tropical depression strength right now. it's centered over tennessee. the rain is in kentucky. we're going to watch this closely. we'll see the impacts overnight in the form of showers. currently, though, we do have the clouds from it. but coming up, i'll show you a timing of the rain as we go into your week yepd. that's all straight ahead. let's check the roads with jack taylor. good morning, jack. >> sheena, thanks, good morning. >> trouble at gleeb road northbound. sounds like we have two lanes to the left getting you by. authorities pulled up and grabbed the two right lanes. crews still working on the rock creek parkway at the kennedy center. one direction at a time. that should be in the wrap-up stages. they're usually gone by 6:15. chopper 4 has been flying in maryland on 95 southbound near the beltway. without delay each for the northbound drivers who potentially will leave the washington area. headed north.

here are the headlines from harvey this morning. the death toll jumped to 38. almost a week after the storm hit the texas coast. now, the rain is backing off. but people are taking on the task of trying to begin the cleanup effort. after an explosion, the fire is out near houston. but they are still monitoring that site. >> we've got live team coverage on the impact and the aftermath of harvey as we continue to track that storm. we want to start to see first the damage that's left behind. megan mcgrath monitoring the spike in prices at the pump. >> we begin in houston with news 4's sarah dallof. >> reporter: erika, aaron, good morning. for people who have been able to get back to their neighborhoods, seeing their homes for the first time has been a shock for many. about 100,000 homes damaged and many people here don't have flood insurance. only about one in six do. damages here will run in

texas as the prices continue to rise there. we've been telling you that harvey will have a big impact on gas prices. you can see the cars lined up in texas. megan mcgrath is live in northwest d.c. with a look at why you should get gas today. prices are expected to soar this weekend. megan? >> reporter: yeah. hey guys. you can expect to pay more at the pump this holiday weekend because of the problems at the refineries in texas. we're at a station here in upper northwest. take a look at the sign here. $2.98 for a gallon of regular. now the price is up about $.10 in d.c. about $.14 in maryland and virginia since harvey hit. take a look at the numbers here. the national average for regular is $2.45 in d.c. it's $2.65. maryland $2.42. ? texas, $2.25 for a gallon of regular. now, we spoke to a driver this morning and she said

happened and whether they have a lead on the car. >> police say you don't have to worry about the man who opened fire at a metro station. look at that. this is video of that man and we can now tell that you he is under arrest. that video shows a shooting down a metro escalator in klum yachlt the man is 22-year-old cesar morales and he was taken into custody in montgomery county. nobody is hurt in that shooting fortunately. >> not far from that metro station, a man was shot and killed on wednesday night. >> the recent violence is raising fears in the columbia neighborhood. was shot to death in harvard in northwest. people who live in that neighborhood tell us they are worried. but not afraid. >> they're so random events and uncomm uncommon. not going to change how i look. >> police are still investigating that deadly shooting. many of you are planning to hit the roads forha

are currently in that country. officials have said that the u.s. plans to send 3900 more troops. mattis and other top officials are scheduled to brief congress on wednesday. three men on the loose after breaking into a business and taking off with the atm. police say this happened on pennsylvania avenue in southeast d.c. the video shows the guys pulling up, they grab this thing, put it in the back of their suv and take off with it. this was on pennsylvania avenue in southeast d.c. more customers may have been affected by wells fargo's phony account scheme. the bank admits that well over a million more fake accounts may have been opened in customers' names. the total reaches about 3.5 million people. a developing story. the search for the driver behind a deadly hit and run. >> justin finch is live at the scene with what happened. justin? >> reporter: erika, good

we spoke to two women out here last week. another who says she is the mother. they were too shaken up to go on camera but say they saw the victim's shoe on a news report last night and that's why they believe this is their loved one. the impact of this crash was so strong, we're told they knocked the shoes off the victim here. that red circle there is one of the shoe spots where the shoes were flung. it's right across from the census bureau here. police are tell us the victim was walking on the road here when he was struck by a car last night. he was taken to the hospital where he later died. this is the 4500 block of steubenville --ville silver hill row and shady side avenue. this person was hit by a vehicle. we don't nope what kind at this time. but we do know that his vehicle did not stoch. again, the victim taken to the hospital where she

metro station. that man in the video here is off the streets and under arrest. the video shows a shooting down a metro escalator at the columbia heights metro station last friday. the man here is 22-year-old cesar morales and he was taken into custody late last night in montgomery county. nobody was hurt in the shooting. a local veteran is getting ready for another day of protest chained to his home. we sent justin finch to this house on 6th street northeast this morning. nobody was there. he spoke with him by phone. he said he was at his other house gearing up for another day of protests. this is him yesterday chained up outside the house. he says the district's poor upkeep of the alley led to water problems that damaged his home's foundation. the district said it will force repairs to stabilize that house. he stays that will destroy the historic walls and cost a fortune. >> they're planning on trashing the
