live from studio 1a in rockefeller plaza. >> good morning, everybody. welcome to "today." good to have you with us on a thursday morning. we have craig in for matt once again. for the first time in a week and we're happy to say it the rain has finally stopped in texas, but here is the bad news, harvey's fury still being felt across the gulf coast. >> let's get right to the latest. an alarming situation is playing out right now in crosby, texas. this is about 25 miles northeast of houston. explosions and smoke at a flooded chemical plant there, it comes just hours after its owners warned it was likely to explode. that facility lost power, it also lost its ability to cool potentially volatile materials. >> at least 28 deaths are blamed on the storm. houston's fire department is planning a block by block search for thousands of homes

>> 25,000 water rescues have been carried out since the storm started with operations still ongoing. the u.s. military is sending warships and more aircraft to assist with those rescue efforts. >> we have complete coverage for you this morning. let us start with nbc's jacob rascon, he is in crosby, texas, where that emergency situation at a chemical plant is unfolding as we speak. jacob, good morning to you. >> reporter: good morning. the explosion happened a few miles behind me. this is as far as they will let us go. they have evacuated homeowners, they have evacuated the press and this morning there are fears that there could be more explosions. this morning reports of two explosions and black smoke coming from a chemical plant near houston, a result of harvey's catastrophic flooding. the plant is located in crosby, texas, 30 miles northeast of houston. the company based out of france releasing a statement this morning warning that a threat of additional explosion remains and telling residents please do not return to the area w

evacuation zone until local emergency response authorities announce it is safe to do so. the facility drenched by more than 40 inches of rain has been without electricity since sunday. the plant manufacturers organic peroxide used in kitchen countertops and industrial paints. the overnight explosions came after hours of warning, reminding some of the devastating explosion at a fertilizer plant in west texas back in 2013. 15 people were killed, more than 200 injured, roughly 150 buildings damaged or destroyed. this morning the harris county sheriff tweeting, one deputy taken to hospital after inhaling fumes from arkema plant in crosby, nine others drove themselves to hospitals as a precaution. arkema ceo warning on wednesday that if the chemicals stored at the plant got too warm some sort of explosion was likely to had a. >> materials could now explode and cause a subsequent intense fire. the high water that exists on the site and the

leave us with no way to prevent it. >> reporter: and as mentioned, of course, those who already lived in there were evacuated a few days ago, but i just met a family and talked to them, they were frantically searching for their grandparents who they say had returned to the area, so you are going to have a lot of that this morning. we're also just learned that the ten deputies being treated at the hospital the company says that they believe that the smoke at the inhaled was non-toxic but again, guys, this morning the ceo says there could be more explosions and that's why there continue to be evacuations and to push even us back further. >> very tense situation, jacob. keep us posted. in other parts of southeast texas this morning around the clock operations to reach and rescue people from flooded neighborhoods is stretching into a sixth day. nbc's miguel almaguer is in the hard hit town of orange along the louisiana border. good morning to you. >> reporter: g

many thought harvey's most punishing blow was over but that was not the face. towns more than 100 miles away from houston were hammered. this parking lot was turned into a military base for rescue teams and even at this hour they are still looking for the missing. this morning harvey is now a tropical depression and is carving a new path, moving inland over louisiana after leaving behind a disaster in southeast texas. the monster storm causing flash flooding in beaumont and port arthur, both cities under water after harvey unleashed 26 inches of rain in one day. the u.s. navy and air force are staging a massive rescue operation, flying around the clock search missions, mucking men, women and children from rapidly rising waters. we rode along with one team, experiencing some of the dramatic

