swallows another texas city. a news 4 photographer captures this moment a woman is placed in handcuffs after admitting she threw a cup of her urine at a metro bus driver. i'm sorry but she had to get it. >> it is video you will only see on news 4. but first to that desperate situation in texas. hundreds of people fighting for their lives and their livelihood. >> military choppers are rescuing families in beaumont, texas. this is exclusive nbc video. mothers and fathers carrying children in their arms escaping raging flood waters with nothing but the clothes on their backs. >> the death toll officially stands at 17. that number is expected to grow. some 30,000 texans are huddled in shelters and that rain is still coming down. beaumont

two hours west of houston has been pounded. scott macfarlane is following breaking news from our live desk. >> the flood waters are receding and revealing a grim reality in parts of houston. now people in beaumont, texas are feeling harvey's wrath. dramatic video. he was visibly shaken. hundreds of residents had to evacuate as harvey moved in. in houston the worst has been confirmed. van with a family of six including four children has been found. that van was swept off a bridge during the storm. >> our worst fears have been realiz realized. we try to offer comfort. the chaplains are here to comfort the family. >> some good developments, some of the first evacuees are doing well. several babies in the hospital in corpus christi were evacuated to fort worth before t

could get to the hospital. today one of those moms was reunited with her child and both are said to be doing fine. wendy, even death row inmates are impacted. a man who was supposed to be executed has been granted temporary reprieve because his legal team can't get to texas. another heartbreaking story this from hard hit beaumont. a mother drowns in the first moving flood water but manages to save her 18-month-old daughter. rescuers found the girl clinging to her mother's body. according to witnesses the woman accidently drove into high water on tuesday afternoon and was swept away when she and her daughter got out of the car. officers and rescue divers found them floating in a drainage canal and lifted the little baby off her mother's body and tried to revive the mother. >> weren't able to resustate her.

was alert and conscious. >> that little girl is now in the hospital. she does have hypothermia. authorities have to break the news to her father who was out of town when this happened on tuesday afternoon. this afternoon storm team 4 meteorologist amelia draper is in the town of friendswood south and east of houston. >> some families are starting to come back to their homes. what is that like so far? >> reporter: well, it's pretty incredible. take a look at how much water is still left in the neighborhood. you can see it is going up to my boots. i don't want to walk deeper because the neighbors are saying it might come over my boots. this is at least a foot of water here. we were talking to them, this has drained dramatically from even earlier this morning. take a look at the truck still stuck in the waters. told they had to be rescued from their vehicles saturday morning. i want to take you into the garage as they start this

pretty incredible. the people have been so amazing e, so friendly and kind and so thankful that we are telling their story. take a look here. you can see photos of friends completely ruined from the water. look how high the water was. you can see the water line right here. this is about 22 inches. so running off of the garage is their kitchen. they were saying the water was up basically to the kitchen cabinets. as beth and i, my photographer, were out traveling around the neighborhood we did see the water draining and the sunshine out. that is definitely a welcome site in the area. we went to the local lows. this is kind of all in the same neighborhood. the hotel we are staying at is in the area behind it. the lows line folks handing out water. people were getting supplies like sheet rock to start the

it's not moving very fast. it is still dumping an incredible amount of rain just to the north of the beaumont, texas area. seeing incredible flooding from this. the good news new orleans did not see that much in the way of flooding. three to five inches of rain is what they saw. for us we are watching this move to the north and come closer to our region. you see some of the rain around the atlanta area. all of this is moving our way. we will get in on this as early as friday afternoon into friday evening. i do think we are going to see a little bit of a wash out for part of the labor day weekend. i will break it all down for you. we have that and another tropical storm we are watching for the next week to two weeks. i will see you back here in about ten minutes. we have breaking news just into the news room here in our town just a short time ago. two teenagers shot on south dakota street in northeast.

are both 16-year-old boys. one was treated on the scene and the other taken to the hospital. neither has life threatening injuries. this story proves the power of social media. your retweets, facebook shares bring a northern virginia family back together. a man discovered a short time ago. bureau reporter david culver is live in alexandria where the family awaits this emotional reunion. >> hi susan. certainly the power of social media proving here as well as determined community. we are here in the neighborhood and this is where he and his family lives. they are known for being involved in several different activities. that's why on monday morning when he simply disappeared from the rose hill shopping center about ten minutes from here his truck found left abandoned the community came together. this is video that we encountered earlier this morning as we were

hill shopping center and we noticed several strangers, these are strangers coming together and going through the woods, through the mud and thick of it trying to find george. they went door to door knocking, hoping neighbors saw something and perhaps drivers passing by and then late today we were with that group searching. i should tell you a couple of dozen if not more gathered there as george's wife called the group and told them that he was found alive. take a listen. >> we will repeat -- >> inside of a facebook group. >> thank god. >> they are sending police right now. nobody has him yet. >> hallelujah. >> thank you. >> from social media presence to come to the parking lot and say i don't know this guy but i will walk through mud and dirt to help you find him because i live in the neighborhood. that is amazing. we areor

