hopefully, that's in the clearing stages. 395 northbound crews just wrapped up. they've been working up there. edsel road, overhead sign installation and one lane was getting by. they've picked up the barrels. that's easing nicely out of springfield but the potential for delays. back to you. it's 5:03. we continue our coverage of harvey now. let's look at where harvey is this morning. that storm is now a tropical depression and moving through northern louisiana and into mississippi. >> while the storm may be moving on, but the devastation is still just extraordinary. economists say harvey could end up costing $75 billion worth of damage. just outside houston, officials scramble to hear the area around the chemical plant that makes a moan yarks it's not a question of if but when the flooded chemical plant explodes. >> it doesn't have any power right now. some chemicals are required to be kept at aer

if they reach unacceptable levels, the chemicals could explode. right now, the latest from texas. >> sarah dallof is live in houston. how is the water behind you? >> reporter: hi there aaron and erika. the water is still in neighborhoods but expected to recede in many of them throughout the day. officials are worried that as it does, it will unfortunately uncover more victims of the storm. 28 people confirmed dead right now. meanwhile, all of texas' national guard troops are here. thousands of people have sought shelter at some point. now the focus shifts to covering their longer term needs. makeshift medical centers being set up. meanwhile, they continue to wait and watch to see what will be next in the disaster zone. aaron and erika. >> sarah dallof live in houston for us. sarah, thank you. you've been seeing the

having to be rescued from the flooding because of harvey. our meteorologist amelia draper was there as a man transported his dog on a boat. news 4's justin finch will tell you about some of these pets coming here to the d.c. area. >> amelia has been in texas since before the storm made landfall. you can watch all her stories about the people going through all of this in the nbc washington app. some breaking news now. a new response to the threat from north korea. >> new military action, kristin wright standing by with more. >> this is a clear show of force this morning. south korea's military says the u.s. military flew supersonic bombers and fighter jets over south korea for bombing drills. the joint exercise comes after the north's ballistic missile launch over japan on tuesday. the missile described as potentially nuclear capable. today's flyover, really, a typical response when north korea makes any threats.

course. we know president trump has said all options are on the table as far as dealing with north korea. back to you. kristin, thank you. also breaking this morning, we learned a map was killed in a busy part of d.c. you may be shocked the columbia heights area is the only -- two blocks south of there, a man was shot and killed last night. we're working to learn his name. d.c. police say it happened on harvard street northwest at 14th street. metro was still open at the time. police are looking for a thin man in all dark clothing. not much to go on. we'll try to learn more about that, though. 5:06 now. parents if you have kids who ride metrobus to school, you'll want to hear this story. transit police are looking for a woman who tried to ab dublduct 7-year-old. the bus runs from alabama southeast across capitol hill to u street. if you have any information, you're asked to contact metro transit police. in a story that you'll only see on news 4, the woman accused of throwing

urine on a metrobus driver told us why she did it. the woman says the bus driver was rude. opal brown actually called us after she saw the story about herself yesterday right here on "news4 today." hours later, we were the only ones there as police took her into custody. she spoke with adam tuss and gave her side of the story only on news 4. >> why are you so mean to the customers that come on the bus? for real? i was pulling out to relieve herself. that's all. metro is interested in their -- [ inaudible ] >> brown is due in court today. police say the attack was unprovoked. and brown is being charged with simple assault. this may not come as a surprise. but d.c. is one of the worst parking cities in the country. >> you don't say? all that time you spend looking for a parking spot adds up. it could have a big i

your wallet. news 4's megan mcgrath has much more on how much it costs us. megan? >> reporter: oh, it's very frustrating. we have all done it. driving around in circles looking for that favorite or that perfect parking place near where you want to go. the restaurant or maybe work. it's not a pretty situation anymore. i know how bad it is. now, looking live here, of course, it's very early. so we are seeing quite a bit of parking in the area. not a problem now. but as the coming hours start, that is going to change. there's new information on how much time and money we waste in d.c. looking for that perfect parking spot. a report from a transportation firm says that we waste 65 hours a year looking for a spot. it also adds up to $1300 in wasted gas and maintenance on your car. and here's another thing that you minot think of.