within minutes tameka singleton and her family were spotted from the air, desperately waving a towel. her grateful family lifted one by one into the chopper. >> i was like waving in the middle of the street, we were so happy like god had answered our prayers. >> the deaf stagts floods cutting off roads in and out of beaumont, a city of 120,000. for many this is the only way out. but the danger is still high, with winds tossing rescue baskets as they're lifted into the air. jaquetta white clinging to six-year-old bella as she and her daughter were brought to safety. >> what was that moment like going up in the helicopter. >> horrifying because i'm deathly afraid of heights, so it was horrifying, but we're good, we're blessed, we're thankful. >> reporter: but for some families in beaumont, tragedy. coletta solser and her hr

solser lost her life, but miraculously the toddler survived. >> more than 300 people pouring into this shelter just outside beaumont. newborns carried by rescuers out of harm's way. in port arthur neighbors and rescuers rushing to a nursing home. nearly 70 elderly patients stranded inside as it quickly filled with water. dozens traveling by boat and by helicopter evacuated to a town nearby. in the skies over port arthur customs and border patrol officers bringing relief to those left stranded. for one man who was paralyzed, there was no other escape. with harvey's death toll at at least 28 many here fear that number will continue to

missing in nearby beaumont. craig. >> miguel, are they confident they have gotten everyone out of beaumont? >> reporter: no, craig, they are not. they are still looking for thousands of people who are reported missing. those searches will continue all day long. >> miguel, thank you. >> heroic efforts we saw there. it's going to be years before this region fully recovers from this storm. while the rain is over, rivers are still rising around houston and threatening to flood even more homes. nbc's gabe gutierrez now at the city's main convention center, it's a massive shelter for thousands of evacuees. good morning. >> reporter: this is one of two mega shelters that will stay open. today search crews wilben going dr r es theyie me an feet of r them to make sure no one was left behind. this morning harvey's death toll is rising dramatically, now up to at least 28.

submerged van that belonged to the sandivar family. they had been missing for days. all gone. >> our worst fears have been realized. >> reporter: also near houston these videos posted on facebook show the hours before authorities say a group of volunteers out doing rescues hit a power line and were electrocuted. two of the rescuers died, two others are missing. two journalists working for daily mail.com were also on the boat and survived. george perez was one of the rescuers who was killed. despite her grief his wife says she's happy because he's a hero. after harvey's historic downpour the country's largest fuel transporter says it's shutting down its main pipeline to the northeast, that could result in higher prices at the pump. houston's rivers, swollen, water rescues, still under way. >> it's

what's the word? >> well, it is now a tropical depression but at this point it doesn't matter what intensity it is it's still all about the rain. you can see heavy banding of rain moving through central louisiana near alexandria just north of lake charles. winds are still at 30 miles per hour, so it is still breezy with this system and the threat is going to start to move into northern mississippi and into western tennessee. again, still as a tropical depression, but it does have all of that moisture with it. so we do still have ff warnings including beaumont, stretching into southwestern louisiana, flash flood watches in memphis through friday and the panhandle of florida where some of those extreme outer bands are moving. so here is how we go through the day today, heavy rain moves into northern mississippi, northern alabama, across western tennessee and then we will start to see it move up into kentucky as we go into friday morning. it is going to start to weaken in intensity as far as the torrential downpours are concerned but we still have the possibility of seeing about 5 to 7 inches of additional rainfall

across western tennessee, again, it comes in a very short period of time so that could lead to the threat of flash flooding. and then we will start to see it spreading. >> the northeast, not a lot, an inch or two, but the effects of this storm system will continue to slowly spread northward. we do have to focus on tennessec pause it could lead to for flash flooding. >> we mentioned at the top of the show this situation that's unfolding in texas, this explosion at a chemical plant there. we are on the phone now with rachel moreno who is the pio for harris county's emergency center. i know the concern is that there could be additional explosions. can you tell me what the situation there is and whether it's under control? >> yes, i would be glad to. this is chief bob royal, i'm assistant chief emergency operations for the harris county fire marshal's office and part of my command is the harris county hazmat