>> reporter: it's not clear what exactly motivated george to leave. we do know according to his wife that there were financial and health burdens. you see he is safe and found. he is getting treatment. his wife left the house a short time ago headed to the hospital to be with him. she says this is about mental health and mental health awareness, something we here at news 4 have been pushing for with our changing minds campaign. she says breaking down the stigma, sharing her story and showing what the community can do when they don't know the guy proves just exactly where we live and the type of people we deal with around here. pretty incredible. >> it could be anyone of us. thank you, david. >> absolutely. we have a developing story. vandals have targeted another christopher columbus statue this time they beheaded it. a woman called the cops when she noticed the head off of a

near the bronx in new york. investigators think kids are to blame. we told you about the vandalism of a statue in baltimore. someone at the herring run park narivated the video to slam the base of the statue. three innocent girls killed in a tragedy that rocked a prince george's county community. police say a relative confessed. >> relatives gathered for the funeral. telling tracee wilkins they are trying to heal very deep family wounds. >> hundreds gathered to pay their respects to a young girl killed by her older brother. >> friends and family gathered to say good bye to 6-year-old withers. she and her 6 and 9 year old cousins were murdered in the ly

we have an update to theicy video we brought you first on news 4. the woman found dousing a poor metro bus driver with a cup of her own urine. this afternoon that woman is in custody after she saw our report on the air this morning. >> the woman called our station after seeing herself and she told us she did it and that she wanted to tell her side of the story. our capat collins was there. he joins us live with the crazy story. >> reporter: book her, dano. this is the first police district. this is where they brought her. this is where they drew up the criminal charges. the urine toss suspect is now in custody. i was there for her arrest. i was there for her apology. i

much nicer today. no rain in our immediate area. a couple of showers as front is moving our way. that will have a big impact on friday. so will harvey. the rain very close to our region already. already down to tennessee and north carolina moving our way. harvey is still down into portions of louisiana and texas bringing incredible amounts of rainfall still. the rain is definitely over in the houston area and about over in port arthur both areas have seen tremendous amounts. it wasn't just houston. a lot of southeast texas, southwestern parts of louisiana saw those incredible rainfall amounts. down towards the south portions of louisiana. moving north northeast at 8 miles per hour with the winds at 40 miles per hour. it will be into parts of kentucky aro

then bringing moisture with it into our region for our weekend. let's show you that first off. we have cloud cover around the area, mixture of clouds and sun. we have a front that comes through. it brings a couple of showers tomorrow evening and that will usher in much cooler air. it will be a lot cooler on friday. some areas will be in the low 60s on friday. friday right now most of the day is dry. there is 1:00. here comes 7:00 at night. shower activity beginning to move in as harvey moves in and then heaviest rain friday night into the day on saturday. tomorrow a great day. 85 degrees. a few more clouds than sun. a nice afternoon. we mentioned the tropics. i want to show you one other storm here. not much going on in our region. take a look at this. this is tropical storm irma. this is going to be one to watch there are implications it could come closeo

it could become very strong hurricane over the next couple of days. right now for us we are tracking harvey for the weekend. saturday and sunday, sunday looking very good. saturday good chance of shower activity but not a complete washout. monday looking great for labor day. high temperature of 84 degrees. looking pretty good as we move through the next couple of days. again, harvey moving in early friday night into saturday. heads up for that for the early part of labor day weekend. we are entering a new era of cancer treatment in the united states. researchers are calling this break through revolutionary. thousands of texans still getting pounded by hurricane harvey could find themselves financially devastated. we are working

many of these texans cannot return to their homes. harvey's wrath has forced them to leave everything behind. there are more than 32,000 people staying in shelters across texas as of this afternoon. texas governor says the state has an additional 30,000 beds available as needed. it is just

as homeowners will look to repair and rebuild you name it. only a fraction of the residents we hear have flood insurance. the question hits home do we need flood insurance? with me now is vice president of federal affairs with the american insurance association. a couple of things. do we need flood insurance if we are not part of a flood zone? >> i think the answer is yes. the homeowners policy generally wouldn't cover flood insurance. even if they own a home the current policy may not cover flood. they should talk with their insurance agent or company to see if they have a risk of flooding and if they do so they should explore options they have. >> let's talk the national flood insurance program. if you are in a flood zone then you can get your insurance. as you said for anyone else if you watching or you are not in

your choices are very limited. not a lot of private insurers offer flood insurance. >> not a lot offer insurance. you can buy flood insurance even if you are not in one of these designated zones as long as your community is participating community within fema's program. you can buy it. we have seen over the past few years as we have seen better technology, better under writing standards is the private sector is growing. you may have options that you may not have had previously. >> so often they say they don't do it because they say it is so expensive. it has to be extremely costly. >> it's not necessarily. >> it's a function of how much insurance you buy like every other product. what is the value of your home and how much coverage you need. should check to make sure they are purchasing adequate