a live picture from the live desk. this is kensington palace in london where a big crowd is starting to gather to remember princess diana. hard to believe, but today marks 20 years since her death. people you see there, they're lying flowers and leaving pictures and personal messages at the palace gates. princess diana, her boyfriend and chauffeur were killed in a car crash in paris in '97. the grief and outpouring we see in the uk today definitely explains why she was called the people's princess. aaron? 5:14 right now. we have new video showing the continued just generosity for all the people affected by harvey. this time the help is from first responders or for first responders. for first responders. police from san antonio and ft. worth are in houston this mo

officers the chance to finally check on their own families and their own homes and take a little break. >> i bet they were relieved to see them. imagine having to lose your pets too. many of those displaced pets are looking for homes right here in our d.c. area. >> news 4's justin finch is live with what some local shelters need help with right now. justin, good morning. >> reporter: aaron, good morning. a lot of shelters don't allow pets. that's why the pets are going to need your help here. many will make their way here to the humane rescue alliance. before they arrive, the pets have to get adopted that are inside. the first pets from texas arrived this week. about 100 dogs from the houston area will make their way to shelters across the northeast here and they will be arriving again throughout the week and next week. so you see more of this on social media.

shelters. a group gave an impromptu gospel performance at a shelter in con row, texas on tuesday. touching performance here. proving that even the worst of situations, good things can happen. people find ways to come together. >> according to the daily mail, the lead singer is an admission's counselor at sam houston state university and part of an outreach program to help the victims. we have got some good news about a local choir director fighting for a chance at a million dollars. we told you about the prince george's county choir led by dannel damon. after the choir was on america a's got talent. last night they found out they're moving on to the next round. >> i'm not sure what he said there. but they're happy about it. it's a good -- uh-oh. don't pull your hair too hard. >> made up of all over the country.

morning. 81 at 2:00. 82 by 5:00. there will be a gradual increase in cloud cover later on in the day. rain chances remain relatively low. this cold front promises a significant change in the weather overnight tonight. so that front should maybe bring out a slight little shower or two mid to late afternoon today. and then more importantly, overnight, a gusty northeasterly wind will blow cooler air back into the picture. today, low to mid-80s. tomorrow, mid to upper 60s for the weather. 3:00 in the afternoon, a bubbling up the isolated showers. we can see the coverage area not all that impressive. for tomorrow, as i mentioned, way cooler. temperatures in the 60s all day long tomorrow. could have a stray shower or two just about any point in the afternoon on friday. but the steadier rain chances come in late. probably after 9:00 or 10:00 tomorrow morning. the steady rain goes on into your saturday as

morning after at least lunchtime. rain may not finally come to an end until late saturday night. but it should be over before the sun comes up on sunday. sunday we don't have a rain chance in there. because as it looks now, all the moisture from harvey will zip out of here. we'll call it an improving picture on sunday. labor day looks nice with temperatures in the mid-80s. a little bit of something for everybody there. if you like the feel of summertime, definitely your day. the cloud and rain showers will make it feel more like october and rainfall amounts with harvey coming up on saturday could be average around half an inch to an inch. some spots might get more than that. it's time for a check of traffic. let's go to wtop and the man himself, jack taylor. >> thanks so much, chuck. good morning. we had work done on the rock creek parkway as we always do. they should be out

intense flooding killed all their power sources, including multiple emergency backup generators. some officers in that area are feeling dizzy or getting headaches right now. by the way, the flooding in houston has not improved. this is a live picture. an nbc crew right now riding with a group of civilians trying to help people right now as we speak. all in all, just a very scary situation this morning, even with the storms winding down. we'll watch things going on a that plant closely. aaron? >> kristin wright at the live desk. thank you. it was a texas law that sparked concerns for immigrants trying to get into shelters away from harvey's wrath. now, a federal judge has temporarily blocked most of the state's new law that would have let police officers ask people during traffic stops if they were in the u.s. legally. houston officials have tried to assure families that shelters would not ask for immigration status. the texas governor says the state will appeal that federal judge's

bike trail for bicyclists and hikers closing for five years. the georgetown branch trail that links bethesda and silver springs, it will close on tuesday for construction of the purple line. the purple line shows you the existing trail in the work zone. the red line shows the detour. now we're showing this map of the actual rail line, the light rail line. it sends users along the jones bridge road this new rerouted area. that road is too busy and potentially unsafe. if the construction goes as planned, you'll be able to ride the purple line which you see on this map of metro's system. that will happen in 2022. >> we're just a few weeks away from the newest lidl store opening in our area. it's a discount grocery chain opening in manassas on september 14th. it will be the first store in the d.c. metro area. they plan to open more in the east coast by next