we are on location in crosby. so i'd kind of like to give you a little update on what's going on. >> yes. >> we first -- we were first engaged in this wee hours of tuesday morning i think now, i lost a lot of sleep over the last eight days, so they all kind of run together, but, anyways, i think it was tuesday morning i had to go back and look at my log but we ended up evacuating or assisting in the evacuation of personnel that was in the plant and at that time we had a conference call with arkema, their corporate office, to find out exactly what was going on in the plant and from what i know the plant had lost power and so they had stored these temperature sensitive organic per oxides inside 18-wheeler box fans that have refrigeration units on them to

keep those materials cold because they needed to. since that time floodwaters came up, we've experienced some contamination in the fuel which shut down the refrigeration units on three of those 18-wheeler box fans. the other ones are still under refrigeration. there are -- at this time we're still reasonably safe that they are okay. the ones that they lost refrigeration in -- do you have a question? >> i do. i'm sorry, because time is short, but i wonder you said you feel that it's somewhat contained. were there any significant injuries? is there a danger to the public? >> okay. this morning wee hours of the morning somewhere around 1:00 a.m. this morning our time we got a report -- we have had a perimeter around this thing at one and a half miles that the area is evacuated, it's isolated, it's still under floodwaters and we had a report of fly

catching on fire. there has been a series of small pops or explosions when that took place, we had smoke issuing from that. some of our law enforcement officers that were holding the perimeter were exposed to the smoke and they've been -- we have -- we have 16 law enforcement officers -- excuse me, 15 law enforcement officers being observed at a local hospital and we also have five ems providers that were on scene just for precautionary measures. >> all right. bob, thank you for the update, sir. do keep us posted, if you can. bob royal with the harris county emergency center with an update. >> you can just hear it in their voices. and think of all of the first spoe responders who have been under such tremendous pressure. we're also keeping

the north korea crisis. nbc's chief foreign correspondent richard engel with the latest now. good morning to you. >> reporter: good morning. the u.s. military says this mission lasted about ten hours, the american aircraft taking off from japan and guam, crossing over the korean peninsula, but staying safely inside friendly south korean air space. it was a warning with aircraft that the united states can attack north korea if it wants, when it wants and decisively. the u.s. flying two b-1 b supersonic bombers and four f-35 fighter jets over south korea overnight. the american response coming just two days after north korea fired a ballistic missile over japan. the flexing of its military muscle following a tweet from president trump who declared that the u.s. has been talking to north koa

extortion money for 25 years. talking is not the answer. but just hours after the president's post his own defense secretary seeming to contradict him. >> we're never out of diplomatic solutions. we continue to work together. >> reporter: but actions not diplomacy are setting the pace of events now. today in south korea u.s. marines were honing their skills, running live fire exercises under stress, 300 miles from the north korean border. >> the point of this drill is for u.s. and south korea marines to train together, to see each other's skills in case they need to fight north korea together, training that has a renewed urgency now. lieutenant colonel jeremiah salamite is the commander. >> we're working with our korean counterparts and improving tactically and

that water. kerry sanders is in beaumont, texas for us. kerry, good morning. >> reporter: good morning, craig. this morning as the waters begin to recede homes like the ones behind me have water in the front and the back. they are like islands. as people begin to leave their water logged homes with the panic of the crisis over there is another threat that they should think about, poisonous snakes. this morning a new worry for rain soaked residents in houston, with floodwaters as far as the eye can see there are many hidden dangers lurking just below the surface. >> in so many cases people tell us they want this rescue by helicopter because their fear of what's in the water. we went airborne with the cbp air marine operations helping stranded residents to safety. all just wanting to get out. there is more in this water than just critters, dirt and debris, there are serious health hazards,