you're watching news 4 at 4:00. >> and breaking right now at 4:30 flash floods still sweeping through parts of southeast texas. rescues underway at this hour. here is a look at the latest headlines for you. more than 32,000 people are in shelters across texas while the storm continues drenching the state's gulf coast. the governor says 30,000 more beds will be made available as needed. some drivers have been stranded along interstate 10 for nearly a day now

when they pulled off the highway. louisiana's governor says the threat of flooding and the state's southwest appears to be going down as harvey pulls away from that area. and first at 4:00, president trump on his way back from missouri while he was there he talked about overhauling our tax policy, a message that resonates with voters. his remarks were short on the details. >> it's time to give american workers the pay raise that they have been looking for for many, many years. >> following tax reform for us on capitol hill. of course, the relationship with president trump and gop lawmakers is a bit strained. on this topic which would be a win/win for everyone does it look like the negotiators are on the same page with the president? >> they are on the same page in that t

for republicans nearly across the board. after the president's speech house speaker paul ryan sent out a tweet saying we are in sync. as to whether they are on the same page about the actual details of the plan, that remains to be seen because we have not seen very many details. in his speech today missouri president trump laid out a lot of the why but not much of the how. he described a tax plan that would be good for middle class workers, for the middle class families. he said he wanted to bring about tax reform that would create a tax code that was more easily understood. he talked about wanting to make changes that would create more higher paying jobs. he pretty much laid out a four pronged approach that he said would be great for middle class workers. he said even if it was to the detriment of more wealthy americans like himself. so as for the details we know that is being

a number of republicans have been working to put this together. we know that president trump is set to hold two meetings next week to discuss tax reform one with the gang of six and the other with actual leaders from the senate and house from both parties. now, of course, he said he wants to work closely with congress. president trump also gave a very strong warning to members of congress today essentially saying do not mess this up. do not disappoint me. let's get this done. >> the thing they have to get done when they come back from their break is that they have 12 working days before the governme government's funding expires. what are the prospects for a government shutdown or more importantly for avoiding one? >> reporter: so truly a busy calendar that will be the top thing they tackle when they get back from break. it was the after eff

harvey that have likely made it less likely that we see a government shutdown. goldman sachs is decreasing their outlook from 50% now to 35%. let me raise you a bit of what their top economist said saying allowing for partial government shutdown when federal relief efforts are underway would raise greater political risks. if we have seen bipartisan support on anything this year it certainly is that harvey relief. it doesn't meeb we are out of the weeds because president trump a couple of weeks ago tied a government shutdown to funding for his border wall and wanting to make that happen, as well. >> thanks so much. news that will put a smile on the faces of hundreds of thousands of drivers just a short time ago maryland governor announced plans for imimprovements

members of the virginia national guard headed to texas. the governor says 40 troops will deploy in the morning. virginia is sending seven helicopters to help rescue people from the flood waters. and those waters are rising as tropical storm harvey makes another landfall. >> this time it's dumping rain on towns who first dodged the worst of it. jay gray is live in houston. earlier showing us a storm drain where it looked like a lot of drainage going on. the neighborhoods under water, are they seeing water levels dropping at all? >> reporter: maybe just a bit. we are in one of those neighborhoods. there are dozens around houston. you can see it is still significantly higher. people have been coming back because thankfully no rain here today. getting into their homes very difficult. mostly using boats to try and gen

there in district heights doing the line dancing. out there right now temperatures in the 70s. pretty nice afternoon for that. the coolest backyard barbecue we have had. 77 degrees right now. temperature 75 at 7:00 dropping to about 70 by 11:00. really nice night tonight, nice evening. many suburbs into the 60s. no rain in our area. the one thing we are watching is harvey. we will continue to be. it is bringing a tremendous amount of rain into parts of eastern texas. also notice yellow here tornado watch in effect for parts of mississippi and alabama and parts of louisiana. that system making its way our way. you can see the rain and the northern extent making its way towards parts of virginia. this will move in into the day friday and saturday. do you have plans this weekend? maybe heading to beaches and mountains? if you are heading to the beach not the best saturday.

here comes the remnants of harvey and a cold front. we can get that cool this time of year although it is quite tough. 76 degrees on saturday as we track harvey. looking good on sunday. monday high temperature of 84 and then we have another chance of potential tropical system. this is something we are watching closely in the gulf of mexico. could move into some of the same areas hopefully east of houston and into louisiana and then up our way. that's next wednesday and thursday. that can give us a good soaking rain. >> is this iris? >> that is irma. this is another system that could form. >> that storm is still coming. >> you know the tiniest most vulnerable among us, they were evacuated ahead of hurricane harvey. when we come back we will have an update on family torn apart by the storm.
