees. day after day of historic rain puts pressure on critical infrastructure, two reservoirs that protect downtown houston began to spill over as army corps of engineers continues controlled release of water from reservoirs. nine people confirmed dead, including a police sergeant who is believed to drown in the patrol car on the way to work. more people reported missing. officials say their efforts continue to be focused on rescues but will shift to recovery in days to come. aaron, angie? >> thank you, sarah. there are a lot of ways to help victims impacted by harvey. >> in a few minutes, justin finch will show us easy ways to make a difference from home, how l

to help. we'd like you to take a close look at this photo, talk about local headlines. metro transit police searching for the woman you see here. they say she did something that's beyond bizarre. >> news4 adam tusk is live to explain what happened. good morning, adam. >> reporter: good morning, angie. you know, the x2 bus runs this corridor. these people just got off the bus. you can see another bus off in the distance coming here. people come and go at all hours of the day and night. what happened saturday was unimaginable. take a look at security camera footage released by metro of the incident. a woman throwing a cup of her own urine on the bus operator. you heard that right. metro transit police say she relieved herself in that cup while on the bus, then walked up and threw it on the bus

operator. no confrontation, nothing that seemed to spark it other than the fact this woman maybe had something against the metrobus operator. want to tell you, come back here live, lot of metrobuss that go through the area now have shields that protect the driver. that's something metro is trying to do. in a situation like this, there's only so much you can do to protect bus operators. a lot of bus operators come very close to customers, have to deal with people on a face to face basis, people that may not want to pay, have a dispute with them, people that may do something like this. metro is still looking for this woman. happened on x2 bus line over the weekend, saturday night. if you have any information, give them a call. back to you. >> adam, thanks so much. 5:06. a night at the bar turps into a nightmare for a woman. she says a man allegedly kidnapped her, drove her all over town. this started ear

of august 19 when the woman said she was leaving heaven and hell on 18th street. she accepted a ride from a guy she met at the bar. told police she repeatedly asked the man to let her out of the car, he refused. it wasn't until she asked to use the restroom somewhere that she was able to escape and get away. police arrested toby maddow park and charged him with kidnapping. we have new information about this chaotic scene on embassy row, made international headlines. huge melee outside the turkish embassy back in may. it happened after turkey's president met with president trump at the white house. a grand jury has indicted 19 people, including 15 identified as turkish security officials. they're indicted on charge of conspiracy to commit a crime of violence. diplomatic immunity could protect some of the officials from prosecution. only

northbound. tracking the commute between stafford and the beltway and northbound, big long traffic jam remains, but delays from two truck crashes are being consolidated, cleared to the shoulders. right now, one left lane between miles 148 and 150. after exit 150 and getting past the crash, there's a work zone on the right shoulder. hopefully delays are easing. look at the storm team 4 forecast with meteorologist chuck bell. good morning. >> good morning, dave. new information on tracking hurricane harvey, downgraded to a tropical storm. it is now officially back on land. there's the positioning of it right there, just coming on shore near cameron, louisiana. there it is right there. moving into parts of east texas. heavy rain is pulling out of houston area. if traveling today, trying to get to new orleans or jackson, mississippi, there will be heavy rain and flight delays down there. five day forecast is minutes away. >> thank you, chuck.

incredible rescues in texas. the coast guard has been at it nonstop, trying to save families from flooding. >> that includes this helicopter rescue here in houston. flooding forced a mother and her daughter to the roof of their house. you can see the water is inches away. the coast guard was able to pull them up, get them to safety. >> once families like these are evacuated, many have nowhere to go. shelters are filling up fast, there could be a shortage of beds and supplies. team coverage continues with the best ways you can help. every part makes a difference for a lot of these families. >> news4's justin finch live in northwest d.c. with what you can do right now. hi, justin. >> reporter: good morning. red cross says some 17,000 are in shelters, that number is set to grow. that's so many people in shelters now scrambling to open more. the storm is not over yet. first rnd