>> bacteria in the water is a huge concern for a couple reasons, the sewage system starts backing up so bacteria gets in there. >> health officials are worried about other spills survivors are wading through. >> chemical contaminations, especially if it gets in your mouth are huge concerns. >> invisible dangers like downed power lines, streetlights and flooded outlets can electrify the water. authorities are also warning people to be on the lockout for reptiles. >> oh, my god. >> this alligator crept up on a home in a houston suburbs. snakes can also be lurking in floodwaters, some of them venomous. the houston area hosts more than 20 species of snakes and all of them can swim. if that's not scary enough, there have been sightings of flowing rafts of fire ant colonies that not only survive but thrive during floods. >> i picked it up. >> the red ants. >> i had rubber gloves on. >> something

in the water and their stinging with cause stinging, blistering, even death to people hypersensitive to their venom. those swimming snakes, alligators and rafts of fire ants seem like something straight out of a horror flick they aren't out to get anyone, they are just trying to weather the storm, too. now, as the water has left the homes here and the electricity remarkably is already back, residents who are now back in their homes do need to worry about another long-term problem, a water logged home is a great breeding ground for mold and that can cause serious respiration problems. savannah. >> there is just so much to think about. kerry, thank you. when we see these heart breaking images in texas and louisiana, makes us all want to help, but sadly we want to tell you there are scammers out there and they are looking to take advantage of that good will. after hurricane katrina, for examp s

lost to scams. so we had "today" national investigative correspondent jeff rossen look into this. he has some tips. we want to make sure this good hearted motivation that the money ends up in the right hands. >> this is when the criminals come out. this is like their christmas when we all want to help people. this he know they can pull on our heart strings, this is why the department of justice issued an urgent warning, a new alert to be careful of these scams. we wanted to tell you about some of the things that you can do to avoid that. we want to start with the first one which is you want to avoid donating via e-mail. legit charities won't be blasting you with e-mails and telling you do donate right there. this is when criminals will send phishing e-mails. it will look like it's the american red cross, you click on that, suddenly they're into your computer and they will get your credit card information. do not donate via e-mail. >> don't give cash. >> the legit charities they

with your credit card or a check. that way if you give cash -- think about it, if you give cash and find out it's a scam later there is no way to get that money back. theres no record of the transaction. they don't want cash, pay via credit card, pay via check. >> there are obviously big name relief organizations we know, but there are also copy cats. >> this is when the copy cats come out. you may get that e-mail from them and you may see that american red cross logo we know so well but maybe it's called the national red cross. these scammers can also mimic the actual name of the charity. so you want to look out for copy cats as well. again, going back to that first tip and i can't stress it enough, look out for one wrong letter in an e-mail address. this he do that. that is one of their classic signature moves. >> we have to have eyes peeled. if you get an e-mail and there are attachments or photos don't click. >> never open attachments if

from. some of these fake charities will send you a link or some kind of attachment to show you a picture of a disaster. look at the kids who you are going to help. do not click on attachments unless you know who it's from. >> okay. >> by the way, if you get an e-mail from one of these places and you want to click on an attachment don't do it even if you think it's legit, get off that e-mail, go to the actual website for the charity that's confirmed and donate through them. >> check out the websites. >> exactly. >> what am i looking for. >> a lot of the websites for legit charities will end in.org. if you see a dot-com it's not necessarily a fake charity but it's a red flag and something to look for. american red cross, salvation army they're.org's. dot-com's are a red flag. >> really good information. i hope people will open their hearts. let's head over to dylan and get a check of the forecast. >> thanks, savannah. i want to point out some of the heat we're going to see out west. we have excessive heat warnings and watches all along the coast of

under the gun for this extreme heat. we have an area of high pressure, a ridge in the jet stream, the heat will continue to build. san jose should get up to 104 by tomorrow, portland, oregon, back up to 99 degrees by saturday. even las vegas up to 103 by saturday. so the heat is going to be extreme and it's very dry, too, so that could lead to fire danger. as we go into next week even seattle gets up to 92 degrees by the time we get into tuesday. of course we also want to mention the flooding from harvey is about to move up into parts of mississippi and also into western tennessee. where we could see as much as 5 to 7 inches of rain and that could lead to flash flooding if it comes down too quickly. that's a look at the weather across the country, now here is a peek out your window. >> good morning. temperatures are mostly in the 60s still across the area, so very, very comfortable. the map showing those temperatures loading now, 68 in washington, 62 manassas, 65 degrees in clinton. through the afternoon today 85 for a high, a little bit warmer than yesterday. you will notice a mix of sun and clouds,

