>> sheena, good morning. not a great start for those moving around frederick with breaking news. northbound lanes on 270 are closed just after route 85. a couple trucks were involved in the crash. a medivac helicopter arrived on scene, blocked the southbound lanes. the helicopter is clear now and southbound lanes are open, northbound remains close. trying to get on to 270 from 85, unclear if you can do that. we know now that we'll get a good look at the activity northbound on 270, 85 all lanes are blocked. back to you. >> jack, thank you. we want to give you another look where harvey is this morning. that storm a tropical depression now. it's moving through northern louisiana and into mississippi. the storm may be moving on, but the devastation it left behind is extraordinary. this is a live look at houston this morning. 32,000 people are waking up in shelters around that area. many have no idea if and when they'll be able to go home.

end up costing $75 billion in damage. meanwhile, we could be headed toward a major gas price increase in the area. the main fuel line from texas to the east coast is shut down because of harvey. >> gas fries have gone up $.06 in one week. and vice president mike pence will visit texas. the death toll from harvey continues to climb. 28 people have been killed by the storm and officials expect the number to rise as floodwaters recede and they begin to go door-to-door searches. it's not a question of if but when a chemical plant will explode. it doesn't have any power right now. that's a huge concern in the area. other big news out of texas. >> kristin wright at the live desk. >> late last night a federal judge temporarily blocked the state's new ban on sanctuary cities. that same law worried a lot of

public shelters because it lets police ask if you're in the u.s. legally during any routine stop. texas' governor says the state will appeal the ruling. new video this morning showing police officers from around texas coming in to give houston police some much-needed rest. you take a look. dozens of officers from san antonio and ft. worth pulled into town last night. most houston police officers have been working around the clock since harvey made landfall last friday. more help is on the way. officers from around the country are expected to arrive throughout the weekend. some people are being allowed to go back home and assess the damage caused by harvey. it is an emotional process for so many. our amelia draper shows us the damage to one family's home southeast of houston. take a look at how high the water level was. you can see here with the debris still on the walls. everything here in the home

response when the north makes threats. back to you. >> kristin, the north has said that it takes offense to the military drills tweent u.s. and south korea. is this all related to that. >> it may be. they just finished these drills involving tens of thousands of american and south korean troops. president trump has said all options are on the table dealing with any north korean threats. we'll see. new video this morning showing the heartbreaking procession for a sacramento sheriff's deputy who was shot and killed yesterday. robert french was killed in a gun battle in connection to a stolen car. two california highway patrol officers were also hurt in this. it all started when two women, believed to be part of a stolen car ring led police on a 20-mile chase before ending up at a hotel. that's where another suspect opened fire on police killing french. all three suspects are in

metrobus to school, you want to hear the next story. they're looking for a woman who tried to abduct a 7-year-old. this happened on a 92 metrobus from southeast across capitol hill to u street. if you have any information, you're asked to call metro transit police. she was rude. that's why the woman accused of throwing a cup of her urine on a metrobus driver said she did it. opal brown actually called us after she saw the story about her on "news4 today." hours later, we were the only ones there as police took her into custody. she spoke with our adam tuss and gave her side of the story. a conversation that you'll hear only on news 4. >> i asked her, why are you so mean to the customers that come on the bus? for real? i was like -- redeem herself. that's all. metro is inconsiderat

4:42 right now. supposed to be a safe place. but more and more crime is popping up. >> thieves appear to be targeting a preschool parking lot in fairfax county. the latest break-ins reported at chester brook academy in fair lakes. parents have been notified. the thieves are targeting them they pick up their kids. >> we all work hard, you know. i just think any type of wrongdoing, theft or anything like that just isn't -- shouldn't happen. >> fairfax county police are investigating the break-ins, but in the meantime they're reminding parents to pay close attention. lo

good morning everybody. it's 4:45 on your thursday morning. still tracking all the moisture from harvey. all that moisture is being thrown in our direction. we'll have to deal with harvey the first half of our long holiday weekend. as mentioned, sheena has that forecast coming up. lawmakers return to capitol hill next week and president trump wants to make sure they act on taxes. >> the president made his tax reform pitch to a crowd of supporters yesterday hoping it would put pressure on congress. news 4's tracie potts is live on capitol hill. tracie, the president didn't provide a lot of detail yesterday. so is he leaving that up to congress? what's going on here? >> that seems to be the plan. the president laz out the -- the idea of tax reform. congress does the hard work of coming up with a way to support some of the

a popular trail for bicyclist and hikers. the georgetown branch trail that links bethesda and silver spring will close on tuesday for construction of the purple line. this shows the existing trail and the work zone. the red line is the trail detour. it sends users along jones bridge road. critics say that road is too busy and potentially unsafe. if construction goes as planned, you'll be able to ride the purple line. you see it connecting to the metro system. you'll be able to ride that in