time. >> that's right. this just happening. harvey made landfall in louisiana as you said earlier than expected. all eyes on the southwestern parted of the state on the radar. we were already seeing high water. want you to see this video into the newsroom of rescue from lake charles, not far from landfall. homes taking on as much as two feet of water. a woman there helped out of her home. president trump declared a disaster in five parishes so fema can start with relief efforts. hundreds of people have been evacuated from the area, and louisiana's governor is saying there could be mass power outages, and hundreds of trees could come down as well. interesting situation there. we'll watch it closely. >> kristin, thank you. 5:32. people that had to escape homes in houston received so much support and help from the community, now they have another place to go as well. joel osteen's megachurch is now

a lot of people criticized that being closed. he says his site was not properly staffed, holds about 16,000 people. it's also taking in all kinds of supplies, volunteers bringing clothes, diapers and linen to help. popular running and biking trail is safer after an arrest, but many that used it are still concerned. they're still worried. fairfax county police say they caught the man behind a violent attack on a young woman in rest continue, virginia. dominique chields is facing abduction and other charges, accused of dragging a woman off the sidewalk and into the woods. she said he tried to remove her clothing, then he ran away. happened near north shore drive on august 14th. after police put out a sketch, a tip led to his arrest. a democrat backed candidate won special election for fairfax county school board. attorney and child advocate won the seat, getting

according to "the washington post." she will fill the seat of jeannette huff who left in june after her husband accepted a work assignment overseas. and worry for parents in prince george's county. the school system ended a deal for cell phone towers on their properties. kevin maxwell says it was part of commitment to providing a safe and supportive environment for students. milestone communications which would have built the future towers will continue to manage seven existing towers. some of you can't send your kids to school in redskins gear any more. you can imagine this is getting a lot of response on our facebook page. green acre says the name and logo are offensive. all redskins apparel is prohibited, that goes for teachers as well. you may know this is the policy at sidwell frank school in northwest d.c. both of these are private schools.

we have new video this morning, showing a bus driver desperately trying to stop a run away bus. this happened yesterday in new york. you can see the driver got off the bus, the bus started to roll backwards. the driver tried to stop it. eventually was pinned between the bus and a pole, light pole, that is. the bus kept rolling and crashed into a fence. that driver is in critical condition right now. some people would do just about anything for a free burger.

path. harvey is back on land, coming ashore west of cameron, louisiana this morning. meanwhile, president trump is back in washington monitoring harvey and the response to the storm. comes after his trip to texas yesterday where he vowed to get texans back on their feet. >> tracie potts live on capitol hill. the president from what we learned is headed back to that area over the weekend. >> reporter: the white house confirmed it, angie. he is going back saturday, where, we don't know. he will visit somewhere different than this last trip. he was in corpus christi and austin, he met with rescue workers, with first responders, with state lawmakers there. this weekend coming up, he is expected to go to a different area. we don't know if he will get a chance to see flood ravaged houston up close because frankly they're still in crisis mode. back to

in need. if you see the words nashville statement trending, this is why. a nationwide group of 150 conservative christian leaders assigned a statement affirming marriage is between a man and woman. called it a christian manifesto on human sexuality. also says it is simple to approve of sexuality and transgenderism. nashville's mayor criticized the group for using the city's name in a statement of exclusion. 5:47. there's a new clue in vandalism of a confederate statue in leesburg. loudoun sheriff's office released this photo of two potential witnesses that were in the area at the time and may have seen something. someone spray painted that statue on the courthouse grounds earlier this month. graffiti was removed, there was

local artists using paint and social media to educate people about a d.c. neighborhood they thought they knew everything about. talking about tenleytown. >> you may not know, but the neighborhood's history dates back hundreds of years. the area was established in the late 1700s when one resident opened a tavern. since then it has become a bustling neighborhood. they came up with the idea, creating the mural so people would learn about the history of tenleytown in a new way. >> someone can whip out the phone, 30 seconds after seeing the mural, see a local expert talk about something that's depicted in the mural. >> they'll create social media accounts and websites to make it more interactive. it took a year and a half to get a grant from the city to pay for the mural. as you know, you have to get a lot of permits to do something like that. >> it should be done by mid october, there will be a party to celebrate its completion.