a new danger emerged in flood ravaged texas where explosions rocked a chemical plant overnight. complete coverage starting with jacob rascon. he's in crosby with the very latest on it. jac jacob, what do we know this hour? >> reporter: we just got an update from emergency officials. they said the fire is still burning and more explosions are expected. they hope those explosions will be contained in the facility itself. they explained there are nine giant storage containers of chemicals back there and three of them have lost refrigeration which means chemicals will have a reaction. in one of those, the chemicals did have a reaction. there was an explosion and flames were shooting 30 to 40 feet out of that container. they expect the other containers that don't have refrigeration will have explosion and those chemicals will cause fire and flames to shoot out 30 to 40 feet. they have evacuated

. all right. this morning as we continue back to school today, a problem facing kids and adults alike in today's digital age more connected than ever. experts also warn all that screen time is actually affecting our health. >> according to the vision council, 50% of americans spend five or more hours a day using digital devices. more than 0% of americans use two or more devices at once. all that screen time is causing what experts call digital eyestrain, a vision related problem that can lead to symptoms like dry and irritated eyes, blurred vision and headaches. it affects 60% of americans and women are more likely than men to experience symptoms. digital eyestrain can be caused by factors like sitting too close to the screen, using the wrong settings on your devices and staring at your computer and smartphone for long periods

time. so what do we do to prevent and treat digital eyestrain. dr. natalie azar is back to break it down. good morning again. this is getting to be more and more common. what is it and how do we treat it? >> digital eyestrain or digital tie computer vision syndrome is a cluster of symptoms, as the piece described, that has to do with prolonged staring at devices. >> what's prolonged, though? >> two hours at a time for sure is considered prolonged. one thing that wasn't mentioned is also neck and shoulder pain in addition to the blurry vision and headache and all of that stuff. >> it's important to treat it and prevent it because it can get worse? >> yes. also especially important as we're talking about back to school, it's not just adults, it's kids also. >> you have tips for us. tip number one. >> tip number one is to see the eye doctor. the frequency and interval you need to go let's say to an optometrist, ophthalmologist, separate recomat

eye history, that kind of thing. the vision council recommends, this is really a smart thing to do. if you're an adult and your children use devices frequently, do to the eye doctor once a year and say this is how much i'm doing, what i am experiencing. help me have a plan of action. >> make that part of it. >> not just digital eyestrain, too, pick up other eye related issues. >> tip number two, adjust your digital habits. what do you mean? >> this is super important, especially important for children who are going to be sitting at adult computer stations. basically, a couple of things to remember. your computer screen should be about an arm's length away from you. you should be able to high-five your screen. most people feel most comfortable also when the screen is about 15 to 20 degrees below their eyesight so they are not looking up but rather looking down a little bit. you want to adjust the surrounding light. dimmer lights to avoid the glare. in particular the screen, you can

glare, screen over the computer to help with that. >> the next tip makes a lot of sense. take breaks. >> here is the thing. basically the 20/20/20 rule. every 20 minutes for 20 seconds you want to look 20 feets away to adjust your eyes and blink a lot. especially after two consecutive hours of looking at a screen, you want to take a break for 15 minutes to rest your eyes. >> you're looking away, not trying to focus on something. >> no, you're actually trying to focus on something far away so it resets the messaging between the eye and brain. >> okay. final tip. know your eyewear options. >> this really, really interesting. let's say you don't wear glasses at all or contacts but spend a lot of time in front of the computer. you can get specific lenses for the computer that eliminate the blue light, which we know isn't good, eliminate glare. if you are contact
